The National Film Board of Canada is a unique centre for the creation of audio-Lisu- al materials. Its mandate remains to produce and distribute films and other audio- visual works intended for Canadian audiences and foreign markets, in order to increase vieLvers’s knowledge and understanding of the social and cultural realities of Canada.

Its films are produced in both official languages through its English and French programs, b y in-house and independent filmmakers across the country. The NFB mairitains production facilities in Vancouver, Edmonton, Winnipeg, Toronto, Montreal. Moncton and Halifax.

The NFB has a network of distribution partners, the majority of which are public libraries, to provide access to NFB films and videos, thus ensuring the NFB’s presence in al1 provinces and territories. NFB productions are often aired by convention- al and specialty broadcasters alike, and Canadians can easily purchase NFB videos seven days a week, by calling its toll free-number. Internationally, the NFB has offices in London, Paris and New York.

The NFB is an integrated production and distribution organization, with an extensive film collection, a conservation laboratory, post-production, and research and development facilities located at its operational headquarters in Montreal. Its Corporate Affairs service operates from Ottawa, while Communications, Human Resources, Administration, Planning and Evaluation services are principally located in Montreal.

The Board of Trustees of t h e National Film Board of Canada consists of eight members. Six members represent the people of Canada, while the çeventh member is the Executive Director of Telefilm Canada. The Government Film Commiçsioner actç as Chairperson of the Board.

During the period covered by this annual report, Michèle S. Jean completed her three-year term on August 8, 1996. Also, the appointment of Michelle Courchesne for a terrn of three yearç was announced on December 5, 1996. As in the paçt year, there were two vacancies on the Board.

An overview of the past fiscal year would have to include diverse and often difficult images as we consider the momentous changes faced, and ultimately addressed, at the National Film Board of Canada. The financial constraints we absorbed brought with them a dramatic transformation in not only the NFB’s interna1 operations and client services but also in the long-established culture of the agency. Nevertheless, the NFB has done very well this year, and its ability to produce and distribute euem- plary productç despite various setbacks is encouraging as we look to the future.

But first to the review at hand. Our annual record of the year past presents the NFB English Program and French Program productions completed between April 1, 1996 and March 31, 1997, lists the numerous and varied awards garnered by NFB productions and personnel during the fiscal period, summarizes the highlights and includes the financial statements.

Following a thorough açsessment of how the NFB should best deal with the current round of budgetary restrictions, the agency implemented its restructuring plan at the beginning of this fiscal year.

The changes notwithstanding, both English and French programs continued to produce and release audio-visual productions distinguished by their high standard of information, innovation and entertainment, and cultural observers continued to laud NFB filmmakers. The Québec government recognized Jacques Giraldeau’s lifetime of achievement in al1 facets of filmmaking and hiç outstanding contributions to cinematic cultiire by according him the province’s highest distinction for cinematic achievement, the Albert-Tessier Award (cinema).

Major Canadian honours were given to several NFB productions and co-productions. Place of the Boss: ütshimassits directed by John Walker and produced by NFB Atlantic Centre in co-production with John Walker Productions and Triad Films, won the Academy of Canadian Cinema and Television’s Donald Brittain Award for Best Documentary Program. The Mind of a Cbild, directed by Gary Marcuse and produced by Face To Face Media in co-production with the NFB Pacific Centre, won the Academy’s Canada Award.

At RendeT-vous du cinéma québecois, Pierre Hébert’s La Plante humaine, the first feature-length animation film produced by the NFB, was awarded the prize for Best Feature Film by the Quebec film critic’s association and Québec’s cultural development agericy. The Gémeaux prize for best documentary was won by Marquise Lepage’s The Lost Garden - the Life and Cinema of Alice Guy-Blaché, and for his work on Le Sort de l’Amérique, Jacques Godbout collected the Hot Docs! award for Best Direction of a Documentary.

Among achievements for animation shorts, Janet Perlman’ç Dinner For Two/Dîner intime took the Grand prix des Amériques for Best Short Film at Montreal’s World Film Festival; animator Richard Condie completed his comic opera La Salla, produced by NFB Prairie Centre, in time for the Fall festival season and saw its acclaim build through to last February when it was nominated for an Oscar@, the NFB’s 61st nom in a t ion.

Millions of Canadians see NFB productions on television every year. Viewership figures available to us are very conservative, however, since many of Our broadcast partners do not release ratings data. That considered, English Program productions accrued well over 34 million viewers in 1996-97. French Program calculates its productions and co-productions were seen by approximately five million people. Large numbers of Canadians are also seeing NFB films in the cinemas. Four of Our short films were paired with a number of U.S. and foreign feature films in the past year

while a handful of NFB feature documentaries had theatrical runs, for a total audi ence of about three million.

As the next millennium approaches, the NFB continues to adapt to the communications preferences of tomorrow, ensuring we retain a strong brand name among local and international film and television audiences and build top-of-mind awareness in the l~urgeoning on-line community.

