Introduction to National Australian Pipelines National Australian Pipelines is proud to be an Australian owned family pipe laying and civil construction company operating in Melbourne, Victoria and throughout Australia. We have in excess of 25 years experience in the construction of water, gas, and oil pipelines. Our work has taken us to many locations both within metropolitan Melbourne, Regional Victoria, New South Wales and the Northern Territory. We have an immense experience with a large range of both pipe sizes and pipe materials. Section 3 – Pipeline Projects

3.1 Southern Rural Water – Southern Tinamba Modernisation Project Stage 2 Completion Date: 2018 Pipe Length: 7.8Km Pipe Diameter & Type: 1600/1500/600mm GRP & 375/450mm PVC Client: Southern Rural Water Client’s Representative: Andrew Fullard National Australian Pipelines constructed a 1600mm GRP irrigation pipeline on behalf of Southern Rural Water through the winter shutdown period between May and August 2018. The pipeline project was to effectively replace the existing open water channel system in the Tinamba District. The 7.8km of pipeline installed was along a greenfield alignment through 15 different private properties and road reserves. The scope of Work also included the installation of 16x Above ground customer outlets, a Transition Structure and the installation of associated valves and control equipment. Construction involved using up to 25 different pieces of plant ranging from varying sized Excavators, Front end loaders and rollers/compactors. The project was in accordance with a AS4000 contract during the winter shut down period where water is shut off from being delivered to farmers via the open water channel system. A workforce in excess of 60 personnel were engaged where 4x separate crews worked concurrently to deliver the project. The major tasks involved in this project were:

Provision of construction management plans for the pipeline including; Health and Safety Plan, Site Environmental Management Plan, Quality Plan.

Provision of Traffic Management Plans.

Site setup and survey of pipeline alignment.

3.2 APA Group – M80 Widening Project Completion Date: 2018 Pipe Length: 0.26Km Pipe Diameter & Type: 350mm Client: APA Group Client’s Representative: Mukesh Bhatia Relocation of 260m of the steel transmission Brooklyn – Corio pipeline located underneath the M80 Ring Road for APA Group. Works included design and construction of a 248m horizontal directional drill through basalt rock and significant excavation for both the launch and retrieval HDD pits either side of the freeway. Commissioning of the pipeline included double isolation of the Brooklyn – Corio pipeline with two DN200 bypasses operating to maintain supply whilst tie-ins were conducted. Following the successful tie-ins and commission of the new pipeline, the existing section of the Brooklyn – Corio pipeline was abandoned and both major excavations backfilled with approved APA backfill material. The major tasks involved in this project were:

Provision of construction management plans for the pipeline including; Health and Safety Plan, Site Environmental Management Plan, Quality Plan.

Site setup and survey of pipeline alignment.

Provision of HDD management plans and design for the rock bore underneath the M80 Ring

Road.

3.3 APA Group – Melbourne Metro Rail (Parkville) Completion Date: 2017 Pipe Length: 1.0Km Pipe Diameter & Type: 300mm, 180mm, 150mm, 100mm Client: APA Group Client’s Representative: Colin Convey Construction of approx. 1,000M of DN300 Steel high pressure gas pipeline for APA group as part of the Melbourne Metro Rail enabling works. Pipeline installation included construction of DN300 pipeline on Flemington Road (night works) and a 180m horizontal directional drill underneath the Haymarket roundabout. Works also included 10 cut and caps to decommission existing gas mains in Grattan Street with pipe sizes ranging between DN450 and DN100. National Australian Pipelines also installed various short sections of steel and poly pipe work ranging between DN180 and DN63 to maintain gas supply to Melbourne University and the Parkville hospital precinct. Commissioning of the new gas lines and capping of existing lines included a number of hot-taps and live welding works to ensure supply was maintained throughout the construction operation. The construction of the gas pipelines in the metro area resulted in crossing over existing services and interfacing with a number of stakeholders and other contractors. The major tasks involved in this project were:

The 200mm pipeline was constructed to meet an operating pressure of 1050kpa in accordance with a HP Standard. The new main ties-in with the 200mm steel main at Majestic Blvd and the 150mm steel main at Linsell Blvd. Throughout the construction both open-cut and horizontal directional drilling (HDD) methods were used with the pipeline being pigged, gauged and hydrotested in accordance with the APA specification prior to commissioning. The major tasks involved in this project were:

The works included two hot-tap connections, a Transfer Station Facility (TSF) and an interconnecting pipeline between the Tasmanian Gas Pipeline (TGP) and the Victorian Transmission System (VTS). The construction included supply and mechanical installation of the TGP Main skids and associated electrical and instrumentation works. National Australian Pipelines also constructed 700 metres of DN300 steel pipeline and 50 metres of DN250 steel pipeline in accordance with the specifications and drawings provided by APA as well as AS2885. The gas main was a 3.6km, 300mm diameter MSCL pipeline. The pipeline was constructed for APA Group to meet transmission gas main standards in order to ensure the integrity of the service. A 3.6km water main was also constructed in the same trench as the gas main in order to reduce costs for the respective clients. The water main was a 300mm MSCL pipeline constructed for the Mickleham Delivery Pty Ltd & Evolve, DCE and to be operated by Yarra Valley Water. The major tasks involved in this project were:

This contract involved the construction and replacement of approximately 1.4 km of 660mm

Open cut crossing the Barwon River and all environmental issues associated with it. This part

of the project involved pre-fabricating 60 Tons of pipe structure and then launching this into

the river.

Due to unforseen flooding, we conducted emergency procedures to secure the pre-

fabricated steel structures and prevent them from being washed in to the sea. We also

conducted this task as soon as we received a flood alert from Barwon Water.

We also conducted massive amounts of dewatering using multiple pumps on the principal’s

request.

This project involved the construction of two underground concrete pits (50 Tons each),

which were precast offsite, transported and delivered to the tie-in locations.

Section 7 - Our Key Subcontractors 7.1 Road, Railway and River Crossings 7.1.1 Pezzimenti Lazerbore They are experts in the field of Micro Tunnelling, Sleeve Boring, Pipe Jacking and Mini Tunnelling. They

have the capability to bore a range of diameters from 300mm to 2000mm. Their machines have the

capability of boring in a wide range of conditions (clay, soft clay, clayey silty sands, rock etc.). They also

have vacuum trucks to directly remove fluids and spoil from the drilling face, which is faster and cleaner

than any other system.

7.1.2 Theiss (Oz Bore) We have a long-standing relationship with Oz Bore. They are experts in the field of Horizontal Directional

Drilling (HDD) and Directional Boring. Where ever it is feasible we propose to use Horizontal Directional

Drilling, as it is generally more cost effective than Micro/Mini Tunnelling.

7.2 Special Pipes/Fittings 7.2.1 Australian Pipe Technology If there is a requirement for pre-fabricated special pipelines or fittings, we propose to use Australian Pipe

Services. They mainly fabricate mild steel special pipelines/fittings and connections. They are renowned in

the industry for the quality of work they produce.

7.2.2 Viadux Water Network Solutions and Steel Mains Viadux is the industry leader in providing "Complete Pipeline Solutions" for Steel, Ductile or Plastic

pipelines. Viadux also has the capability to fabricate special pipeline systems. We also procure special

fittings and pipelines from Viadux on a regular basis.

7.3 Truck & Trailer Hire and Soil Disposal 7.3.1 Lantrak They are experts at managing the logistical movement of earth, which includes finding the closest disposal

options through access to over 500 sites around Australia. They move around 5,000,000 m3 of spoil each

year (www.lantrak.com.au). Because of the vast contracts they have, they are also able to dispose spoil

safely at a nominal rate. We use Lantrak for those projects that require bulk cartage and disposal.

7.4 Concrete Works/Reinstatement 7.4.1 Statewide Asphalt Services We use Statewide for most of our structural concrete work, concrete paving, and concrete reinstatement

work. They have many years of experience in the concreting industry, and hence we propose to use them

for any concrete reinstatement work.

7.4.2 Asphalt Paving Services Pty Ltd We use Asphalt Paving Services for most of our Asphalt Reinstatement work. They have many years of

experience in this industry, and hence we propose to use them in conjunction with local councils for any

asphalt reinstatement work.

