Matrandan (120 kms) is available while the track from Matrandan to WakhanBorder (15 kms) is not jeepable.

(b) No, NHA has considered Chitral to Wakhan Border passing throughDurrah Pass upto Tajikistan (118 kms) from Pakistan Border. The pre feasibilitystudy Pakistan portion has been conducted by International Consultants.

(c) Industrial zones are outside the purview of NHA.

National Highway Authority has devised a mechanism for Police FineCollection on Motorways and National Highways under which private contractorshave been hired for on spot collection of Police Fine. NHA has opened beatbank accounts for Police Fine Collection nearest to the location where Finebeing collected. Collectors deposits fine collection into these accounts on dailybasis. The said arrangements have been done to avoid leakages as well as providefacility to the road users.

Minister for Parliamentary Affairs: (a) The Speaker, NationalAssembly of Pakistan constituted vide Notification dated 25-07-2014, a SpecialCommittee of the Parliament on Electoral Reforms in consultation with theChairman Senate and Parliamentary Leaders under the Chairmanship of SenatorMuhammad Ishaq Dar for making recommendations in respect of electoralreforms, required to ensure free, fair and transparent elections, including adoptionof the latest technology for holding elections, alongwith draft legislation, includingconstitutional amendments, if required for this purpose.

(b) Fixed time for completion of this task was given to this Committeewhich is already over. However, it is hoped that the process would be completedshortly.

Minister for Petroleum and Natural Resources (Mr. ShahidKhaqan Abbasi): (a) Yes.

A G to G agreement has been signed between Pakistan & Russia on30th September, 2015 for laying of North-South Gas Pipeline. Russian side hasnominated M/s RTGlobal for execution of the said project.

(b) The phase of the project is targeted to be completed byDecember, 2017.

(c) The price will be estimated when the pipeline is available andagreements signed with the supplier of LNG. However, average price of LNGcargos imported so far by PSO is US $ 7.8224/MMBTU.

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) the present status of energy security in the country;

(b) the per capita estimated demand and imports of Oil, Gas, CNG,LNG and LPG at present and as on 31-12-2018 separately;

(c) whether the domestic oil and gas production is insufficient atpresent;

(d) whether the dependence on import of oil and gas is increasingat present; if so, the reasons thereof;

(e) the estimated total investment is required for stepping up ofexploration and production of oil and gas; and

(f) the steps taken/being taken by Government to provide universalaccess of reliable and affordable energy to the masses in thecountry?

Minister for Petroleum and Natural Resources (Mr. ShahidKhaqan Abbasi): (a) Ministry of Petroleum & Natural Resources deals onlywith energy component related to oil and gas sector. As regards oil, annualconsumption of petroleum products in Pakistan is around 23 million tons whereinindigenous crude oil meets only 17% of total requirements while the remaining83% requirements are met through imports in the shape of crude oil and refinedpetroleum products. Pakistan is primarily deficient in three products only,namely Petrol, diesel and furnace oil. Import of diesel is arranged from Kuwaiton long term contract basis by Pakistan State Oil since last four decades. Theremaining products are imported through open/spot tenders, mainly from Gulfregion, by various Oil Marketing Companies, as per their requirement. Inorder to diversify the sources of supply and to achieve competitive prices andsupply security, PSO is actively engaged to enter into long term contract forthese products with state owned companies of various countries. For localsupply security, all OMCs have been directed to create mandatory storages/stock up to 20 days demand in order to avoid shortages. Accordingly, overallstorage capacity in the country is being enhanced to cater oil demand efficiently.

(b) Based on population figures obtained from Economic Survey ofPakistan and oil demand/import projections, the requisite information is as under:———————————————————————————————

is 0.012 MMCFD per annum and 0.013 MMCD per annum respectively whichinclude LNG/CNG.

Assuming a total population of 200 million and average demand of 2,000tons per day, estimated per capita LPG demand is around 4kg per annum.

