SUPPLEMENT NO. 2

The NCAA Division I Championships/Sports Management did not take any action

pertaining to women's volleyball at its February 15, 2012, teleconference:

At its June 20, 2012 meeting, the NCAA Division I Championships/Sports Management

Cabinet took the following action on the recommendation of the NCAA Division I Women's

Volleyball Committee:

NCAA Division I Women's Volleyball Committee. The cabinet approved a recommendation

effective with the 2012 championship that the bench size be increased from 22 to 24. This

allows institutions who are traveling with additional student-athletes beyond the squad size of 15

to have up to two additional student-athletes sit on the team bench at the final site. The

additional student-athletes would not be eligible to compete at the championship site and would

travel at the institution’s expense. It was noted that other NCAA championships (i.e., men’s

lacrosse, softball, women’s soccer and women’s lacrosse) allow for a bench size that is larger

than the official travel party and squad size. Furthermore, the cabinet requested that bench size

for team sports be added to the appropriate charts in the cabinet policies and procedures manual

and agreed to review the information at its September 2012 meeting.

NCAA Division I Women’s Volleyball Committee. The following 31 conferences are approved

into the 2012 championships: America East Conference, Atlantic Coast Conference, Atlantic

average. • If you take out the low sales from UCLA, the average is up to $2,707. • Schools were given the opportunity to order merchandise online ahead of the event. Many

schools opted to order merchandise for a total of $16,003. This is only down approximately $200 from last year’s sales.

• The sites were separated into high, medium and low sites again this year. This was done to help get more merchandise to the sites that typically have higher sales than the other sites. The highest site was Nebraska, due to their past history of very high sales. The next highest sites were 13434-13435. The medium sites were 13436-13438. The low sites were 13439-13448.

• We sent additional oxford short-sleeve tee orders to Minnesota, Oregon, and Washington ahead of the event due to their past sales that were a little higher. Oregon and Washington both asked for additional merchandise. This helped increase the sales for all of these sites. They all had higher sales than most of the other low sites.

• Kansas was near a sell out. They sold all but 14 caps. We had made them a high site due to the excitement around their site and the change to the larger venue. They could have sold a lot more merchandise. They had debated buying out the merchandise but then opted to only sell the NCAA merchandise.

• Kansas reported a crowd of approximately 3,551 the first day and 4,478 the second day. They had nice weather for the event, which was not a normal December night for Kansas. They sold out of the women’s tees quickly. They thought the oxford short-sleeve tees were most popular at their site, and the hats were least popular. The medium tees were the first to sell out.

• Iowa State was also near a sell out. They sold out of all but 4 caps and one women’s pink tee. They called on Friday at 3pm to ask for more merchandise. They were down to 1 short-sleeve gray tee, 4 long-sleeve white tees, 14 pink women’s tees, and 4 caps. There was no way to get them anything else so late in the day.

• Nebraska reported nice weather and a full crowd. They reported that the long-sleeve tees and the pink women’s tees sold best. The white short-sleeve tees were the least popular.

• Texas reported nice weather and a full crowd. They said the first day had a good turnout, and the second day was full capacity. The fans were asking for an additional short-sleeve selection at this site. They sold the smalls and mediums and white long-sleeve tees best. Their fans didn’t care for the pink women’s tees as much.

• Penn State reported a ¾ full crowd of approximately 8,000 fans. They had nice weather. They sold out of some sizes toward the middle of the event. They thought the long-sleeve tees were the most popular.

• Southern California reported crowds of approximately 1,288 and 705. They had cold and rainy weather during the event. They commented that it is “never good in Southern California when it is cold and raining. Our events suffer severely. We Californians don’t typically even go to work when the sun isn’t out.” They commented that the gray shirts always sell best. They reported that fans love unique merchandise like mini balls, pins, etc.

• Louisville reported approximately 5,000 fans both days of the event with nice weather. They sold best on sizes XL and XXL. The white long-sleeve tees sold best at their site, while the navy blue hats sold worst.

• Kentucky reported nice weather with a crowd of approximately 1,917 the first day and 1,583 the second day. They sold most in the large and XL sizes. Their fans liked the white long-sleeve tees best.

• Florida State reported a ½ full crowd of approximately 1,500 fans. They had perfect weather. Their fans thought the women’s tees were a big hit.

• Oregon reported a crowd of approximately 3,038. They had windy, rainy weather for the event, which did affect the people traveling to the event. They commented that the customers didn’t like the mesh hats, and they requested the long-sleeve tees on a darker color. The oxford basic tee sold in the smaller sizes first and was “the most readable graphic.” They commented that a clear readable graphic on a darker color would help, as well as a new hat style that was not mesh. They also commented that the women’s cut tee would have done well on another color like blue or something more neutral. They said the teams were hard to read, but the women liked having a women’s cut tee available.

• BYU reported a crowd of approximately 5,000 fans. They said the Oklahoma fans travelled well and had good attendance from out of state fans. They reported cold and windy weather

with rain. Due to the weather, they said sweatshirts or hoodies would have been good. They thought the pink women’s tees were the best seller. The white long-sleeve tees in the XXL sold the worst.

• UCLA reported an empty crowd of approximately 700, which included staff. They said the first night of games started early, which doesn’t do well because of the traffic and the area. They also had rain all weekend. The first night was also their Pac 12 football game against Stanford, so that drew a lot of attention away from the event.

• Stanford reported raining weather with approximately 1,713 in attendance for the weekend. They also commented that the Pac 12 football game affected their crowd. They only had 600 people for Friday night’s volleyball games and 1100 for Saturday. The game was also hosted at Stanford, so the fans had to choose where to attend. Stanford commented that the gray shirts looked like they were backwards. They thought it was weird to have the teams listed on the front of the shirts. They sold a lot of smalls and mediums. They took half of these sizes for the ball crew to wear, so it wiped out some of their stock. They sold out of a few sizes in the middle of the event. They also commented that fans always want to know if there are youth sizes available.

• Hopefully we can increase the average sales again next year. We may need to increase the number of medium sites since several of the low sites had very good sales with very little merchandise left.

average by approximately $70. These are still the second highest in the history of this championship.

• The sites were separated into high, medium and low sites, based on previous sales. Omaha was the high site, Texas was the medium site, and California-Berkeley and Purdue were the low sites.

• Due to a past history with very high sales in Omaha, we had already planned to send a large amount of merchandise. When Nebraska advanced to this site, we increased the merchandise even higher. The addition of the merchandise forwarded from some of the 1st/2nd Round sites gave them a lot of merchandise. Their sales weren’t quite as high as we expected them to be. They had a lot of oxford short-sleeve and long-sleeve tees left. They nearly sold out of all charcoal tees with only 2 left. The pink women’s tees forwarded sold out completely. The red Regional tees nearly sold out.

• Texas was the only site to host a 1st/2nd Round site, so they kept their remaining merchandise. We had all of the other early rounds forward their merchandise to one of the Regional sites to give each of them more merchandise. We forwarded more sites to Omaha and Texas.

• With the exception of California, the other three sites each had their home team competing at their site. Texas was the only site to have their home team advance to the Finals in Louisville.

• The charcoal tees were by far the best seller at each of these sites. They sold out at Texas and nearly sold out at Omaha and Purdue.

• Hopefully we can continue to increase the merchandise sales at the Regional round.

These are

the third highest sales in the history of this championship. • The teams competing this year were Michigan, Oregon, Penn State, and Texas. Texas beat

Oregon in the championship game. • None of these teams had a particularly large crowd. • We offered teams the opportunity to purchase merchandise online again, but no teams took

advantage of the opportunity this year. • The approximate sales by day, not including programs, were as follows:

o Wednesday practice = $10,993 o Thursday games = $62,480 o Friday Under Armour High School game = $6,122 o Saturday games = $65,180

• The sales on the practice day were higher than the past few years. The prime merchandise location definitely helped the sales. Fans couldn’t miss the stand as they entered the concourse.