1 have already outlined a small portion of our big and small screen accomplishments, but we have made gains in other media as well. In December, English Program made a quantum advance with the launch of the NFB Kids website as an adjunct to the main NFB site. NFB Kids’ (http://www.nfb.ca/kids) main attraction is The Prince and 1, a fun , interactive production to encourage children to improve their literacy skills. in general, activity on the NFB’s Internet site has been impressive. Launched in 1995, it was completely renovated in 1996 and won the Grand Prix Boomerang 1996 in the Corporate Internet Site category at an interactivity day organized by Les Éditions Info Presse in collaboration with Vidéotron, Apple and Qukbecor Muli.imedia. Each day, the site hosts an average of 3,000 visitors (and that number is growing!) who browse through some 120,000 pages, investigate 10,000 film titles with accompanying photos and detailed data, 100,000 filmographies and 78 sections. Our site visitors don’t hesitate to use this new communications tool to communicate with the NFB -the proof is in the more than 1,600 e-mail messages we received during the year.

Ne\+ media are already delivering new audiences to the NFB and we intend to hold their attention by working with strategic partners - including, among others, fello\k federal institutions such as the National Archives and the National Library - to cre- ate clynamic multimedia and Internet-based projects.

The National Film Board of Canada has been through a year of dramatic change and has now become much more than its name suggests. Honoured by the International Documentary Association las1 Fall for Our efforts to preserve, archive and catalogue O u r çizable film collection, the NFB is now also strengthening its ability to inform and entertain from a Canadian perspective in several exciting new media. Nol content simply to maintain Our existing audiences, we are building awareness of the agency, Our substantive products and potential among the younger age group, with a view to sharing out- point-of-view with more and more media consumers both for now and for tomorrow.

The beginning of the 1996 fiscal year brought with it the early phases of the implementation of the current round of budgetary restraints. Every sector of the NFB faced cuts in personnel and interna1 services and began to re-structure operations accordingly. Certain external services were also poised to disappear.

A number of NFB films were invited to participate in the prestigious INPUT conference, held in Guadalajara, Mexico. French Program films featured in the official selection included the Rights from the Heart - Part 2/Droits au c e u r - Volet 2 collection of seven animated shorts, produced by Thérèse Descary. From English Program, Joseph Viszmeg’s In My Own Time - Diary o f a Cancer Patient was included in the pre-selection group.

More than three years after it \vas first ielecast in Canada, the mini-series The Boys of St. Vincent won a Peabody Award May 6 in New York City. The Peabody is considered to be the most prestigious prize offered by the American broadcast and cable industry. Conceived and initiated by Sam Grana and John N . Smith at the NFB, the two-part series was directed by Smith, written by Des Walsh, Smith and Grana and produced by Claudio Luca for Les Productions Tblb- Action inc. and Grana for the IVFB.

Ratings bvere outstanding for a May 30, 1996 broadcast of When Women Kil l , a co-production with Morag Productions Inc. and directed by Barbara Doran, which achieved an audience of 1.6 million on Britain’s Channel 4. Early in 1997, La Grippe, co-produced by NFB French Program and Les Films d’Ici of Paris, achieved even higher ratings: two million viewers tuned in for the January 23 broadcast on France 2.

The NFB certainly made a strong impres- sion in Canadian theatres: 1996-97 saw numerous NFB titles exhibited on the “big screen”, mith at least three million viewers enjoying our productions. While NFB animation shorts - screened ahead of feature films - accounted for the bulk of the audience, many filmgoers also turned out for a variety of NFB documentary features, both in Canada and abroad.

As part of an agreement with Fanious Players theatres, and with the cooperation of various feature film distributors, NFB animated films hitting the theatres included: hlunro Ferguson’s How Dinosaurs Learned To Fly (with ib’ission: /mpossible:i; Craig Welch’s How Wings Are Attached to the Backs o f Angels (with Crash); Richard Condie’s La SaDa, the NFB’s 6 ls t Oscar@ nominee (with Secrets and Lies, Shine and Marvin’s Room); and Cordell Barker’s The Cat Came Back (with Jungle 2 Jungle).

Several NF B feature documentaries had theatrical runs, in some cases being held over more than once! From English Program, two productions from Ontario Centre hacl extended runs, Peter Lynch’s Project Grizzly and Ann Kennard’s The Powder Room. From French Program, Anne Claire Poirier’s final NFB film, Tu as crié LET M E GO played to critical acclaim on several screens in the Quebec capital and in the Montreal area; meantime, Pierre Hébert’s La Plante humaine and .Jacques Godbout’s Le Sort de l’Amérique both received favourable reviews for their screen time in Quebec, and each t-iad a theatrical release in France. Le Sort de l’Amérique was also a big hit when the UFB hosted a special screening in Ociober, 1996 for about 350 people at the National Gallery of Canada in Ottawa. Godbout, along with collaborator Philippe Falardeau, took questions froni the audience following the screening.

This year, to mark the centenary of cinema, Canada Post created a series of 10 commemorative stamps; three honoured NFB films including: Hen Hop, a 1942 film by Norman McLaren, Pour la suite du monde, directed by Pierre Perrault and Michel Brault and released in 1963, and Claude Jutra’s 1971 master- piece Mon oncle Antoine.

John Grierson’s homeland saluted his contributions to the first 100 years of cinema by erecting a plaque in his hon- Our in the foyer of the MacRoberts Arts Centre at the University of Stirling in Stirling, Scotland. It reads: John Grierson (1898-î972j, Pioneer of the documentarj film, founder of the National Film Board of Canada.

