Major Milestones in the Development of

National Nuclear Power Programme

• The Perspective Plan of Bangladesh: 2010 – 2021 and ‘Power System Master Plan 2010’ outlined the construction of 2000 MW(e) Nuclear Capacity by 2021 and 4000 MW(e) by 2030

• The National Parliament passed a resolution in 2010 : “In order to overcome the increasing power crisis in the country nuclear power plant shall be established immediately”;

• Government formed high-level committees in 2010 to perform the tasks recommended in the IAEA Nuclear Energy Series Publications for the development of Policy Documents and Infrastructure Development – THE NEPIO ;

BAERA

• The government/NEPIO identified general and specific activities to be carried out and provided directives to all concerned Ministries, Departments, Divisions, Directorates and Agencies to perform their respective functions to facilitate implementation of Nuclear Power programme;

• The NEPIO recommended the ownership pattern, implementation modality, funding sources, form of Cooperation of Vendor country in the development of infrastructure and construction of “Rooppur NPP” and accordingly these issues have been resolved;

• The Governments of Bangladesh and Russian Federation signed a Cooperation Agreement on Cooperation Concerning the Construction of a Nuclear Power Plant in 2011;

• The Governments of Bangladesh and Russian Federation signed an Agreement on Export Credit for financing of preparatory stage of construction of Rooppur NPP in 2013;

• The “Bangladesh Atomic Energy Regulatory Act-2012” passed by the government on 31 May 2012;

• An bilateral Agreement on cooperation in the field of nuclear and radiation safety in the use of nuclear energy for peaceful purposes signed in February 2012 between the Nuclear Regulatory Authority, Russian Federation and the MOST, Bangladesh;

• An independent nuclear regulatory authority - Bangladesh Atomic Energy Regulatory Authority established on 12 February, 2013;

• The DoE, Bangladesh developed and approved the ToR of the EIA of Rooppur NPP Project;

• The government approved a project development document on Construction of Rooppur NPP (First Phase) on 2 April, 2013;

• The Rooppur NPP Project (First Phase) is considered as the Fast Track Project under supervision of the Hon’ble Prime Minister;

• A high level Joint Coordinating Committee between the governments of Bangladesh and Russian Federation formed to monitor the progress of “Rooppur NPP” project;

• Building of the Second NPP of the country at the southern part is also an active consideration of the government;

After Bangladesh request, the IAEA conducted the INIR MISSION to Review the Status of the National Nuclear Infrastructure in Bangladesh during 9-15 November, 2011

Bilateral Assistance

National Action Plan

The IWP has been prepared and the areas of the IAEA assistance, bilateral assistance of the vendor for the period 2012 – 2015 has been considered

• An Integrated Work Plan (IWP) for Infrastructure Building for the period 2012 - 15 developed identifying possible activities /programmes and areas of bilateral assistance in May 2012.

• The IWP is developed identifying the IAEA assistance focusing on Management, Funding & Financing and regulatory aspect in early stage: 2012 – 2013 and the IAEA assistance for other infrastructure issues for period 2014 – 2015;

• The vendor’s assistance (Russian) programme has been focused on the infrastructure issues closely related to the technology areas and the work plan for the period 2015-2016 has been finalized.

Present Nuclear Power Infrastructure of Bangladesh

• BAEC had conducted essential activities for Rooppur NPP build as an owner organization through its NPED Division;

• A project Construction of Rooppur Nuclear Power Plant (First Phase) approved and is under execution for completion of all activities to obtain site license and construction license;

• The Project Team established; Government sanctioned 97 posts of different level for the project;

• Steps taken towards establishing the Rooppur NPP Operating Organization - a state-own company entitled, “Bangladesh Nuclear Power Company Limited”.

• Bangladesh Atomic Energy Regulatory Act-2012;

• Nuclear Safety and Radiation Control (NSRC) Rules-1997;

• Bangladesh Atomic Energy Regulatory (BAER) Authority established on 12 February, 2013

• The BAER Act, 2012 empowers the BAER Authority fulfilling its statutory obligations related to Authorization Process, Radiological Protection, nuclear safety, nuclear security, safeguards, Physical Protection of Nuclear Material and Installation, emergency preparedness and Response, and nuclear liability; Inspection and Enforcement

Regular Meeting with newsman and local talent peoples; Arrangement of opinion sharing meetings of local people; Round Table discussions organized by different press and media; Opinion sharing with energy journalists; Organization of national and international seminar on “Nuclear Power”

A Nuclear Industry Information Center established and made functional at Bangabandhu Sheikh Mujibur Rahman Novo Theatre, Dhaka since 01 October 2013.

• Decision has been made to establish a Multi-Purpose Information Centre around Rooppur NPP site;

• The site for Multi-purpose Information Center has been selected • The Centre will be established and functional soon.

BAEC is regulatory conducting regulatory orientation course on nuclear science & technology (S&T) for its young professionals and also working along with the MOST to initiate a Project to establish an Advanced Institute for Nuclear S&T;

Introduction of Nuclear Engineering Department in Dhaka University in December 2012 and made it functional; Mechanical Engineering Department Bangladesh University of Engineering and Technology (BUET) has included NE course in its curriculum;

Challenges for building Nuclear Power Infrastructure

for Phases 2 & Phase 3

Development of competency (technical and management) and

infrastructure to ensure a manageable transition of BAEC from the existing R&D based organization to NPP Owner Organization;

Development of adequate technical and management expertise and appropriate infrastructure for implementation of “Rooppur NPP” Project and smooth transition of the project to NPP Operating

Organization;

Competency development of the newly established Bangladesh

Atomic Energy Regulatory Authority with its existing resources;

Bangladesh is expecting wider cooperation from the IAEA and also its partners for NI building for successful implementation of the NPP project and programme.