• The main merchandise stand at the front entrance was always very busy. They have a very large stand, but they just couldn’t keep up with the crowd. The vendor didn’t staff enough people the first game day, but they had a lot more people available for the championship day. The other stands helped do some of the business, but they weren’t nearly as busy. This building is hard due to the way fans enter the building at just one set of doors and then get to their seats out of just a few entrances off the concourse.

• The vendors commented that they didn’t realize it would be quite this busy. • This was the first event this group sold merchandise for the venue. They had only previously

done Louisville games. This was their first third-party event. They were unorganized and most workers didn’t seem to know what they were doing. There were a lot of workers standing around or not moving quickly to get the customers through the lines. The group working the main stand on the first day was very short-staffed, and they did not set up the stand very well. They were supposed to have 10 people working the stand, but they only had 5. They used boxes to concert fold the various shirts. They didn’t make the boxes all the same way, so they were digging through shirts trying to find various sizes. This significantly held up the lines because it slowed down the whole process.

• After discussing the issues with the merchandise staff, they changed groups for the Finals day. This group did a much better job of organizing and running the stand. The sales were better on the Finals day due to these changes.

• The oxford hoods and tees we received had an issue with the artwork. The graphics were very difficult to read due to the way the art was set up. They looked like a screen was missing on the graphic. We didn’t re-print these shirts. We ended up finally selling all of the hooded sweatshirts by the end of the event. The fans that bought them really wanted sweatshirts. Many people opted not to buy them because of the poor design. We missed out on a lot of sales of the oxford tees due to the screen print issues.

• The merchandise group did a count of all of the merchandise remaining at the end of the day on Thursday. This helped us know how much was still available, so we were able to plan our reorders from it.

• We opted to reorder several items to arrive on Saturday. We reordered the charcoal short-sleeve tees, the Under Armour black tees, Step Ahead sublimation tees, Texas team tees, and the Oregon team tees.

• We reordered the charcoal short-sleeve tees because they were selling very well beginning on the practice day. The main stand actually sold out of the XXL sizes on the practice day. At the end of Thursday, the stands mostly just had smalls and mediums of these tees remaining. Since these tees were selling so well at all of the stands, we opted to reorder them. This color is very popular right now.

• The Under Armour black tees sold out of the XXL and larger sizes first. There were only smalls and mediums left at the end of the day Thursday.

• The Step Ahead sublimation tees were nearly gone at the end of the day Thursday. The XL were sold out before the games started. We could have sold a lot more of these if we had the bigger sizes available. There were a lot of fans asking for them after they were gone.

• The other women’s tees weren’t selling as well due to some strange fabric colors. The fans just didn’t like them as much.

• The Texas team tees sold out in the XXL size before the games started. The XL sold out next. There were a few small, medium and large pieces left at the end of the day. Since they

advanced to the Finals game, we opted to reorder them. They sold out in all but one small piece at the end of the event.

• The Oregon team tees sold very well on Thursday. There were approximately 20 left at the end of the day, but that was only because they were stuck in the back side stand. They were also only sizes small, medium and large. The main stand had sold out before their game. Once we were able to get them transferred around to the main stand, they sold quickly. The reorder sold out completely.

• The Under Armour men’s and women’s jackets both sold out early on Thursday. Some sizes were even sold out during the practice on Wednesday. They were very popular because they looked really good. Both were black, so they were neutral to all of the schools. We had a lot of requests for more of these. There were only 2 pieces of XL of the women’s jackets at the end of Thursday, but they sold quickly on Saturday. We could have sold many more of them. We weren’t able to get reorders of these because they would have to be produced at the warehouse in Texas, and they couldn’t get them produced quickly enough.

• The Under Armour red polos did not sell very well. They may have been too limiting with the red color.

• The oxford long-sleeve Victory tees sold well. They sold out of the larger sizes on Thursday. Once these started selling out, the white long-sleeves started selling better. Due to the number of white long-sleeves left, we opted not to reorder these.

• The reorders we placed for Saturday on some items was mostly to get some more XL and XXL shirts in the building. These sizes were very popular and sold out first in many of the different shirts. Fans got to the point of asking what we had left in XL or XXL because they just wanted to be able to buy something.

• The sales numbers on Thursday weren’t as high as we had expected because their lack of efficiency really hurt them. With better organization and a different group for Saturday, the sales were much better. The sales were even higher Saturday than on Thursday, which doesn’t usually happen.

• The crowd was also bigger on Saturday due to some tickets bought by a charity group and given away. They were expecting 15,000 to 16,000 fans on Saturday. It wasn’t that high, but the attendance was definitely better than Thursday’s.

• The mini and large volleyballs were nearly sold out at the beginning of the day on Saturday. Those left sold out quickly. We need to increase the number sent for next year.

• We hope to increase the sales again next year. This seems to be a growing event, especially with the increased interest in club volleyball by middle and high school aged girls. This fan group has helped increase sales.

• Seattle is a new venue for this championship. When this event has been on the West Coast in the past, the sales haven’t been as good. Hopefully this won’t be the case next year.

Live Stats

Live stats were run through the official stat computer operated by the Louisville stat crew and were available at

NCAA.com. StatBroadcast provided live stats for all media inside the venue, replacing any monitors used in the

past. This service was well received by all who used it.

Photo Areas

Floor level – Photographers were allowed to shoot at each end of the court behind the triangle signage boards.

New this year, we did away with assigning photo boxes, and allowed photographers free range. It workd out

fine and there were no complaints. Photographers were also allowed to shoot up high on the concourse and we

had 5-6 open seats on M1 that they loved.

Press/Photo Workroom

Work space for approximately 70 media members was set up back of house, at event level, adjoining the press

conference area to accommodate writers and photographers on deadline. Wireless internet and power was

supplied at each table. Ethernet lines were made available in the workroom for photographers to use.

Press Conferences

Press conferences were held for each team the day before the semifinal games, after each semifinal game, on

the day prior to the championship game and following the championship game. Postgame press conferences

were well attended, pre-championship and pre-championship game press conferences were sparsely attended.

The Yum! Center had a dais set up on an approximately four-foot riser at the front of the room with

microphones and seating for five. The NCAA supplied the backdrop, mic flags and table tents. Seating for

Wireless internet was provided throughout the arena – press row, media workroom and the NCAA/LOC media

workroom – by the Yum! Center. The wireless network was password protected with the same log-in for

everyone. We put labels on everyone’s seat cards to access the information The wireless network worked

pretty well throughout the majority of the weekend but was slowed down slightly on Saturday during the

championship game, which caused an issue with All-Tournament team online voting.

Stat Monitors

We did not use any.

SID Meeting

We did away with the separate SID meeting and just tacked on a few SID items in the general pre-

championship meeting with everyone.

Quotes

On Wednesday and Friday quotes were taken, transcribed and distributed by the Louisville media relations

staff. ASAP’s telephonic transcript service was used for Thursday and Saturday postgame press conferences.

The ASAP service was accurate and timely, both necessities for media trying to make tight deadlines on those

evenings.

Results

Box scores (both single set and cumulative) were distributed on press row following each set. A final box score

and play-by-play were distributed at the conclusion of the game. Complete books were also distributed. Stats

were also distributed to TV and radios during each time out. One runner was designated to this task.

Media Hotel

We used the Galt House and I believe only 5-6 media members used the block. The rate was $159/night.

Media Shuttle

A media shuttle was not provided at this championship.