The NFB retrieited filmmaking gold from its archives and made available, for the first time on home video, six acclaimed films by the late NFB filmmaker Bill Maçon. The collection screened in a cross-country tour during the month of May. a celebration of Maçon’s work, his passion for the canoe and his dedication to environmental conservation. The collection included the Oscar-nominated Paddle to the Sea as well as Song of the Paddle and Death o f a Legend.

Productions and co-productions submit- ted to the Yorkton Short Film & Video Festival gathered seven Golden Sheaf Awards, including Best of the Festival, Best Documentary Over 30 Minutes and Best Original Music for Place of the Boss: Utshimassits. Directed by John Walker, Place of the Boss: L‘tshimassits was produced by the NFB Atlantic Cenlre (Mike Mahoney, producer), in co- production with John Walker productions (John Walker, producer) and Triad Filins (Peter d’Entremont, producer). Other Yorkton awards included: a Special Jury Award for Joseph Viszmeg’s In My Own Time - Diary o f a Cancer Patient, produced for the NFB North West Centre by Jerry Krepakevich, Graydon McCrea and Viszmeg; Best Children’s Production for the animated work The Reluctant Deckhand, directed by Jan Padgett and produced by George Johnson for the NFB Pacific Centre: Best Animation for JoDee Samuelson’s The Sandbox, produccd by Marilyn A. Belec out of the NFB Atlantic Centre; and the Best Multicultural/Race Relations award went to The Mind o f a Child, a co-production directed and produced by Gary Marcuse for Face To Face Media. NFB Pacific Centre producer was Svend-Erik Eriksen.

The annual Banff International Television Festival featured an NFB NorthWest Centre film in competition in stellar company. Glynis Whiting’s The Sterilization of Leilani Muir competed in the Best Social & Political Documentary category alongside such celebrated films as Oscar winner Anne Frank Remembered from the Jon Blair Film Company and Lauderdale Productions’ Rettirn to the Dying Roomç.

French Program played a “best supporting” role in celebrations of the centenary of cinema mounted by Pointe-a-Calliere, the Montreal Museum of Archaeology and History. One of the key features of French Program involvement \vas the weekly screening of André Gladu’s film La Conquête du grand écran (co- produced with Nanouk Films Ltd.), a project which traces the progress of Quebec filmmaking over its first 100 years. The film loops in the exhibition’s six modules were produced by the NFB in cooperation with Pointe-a-Callière, the Montreal Museum of Archaeology and History, and Nanouk Films. The fact that one entire module \vas dedicated to the NFB in Quebec is proof of the agency’s central role in a century of filmmaking.

NFB films were also toasted at the Sunny Side of the Doc festival in Marseille (France) in June where more than 2,000 industry professionals from around the world gathered for the 7th Euro- Canadian Co-Production Forum. The NFB delegation took the opportunity to explore co-production opportunities for certain NFB titles and presented, among others, Jean Chabot‘s Sans raison apparente, Marquise Lepage’s Le Jardin oublié - La Vie et l‘Oeuvre d’Alice Guy-Blaché fThe Lost Garden - The Life and Cinema of Alice Guy-Blaché), Une vie comme rivière by Diane Cailhier and Alain Chartrand, and Philippe Baylaucq’s Lodela. English-language films basking at the Marseille festival included Alanis Obomsawin’s My Name is Kahentiiosta, The Passerby by Don McWilliams, Anatomy of Desire by Jean-Francois Monette and Peter Tyler Boullata, and David Vaisbord’s Mischa.

The 1996 summer solstice saw both English and French programs acknowl- edging the importance of enhancing development of aboriginal filmmakers. English Program launched its Aboriginal Filmmaking Program, a three-year initia- tive encouraging aboriginal directors from across Canada to produce or co- produce film o r video projects. Under the AFP, filmmakers propose productions to the NFB; French Program, meantime, named René Sioui Labelle as the second candidate t o join its “cinéaste autochtone“ program. Begun in 1995, this endeavour allows one emerging filmmaker each year to spend a year within the French Program building filmmaking skills, developing and eventually producing the documentary project outlined in his or her application for the program. As an esample, the first candidate selected in this program, Joséphine Bacon, shot the film inastikuashu (Le Grand Petit Européen) during the summer of ‘96, and she expects to release it during 1997.

English Program appointed two members of what would become a three-person team of “cultural diversity” producers. Attached to the English Program documentary program, these producers are responsible for helping to ensure that NFB filmmakers and productions reflect the diversity of Canadian Society.

The 1996 Summer Olympic Cames in Atlanta, Ga. featured some NFB “Canadian content” as Baseball Girls stole bases and athletes’ affections at screenings in the Olympic Village. Lois Siegel’s film from the NFB Ontario Centre arrived just in time for the debut of women’s softball as an Olympic medal sport. Baseball Girls extended its road trip from North America to Europe where it competed in the International Sports Film Festival in Palermo, Italy in November. The film scored a hit, collect- ing the Diploma from Palermo City for the “novelty of the point of view through which the history of the female role in American baseball has been reconstructed”.

