INTRODUCTION & POLICY STATEMENT

Nagaland is an agrarian state with over 71% of its population living in rural areas and they depend on agriculture sector for their livelihood. Majority of the farmers practices shifting cultivation locally known as Jhum which accounts for about 73% of the net cropped area. This indigenous system of farming meets the basic needs for food, fuel and housing materials to make subsistence living. The other system of wet terrace rice cultivation (WTRC) accounts for about 27% of net cropped area only.

The Department anticipated to achieve its food grain production target of 651.27 lakh MT from 325.25 lakh ha. area during 2014-15 with the support extended to the farming community in the form of various agricultural inputs.

In line with the Department’s Vision “Food for All by 2025”, it is proposed to increase food grain production with the following interventions during 2014-15:

• Providing quality seeds.

• Bring more areas under cultivation and development of WTRC.

• Double cropping wherever feasible.

• Adoption of SRI method wherever feasible.

• Farm mechanization wherever feasible.

• Taping & strengthening of irrigation potential and facility.

• Increase use of manure & fertilizer and better plant protection measures (INM & IPM).

• Promotion of economy through Organic Agriculture farming.

• Effective transfer and adoption of appropriate technology through trainings, extension services and demonstrations, etc.

• Strengthening of Integrated Farming System (IFS).

• The existing static soil testing laboratory Medziphema being established in 1970s needs Up-gradation with Micro nutrient testing Facilities

• Strengthening of Mon, SARS Yisemyong soil testing labs.

PROBLEMS

Grown under rainfed conditions and faces moisture stress problem specially in summer crop

Insect pest problem specially pod borer and plume moth.

Storage problem as there is no storage facilities to store surplus produce.

SUGGESTIONS

Allocation of more funds for pulses development specially in NFSM-Pulses program to cover more area under pulses and increase production as there is tremendous scope.

Various irrigation components (Harvesting ponds, pump sets etc.) be included in the program to made assured irrigation.

GROUP-III STATE: NAGALANDUSE OF ICT IN DECISION SUPPORT FOR ENHANCING KHARIF PRODUCTION

•ICT in decision support for enhancing Kharif production in the State•Farmers Portal- The state has already uploaded the modified English version of Farmer Friendly handbook, Seven package of practices on various crops, video documentary on farm mechanization in hill agriculture in the farmers portal besides the progress report data entry of ATMA, RKVY, NFSM and SEEDNET. •Kisan SMS- The State has registered for sending Kisan SMS to farmers through mKisan. However, mKisan services like USSD,IVRS,Ksewa could not be utilized till date by the state which requires operational services from experts .•KCC- The performance of KCC in the state is very poor due to the state being comprised of multi-lingual tribes.•Hand held devices & Pico projectors- Yet to receive from Govt. of India•AGRISNET- Functional through LAN only. The State requires SWAN upgradation/connection. Further, the State has submitted a proposal to Govt. of India for installation of GIS in the State Agriculture Department under Good Agriculture Practice (GAP) however, there is no response from the Govt. of India, Ministry of Agriculture

•Issues/Constraints in implementation of ICT in the State•Poor internet network connectivity•Regular Power load shedding•State IT Deptt. and NIC centres need upgradation

•Present status of NeGPA in the State•Appointment of Senior consultant from Price Waterhouse Coopers Pvt.Ltd, Kolkata vide interview conducted by State level Selection Committee on 18th March, 2015.•Site preparation for NeGPA started for all the 74 blocks covering 11 districts including State Headquarter in line with the departments of Agriculture, Horticulture, Fisheries and SAU•Detail progress report will be furnished by the end of May 2015