Media Parking

Media parking was available in Yum! Center lot and the Galt House for those staying there. A total of 62 media

parking passes were requested. Parking passes were provided by the LOC.

Media Meals

The food was supplied by KFC Yum! Center catering partner. A dinner was supplied each game night. Snacks

and drinks were provided during press conference days and throughout game days. We heard a few

complaints about people not being able to find the room where it was being served.

Additional Notes

PAVO and AVCA shot video for use at the coaches convention that is held in conjunction with the

championship. Both were only allowed to shot up high. Spots were designated at midcourt on both sides of the

arena.

Suggestions for Next Year

1. Order more seat cards. After the matches on Thursday, the cleaning crew threw away the cards on the team

bench sides. Also make a note to talk to the cleaning crew about leaving them on the table.

2. Hand out paper ballots for All-Tournament Team voting. We relied solely on the online voting and it could

have been dicey with the internet not working great towards the end.

3. Have SID’s double check table tents in the meeting. We had a few that were wrong, that staff happened to

catch before the press conferences took place.

2012 NCAA Women’s Volleyball Rules Survey: Executive Summary

INTRODUCTION AND PURPOSE

Per the request of the NCAA Women’s Volleyball Rules Committee, a survey was developed to obtain feedback from women’s volleyball head coaches and senior woman administrators (SWAs) at each NCAA member institution in addition to officials in regards to current and potential women’s volleyball rules and procedures. The results from this survey seek to provide the committee with detailed information on each respondent’s opinions regarding current and potential women’s volleyball rules.

METHODS

Survey Administration Survey administration involved an online survey tool that allowed users to access a survey web link embedded in an email from Rachel Seewald. Detailed instructions were provided in the initial email message. These instructions made it clear to the participants that the NCAA Research Department only reports information in its aggregate form and that individual information on the survey will be kept strictly confidential. Their responses were not tied to their email addresses and assured participants that the only identifying information requested in the survey was the identification of their department in order to determine unique issues among departments. Participants & Response The sample used for this survey consisted of email lists provided by NCAA staff containing head women’s volleyball coaches and SWAs in all three divisions at member institutions sponsoring volleyball. Additionally, a link to the survey was sent to all NCAA women’s volleyball officials and coordinators. In total there were 2,240 responses to the survey. Officials and coordinators of officials represented 68 percent of the responses. Head coaches represented 21 percent and SWAs rounded out the responses at 11 percent. Head coaches and SWAs represented all three divisions – 34 percent Division I, 28 percent Division II and 38 percent Division III. Analysis Once the completion deadline passed, the web link was disabled. The data were checked for errors and inconsistencies. Incomplete data were removed from the analysis to reduce the chance of multiple survey responses per respondent due to anonymity of the responses. Once cleaning was complete, Qualtrics was used to compile the descriptive statistics reported in this summary.

Facility Information

• Over 90 percent of both the head coaches and SWA respondents indicated that their competition court has 2 meters of free space from the court boundary lines.

Current and Potential Rules Assessment

• When asked about their preference regarding the current net fault rule, head coaches (45 percent) and SWAs (47 percent) most preferred keeping the current rule as is. Conversely, more than 52 percent of officials and 49 percent of coordinators of officials indicated that their preference is to change the current rule to the more liberal net fault rule, where only those net contacts that interfere with play (including contacting the top tape while playing the ball) are considered to be faults.

• When asked about their preference regarding the rules on electronic transmissions, over 76 percent of all groups indicated that the current NCAA women’s rule that allows the transmission of statistical data only be kept.

• Over half of all the decided respondents agreed that the rule change to increase the number of substitutions to 15 per set has been positive.

• Over half of all groups indicated preference to keep the current pursuit rule. The second most popular choice was to modify the current rule to only allow pursuit outside the net posts.

• Between 67 and 86 percent of all groups indicated preference to keep the current NCAA rule and allow media timeouts only for broadcast matches with paid media.

• Sixty seconds (the current timeout default time) was the preference for the majority of all groups regarding standard/default timeout length. The next most popular response was to extend the time to 75 seconds.

Add the Cover Dig to the stats

We need to take a close look at 1st contact ball handling. Currently the FIVB is considering tightening 1st contact on serve receive to greatly limit overhead passing. We need to be prepared for a such a change as it will filter down to USA Volleyball (the programs from which we recruit) before it gets to the NCAA.

I wish that we could find a way to eliminate the potential impact of "phantom touch" calls by line judges. It is too easy for rally outcomes to be impacted by line judges making touch calls that are as much a guess as anything else.

The center line rule needs to be looked at in the future.

Take the judgement call out of libero attacks. Do not allow them to jump and hit, ever.

Could you consider making the requirement for solid lines pertain to the 10 foot line as well?

In 2013 the new rule for solid color jerseys comes into effect. Our university is on a four year jersey replacement policy and we do not have solid jerseys. Our libero is VERY easily identified with our current jerseys. Can we get a grandfather exception to this rule if we submit pictures of our jerseys to prove that there is no possible confusion of who and where our libero is on the court?

I am strongly against looser net calls. The risk of ankle and knee injuries at the net are great as it is. Allowing player to be in the net will make then less cautious with net play and increase injuries at the net.

Establish more concrete rules regarding a double contact. Not only on the second contact, but the third as well

I completed the survey under my head coach duty so I did not do this one as a SWA

I have always had a problem with a block being considered a hitting error. You are then counting the same ball in two different statistical categories. When someone gets a kill off the block, it's not considered a blocking error and when a defender shanks a ball, it's not considered a digging error.

Increase number of time outs per set

The current rule for Successive Contacts (14.2.3.1) should be applied to all contacts (including setting). "Successive contacts with various parts of the player's body are permitted in a single attempt to play the ball." This is a clear rule for double contacts and it furthers the goals stated in the Ball Handling Directive Guidelines. Unlike a held or thrown ball (over-control) an inadvertent double contact (under-control) typically already disadvantages a team and there is no reason to stop play.

The current center line fault rule is very dangerous. I feel there is an increase in injuries do to the lienency of the center line rule. I feel for safety, you should not be allowed to touch the ground on the opponents side of the center line. It would keep the game safer. I think teams should switch benches between sets altogether, It is silly that one team has to run around the up official. I also think players on benches should be allowed to curl off and cheer in the match. Maybe have a 1-2 meter rule as far as closeness to the court, but the players being up & into a match adds to the game atmoesphere.

Please modify the rule for double contacts to make all contacts equal. I would like to use the current rule for Successive Contacts (14.2.3.1) should be applied to all contacts (including setting). This change will increase consistency in ball handling judgment and increase continuation of play.

Cut the amount of time between games 2 and 3 to less than 10 minutes

Allow a team to block service as that will increase volleys and reduced ace serves.

Get rid of the "double contact rule" entirely unless a player sets themselves. It is creating too much inconsistency. A bad set is its own punishment and 95% of the cards go en are for ball-handling calls or non-calls. Terrible choice to continue with this middle-of-the-road stance. Call it tight or call nothing and let them play.

My coaches strongly feel that the net rule needs to be changed so that any contact is a violation.

Need 2 Libero's allowable for each set

The rule that hair ties can't be kept on the wrist should be eliminated. I can't imagine too many scenarios where that would be a signifgant safety hazard.

I don't like the new whistle sequence. It depends too much on the R2 being quick!

Vast majority of rules changes have been positive for the game. I would vote differently for some of the rules mentioned above if I were a Div. I coach. There is no way a Div II program in the Northeast will be funded additional staffing to provide video/media

feedback to the bench. The gap between funding for all NCAA volleyball programs in all divisions continues to widen. Those that 'have' continue to set the agenda and prosper leaving the rest of us further and further behind. For example, yearly budgetary increases that have been provide for our programs are going to game management personal (instead of coaching staff or athletic scholarships) because of NCAA/Conference directives and game changes (stat crews, ball rotational crews, lines people) not to mention NCAA bylaws in general.