As the summer lengthened, public and industry audiences gathered in Montreal for the 20th World Film Festival and saw the NFB join the official competition, festivities and market to screen 14 productions and co-productions. These included two animated shorts, I’m Your Man by Roslyn Schwartz and Dinner for Two/Dîner intime directed by Janet Perlman, in the main competitive category. Perlman’s film won the Grand prix des Amériques (First Prize) in the Best Short Film category. in official selection, outside of competition, was Jacques Godbout’s final NFB film, Le Sort de l’Amérique. The bulk of NFB presentations screened in the Panorama Canada section - a title truly reflective of the NFB selections in ‘96. This sector included four animated shorts: Les Drew’s Shyness, director Robert Doucet’s The Legend of the Flying Canoe, John Weldon’s Scant Sanity and Gayle Thomas’ Quilt. NFB documentaries included Ginette Pellerin’s Évangéline en quête (Evangeline‘s Quest), Renée Blanchar’s Vocation ménagère and Sans raison apparente from director Jean Chabot; Dorothy Todd Hénaut contributed You Won’t Need Running Shoes, Darling and Ann Kennard took viewers inside The Powder Room. Co-productions rounding out the NFB contingent were Paul Carrière’s Maman et Ève (Mum‘s the Word), co-produced by Médiatique Inc. and The Un-Canadians by Len Scher (Co-produced by Joanne Smale Communications Ltd.).

Hundreds of fans of NFB animation crowded the parking lot of Toronto’s Citytv on each of four Wednesday evenings in August for the fifth annual Street Screens presentations. The NFB Ontario Centre worked with the broadcaster to produce TV promotions, print advertising and on-screen trailers for the one-hour screenings, free to the public. Audiences could be heard singing along to the likes of Derek Lamb’s 1 Know an Old Lady Who Swallowed a Fly and Cordell Barker’s The Cat Came Back, holding candles aloft during Richard Condie‘s The Big Snit and tapping toes to Christopher Hinton’s Blackfly.

Throngs of cinephiles forgot about back- to-school in September and converged on Toronto theatres instead for the 21st Toronto International Film Festival. NFB titles - productions and co-productions - accounted for nine entries in the Perspective Canada program. Peter Lynch launched his ”Canadian Northern” feature documentary Project Grizzly while Ginette Pellerin brought the English version of her lateçt film, Evangeline’s Quest. Directors Philippe Baylaucq and Richard Condie treated Toronto audiences to world premiere screenings of their shorts, Lodela and La Salla respectively. The NFB co-produced five titles in Perspective Canada, including: the world premiere of the first feature animation made by the NFB, Pierre Hébert‘s La Plante humaine (Co-produced by Arcadia Films, France); Magnus Isacsson’s feature documentary Power (Co-produced by Cineflix 1nc.J; Maman et Ève (Mum’s the Word) (Co-produced by Médiatique Inc.) from Paul Carrière; Serge Giguère’s 9 St-Augustin (Co-produced by Les Productions du Rapide-Blanc inc.); and The Road Taken (Co-produced by Selwÿn Enterprises Inc.) by director Selwyn Jacob.

The Canadian arts specialty TV Channel, Bravo!, aired a six-week series of programs featuring new animation from the NFB. Entitled The National Film Board 1996 Animation Festival: Short Animated Canadian, the series inter sperses cleverly crafted interviews with 13 ne\v animated shorts and a ”signature” segment featuring old footage of the NFB’s father of animation, Norman McLaren.

The NFB established a new record for the number of its films invited to the Atlantic Film Festival as 23 productions and co- productions screened. Among the NFB productions in attendance, six had their world preniieres in Halifax: Bronwen and Yaffa: Moving Towards Tolerance, directed by Peter d’Entremont, Norway’s Lofoten Cod Fishery from director Nigel Markham, John McGreevy’s The Danger Tree (al1 from NFB Atlantic Centre), along with Love Taps, a film by Annie O’Donoghue (NFB Pacific Centre), Loretta Tocld’s Forgotten Warriors (NFB North West Centre) and Packing Heat, directed by Wendy Rowland and produced at the NFB in Montreal. A varied slatr of French- and English- language, animation and documentary films and videos rounded out the NFB’s extensive presence at the Atlantic Festival.

The French Program production Épopée, from filmmaker Hermenégilde Chiasson, collected the prize for Best Documentary at the Festival d e Namur in Belgiuni in eariy Octoiier. Évangéline en quête (Evangeline’s Quest), directed by Ginette Pellerin, alco n o n a special mention from the jury at the same festival.

The NFB Ontario Centre kicked off celebrations of‘ its 20th anniversary with the September launch of a 13-week series on TVOntario. The NFB Showcase series - which was repeated in the spring of 1997 - originally aired Thursday evenings on the provincial broadcaster and featured some of the best documentary and drama productions of the Centre’s first two decades. Selections included Barry Greenwald’s dissection of the canadian immigration system, Who Gets in?, Sturla Gunnarsson’s dramatic coming- of-age chronicle focusing on Canada‘s autoworkers’ union, Final Offer and director David Adkin’s Out: Stories of Lesbian and Gay Youth.

Every two years, the Ottawa International Animation Festival gathers growing and full-grown talents in the Canadian capital at a festival as much about artistry as moving pictures. The NFB presence in 1996 involved nine celebrated productions along with retrospectives of the oeuvres of two long-time NFB animators, Kaj Pindal and Derek Lamb. In the competition, Robert Doucet’s The Legend of the Flying Canoe won the Viacom Canada Prize for Best Canadian Production and Paul Driessen’s The End of the World in Four SeasonsLa Fin d u monde en quatre saisons captured honours as the Best Production between 10 and 30 minutes as well as the Best Music/Sound Award for Normand Roger’s score. Outside the competitive ranks, screenings included such NFB classics as Two Sisters by Caroline Leaf. Claude Cloutier’s Overdose, David Fine and Alison Snowden’s Bob‘s Birthday, Strings by Wendy Tilby, Cordell Barker’s The Cat Came Back and Sheldon Cohen’s The Sweater. A special presentation featured Pierre Hébert’s full-length feature, La Plante humaine.

