BACKGROUND• This Strategy was developed over a two year period by DWA with

support from several sector partners: National Treasury, the South African Local Government Association (SALGA), the Department of Provincial and Local Government (DPLG), the Development Bank of Southern Africa (DBSA), the Water Research Commission (WRC), Rand Water and Johannesburg Water.

• A national reference group consisting of the above-named partners was established in October 2007 and has given comments and input to this Strategy.

• DWA is leading the actions within each output of the framework, taking responsibility for those within its power to do so, and working closely with other national government departments where responsibility for the envisaged action is statutorily with those departments.

• The Strategy and the Framework is still undergoing the DWA approval processes for implementation.

The Water Services Infrastructure Asset Management Strategy

The objective of the National Water Services Infrastructure Asset Management Strategy is to achieve the following outcomes:

• Address service delivery failures in targeted water services institutions in the short term, and effect improvements that can be publicised in order to demonstrate the benefits of IAM.

• Develop in the water sector in the longer term a culture of sustained improvement in the management of water services infrastructure.

DWA ROLE

• DWA as Sector Leader (principally):– Create an enabling environment for IAM

(including policy, legislation, norms & standards)

– Develop a national IAM strategy

– Develop a national IAM implementation framework

– Facilitate stakeholder participation & awareness

– Provide support, training and mentorship

DWA ROLE

• DWA as Sector Regulator (principally):– Monitor performance of IAM

• service interruptions, service quality, functionality, etc.– Audit compliance to minimum IAM standards:

• asset registers, maintenance plan, risk plan etc.– Audit asset values & asset investment plans (with NT)

• DWA as Custodian of water (principally):– Pollution control, water conservation / leakage control– Cost-effective use, licensing etc.

Key principles

• Systems approach. IAM planning must address the full delivery chain

• IAM is a process - not a project or an event. • Water services focus. • Outcomes-based. Each strategic priority must be outcomes-based,

and outcomes must be measurable.• An appropriate mix of short term successes and long term

sustainability.• Focus on and prioritisation of the key challenges. (In Phase 2 of

this project, several hundred challenges were identified.) • Recognition that there is no “one size solution” that fits “all”; the

priorities and options differ from institution to institution, and change with time.