1) All team and individual sanctions carry over from set to set; 2) A substitution request is only acknowledged (whistled) when a player enters the substitution zone.

Eliminate the Libero Tracker position...

Here is a thought-- a serve that hits the net, yet goes over, should be called a replay.

If we liberalize the net more, we are further degrading the integrity of the game.

As a 37 year offical i am frustrated with the point awarded first and then the signal for the fault. The fault happened first and because of it the other team is awarded a point. I would like to see the fault signal called first and then the point.

I believe the sequence change for indicating point/fault this year was a good decision.

Require player to retreat to beyond the attack line in ball handling, or cease ball handling while the referees measure the net.

Modify individual sanctions escalation to be given on a power match basis, not a per set basis. There are too many warnings given under current rule set.

Eliminate the pre-macth coin toss. Home team has been designated a bench (side), let the visiting team choose serve or receive. If we go to a 5th set, then a coin toss to choose serve, receive or side. Home team calls the toss.

Change the red and yellow card system to match USAV/FIVB

Allow two liberos and allow for free exchange without any reason at any time.

Intermissions should be agreed upon by the schools prior to the date. The officials should not be the person informing the visiting team of an intermission.

We should adopt FIVB Warm-up area definition. For FIVB, World and Official Competitions, the warm-up areas, sized approximately 3 x 3 m, are located in both of the bench-side corners, outside the free zone. It would help officials on their other responsibilities instead of checking if substitution players are standing too close to the court.

Need to make all NCAA Women's rules exactly the same as FIVB / USA. Needs to be conformity - way too confusing with all the different rules.

CHANGE THE CENTER LINE VIOLATION TO PROTECT PLAYERS. CURRENT RULE ALLOWS ANY PART OF YOUR FOOT TO STAY IN CONTACT WITH THE CENTERLINE TO AVOID A FAULT. THIS MEANS I CAN HAVE MY HEEL ON THE CENTERLINE AND STILL ENCROACH INTO MY OPPONENTS COURT BY CLOSE TO ONE FOOT. THE MAJORITY OF INJURIES HAPPEN ON THIS PLAY. IT IS THE ONLY LINE A PLAYER IS ALLOWED TO TOUCH. TOUCH THE SERVICE LINE WHILE SERVING IT IS A FAULT. TOUCH THE THREE METER LINE ON A BACK ROW ATTACK IT IS A FAULT. PLAYERS WOULD NOT COME UNDER IF THERE IS A RULE NOT ALLOWING IT. IT WOULD PROBABLY CUT VOLLEYBALL RELATED INJURIES IN HALF.

Center line crossing under net can be dangerous for everyone. I love the commitment to pursuit, but it is too dangerous to all and even the pursuer hitting the ref or ref stands, etc.

Some changes to the rules which have liberalized play to allow the defense to catch back up to the offense have been good, but FIVB changes to the net rule have gone too far. USAV matches have begun to look like recreational volleyball due to these changes.

Elimanate the multiple hit allowance on first contacts

when she was chasing a bad pass and her shoulder contacted the net prior to making an actual attempt at the ball. She was pursuing a pass. I also believe that the refs should be mandated a specific amount of time that they must stay at the scoring table after the match in order to allow for a post match protest. We attempted to protest a match immediately following play, however the opposing coach approached me to shake my hand. In that brief moment, both refs headed for the exit. I caught up to them and they informed me that there are no time limits established that require them to wait for a coach to complete a momentary hand shake and that they are free to leave the court once the final point is scored.

Would really like to see the 2 libero rule come into the college game.

The current system of delay warnings, before penalties are enforced, should be looked at. Instead of letting a team off with a delay warning, they should use the NFHS rule and charge them a time out.

Back row attack signal to be same as USAV; no music with explicit or offensive lyrics; players to hangs uniforms out of view of spectators, officials; publish standardized protocols for officials; libero jersey to contain no colors of the other team members and to be immediately distinguishable;

(One attempt at the ball is not a double hit)

Please just be consistent with one set of rules. It doesn't matter if it's USAV or NCAA...please just strive toward consistency. Thank you.

Really dislike the current rule that allows a setter to double contact a ball if it is considered an "athletic" play. A double should be a double.

I have seen a large number of athletes injured with opposing team members coming under the net. I believe the current rules regarding individuals coming under the net should be modified as to never allowing an individuals foot or body to cross the center court line. We are putting our athletes at risk with the current rule.

Until the NCAA decides to grade all officials by the same measure, and enforce in game rules application, across all conferences and levels of play, were accomplishing nothing.

I think it would be prudent to address warm-up music (both Volume and content) with regards to teams, coaches and AD's using the warm-up periods to intimidate and or influence a match outcome.

Althought 15 subs is better, I would really like to see unlimited subs. It makes a better game and playing more people with-out running outs of subs is very positive.

Make prematch warmup two 8 minute intervals instead of 4/4; 5/5 & 1

It always amazes me that volleyball feels the need to change rules every chance they get. Football still gets 4 downs, only 3 strikes and your out ,but volleyball get overhauled every year. I wonder when the powers to be will be happy with the format. The lose hands is ruining a game. And while I am ranting, why is a match now a set?? This is not tennis and we already have the term set.

I'm glad the net rules are being addressed. I do NOT like the current rules nor do I like the USAV rules. There are too many changes and inconsistencies between HS/Club/College. If Club is not in line with College, then we're inheriting bad habits!! I think change is good (i.e. I like the 15 sub rule) but this is a non-contact sport, and with the liberalization of net violations, I believe, comes more opportunities for injuries under the net. (I'm also not a big fan of the current "under" rule.)

Pursuit rule as it stands has potential for injury. Eliminate it.

No more let serves/balls that hit the tape and go over.

Consider allowing lineup information to be released to the announcer prior to the one minute mark in order to give them additional time to prepare for the pre-match introductions.

If the NCAA has any concern for the safety of it's athletes, the current net rule needs to remain as it curently is. The current USAV net rule not only makes a mockery of the game, but is also extremely unsafe as well. I have seen many players get injured already since that new net rule came into play. The net use to be the most sacred and respected area on the court. The current NCAA rule somewhat maintains that.

I like the change for procedures in indicating faults. I know each division wants to have its own identity, but it sure would be nices to get the NCAA, NAIA, NJCAA, and USA to use the same signs and procedures for doing a match.

Can we get the rules to all be consistent?!

There are too many substitutions and it is causing more specialization and less volleyball skills being learned by the masses. Less substitutions would be preferred.

I would like to see a new signal for an illegal attack due to libero setting in the front zone. Mainly because the information against the fault team is not immediate. They say she's front row and then there is a delay. I think the football delay of game signal would work

1. Eliminate the Improper request. (Charge a team delay if a delay occurs). 2. Change the completed rally definition to include a penalty issued that stops play. (The team receiving the penalty is effectively penalized twice) 3. The libero jersey should have no color of the regular jersey

Sanctions (delay warnings/penalties, individual warnings/penalties) should carryover from set to set to prevent abuse of delays and to control sportsmanship more effectively.

I believe the change this year to the new signal sequence has created more confusion. The R2 now can not help the R1 with any signals. Under the previous protocol, when the fault was signaled first, the R2 could join the R1 in signaling the result. Now, the R2 is oblivious to the result as well as the fault. From a brain research point of view, people think cause/effect, not effect/cause. Officials do not look like they are on the same page because of this sequence change. Thanks for listening.