NFB New York made arrangements to allow Encore Cable Network to distribute NFB titles to 138 Ronald McDonald Houses in the United States, where residents will be able to see Our programs via closed circuit television. Ronald McDonald House is a non- profit organization which provides a short-term “home away from home” for families with seriously il1 children.

Festival fever continued on into October as the NFB presented nine productions and co-productions and a total of two world premieres at the Vancouver International Film Festival. John Forrest’s short documentary (NFB Pacific Centre) on the natural history of crows, Seven Crows A Secret, and Teresa MacInnes and Penny Wheelwright’s Under Wraps (produced by Starry Night Productions in association with the NFB Pacific Centre) both launched at the Vancouver festival. In addition, five other documentaries and two animation shorts entertained west Coast audiences - including Richard Condie‘s La Salla, which won the prize for Best Animation.

Toutatis, a film by director Catherine Fol, captured the Ministry of Culture and Communications P r i x awarded to Quebec’s Best Science Film at the TéléScience Festival. This medium- length documentary combines virtual imagery and fascinating ruminations on our planet’s destiny.

The NFB participated in two particularly interesting, bilingual television events this year. The film Referendum - Take Z/Prise deux, a unique production created through the collaboration of 23 filmmakers from both English and French programs, al1 led by “director in charge” Stéphane Drolet. The production was broadcast in English on CBC Newsworld on October 27 and presented in French on Canal D on the 29th. A week earlier, the NFB hosted a screening of the film at the National Gallery of Canada in Ottawa before an enthusiastic crowd of 300. A number of the filmmakers who worked on the production attended along with producers .Adam Symansky and Jacques Vallée. The productions were released one year after the 1995 Quebec referendum on whether Quebec should reniain in Canada or negotiate nationhood.

Another project linking the two Programs, and one which also met with great success, invoived the compilation Children First! and Les Enfants d’abord!, produced by the NFB in association with UNICEF (Canada), Reader’s Digest Canada and CBC. These productions, created to help promote the 50th anniversary of UNICEF, were both televised nationally on December 15 - designated by UNICEF as International Children’s Day of Broadcastitig - with Children First! airing on CBC and Les Enfants d’abord! on SRC.

French Program chose the Festival du Cinéma intcrnational en .4bitibi- Tcmiscamingue as the venue for the unveiling of the first film in Droits au cœur - Volet 3/Rights from the Heart - Part 3. The film receiving its world premiere at this northern Quebec festival w a s Cilia Sawadogo’s short animation, Le Joueur de CoralThe Cora Player. Droits au cmur/Rights from the ffeari features short works of animation aimed at reminding audiences of the need to respect the rights of children, no matter their cultural o r social status.

The National Film Board’s exemplary work in “conserving, archiving and cataloguing the thousands of films in its collection” earned the agency the prestigious Preservation and Scholarship Award from the International Documen- tary Association (IDA). NFB Chairperson and Government Film Commissioner Sandra Macdonald and acclaimed filmmaker Colin Low accepted the award on behalf of the NFB at a gala ceremony November 1 in Santa Monica, California. Based in Los Angeles, the IDA represents appi-osimately 1,500 memberç from around the world.

In November, Les Journées cinémato- graphiques d’Orléans paid tribute to the filminaking career of Pierre Perrault. Several of his films were scrcened and noted filmmakers Bertrand làvernier and Michael Lonsdale attended and participated in discussions following the presentation. In addition, the Musée d u Jeu de Paume also organized a retrospective of Perrault’s work.

Doris Girard was appointed Director General of French Program in mid- November. Formerly Assistant Director General, Production, in the French Program, Ms. Girard had preLiously served as Executive Producer in that Program’s drama studio and worked in the production milieu in the private sector.

An NFB co-production, Maman et Ève (Mum’s the Word), won the Genie Award for E5est Shori Documentary as part of a presentation held in Toronto and broadcast nationally on CBC Television. The Genies celebrate the highest achievements in Canadian filmmaking, specifical- ly films exhibited theatrically. Maman et Ève \vas directed by Paul Carrière and co- produced by Danitle Calor. of Médiatique Inc. and Jacques Ménard of the French Program Studio documentaire Ontario/Ouest.

The NFB played a key role in an international drama set in the dense jungle of Myanmar when an NFB director, Garth Pritchard, and his cameraman, Daron Donahue, joined a Canadian team sent to South-East Asia to recover the remains of an RCAF airplane and its six-man crew. The film resulting from that trip will help to explain why the Dakota C-47 crashed in what was then known as Burma, in 1945, and how the wreckage remained undetected until first seen by a native hunter in 1990. The documentary, Lost Over Burma, is set against the back- drop of the final months of World War II , and includes footage of family and friends of the victims as well as the burial cere- inonies in far-away Myanmar. Lost Over Burma will be released in 1997.

In December, the 1996 Quebec Awards paid tribute to filmmaker Jacques Giraldeau and his body of work by iiam- ing him recipient of the Albert-Tessier Acvard. Jacques Giraldeau, who recently retired froni the NFB, produced 165 short, medium and full-length films during the course of his career, most of which he spent at the NFB.