(c) Yes, the domestic oil and gas production is insufficient to meetthe demand.

(d) Around 80% of energy supplies in the country comprise of oil andgas sources. Eventually, the dependence on import of oil and gas is likely to continueuntil and unless the projects relating to hydal, coal and alternate energy supplies

are increased. Transport and power sector consumes about 50% and 40% of oilrespectively. Consequently, import of petrol and diesel may continue to increasedue to positive growth in vehicle population in the country, while import of furnaceoil will also continue to increase as power generation is predominantly based onthermal energy. However, oil imports may decline if more gas is supplied to thetransport and power sectors.

At present, there is vast gap between demand and supply of gas which isbridged through curtailment in different sectors. The gap is increasing due to increasein demand and depletion of existing gas fields which will result in increaseddependence on imported gas.

(e) At present, 169 licenses have been issued to Exploration andProduction Companies for exploration of hydrocarbons. Government haspromulgated a very attractive Petroleum Exploration and Production Policy 2012to attract new investment in the sector. Investment needs are assessed by concernedExploration and Production Company depending on geology and other relevantfactors of each license area.

(f) The government is following a multipronged strategy to mitigate thedemand supply gap of Petroleum/Petroleum Products which include encouragingthe investment for exploration of domestic hydrocarbons, import of gas throughLNG and transnational pipelines and energy conservation.

98. *Mr. Muhammad Muzammil Qureshi:

Will the Minister for Parliamentary Affairs be pleased to state:

(a) whether there is any proposal under consideration of theGovernment to make delimitations of the constituencies ofNational and Provincial Assemblies before next GeneralElections particularly with reference to ensuring equal votes,coherent and cohesion geographic boundaries thereof; and

(b) if so, the details; if not, the reasons thereof?

Minister for Parliamentary Affairs: (a) The ECP is responsible tocarry out the delimitation of constituencies under Article 51(3) of the Constitutionof the Islamic Republic of Pakistan on the basis of population in accordance withthe last preceding officially published census. However, there is no proposal under

consideration in the ECP for making delimitation of constituencies of the National/Provincial Assemblies.

99. *Mr. Sajid Ahmed:

Will the Minister for Communications be pleased to state the totalnumber of plants planted alongsides the Highways under the treeplantation campaigns during in the tenure of the present Governmentalongwith the total expenditures incurred thereupon?

Minister for Communications: The project during the present

Government tenure was awarded in December, 2013 to Forest Department,Government of Punjab, Murree Division as a deposit work on IslamabadMuzaffarabad Dual Carriageway (Khajut-Lower Topa Section), N-75 for aperiod of five years to stabilize the landslides occurring along the National Highwayby planting the plants and adopting the bio engineering methods. The total numberof plants planted alongside the highway is 150,000) numbers. (100 acre linearplantation).

The total project cost is 49.85 Millions including two years plantation andthree years maintenance period as well as bio engineering methods for the solutionof land sliding.

100. *Mr. Sajid Ahmed:

Will the Minister for Communications be pleased to state the time bywhich the construction work on Lahore-Multan Motorway will bestarted?

Minister for Communications: Contract Agreement of Lahore - Abdul

Hakeem (230 KM) of Peshawar Karachi Motorway (PKM) has been signedand contractor already mobilizing on site and physical construction is expedtedto start soon.

101. *Syed Waseem Hussain:

Will the Minister for Petroleum and Natural Resources be pleased tostate the steps being taken by the Ministry to control gas shortage incurrent winter season especially in Hyderabad, Sindh?

Minister for Petroleum and Natural Resources (Mr. ShahidKhaqan Abbasi): SSGCL has reported that during current winter season,uninterrupted gas is being supplied to domestic and commercial customers in Sindhas well as Hyderabad.

The company further informed that to meet gas requirement of Domestic& Commercial customers of SSGCL, weekly load management plan of generalIndustries and CNG Station is carried out as per schedule.