Much as NCAA legistation is different per division so should the playing rules. (ie. 6 subs in DI, 12-15 in DII, 15 or unlimited for DIII.

I believe the "pursuit rule" should be modified to not allow players to pursue a ball that has NOT passed outside the antenna. Some players make recklass attempts (endangering themselves and opponents) on balls that could not be legally played.

The interpretation of a legal contact with the fingers in setting the volleyball needs to be more restrictive. NCAA women's volleyball should not continue to be so lenient with the setting skill so that the set resembles a picnic volleyball game.

I think the line judge mechanics should be changed so when the server is closest to the sideline occupied by the LJ, the LJ should move to the side rather than behind the server unless the server starts outside the hash marks. Most people naturally go that way. Servers can't serve in that area anyway. First responsibility is foot fault; second is sideline. An alert LJ should easily be able to get back into position after stepping only a couple of feet back from the sideline.

I have never liked the NCAA interpretation of a center-line violation. I think it allows for too much subjectivity from officials as to what is considered "interference". Any time a player is flying toward the net, front row player attention is taken away from the ball or play and given to their own safety concerns...namely a player possibly flying under the net and causing harm to someone. I think the USAV centerline rule is much more concrete and protects against uncontrolled net action, specifically by setters coming from the back row on tight passes.

The signal sequence is difficult for the media and fans to follow. Most scorekeepers do not feel it has aided them in faster recording. In fact, most have stated it is more difficult to follow.

Reduce warmup time. Go to a 6/6 format instead of 4/4 5/5. The entire warmups ( 60 minutes ) last longer than some games.

Allow Line Judges to assist in determining whether a 3rd ball hit into the tape, and potentially the blockers hands, and then lands of out bounds is a fault by the hitting team or the blocking team

We need to take a close look at 1st contact ball handling. Currently the FIVB is considering tightening 1st contact on serve receive to greatly limit overhead prepared for a such a change as it will filter down to USA Volleyball (the programs from which we recruit) before it gets to the NCAA.

The center line rule needs to be looked at in the future.

The current center line fault rule is very dangerous. I feel there is an increase in injuries do to the lienency of the center line rule. I feel for safety, you shou ground on the opponents side of the center line. It would keep the game safer. I think teams should switch benches between sets altogether, It is silly that up official. I also think players on benches should be allowed to curl off and cheer in the match. Maybe have a 1-2 meter rule as far as closeness to the cou into a match adds to the game atmoesphere.

Cut the amount of time between games 2 and 3 to less than 10 minutes

My coaches strongly feel that the net rule needs to be changed so that any contact is a violation.

Here is a thought-- a serve that hits the net, yet goes over, should be called a replay.

We should adopt FIVB Warm-up area definition. For FIVB, World and Official Competitions, the warm-up areas, sized approximately 3 x 3 m, are located in outside the free zone. It would help officials on their other responsibilities instead of checking if substitution players are standing too close to the court.

Any adaptation of the rules that brings us closer to ONE unified body of rules and regulations for the sport of volleyball I am in favor of. It makes no sense t sets of rules depending on what league or level the competition takes place in.

The 15 subs rule has really "dummied down" our game. Coaches don't need to strategize, players don't need to have all around skills, and the mid size athle now becoming obsolete because they won't get to play front row. It's a no brainer game with the tall players in front, and small players in the back. Way to

I would like for the libero uniform rule to be revisited as it creates an additional expense to purchase solid jersies for potential liberos. In 2013 the new rule for solid color jerseys comes into effect. Our university is on a four year jersey replacement policy and we do not have solid jerseys. O with our current jerseys. Can we get a grandfather exception to this rule if we submit pictures of our jerseys to prove that there is no possible confusion of the court?

I am strongly against looser net calls. The risk of ankle and knee injuries at the net are great as it is. Allowing player to be in the net will make then less cau injuries at the net.

Vast majority of rules changes have been positive for the game. I would vote differently for some of the rules mentioned above if I were a Div. I coach. The the Northeast will be funded additional staffing to provide video/media feedback to the bench. The gap between funding for all NCAA volleyball programs widen. Those that 'have' continue to set the agenda and prosper leaving the rest of us further and further behind. I have always had a problem with a block being considered a hitting error. You are then counting the same ball in two different statistical categories. When block, it's not considered a blocking error and when a defender shanks a ball, it's not considered a digging error.

Increase number of time outs per set

The current rule for Successive Contacts (14.2.3.1) should be applied to all contacts (including setting). "Successive contacts with various parts of the player attempt to play the ball." This is a clear rule for double contacts and it furthers the goals stated in the Ball Handling Directive Guidelines. Unlike a held or th inadvertent double contact (under-control) typically already disadvantages a team and there is no reason to stop play.

Allow a team to block service as that will increase volleys and reduced ace serves.

Need 2 Libero's allowable for each set

Regardless of which way the net rule goes, other than completely eliminating any contact with the net, there really needs to be greater direction on what is on the ball". Several times this season our setter was called for a net violation when she was chasing a bad pass and her shoulder contacted the net prior t the ball. She was pursuing a pass. I also believe that the refs should be mandated a specific amount of time that they must stay at the scoring table after t post match protest. We attempted to protest a match immediately following play, however the opposing coach approached me to shake my hand. In that for the exit. I caught up to them and they informed me that there are no time limits established that require them to wait for a coach to complete a mome are free to leave the court once the final point is scored.

A clearer explanation on what expectations are for shagging volleyballs at the end of the warm-up time. Some teams shag, others don't and then sometime until 15 seconds into your warm-up. I think the first whistle should be 30 second left in your warm-up time (during the four and five minutes warm-up time seconds to go while current team on the court shags and gets carts ready for team to come on right when they are suppose to enter the cour for warm-up.

We need to take a close look at 1st contact ball handling. Currently the FIVB is considering tightening 1st contact on serve receive to greatly limit overhead passing. We need to be prepared for a such a change as it will filter down to USA Volleyball (the programs from which we recruit) before it gets to the NCAA.

I wish that we could find a way to eliminate the potential impact of "phantom touch" calls by line judges. It is too easy for rally outcomes to be impacted by line judges making touch calls that are as much a guess as anything else.

The center line rule needs to be looked at in the future.

Take the judgement call out of libero attacks. Do not allow them to jump and hit, ever.

Could you consider making the requirement for solid lines pertain to the 10 foot line as well?

In 2013 the new rule for solid color jerseys comes into effect. Our university is on a four year jersey replacement policy and we do not have solid jerseys. Our libero is VERY easily identified with our current jerseys. Can we get a grandfather exception to this rule if we submit pictures of our jerseys to prove that there is no possible confusion of who and where our libero is on the court?

I am strongly against looser net calls. The risk of ankle and knee injuries at the net are great as it is. Allowing player to be in the net will make then less cautious with net play and increase injuries at the net.

Establish more concrete rules regarding a double contact. Not only on the second contact, but the third as well

I have always had a problem with a block being considered a hitting error. You are then counting the same ball in two different statistical categories. When someone gets a kill off the block, it's not considered a blocking error and when a defender shanks a ball, it's not considered a digging error.

The current rule for Successive Contacts (14.2.3.1) should be applied to all contacts (including setting). "Successive contacts with various parts of the player's body are permitted in a single attempt to play the ball." This is a clear rule for double contacts and it furthers the goals stated in the Ball Handling Directive Guidelines. Unlike a held or thrown ball (over-control) an inadvertent double contact (under-control) typically already disadvantages a team and there is no reason to stop play.