Long a centre of technological innovation and achievement, the NFB has enhanced its reputation for achiewment and public service with the launch 11995) and subse- quent renovation (1996) of its Internet site (http://www.nfb.ca). The site boasts no fewer than 120,000 pages, inforins in detail on 10,000 film titles, provides 100,000 filmographies, and includes a total of 78 sections! And the world is watching: by autumn of 1996, the site hosted an average of 2,000 visitors a day (this number had risen to 3,000 by the end of March 1997) and had \von the 1996 Boomerang Grand Prize in the Corporate Internet Site category at an interactivity day organized by Les Éditions Info Presse in collaboration with Vidéotron, Apple and Québecor Multimedia. The site iç naturally a tremendous reservoir of‘ information - a favourite among University film students - but it also alerts iisitors as to how they can access or purchase O u r videoç o r interactive titles. The NFB’s Research and Developnient section provided original technical debelopment, with content furnished by Communications; in 1996, Communications led the restructuring and reorganization of the site.

The National Film Board unwrapped an early Christmas preçent for children with its December 11 launch of the NFB Kids site on the Internet. Reflecting the NFB’s reputation for innovating, entertaining and educating, the site’s main attraction is a fun, interactive production entitled The Prince and 1. The Prince, a non-reader, encourages site viçitors to enhance their literacy skills and help him out in any number of challenges and quandaries. The Prince and 1, on the Internet at http://www.nfb.ca/kids, is enjoyable and instructive for children of differing ages and skill levels. The production was directed by André Lauzon, produced by Pierre Lapointe, with Isobel Marks as executive producer. French Program Studio jeunesse began developing a French adaptation of thiç site, entitled Le Prince et moi, which will be launched in the Fall of 1997.

French Program extended the utility of the NFB Internet site early in January by inviting viewers of the January G broadcast of Bébé Bonheur to “chat” with numerous people connected to the film following its broadcast on the TVA Network. Viewers could go to the special site - www.onf.ca/bebebonheur - to get in touch with a sexologist, a comedian, a participant from the film and director Jeannine Gagné.

NFB Paris collaborated in the official opening of the Canadian Cultural Centre in the French capital on January 22. Prime Minister Jean Chrétien, NFB Commissioner Sandra Macdonald and representatives from several other cultural institutions attended the inauguration.

The long-distance video-on-demand project, CinéRoute, developed by the NFB and tested last year thanks to a partnershig agreement with Vidéotron Telecom Ltd., saw its network extended with the addition of the University of Quebec at Chicoutimi. Initially, the CineRoute project involved only the University of Quebec at Montreal and McGill Uni,versity. Students and teachers at UQAC can now use the Internet to study the NFB film titles available a t the NFB’s CineRobotheque location in down- town Montreal; they can then download and transmit the title they choose, via a fibre optic network established by Vidéotron Telecom, and see i t at their auditorium in Chicoutimi

February I l , 1997: the National Film Board celebrated its Glst Oscar@ nomination from the Academy of Motion Picture Arts & Sciences as Richard Condie’s comic opera La Salla (NFB Prairie Centre) was nominated for Best Short Film - Animated. The NFB took advan- tage of the film’s high profile to arrange for the short to screen ahead of three Oscar-nominated features: Marvin’s Room, Secrets 8 Lies, and Shine. In addition, the prized nomination brought a great deal of news and current affairs attention to the film, in al1 media and across Canada.

The NFB and OXFAM-Canada jointly saluted International Women’s Day with a six-City launch of the feature documentary Zandile dans la lumière d e I‘Ubuntu (Zandile, in the Light o f Ubuntu). Michel Régnier directed this profile of Zulu Zandile Gumede, described as “the lead- ing light of Amaoti, an immense district on the outskirts of Durban, South Africa’s third-largest City”. Zandile leads other women in struggles which continue despite thci end of apartheid, battling against ignorance, violence, chauvinism and other social ills. Screenings of the film began in Halifax at the end of February and continued through the first part of March in St. John’s, Vancouver, Victoria, Ottawa and Montreal.

International Program completed a major sale of more than 50 NFB animation titles to the U.S. Cartoon Network, which boasts a subscriber base in the U.S. of some 40 million homes. The cable specialty service programmed the shorts for broadcast in a weekly half-hour time slot as part of its “Big Wednesday” lineup. Entitled O Canada, the series was intro- duced each week with a special rendition of Canada’s national anthem sung by Canadian folk artiçts Kate and Anna McGarrigle. Broadcasts of O Canada commenced March 5 and included such titles as The Cat Came Back, Strings, Blackfly, Cactus Swing, Bob’s Birthday and La Salla. The NFB also closed a major sale of 29 animation titles to Britain’s Channel 4.

Three NFB productions and co- productions took prestigious awards at the annual Gemini Award celebrations for excellence in Canadian television, held this year in Toronto. Place o f the Boss: Utshirnassits triumphed with the Donald Brittain Award for Best Documentary Program. Directed by John Walker, the film was produced by the NFB Atlantic Centre in co-production with John Walker Productions and Triad Films. Joseph Viszmeg, director of In M y Own Time: Diary o f a Cancer Patient, added to a string of awards with the Gemini for Best Direction in a Documentary Program. This year’s Canada Award, wnhich celebrates productions promoting multiculturalism, went to The Mind of a Child, produced by Face To Face Media in co-production with the NFB Pacific Centre.