However, low gas pressure problem may encounter at some areas, whichis resolved timely by enhancing the supply pressure from TBS’s.

102. *Ms. Naeema Kishwar Khan:

Will the Minister for Communications be pleased to state:

(a) the date on which the construction work was started on theLawari Tunnel (LT);

(b) the total expenditure incurred thereupon so far;

(c) whether it is a fact that the construction work of said Tunnelhas not been completed so far; if so, the reasons thereof;

(d) the total loss suffered to National exchequer due to thenon-completion of the LT so far;

(e) the total funds allocated by the Government therefor during thecurrent financial year; and

(f) the time by which the construction work will be completedoverthere?

Minister for Communications: (a) The work started on 19th September,

2005.

(b) The total amount of Rs. 14.5 Billion has been incurred so far;

(c) The expected date of completion is June, 2017. The constructionwork on tunnel is being executed in its full swing as per approved schedule. Earlier,

the delay was occurred due to change of design from Rail to Road Tunnel andnon-availability of funds.

(d) No such loss has incurred to national exchequer as the project isbeing executed as per schedule.

(e) The allocated amount for Lowari Tunnel in PSDP 2014-15 isRs. 2000 Million.

(f) The schedule completion of project is by June, 2017, whereas, perdirection of Prime Minister of Pakistan, all out efforts are being made to completethe project substantially by December, 2016.

103. *Ms. Naeema Kishwar Khan:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) the total number of domestic and commercial consumers of suigas of District Mardan at present; and

(b) whether there is any proposal under consideration of theGovernment to upgrade the Mardan Sui Gas Office as RegionalOffice; if so, the steps being taken by the Government in thisregard; if not, the reasons thereof?

Will the Minister for Petroleum and Natural Resources be pleased tostate whether it is a fact that Urdu has been given the status of OfficialLanguage in the Ministry according to the decision of the SupremeCourt of Pakistan?

Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan

Abbasi): Ministry of Petroleum and Natural Resources has taken following stepsto implement the decision of the Supreme Court of Pakistan to give the status ofofficial language to Urdu:—

1. All name plates now contains names and designations of the officers/officials in English as well as Urdu.

2. Front and static text of the website of Ministry of Petroleum andNatural Resources is now available in English as well as Urdu.

3. Necessary process has been initiated to translate the Rules/Policiespertaining to this Ministry in Urdu Language.

4. Training for Urdu typing is being arranged for Steno Types / APS ofthis Ministry.

5. The public sector organizations under the control of Ministry ofPetroleum and Natural Resources have been directed to implementthe decision of the Supreme Court of Pakistan in letter and spirit. Inresponse, they have informed that they have initiated process fortranslating their websites / rules / procedures and forms in urdu.

105. *Ms. Khalida Mansoor:

Will the Minister for Communications be pleased to state:

(a) the city-wise Motorways are being constructed under theChina-Pakistan Economic Corridor in the country; and

(b) the time by which those projects will be completed?

Minister for Law and Justice: Syed Adil Gillani, TransparencyInternational, Karachi Pakistan lodged a complaint addressed to the ChairmanEmployees Old Age Benefit Institution (EOBI) and copy for information toChairman NAB regarding financial corruption. The subject complaint was referredto NAB (Lahore) where the case is under process at A&P wing for thoroughstudy. Partial record has been received pertaining to civil works / investmentsmade by EOBI and Investment Rules and Regulations. No other such case hasbeen registered in other Regional Offices of NAB.

Minister for Communications: Yes, the proposal for improvement and

widening of N-45 is under the consideration of the NHA. Feasibility study andpreliminary design completed by Korean Consultant. The PC-I of the project isrecommended by NHA Executive Board for approval of CDWP/ECNEC. Theproject Chakdara-Chitral (N-45) is funded by Exim Bank of Korea throughEconomic Development Cooperation Fund (EDCF). Total length of project roadis 130.22 kms. The construction is scheduled to commence in October, 2016.

