• To provide policy makers with comprehensive information to enable informed decision-making
• To provide learners and employers with proof of qualifications obtained
The two main streams The two main streams of the NLRDof the NLRD
• Qualifications and unit standards, and all of the resources that support them (such as NQF levels, Organising Fields, SGBs)
• Learners and their achievements, and all of the resources that support them (such as ETQAs, Providers, Assessors)

• Almost all of the ETQAs have either built or bought excellent information systems
• The NLRD has comprehensive Load Specifications and excellent Data Loading Procedures
Major ChallengesMajor Challenges
• Many of the ETQAs do not own the skills to interpret what is expected of them
• Many of the ETQAs do not have the capacity to capture data correctly
Solutions implemented, Solutions implemented, and their statusand their status
• The Information Administrator Learnership is being run at participating ETQAs
Data quality has improved at those ETQAs with Learnership incumbentsSome incumbents have done well, but the drop-out rate has been high
• A Data/Learnership Coordinator is based at SAQA, with responsibilities:
Training the Learnership incumbentsManaging and monitoring their progressTesting the pilot datasets submitted by ETQAs and giving feedbackThis has helped some ETQAs
Solutions implemented, Solutions implemented, and their statusand their status
• “League Table” for ETQAsAn excellent motivator
• Minimum Standard for data transmissionMixed response – mostly also a motivator28 out of 31 ETQAs are meeting the standard
• The “Edu.Dex” data testing solution has been provided to all ETQAs
Very encouraging results

General Comments on General Comments on the Robustness of the the Robustness of the
NLRD as a SystemNLRD as a System
• Has an excellent Data-Model(which will be even further improved when
Version 2 is implemented)
• Was rebuilt after a devastating crash (2004)
ConclusionConclusion
The NLRD has come into its own asone of South Africa’s key resources:
• tracking the paths of individual learners;
• informing policy-making and decision-making in education and training, and labour market analysis