Two NFB IMAX productions had extensive theatrical exposure this year. The First Emperor o f China screened in Singapore, Portland (Oregon), Seville (Spain) and Denver (Colorado); meanwhile, Mystery of the Maya drew audiences at theatres in Paris, Vienna, Hong Kong, Washington, Albuquerque, Baltimore and Cocoa Beach.

Three NFB films were given the nod at the closing ceremonies of the 15th edition of the Rendez-vous du cinéma québécois in March. Pierre Hébert’s La Plante humaine, his first feature-length animation film, won the A.Q.C.C.-SODEC prize for the best Quebec feature film. The prize for the best medium-length film went to Jean Chabot’s Sans raison apparente, while J’aime, j’aime pas, by Sylvie Groulx won two prizes - Lucie Laurier, the film’s lead actress. received the Luce Guilbault prize for most promising young actor, and the SARDEC prize was awarded t o Sylvie Groulx and Jacques Marcotte for best screenplay.

The NFB brought lots of sizzle to the 4th Annual Hot Docs! festival in Toronto, scoring a record 20 nominations for its productions and co-productions. English and French program productions stood tall following the gala awards evening, taking home the following prizes: Best Director of a Documentary t o Jacques Godbout for Le Sort de l’Amérique; Chronicle of a Genocide Foretold, from director Danièle Lacourse and co- produced by Alter-Ciné Inc., won in the Best Feature category and shared the Best of the Fest prize with Donka, the X-Ray of an African Hospital; Loretta Todd’s Forgotten Warriors - still warrn from an appearance at the Native Forum at the Sundance Film Festival - won in the Best Biography/History category; director Don McWilliams thanked more than one mentor, including Norman McLaren, as he captured the Best Cultural documentary award for The Passerby; Lodela added to director Philippe Baylaucq’s honours by winning for Best Short; and Jeff Warren was selected for Best Editing (picture) for his cvork on John Walker’s Tough Assignment, a co-production with Orbit Films

On March 26, an audience of more than 350 gathered at the National Gallery in Ottawa for a celebration of the NFB’s successes at the Oscars - Our animation successes, in particular. The program for the evening included Our 1997 Oscar nominee, Richard Condie’s La Salla.

Native filmmaker Loretta Todd won the Best Short Documentary Program p r i x for Forgotten Warriors at the American Indian Film Festival in San Francisco and, for Hands of History, Todd won a Gold Apple Award from the National Educa- tional Media Network Competition in Oakland, California. Additional Gold Apples from Oakland went to Arkelope, from animator Roslyn Schwartz and l3ab.y Business, directed by Judy Jackson and co-produced with Les Productions du Rapide-Blanc. Al1 in all, the NFB, along with its îilmmakers and productions, won more than 100 awards during the year.

For sheer number and diversity of awards, Lodela stands out. Philippe Baylaucq’s acclaimed production echoing Norman McLaren’s classic, Pas d e deux, won the following this year: special mention by the NFB John Spotton Award jury selecting the Best Short Film at the Toronto International Film Festival; Award of Excellence for the Best Film o r Video Under 60 Minutes at the Atlantic Film Festival in Halifax; award for Best Choreography for the camera at the Moving Pictures Festival in Toronto; award for Best Canadian Film at the International Art Film Festival in Montreal; Best Short Film prize from the Canadian lndependent Film Caucus’ Hot Docs! awards; and the prize for Best Photography at the international Visual Arts Festival (Mediawave) in Gyor, Hu n g ary.

Our marketing personnel counted many important successes, including the popu- lar decision to package on video, for the first time, six of the wonderful films by NFB filmmaker, canoeist and environmen- talist Bill Mason, including Paddle to the Sea. Sales have been strong, reach- ing nearly 300 units of the six- video package entitled The Bill Mason Collection. Another very successful package has been A Kid’s View of Canada which sold more than 4,000 copies by year-end. Among high sellers in the video market, Alain Chartrand and Diane Cailhier’s Une vie comme rivière did very well with sales in excess of 2,200 copies, while Jacques Godbout’s Le Sort de l’Amérique had sold more than 1,800 copies by the end of March. 1997. We also had outstanding success with the bilingual joint venture co-production from the NFB and Reader’s Digest Canada cele- brating the 50th anniversary of LINICEF. The English film, Children First!, sold 8,500 copies while the French filni. Les Enfants d’abord!, sold 3,500 copies.

In 1996-97, Technical Services had to adjust to an unprecedented reduction in their resources A number of activities were abolished, and the NFB nocv obtains these services from the private sector.

The Laboratory (including Negative Cutting) was closed docvn in July 1996. Only certain tran- sitiond activities and inspection of the collection were retained in-house. We had to lay off Our location staff, including electricians, sound recordists and carpenters, and turned over management of the Shooting Stage to a third party. We also closed Graphic Services and Printing. In Video Services, we stopped producing masters on the Rank, keeping only those activities relaled to transferring the collection and exploiting stock shots. The Engineering Section was dismantled. Editing and synch rushes, which used to be the responsibility of the Programs, were incorporated into Technical Services.

