    FOREWORDThe great gains of the democratic era underscore an improving education system

    determined to assure quality in basic education, enhance teaching and learning standards

    and carefully measure progress over time. The cornerstone of this determination has

    been an impervious goal to profit the children of South Africa with knowledge and

    skills that translate into economic freedom within a democratically transformed society

    and to be suitably fit for the modern challenges of the Fourth Industrial Revolution.

    Hence, the Government of the Republic of South Africa esteems the provision of quality

    basic education free of discrimination as its apex priority and as a national imperative

    advanced by clearly articulated milestones in the National Development Plan (NDP)

    Vision 2030: Our future – Make it work. There is a clear mandate from the NDP for

    the education department to direct that standards of education provision, delivery and

    performance of learners be monitored and evaluated annually or at other specified

    intervals, with the object of assessing progress in complying with the provisions of

    the Constitution and with national education policy. In this regard, the outcome of the

    National Senior Certificate (NSC) has since its introduction in 2008 been regarded as

    the primary indicator of monitoring system progress.

    I am honoured to release the 2017 National Senior Certificate (NSC) Schools Subject

    Report which provides valuable information on the performance of every school in the

    country in the 11 key subjects. This Report includes subject specific information to assist

    managers and practitioners in the system with information that would equip them to plan

    and provide appropriate subject level support to the learners. I have noted the drop in

    enrollment in key subjects such as Mathematics, Mathematical Literacy, and Physical

    Sciences. This could be attributed to a rise in the number of part-time candidates and

    the number of learners who took the multiple examination opportunity (MEO) route and

    therefore still have some outstanding subjects to complete for their NSC.

    I appreciate and acknowledge the hard work, sacrifice and sheer effort made by our

    teachers, learners, parents, guardians, school managers, district and provincial officials

    and wider school communities who heeded our call to support the sector’s commitment

    to improve the quality of teaching and learning and learner attainment. In 2017 there was

    increased investment in the sector to increase the participation of school communities

    in the strategic interventions that were driven by the 2017 NSLA that aimed to align the

    key national and provincial interventions that were introduced to add value to teaching

    and learning in our schooling sector. As in 2016, targeted and focused interventions

    to improve learner performance in the 11 high enrolment subjects were implemented

    across all nine provinces, focusing on underachieving schools, schools with more

    than 100 learners in high risk subjects, schools with novice Grade 12 teachers, and

    schools with high numbers of progressed learners. There were also targeted

    interventions for high achievers to improve the quality of their performances in the final

    examinations. Provinces and districts intensified monitoring of the differentiated subject

    interventions throughout the year to ensure optimal participation, quality of input over

    adequate timeframes, to enable accountability among all stakeholders responsible for

    operationalizing the 2017 NSLA.

    This Report must be read in conjunction with the Diagnostic Report, which provides an

    in-depth analysis per question for the priority subjects. Together, these reports provide

    a comprehensive outlook on the performance of the Class of 2017.

    1. INTRODUCTIONThis edition of the Schools Report comprises of the 2017 NSC subject results for all

    schools in every province. These results are consolidated into a single reference

    document that allows all stakeholders: School Management Teams, School Governing

    Bodies, teachers, subject advisors and district and provincial education officials,

    to review, monitor and track subject performance of the schools in their respective

    local communities. This report provides historical data on the performance of 11 key

    subjects. In order to enable a comparative analysis, subject performance data for both

    2016 and 2017 are provided. This report is a useful resource that can inform the design

    and implementation of appropriate interventions at school, district and provincial level.

    This report should be read in conjunction with the following complementary reports on

    the 2017 National Senior Certificate examination published by the Department of Basic

    Education:

    a) The 2017 National Senior Certificate Examination Report;

    b) National Schools Report that presents the overall school results over three years; and

    c) National Diagnostic Report which provides an analysis learner performance in the 11

    Gateway Subjects and the 11 Home Languages; identifies areas of poor performance,

    and recommends appropriate remedial measures in each of the subjects.

    Together these four reports aims to provide a comprehensive overview of learner,

    school and subject performance on the 2017 NSC.

    2. SCOPE OF THE SCHOOLS SUBJECT REPORT

    The Schools Subject Report presents performance data in the following 11 key

    subjects: Accounting, Agricultural Sciences, Business Studies, Economics, English First

    Additional Language (FAL), Geography, History, Life Sciences, Mathematical Literacy,

    Mathematics and Physical Sciences.

    Candidates’ performance in these gateway subjects at a national level over the last two

    years, precedes the summary table of candidates’ performance in these subjects in each

    education district. This detailed set of data is provided to every school to enable them

    to measure progress made and evaluate reasons for upward or downward performance

    trends in 2016 and 2017

    3. UTILISATION OF THE SCHOOLS SUBJECT REPORT

    This report should be used by school managers, subject advisors, curriculum specialists

    and district planners to analyse a subject’s overall performance within a school, and at

    cluster, circuit or district level. This report helps education stakeholders to identify the

    specific subjects where performance is poor and to ensure appropriate interventions

    are introduced. Where subject performance shows an upward trend within a school,

    circuit, district or province-the stakeholders must seize the opportunity to identify the

    factors that have contributed to improved performance and consider how these ideas

    can be shared with schools that are performing poorly. School communities also have

    the opportunity to identify teacher capacity building needs and invest in this, a review

    of current equipment and curriculum resource needs is also necessary to ensure that

    the school is adequately resourced to harness the collective efforts and potential of

    teachers and learners so that they are motivated to improve upon their 2017 performance

    in selected subjects.