The project road consists of following three sections:—

Chakdara-Timergara Section (38.85 Km)

Akhagram-Dir Section (43.39)

Kalkatak-Chitral section (47.98 Km)

Will the Minister for Communications be pleased to state whether itis a fact that the construction work of Flyover at Takhtbai (NationalAssembly Constituency No.45) has not been completed so far; if so,the time by which the construction work of said Flyover will becompleted?

Minister for Communications: Yes, it is fact that construction work of

Flyover at Takhtbai has not been completed so far. The delay was mainly causeddue to relocation of PESCO Utilities, delay in issuance of NOC from Pak Railwaysfor removal of utilities, and change of design due to resistance by locals demandingfor extension of bridge (11 span 275 meter toward Malakand side and 4 span100 meter toward Mardan side) to accommodate crossing facilities under thebridge for commercial activities.

The bridge (as per original design) will be Completed by May-2016.However, the additional length of bridge as per revised design is expected tocomplete by August, 2016.

113. *Engineer Dawar Khan Kundi:

Will the Minister for Science and Technology be pleased to state:

(a) whether is a fact that Pakistan stands at 68 position out of 141countries according to the recently International InnovationIndex Survey; if so, the reasons thereof; and

(b) the steps taken by the Ministry for the development of Scienceand Technology in the country during the tenure of the presentGovernment?

Minister for Science and Technology: (a) Yes, it is correct. Reasons

of lower level of innovation in Pakistan are:

(i) Historically, allocation for R&D expenditure have always remainedlow. Currently the allocation is only 0.29% of the GDP which is farbelow the world average. Most of developed countries spendbetween 2% - 4% of GDP on R&D.

(ii) A total number of 60,699 Researchers are working in Pakistan withonly 10,670 Ph.Ds. This number is very low as compared todeveloped countries.

(iii) Low standard of science education in schools and colleges due tolack of laboratory facilities and competent science teachers.

(iv) Very low investment by the private sector in Research andDevelopment.

(b) Present Government has given high priority to Science andTechnology, that is evident from ruling party’s manifesto and accordingly Ministryof Science and Technology has devised “Science and Technology Strategy2014-2018” for rapid development of Science and Technology.

(i) Technology Foresight Studies in Pakistan.

Technology foresight studies in the 11 areas have been conductedby Ministry of Science and Technology and disseminated among thestakeholders. These areas of R&D include Information and

(iii) Incentives to Scientists/Researchers/Technologists.

To encourage Scientists/Researchers/Technologists following stepshave been taken by the Present Government;

Civil Awards in the category of Science & Technology.

President’s Medal for Technology.

Research Productivity Award.

Ph.D. allowance has been increased from Rs.7500/- toRs.10000/ per month.

Accelerated promotion for the Scientists and Researchersworking in R&D organizations of MoST based on productdevelopment, registration of patents and Impact Factorpublications.

Proposal for granting Special Pay Scales for Scientists andResearchers working in R&D organizations of MoST is underconsideration to stop brain drain.

Minister for Human Rights: (a) The total number of human rightsviolation cases received in the Ministry of Human Rights, during the last two yearsis 1105. Details are at Annex-I.

(b) Ministry of Human Rights, under the Rules of Business 1973, hasbeen receiving applications/ complaints of human rights violations from individualsand organizations. These have been referred to the concerned authorities forappropriate action.

During 2015, the Government of Pakistan established NationalCommission for Human Rights (NCHR) under the NCHR Act, 2012 for protectionand promotion of human rights in the country. In order to ensure registration ofhuman rights violation cases, Ministry of Human Rights has notified the NCHR(Complaint) Rules, 2015 (Annex-II). Under these Rules, the NCHR has thepower to take action against violation of human rights upon information receivedfrom any proper source or based on its own knowledge. Accordingly, now theMinistry refers human rights violation cases to NCHR for appropriate action underthese Rules.