The current center line fault rule is very dangerous. I feel there is an increase in injuries do to the lienency of the center line rule. I feel for safety, you should not be allowed to touch the ground on the opponents side of the center line. It would keep the game safer. I think teams should switch benches between sets altogether, It is silly that one team has to run around the up official. I also think players on benches should be allowed to curl off and cheer in the match. Maybe have a 1-2 meter rule as far as closeness to the court, but the players being up & into a match adds to the game atmoesphere.

Allow a team to block service as that will increase volleys and reduced ace serves.

Need 2 Libero's allowable for each set

Vast majority of rules changes have been positive for the game. I would vote differently for some of the rules mentioned above if I were a Div. I coach. There is no way a Div II program in the Northeast will be funded additional staffing to provide video/media feedback to the bench. The gap between funding for all NCAA volleyball programs in all divisions continues to widen. Those that 'have' continue to set the agenda and prosper leaving the rest of us further and further behind. For example, yearly budgetary increases that have been provide for our programs are going to game management personal (instead of coaching staff or athletic scholarships) because of NCAA/Conference directives and game changes (stat crews, ball rotational crews, lines people) not to mention NCAA bylaws in general.

Here is a thought-- a serve that hits the net, yet goes over, should be called a replay.

We should adopt FIVB Warm-up area definition. For FIVB, World and Official Competitions, the warm-up areas, sized approximately 3 x 3 m, are located in both of the bench-side corners, outside the free zone. It would help officials on their other responsibilities instead of checking if substitution players are standing too close to the court.

CHANGE THE CENTER LINE VIOLATION TO PROTECT PLAYERS. CURRENT RULE ALLOWS ANY PART OF YOUR FOOT TO STAY IN CONTACT WITH THE CENTERLINE TO AVOID A FAULT. Change the handshake procedure after match to be at the score red table rather than under the net

Regardless of which way the net rule goes, other than completely eliminating any contact with the net, there really needs to be greater direction on what is to be considered "making a play on the ball". Several times this season our setter was called for a net violation when she was chasing a bad pass and her shoulder contacted the net prior to making an actual attempt at the ball. She was pursuing a pass. I also believe that the refs should be mandated a specific amount of time that they must stay at the scoring table after the match in order to allow for a post match protest. We attempted to protest a match immediately following play, however the opposing coach approached me to shake my hand. In that brief moment, both refs headed for the exit. I caught up to them and they informed me that there are no time limits established that require them to wait for a coach to complete a momentary hand shake and that they are free to leave the court once the final point is scored.

Would really like to see the 2 libero rule come into the college game.

we should play to 30 points again. and the 5th set should go to either 25 or 30 depending on the other 4 games.

Solve the ball handling controversy. First we had the "commentary on ball handling", then the "DIRECTIVE on ball handling". If you really want the game called the way it's written in the "directive", change the "Double Contact" rule to be the same on 2nd contact to be judged the same as the first contact. (One attempt at the ball is not a double hit)

Really dislike the current rule that allows a setter to double contact a ball if it is considered an "athletic" play. A double should be a double.

I have seen a large number of athletes injured with opposing team members coming under the net. I believe the current rules regarding individuals coming under the net should be modified as to never allowing an individuals foot or body to cross the center court line. We are putting our athletes at risk with the current rule.

Althought 15 subs is better, I would really like to see unlimited subs. It makes a better game and playing more people with-out running outs of subs is very positive.

I'm glad the net rules are being addressed. I do NOT like the current rules nor do I like the USAV rules. There are too many changes and inconsistencies between HS/Club/College. If Club is not in line with College, then we're inheriting bad habits!! I think change is good (i.e. I like the 15 sub rule) but this is a non-contact sport, and with the liberalization of net violations, I believe, comes more opportunities for injuries under the net. (I'm also not a big fan of the current "under" rule.)

I have never liked the NCAA interpretation of a center-line violation. I think it allows for too much subjectivity from officials as to what is considered "interference". Any time a player is flying toward the net, front row player attention is taken away from the ball or play and given to their own safety concerns...namely a player possibly flying under the net and causing harm to someone. I think the USAV centerline rule is much more concrete and protects against uncontrolled net action, specifically by setters coming from the back row on tight passes.

Court lines. We recently found out that we had to tape additional areas of our court since there was a break in the line when intersecting with basketball lines. Every school in our

conference and I would bet every school in Division II has this problem. The gap created by the interuption of the line is approximately 3-4 inches at the widest. If the ball lands in the area of this line interuption, it is impossible for the ball not to touch part of the line. I am asking that the rule be rewritten to allow for this line interuption instead of each school having to put down 3" line additions to make sure the line is continuous. Adding the 3" line looks ridiculous, it doesn't match so to make it look good I would have to put tape over all of the volleyball lines. The basis for my request that the ball will always touch a part of the line if landing in the interruption area so there is no need to put tape over the gap.

I would prefer warmup time be 3 min, 3 min, 6 min, 6 min rather than 4, 4, 5, 5. It gives two setters more reps and shortens serve time.

I would like to return to the rule that required coaches to turn in their line ups 1 minute before the start of the game. I think it is important to be able to watch your team warm up before you are required to submit the lineup.

Please consider dealing with the "micro" touch which can be arbitrarilly called by a line judge even if they are not very experienced. I request that the line judge should either A. Be a CERTIFIED OFFICIAL, or B. Only have the authority to call a touch if a request is made by the R1 for assistance (similar to batter swing rule in baseball or softball). Finally, how about putting the R1 on the same side of the court as the team benches ; )

Any adaptation of the rules that brings us closer to ONE unified body of rules and regulations for the sport of volleyball I am in favor of. It makes no sense to have three or four different sets of rules depending on what league or level the competition takes place in.

The 15 subs rule has really "dummied down" our game. Coaches don't need to strategize, players don't need to have all around skills, and the mid size athlete who could play all around is now becoming obsolete because they won't get to play front row. It's a no brainer game with the tall players in front, and small players in the back. Way too many subs!

On the net rule, I always ask if the player got the net with the arms or the body. The down refs always say it was the arms, even when it was obvious their chest is the only thing in the net. The FIVB rule would be better for the women's game, but only if the officials can really see it. And I have no opinion on data transmision during a match.

Deciding set to only 15 points ina hightly contested match is not accurately representing the better team. All sets should be same length in all cases.

Having visiting USA referees using USA volleyball rules at our NCAA D3 matches is confusing to my players. We teach NCAA rules and are governed by USA rules when these referees officiate our matches.

this isn't a rule change, but I would like the set ball crossing the net to be enforced like the 2nd contact being directed to a teammate. There are far too many 2nd and 3rd contact sets (2-hand setter dump or 3rd contact in a rally) coming across that should be illegal. why not eliminate screening rules - they are NEVER enforced

disagree strongly regarding the color of the libero uniform. As many institutions can't afford 4 jersey's which the rule requires, as the only real contrasting color with a colored jersey is white. this is an unnecessary cost to institutions, it is NOT difficult to distinguish the libero from other players. They keep track of a back row and front row setter don't they? Also, struggling with the double contact rule on the second contact - so inconsistently enforced and it is a rule that significantly affects the flow of a match, it evens levels of play, etc.

Center line violations need to be stricter. Too many "simultaneous" faults occur because of this. The line should not be played on.

I would like to further regulate rules regarding participation on Olympic teams. I think it is unfair to let athletes play on several developmental teams and receive top coaching while we are not allowed to work with our athletes. I would also like to see a possible rule following basketball about being able to work with Kids in the summer 2 hrs a week if they are enrolled in summer school (or not). Finally, I would like to see if anyone would support volleyball being able to play an exhibition match before the season similar to basketball.

The libero jersey rule is pretty ridiculous.