7.5 Corrosion Protection 7.5.1 Pipecorr Pty Ltd If the project requires the installation of cathodic protection units, we propose to use Pipecorr. Over the

past few years, we have used them for all our corrosion protection needs. Pipecorr have approximately 16

years of experience in designing, installing and maintaining cathodic protection systems as well as

pipeline testing and investigation services. Pipecorr is also a recognised Cathodic Protection supplier for

Melbourne Water.

7.6 Non-Destructive Testing 7.6.1 ALS Industrial If there is a requirement for Non-Destructive Testing of welds (magnetic testing or radiographic testing),

we propose to use ALS Industrial. This company has NATA accreditation in all aspects of NDT. Over the

past few years, we have used them to test welded joints (X-Ray Radiographic testing) of high-pressure gas

transmission steel pipelines.

7.7 Compaction Testing 7.7.1 Civil Test Pty Ltd If the proposed pipe route is along a roadway, then according to VicRoads Specification 706 and 173 we

propose to perform compaction tests. We propose to use Civil Test for performing soil compaction testing

according to VicRoads Standard Specifications.

7.8 Survey and Set-out 7.8.1 Sadlier Survey We propose to use Sadlier Survey for survey and set out works as they have 30 plus years experience in

this field and we have a long-standing relationship with them.

Section 8 – Summary 8.1 Cost Bringing projects in under budget from both National Australian Pipelines and the principals is one of our

key priorities. We focus specifically on the area of cost control.

8.2 Time Frames Completing projects in or ahead of schedule is one area we pay close attention to in the conduct of all our

projects. We have a companywide approach to review our work progress on a weekly and monthly basis

to ensure that projects proceed in accordance with scheduled time frames. The emphasis on meeting

time frames is instilled in all staff in National Australian Pipelines from Senior Management right through

to all members of each crew. Our ability to complete a time sensitive projects is outstanding and we have

proven time and again our ability to build pipelines in time sensitive or cost sensitive manner.

8.3 Project Delivery In delivering a water or gas pipeline projects we have an operational approach, which we have found to

be extremely effective. As a starting point, we always ensure that the following key issues are addressed:

We allocate appropriate staff and equipment to complete our projects.

The project management team has the necessary skills and knowledge to complete all elements

of the project (including special items such as river crossings, trenchless techniques, working near

powerlines, and building Pump Stations).

We maintain constant contact with the principal and other relevant stakeholders and work on

projects on a collaborative approach.

We maintain full documentary records of work completed on the project and maintain a robust

document trail from the work in the field through to all communication with principals and other

relevant stakeholders.

We actively work towards meeting and exceeding all milestones and targets whilst at the same

time ensuring the highest quality final product.

8.4 Stakeholder and Public Relations In the initial stages of the project, we identify all the stakeholders, contact them and draw input from

them on the project. Our preferred method is to bring all affected stakeholders together in a meeting at

project commencement. Before starting the construction work, we conduct a property inspection with

affected landowners, identify his needs and do a digital survey. At the end of the construction period, we

reinstate the affected landowner’s property exactly as they were prior to construction.

If we receive a verbal or written complaint from the general public, we key it into a data logger which is

held at project site offices and resolve the issue within 24 hours. We also inform the principal regarding

the complaint and the methods undertaken to resolve it.

8.5 Management philosophy Our management philosophy allows us to operate in a very efficient manner. Due to our flat

organisational structure decision making and communication is very quick. Issues within the field are

dealt with by the appropriate members of the project management team in a very direct manner.

Likewise, information flows from the Project management team to field staff, principals, and other

stakeholders in a considered and speedy manner.

The following highlights the strengths of our management philosophy:

Directors and Senior management are actively involved on a day to day basis with project

activities.

Decisions are made in a decisive manner and with the appropriate information and level of

expertise brought to the issue

Communication within the organisation and to third parties (including the principal, sub

contractors, stakeholders, members of the public) is very straight forward and fast

Our past experience with high profile and critical works have always benefited from our effective

management style (e.g. Longford gas duplication project during Victorian gas crisis in 1998/1999)

Our company wide philosophy towards quality assurance starts from the attitude and approach and the

pride in workmanship shown by our in field staff. We not only endeavour and achieve projects on time

and within budget we also ensure that the pipeline is operational at the highest level. We have

appropriate Project Management Plans (available upon request), Environmental Management Plans

(available upon request), and Industrial Relations Policy (available upon request), in place.