The Ministry has also established a Toll Free Helpline (1099) for legaladvice on human rights violations in the country. Public Notices have been issuedin newspapers to create awareness among the masses in this regard. Moreover,the Ministry is in the process of establishing Human Rights Management InformationSystem (HRMIS) to streamline data/ information on Human Rights violation cases.

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): No. In fact the LNG terminal was completed in a record time of 11months and the terminal was commissioned on 27-03-2015 through LNG importon board FSRU. So far eighteen (18) LNG cargoes have arrived and handled atthe said terminal.

Minister for Communications: (a) Motorway from Burhan to Havelian

was initially designed and awarded as a 4-Lane controlled access facility. However,upon the directives of Honorable Prime Minister of Pakistan, the facility is nowbeing up graded to 6-Lane Motorway. In this regard work on structures has beenunder taken as 6 lanes.

(b) The work on the awarded sections of the project i.e. Package-I,which starts from Burhan and ends up at Jarikas (Km 0+000 to Km 20+400) andPackage-II, which starts from Jarikas and ends up at Sarai Saleh (Km 20 + 400to Km 39+ 611) is in full swing. The completion time is two years i.e. 4th March,2017.

Whereas the contracts for construction of Package-II Sarai Saleh-Havelian(Km 39+611 - Km 59 + 100) has recently been awarded and the Contractor hasmobilized at site. The completion time is itwo years i.e. 2017.

117. *Ms. Tahira Aurangzeb:

Abbasi): (a) The Government is fully committed to ensure that the companies towhom Licenses for Exploration Production of Oil & Gas were awarded areworking as per their contracts/agreements. Any company which is unable to fulfillits contractual obligations without any cogent reason is dealt with in accordancewith the provision of Rules and PCA’s (Petroleum Concession Agreements).

(b) The Government has taken across the board stern action against thedefaulting companies in 27 Blocks/Exploration Licenses as per following details:

(i) 11 Exploration Licenses/Blocks of the defaulting Companies havebeen Revoked,

(ii) 06 Exploration Licenses/Blocks of the defaulting Companies havebeen served with Show Cause Notices.

(iii) 10 Exploration Licenses/Blocks of the defaulting Companies havebeen served with Notices.

Instancesof low pressure may however arise in certain localities especially at the tail end ofnetwork. Consumers do resort to use of compressors but no such case has comeinto the notice of company in Sector I-8/1 Islamabad.

Minister for Communications: (a) The repair & maintenance is acontinuous process. Every year Annual Maintenance Plan is launched in whichnormal repair & maintenance is carried out through routine maintenance contractsfor Indus Highway from Peshawar to D.I.Khan. No such rehabilitation &improvement has been launched on. Indus Highway for its complete repair &maintenance.

(b) Yes, there is a proposal of dualization of the remaining portion of theIndus Highway. Moreover, three (03) Periodic Maintenance contracts have beenlaunched from Karak to D.I.Khan. The first one just short of D.I.Khan i.e. betweenKM-931 - KM-949 (CRBC Bridge - Sheikh Yousaf Chowk) having cost ofRs. 85.44 Million, is completed in April, 2015, whereas the procurement of two (02)

Minister for Science and Technology: The Pakistan Standards &Quality Control Authority (PSQCA), an organization under the administrativecontrol Ministry of Science and Technology (MoST), under its Act VI of 1996 ismandated to formulate Standards and monitor the quality of products and issuecertification therefor, including the items falling under the Compulsory CertificationMark Scheme.

PSQCA has so far formulated following standards for Halal products:

i General Requirements for the Accreditation Body AccreditingHalal Certification Bodies (PS: 5241-2013).

ii. Halal Food Management System requirements for any organizationin the food chain (PS: 3733-2013).

iii. General criteria for the operation of Halal certification bodies(PS: 4992-2010).

iv. General Guidelines for Halal Cosmetics and Personal CareProducts (PS: 5319-2014).