I would like for the libero uniform rule to be revisited as it creates an additional expense to purchase solid jersies for potential liberos. It will have an undesirable impact on the uniform design of teams as most teams will go to a solid color uniform jersey for all of it's players. The distinction for officials is not a major issue considering that the number of libero violations are minimal and should be recognized by a competent officiating crew.

The officiating is getting better... keep up the good work.

Referee training and guidlines; refs are not equally qualified and there should be a standard and/or evaluation after matches.

Continue to allow first contact to be a double and use of hands.

I would like to see us add a "shorter" time out for each set. To either stop momentum, or make a small change. Perhaps, like basketball; adding one 30-second time out per set would be an option.

The increase in subs has allowed me to provided opportunities to non-starters to gain playing time. Very positive rule change that benefits the student-athlete!

The 15 sub rule concerns me a lot. I fear that it is detrimental to the sport of volleyball. It is encouraging specialization of your position, and will produce a lot of one dimensional players instead of well rounded players. This could negatively impact high school players who aim to play in college by having them focus way too much on being good at one thing instead of learning how to play the game. Regarding the timeout rule, I strongly disagree with technical timeouts - this is a game of momentum and the only timeouts should occur through the coaches in accordance with their time-out strategies. I would hate to see the course of a game change because of a technical timeout. I also worry about allowing video feed or audio instructions. That takes away from the challenge of coaching - being able to read the game going on in front of you. Allowing other input of that nature could lead this sport into a ton of issues. Schools are all on tight budgets, and giving the okay to allow this type of media on the bench would create more problems than it is worth.

Please consider the benefits of the 15 substitution rule. On numerous occasions this season, it has allowed our program to play a non-starter or walk-on player as a server for our middle which would otherwise not happen in a close match with only 12 subs. Thanks.

I feel with the current net rules and center line fault not being called - my players are landing on feet and knocking knees a lot more often then they have in the past which is a concern for the S.A. health; espeically if they go more liberal.

I feel that referees should be more in tune with the carry rule.....to often front row players, mostly middles, appear to carry the ball much like a baseball throw.....sometimes it is called a carry, sometimes it is allowed......please clarify the ruling and consistant calling by officials.

The net rule HAS TO change. It is there for a reasona and if it is hit it should be a violation. I also think the center line is there for a reason too. There have been too many injuries because attackers fly under the net.

Clean up ball handling errors and double contacts...the game is getting sloppy.

Review of the double contact rule, to make it more consistent from match to match. Either make it more strict or not restrictive at all.

I have a big problem with the liberal net rule. It really makes the game sloppy and has made some players more out of control. I'm always worried about some player barreling into the net and hurting the opposing player.

1) I believe we should drop overlaps only have back row and front row and rotation. 2) I like that FIVB has dropped Hand passing on server receive. We should too.

I strongly believe that the "let serve" should be changed back to beiong a fault. It is not a skillful way to score a point and diminishes from the elegance of the game.

PLEASE PLEASE PLEASE change the warm up protocol! Include an early time for teams to have full court for 10 minutes each so that they may serve and pass. Serving passing are by far the most impactful skills on the outcome of the match and they are the skills most impacted by variations in gym conditions. Allowing this time early in the 60 minute protocol will benefit the game. Also, many teams currently create an earlier time for serve and pass - either earlier in day or at 90 and 75 minutes prior to match time. This is an unneccesary burdon on the student atheles, facility staff and coaches. Let's reduce the length of time teams are "warming up."

Changing sides during the 5 sets seems not necessary. I think the rule should change. Possibly also look at scoring it to 25.

I wish we would do away with the switch at 8 in the 5th set. I have yet to play in a facility where being on one side gives you a distinct advantage over the other. Choosing side is one of the options for a fifth (serve, receive or side) so if you feel that it gives you an advantage choose that side. Otherwise I find it a complete waste of time.

I would like to see a movement toward either a more liberally ball contact rule as is the case with FIVB and USA Volleyball or a return to a very clean game. The current standards are too vague and create ball control disagreements between coaches and officials, as well as disparities between two competiting teams that actually advantage the lesser skilled team.

A clearer explanation on what expectations are for shagging volleyballs at the end of the warm-up time. Some teams shag, others don't and then sometimes you are not getting going for until 15 seconds into your warm-up. I think the first whistle should be 30 second left in your warm-up time (during the four and five minutes warm-up time. Then all warm-up stops with 15 seconds to go while current team on the court shags and gets carts ready for team to come on right when they are suppose to enter the cour for warm-up.

Eliminate line judges- we are the only college sport that allows college work study kids to make calls.

I believe the "let" rule in serving cheapens the sport of volleyball and should be retracted from the rules.

general slowing and stopping play hurts momentum. volleyball is gaining popularity becasue it is fast-paced, exciting, and doesn't have too many whistles. The significant rule changes that have been made in volleyball have created a great pace. don't slow the game down wiht more time outs, more whistles, and less continuous play.

Re: electronic transmissions - biggest issue is facility. Some facilities don't have the space to allow for the "eye in the sky" person to sit and transmit the audio back to the bench. There is also a concern with interferrence with other wifi in the arenas and the security of the information being transmitted.

Keep the coaches at their bench during play.

Clean up the hands calls. I can't stand watching slop due to lack of skill.

Screening at the net is never called but is often very intentional. I think a rule should be implemented that three players can't stand upright at the net in tandem. There either has to be separation or the players other than the middle blocker must bend over to not obstruct receiving team's view of the server.

Get rid of the "double contact rule" entirely unless a player sets themselves. It is creating too much inconsistency. A bad set is its own punishment and 95% of the cards go en are for ball-handling calls or non-calls. Terrible choice to continue with this middle-of-the-road stance. Call it tight or call nothing and let them play.

The rule that hair ties can't be kept on the wrist should be eliminated. I can't imagine too many scenarios where that would be a signifgant safety hazard.

I don't like the new whistle sequence. It depends too much on the R2 being quick!

1) All team and individual sanctions carry over from set to set; 2) A substitution request is only acknowledged (whistled) when a player enters the substitution zone.

As a 37 year offical i am frustrated with the point awarded first and then the signal for the fault. The fault happened first and because of it the other team is awarded a point. I would like to see the fault signal called first and then the point.

I believe the sequence change for indicating point/fault this year was a good decision.

Require player to retreat to beyond the attack line in ball handling, or cease ball handling while the referees measure the net.

Modify individual sanctions escalation to be given on a power match basis, not a per set basis. There are too many warnings given under current rule set.

Eliminate the pre-macth coin toss. Home team has been designated a bench (side), let the visiting team choose serve or receive. If we go to a 5th set, then a coin toss to choose serve, receive or side. Home team calls the toss.

Change the red and yellow card system to match USAV/FIVB

Intermissions should be agreed upon by the schools prior to the date. The officials should not be the person informing the visiting team of an intermission.

Some changes to the rules which have liberalized play to allow the defense to catch back up to the offense have been good, but FIVB changes to the net rule have gone too far. USAV matches have begun to look like recreational volleyball due to these changes.

It always amazes me that volleyball feels the need to change rules every chance they get. Football still gets 4 downs, only 3 strikes and your out ,but volleyball get overhauled every year. I wonder when the powers to be will be happy with the format. The lose hands is ruining a game. And while I am ranting, why is a match now a set?? This is not tennis and we already have the term set.

Pursuit rule as it stands has potential for injury. Eliminate it.

Very pleased for the upcoming 2013 change in the rule for the libero uniform.

Consider allowing lineup information to be released to the announcer prior to the one minute mark in order to give them additional time to prepare for the pre-match introductions.

If the NCAA has any concern for the safety of it's athletes, the current net rule needs to remain as it curently is. The current USAV net rule not only makes a mockery of the game, but is also extremely unsafe as well. I have seen many players get injured already since that new net rule came into play. The net use to be the most sacred and respected area on the court. The current NCAA rule somewhat maintains that.