While restructuring Our activities, we also continued the technological shift already under way, especially in Visual Effectç, where the traditional optical processes were replaced with digital technologies. During this year of rationalization, we established a new system for calculating rates based on al1 direct and indirect costs associated with each activity. This considerably modified o ~ i r rates, which used to be based solelÿ on direct costs.

‘1 Authority and purposes The National Film Board is governed by the National Film Act. I t is established to initiate and promote the production and distribution of films in the national interest and in particular to:

produce and distribute and to promote the production and distribution of films designed to interpret Canada to Canadians and to other nations;

- represent the Government of Canada in its relations with perçons engaged in commercial motion picture film activity in connection with motion picture films for the Government or any department thereof;

- engage in research in film activity and to make available the results thereof to perçons engaged in the production of films;

- advise the Governor in Council in connection with film activities; and

- discharge such other duties relating to film activity as the Governor in Council may direct it to undertake.

Through CI revolving fund, a permanent authority from Parliament allows the Board to make payments out of the Consolidated Revenue Fund for working capital and for interim financing of operating costs and of capital asset acquisitions and to record the change in the net book value of capital assets. This authority requires that the aggregate of admissible working capital and net book value of capital assets does not exceed $ 25 million. A parliamentary appropriation is voted annually to replenish the Revolving Fund for net acquisitions of capital assets and the admissible cost of operations The appropriation is recorded in the financial year to which it applies and any unused balance lapses.

2 Significant accounting policies Production of films and other forms of visual presentation

Al1 production costs are charged to operations in the year in which they are incurred and çhown in the statement of operations as follows:

Board’s program Al1 costs incurred for unsponsored productions, the Board’s share in coproductions and the excess of costs over the sponsor’s contribution for partially sponsored productions.

Sponsored production AH costs incurred for fully sponsored productions and the sponsored costs of partially sponsored productions.

Revenues from production of films and other forms of visual presentations are accounted for at an amount equal to the sponsored production costs during the year in which these costs are incurred. Any profit is recognized in the year the production is completed.

Film prints

The cost of prints made for sale purposes is recorded under inventories. The cost of other prints is expensed on a current basis.

Materials and supplies are carried at the standard cost.

Film prints and other forms of visual presentation held for sale are carried at the lower of the average direct cost of production and net realizable value.

Capital assets

Capital assets are carried at cost. Amortization is calculated on the straight-line mettiod over the estimated useful life of the açsets, as follows:

- Technical equipment from 4 to 10 years - Data processing equipment 5 years - Office furniture 10 years - Office equipment 5 years - Rolling stock 5 years

Leasehold improvements are charged to operations as incurred.

The Board enters into operating lease agreements to acquire the exclusive use of certain capital assets. These rental fees are charged to operations in the year to which they apply. The Board also enters into capital Ieaçe agreements by which almost al1 the benefits and risks inherent to ownership of the assets are transferred to the Board. The Board then records an asset and an obligation corresponding to the net preçent value of the acquisition price of the asset (excluding any interest expcnditure). The assets recorded from a capital lease agreement are ainorti7ed on the same basis as other assets owned by the Board and the obligations are amortized over the lease term.

Employee termination benefits

On iermination of employment, employees of the Board are entitled to certain bendits provided for under their collective agreements and their conditions of eniployment. The cost of these benefits is expensed in the year in which they are earned.

Pension plan

Admissible employees participate in the superannuation plan adniinistered by the Government of Canada. The employees and the Board contribute equally to the cost of the plan. This contribution represents the total liability of the Board. Contribu- tions in respect of current service and admissible past service are expensed during the year in which payments are made. The terms of payment for past service are set by the applicable purchase conditions in effect, generally over the number of years of service remaining prior to retirement.

The Board is not required under present legislation to make contributions with respect to actuarial deficiencies of the Public Service Superannuation Account.

The above assets include equipment under capital leases for a total value of $696 474 (1996 - S 1 266 477) less accumulated amortization of $381 999 (1996 - $1 033 472)

5 Employee termination benefits In 1995-96, the Board approved a downçizing plan to cope with budgetary restraints imposed by the federal government. The Board established early retirement and departure incentive programs with the saine conditions as available in the federal departments deemed most affected by staff cuts. These programs offer supplemen- tary benefits in addition to the regular termination benefits.

The current year expenses include $ 2 715 615 in additional expenses (1996 - $ 7 414 136) related to these programs. The short-term liability of $ 5 090 000 in the balance sheet includes $ 1 740 000 representing regular termination benefitç accumulated in prior years.

6. Obligatian under capital leases The Board has entered into agreements to rent technical, data processing and office equipment under capital leases. The assets have been capitalized at $696 474 using implicit interest rates varying from 10% to 19"/0. The related obligations are liquidated over the 3-year and 5-year lease terms and are divided into short-term and long-term portions in the balance sheet. Minimum lease payments totalling $116 900 for the year ended March 31, 1997, including interest of $34 182 were charged to operations.

Accounts receivable and accounts payable are incurred in the normal course of business. The carrying amounts of each of these accounts approximate their fair value because of their short-term maturity. There is no concentration of accounts receivable and, therefore, there iç no significant credit risk.

The Board is related in termç of common ownership to al1 departments, agencies and Crown corporations created by the Government of Canada. The Board enters into transactions with these entities in the normal course of business. During the year, the Board leased accommodations from Public Works and Government Services for the amount of $ 7 900 O00 (1996 - $ 8 551 000).