Ministry of Science and Technology (MoST) also proposed theestablishment of Pakistan Halal Authority (PHA), Bill 2015. The purpose ofestablishing PHA is to promote imports and exports, trade and commerce withforeign countries and inter-provincial trade and commerce in Halal articles andprocesses.

The PHA Bill 2015 was passed by the National Assembly on07-12-2015. The same has since been submitted to Senate of Pakistan for itsconsideration.

Pakistan Halal Authority (PHA), after its establishment, would operate asCertification Body after obtaining due accreditation from the National AccreditationBody [Pakistan National Accreditation Council (PNAC)]

It is relevant to be added that Pakistan National Accreditation Council(PNAC) being a National Accreditation Body has launched Halal AccreditationScheme in accordance with Pakistan Standards PS 4992:2010 and AccreditationConditions for Halal Certification Bodies in-line with the requirements of OIC/SMIIC Halal Guidelines.

Minister for Human Rights: The Government of Pakistan hasestablished National Commission for Human Rights (NCHR) during 2015 underthe NCHR Act, 2012. The Ministry of Human Rights has notified the NCHR(Complaint) Rules, 2015 (Annexed) laying down the procedure to registercomplaints of Human Rights violations.

Under these Rules, the NCHR may take action against violation of HumanRights upon information received from any proper source or based on its ownknowledge. All complaints received by the MoHR are referred to the NCHR fortaking appropriate action.

(b) So far 85% internal network has been laid and remaining work ispending due to incomplete development work in the above sector by CapitalDevelopment Authority. The remaining network would be laid after completion ofdevelopment work by CDA.

All cases are under process less than 30 days (Annex).

SNGPL has reported that the demand notice has not been issued to saidapplicant because the application was submitted in January 2015 which is not onmerit at present.

(c) All applications for gas connection are being processed strictly onturn/merit basis, therefore, the subject case shall also be considered at its turn/merit barring unforeseen circumstances.

(b) The promulgation of Gas (Theft Control & Recovery) Ordinance,2014 and involvement of Law Enforcement Agencies has created deterrence amongthe gas thieves. This Ordinance has, however, lapsed in September, 2014 and islikely to be presented in the joint sitting of the parliament.

However gas utility companies are taking following steps to recover thegas dues.

Disconnection of gas supply.

Adjustment of security deposits held and filing of recovery suits

Follow up OGRA for license cancellation of defaulted CNGstations.

Khaqan Abbasi): The Hon’able Parliamentarians indentify the localities, surveysare carried out by the concerned gas utility companies and cost estimates sentto Prime Minister’s Secretariat (Public) Islamabad. Natural gas is supplied tonew cities/towns/villages after issuance of Prime Minister’s Directive along-withrelease of funds of cost above criteria while cost within criteria is borne by gasutility companies.

However, due to shortage of gas presently moratorium is imposed by theCabinet on 04-11-2009 for extension of network in new towns/villages/localities.

Minister for Defence: (a) Misrial Road falls in the limits of RawalpindiCantonment Board but the said portion i.e. from chur Chowk to PIA Colony wascarpeted by the Punjab Highways Department and not by Rawalpindi CantonmentBoard. The expenditure involved is not known to Cantonment Board Rawalpindi.

(b) Yes the road is in repairable conditions.

Minister for Petroleum and Natural Resources (Mr. ShahidKhaqan Abbasi): SNGPL has reported that they had received a directive on18-02-2014 for provision of gas to FATA.

Surveys of different agencies of FATA have been carried out in consultationwith the FATA Secretariat and cost estimates based on unit construction cost forfiscal year 2015-16 are as follows:—

& Khyber Agency Bajour Agency million = Rs. 2952.137

Muhammand Agency million = Rs. 2711.818

Lower Orakzai Agency million = Rs. 2309.543

Comprehensive programme is being organized by the SNGPL inconsultation with FATA Secretariat for necessary security in order to carry outsurvey of remaining areas. The company would require funds for supply of gas toFATA, once survey has been completed.