I like the change for procedures in indicating faults. I know each division wants to have its own identity, but it sure would be nices to get the NCAA, NAIA, NJCAA, and USA to use the same signs and procedures for doing a match.

I would like to see a new signal for an illegal attack due to libero setting in the front zone. Mainly because the information against the fault team is not immediate. They say she's front row and then there is a delay. I think the football delay of game signal would work

1. Eliminate the Improper request. (Charge a team delay if a delay occurs). 2. Change the completed rally definition to include a penalty issued that stops play. (The team receiving the penalty is effectively penalized twice) 3. The libero jersey should have no color of the regular jersey

Sanctions (delay warnings/penalties, individual warnings/penalties) should carryover from set to set to prevent abuse of delays and to control sportsmanship more effectively.

Allow a more liberal 2nd contact.

i think kicking should go away, thats not VB and libero serving should go away they r in for defense and pay should increase for refs

I believe the change this year to the new signal sequence has created more confusion. The R2 now can not help the R1 with any signals. Under the previous protocol, when the fault was signaled first, the R2 could join the R1 in signaling the result. Now, the R2 is oblivious to the result as well as the fault. From a brain research point of view, people think cause/effect, not effect/cause. Officials do not look like they are on the same page because of this sequence change. Thanks for listening.

(After getting used to it), I prefer the point designation prior to the fault signal.

I received two surveys to complete??? this is my second....

I believe the "pursuit rule" should be modified to not allow players to pursue a ball that has NOT passed outside the antenna. Some players make recklass attempts (endangering themselves and opponents) on balls that could not be legally played.

The interpretation of a legal contact with the fingers in setting the volleyball needs to be more restrictive. NCAA women's volleyball should not continue to be so lenient with the setting skill so that the set resembles a picnic volleyball game.

I think the line judge mechanics should be changed so when the server is closest to the sideline occupied by the LJ, the LJ should move to the side rather than behind the server unless the server starts outside the hash marks. Most people naturally go that way. Servers can't serve in that area anyway. First responsibility is foot fault; second is sideline. An alert LJ should easily be able to get back into position after stepping only a couple of feet back from the sideline.

The signal sequence is difficult for the media and fans to follow. Most scorekeepers do not feel it has aided them in faster recording. In fact, most have stated it is more difficult to follow.

Reduce warmup time. Go to a 6/6 format instead of 4/4 5/5. The entire warmups ( 60 minutes ) last longer than some games.

Allow Line Judges to assist in determining whether a 3rd ball hit into the tape, and potentially the blockers hands, and then lands of out bounds is a fault by the hitting team or the blocking team

NCAA rules should match USAV/FIVB rules. The rest of the world play by those rules and so should we. It does our players a disservice to play by so many variations.

Speaking for myself ( who does both PAVO and USAV officiating), it would help if NCAA and USAV can come together and unit into a single rule set for volleyball playing in the United States.

I beleive that call for the line judge on a player attempting to a "pancake" in the free zone of down then touch is poor mechanics. This rule should be changed back to previous mechancis of just the touch signal being given.

I think we all should be on the SAME page.

Consider eliminating the double hit fault to allow play to continue and neutralize uneven officiating on this call.

Consider changing the rule when the R2 waves off (no whistle) the coach's request for a substitute or time out. If there has been no interruption of play, the team should not be

sanctioned with an improper request.

As an official my opinion on rules is to keep the match moving and not delay or give advantage.

eliminate alignment rules entirely, eliminate rotation totally, eliminate the libero. Just put six players on the court and play.

Point of emphasis: Coaches are not to question judgement calls. Way too many coaches consistently abuse this rule.

Would love to see the open doubles on serve receive got back to NO doubles. Also would love to see the rule change to allow blocking the serve (at the net) come into the game

Clarify the setting/ball-handling rules so coaches at all levels understand the standard that ball-handling will be called to uniformly. Have run into the situation this season, where coaches at DII level will desire the game be called very tightly, whereas D1 level of play seems to favor more a looser standard of ball-handling in the set.

Carefully review (if possible) data for center line injuries from before the liberalization of being able to cross the center line with the current rule. Query the influence on players trying and not trying to avoid crossing center line and any possible increase in injuries?

In my opinion the libero is the position that should be eliminate. We should play 6 players and sub in when needed.

Although I am all for making the game as spectacular as possible, it should not be at the expense of maintaining the integrity of competition and showcasing the level of skill that it takes to play this game at a high level.

Let's please eliminate double hits n first and SECOND touches at least. Preferrably eliminate them completely.

I feel strongly that the net rule is too subjective and creates too much decision making in that split second, along with watching feet, and potential lifts... I have worked with the FIVB rule for several years now and I feel the flow of the game, along with coaches, players, and officials being on the same page is much greater.

Get rid of double hits.

Ball handling faults should only be called when obvious.It is currently too subjective.

Eliminate player number designation for net or center line fault.

Do not permit the Libero to attack a ball (jumping) any where on the court. Roll shots are fine but their primary duty is defensive; too many Liberos are attacking the ball from the back row with no calls being made. Either a new rule or a point of emphasis for next season.

Has it ever been considered that we change the double contact rule to only be two (or more) attempts to play the ball. It seems to me that we tend to call "uneven" setting not actual "double contact". A ball that is "shanked" from a forearm pass is probably more of a double contact than a set that "spins".We have been moving in that direction, why not simplify it and get rid of needless setting faults. Also, I like the new libero uniform rule that is rolling out soon. In my opinion the rule should be simply - no color that is contained anywhere on the

other team member's jersies, and no colors that are not immediately distinctive & recognizable. Period.

The closer we can come to having one set of rules for all higher levels of competition the better.

Can the Coach or Assistant, being with a photographic camera or recorder during a game, the playing area?

Regarding "transmission of statistical data to the bench area", the issue we want to avoid is having the benches performing their own "instant replay" during matches.

Rule 17.2.2.5 regarding a protest issue involving a scorekeeper error. Why do we have to have an official protest request if either a coach or official feels that there is a scorekeeping error? If there is a question with the score, check your options and make a decision and continue with the game. Correcting the score can be accomplished anytime during the set without penalty.

Start eliminating power tips, hitting the ball is required. (Too liberal). Make middles serve. Athleticism may be needed to define better between officials and current coaches and staff.

Lineups using setters in strange configurations are beginning to show up and have caused coaches to get upset when they feel there has been a rotation fault. Most times there is no fault, but only a unique way to line up for a certain serve rotation. Can this be either modified or a point of emphasis?

Rules committee should always be moving toward aligning NCAA rules with FIVB to allow for progression of American athletes toward the international stage.

crossing the center line is to liberal!

The center line rule is confusing and needs to be clarified. I as an official find some of the lines person signals distracting, I would prefer signals that indicate faults.

I do not like having to wait behing the server till contact. If you shadow the server a few steps back there is no interfierence and should be no problem.

The center line violation rules contradict each other. Eliminate 15.2.4.1 since 15.2.4.2 takes care of both. The clarification that was released earlier this season still made no sense.

I would be in favor of modifying the net rule to be consistent with USA ONLY if the center line rule is modified to be consistent with USA. Otherwise, it would be a HUGE safety issue, not to mention very sloppy. I prefer USA rules in this matter becasue I feel it is safer.

I think it would be prudent to address warm-up music (both Volume and content) with regards to teams, coaches and AD's using the warm-up periods to intimidate and or influence a match outcome.

Current centerline rule(s) leaves too much room for discussion.

Talk with the NJCAA to eliminate the restriction that the assistant coach can only sit or stand in the warm-up area (without coaching).
