MESSAGE FROM THE SECRETARY
In1930,PresidentHerbertHoovercreatedtheVeteransAdministrationbyconsolidatingthreeexistentorganizations—theU.S.VeteransBureau,theNationalHomesforDisabledSoldiers,andtheBureauofPensions—intoanorganizationof54hospitals,31,600employees,and4.7millionVeterans,manyofwhomhadservedinWorldWarI,otherswhohadfoughtintheSpanish-AmericanWar,andsomeevenintheCivilWar.Nearly60yearslater,PresidentRonaldReagansignedtheDepartmentofVeteransAffairsActof1988,elevatingtheformeradministrationtoacabinet-levelDepartmentofVeteransAffairs.PresidentReaganexplained,then,thatthe“billgivesthosewhohaveborneAmerica'sbattles,whohavedefendedthebordersoffreedom,whohaveprotectedourNation'ssecurityinwarandinpeace—itgivesthemwhattheyhavedeservedforsolong:aseatatthetableinournationalaffairs.”Saturday,March15,wecelebratethe25thanniversaryofPresidentReagan’sexecutiveaction.Thisyear’scelebrationcoincideswithourongoingcommemorationoftheAmericanCivilWar—themostdivisiveanddevastatingconflictinourNation’shistory.PresidentAbrahamLincoln’schargetoallAmericansin1865hasdefinedAmerica’scovenantwithitsVeterans—“tocarefor[those]whoshallhavebornethebattle,andfor[theirfamiliesandsurvivors].”Today,weoperate151medicalcenters,135communitylivingcenters,103residentialrehabilitationtreatmentprograms,820community-basedoutpatientclinics,300VetCenters,70mobileVetCenters,56benefitsRegionalOffices,and131nationalcemeteries.WekeepfaithwithLincoln’scovenantbyservingthosewhoselifetimesconnectusthroughthecenturies—fromthelastsurvivingchildofaCivilWarVeteran,tothoseoftheSpanish-AmericanWar,tothefamiliesofWorldWarI,tothe“lions”ofourgreatestgeneration,totheyoungestVeteransofourlatestgeneration.Allofourresources—high-qualityandsafehealthcare,disabilitycompensationandpensions,educationandtraining,homemortgages,lifeinsurance,andjobsthatallowthemtorealizetheAmericanDream—arededicatedtohonoringLincoln’schargetoserve,withouthesitationorequivocation,the7percentofAmericans,whohavesafeguardedourwayoflife.Theyhaveearnedourunwaveringcommitmentthroughselflessserviceandimmensesacrifice.ThankstotheleadershipofPresidentObama,thesupportoftheCongress,theadviceandassistanceofVeteransServiceOrganizationsaswellasotherVeteransstakeholders,andthedevotionandadvocacyofour321,000VAemployees,32percentofwhomareVeteransthemselves,wehaveachievedremarkableresultsoverthelast5years.Wecontinuetopursueexcellenceinthisnoblemission.Ourworkisfarfromdone.WemustcontinuetoenvisionfuturerequirementsandensurethatallgenerationsofVeteransreceivethebestpossiblecareandservicesinthedecadesahead.Onthis,our25thanniversaryasacabinet-levelDepartment,IamproudtoservewithallofyouasweachievePresidentObama’svisionfortransformingthisDepartmentintoa21stcenturyorganization.Forallthatyouhavedonetomakethisanniversarypossible,andforallthatwewillcontinuetodotogether,youhavemydeepestrespectandappreciation.

Shannon Mathew has been a volunteer at the Broward VA OutpatientClinic,partof theMiamiVAHealthcareSystem,since2010. Duringhertime with Physical Medicine and Rehabilitation Service as a VolunteerAssistant, Shannon aided clinicians and Veterans during therapytreatmentsbypreparingdevicesandmodalitiesforthetherapists,helpedtokeepthecliniccleanandorganized,andcontributedtothepatientcareexperiencewithherpositiveandencouraginginteractionswithVeterans.
Described as professional, responsible, and a self-starter, Shannon wassingled out by her supervisors, not only for her exceptional leadershipqualities and initiative, but more importantly for her polite demeanorandthehighlevelofrespectshowedfortheVeteranssheserved.During
her interactions, Shannon displayed a welcoming attitude and was particularly encouraging to Veteranswho demonstrated any indication of emotional distress. She was always empathetic to their needs andcircumstances and continually motivated them with her encouragement and genuine admiration. Herwillingnesstolearn,herdevotiontohelpingothers,andthehumilityinheractionssetShannonapartfromothersandserveasashiningexampleofthevolunteerprogramsherepresents.
Shannon’s experience as a VA Volunteer has made a profound impact on her life. She says, “I havenot only learned from the Veterans themselves, but also from the hands which help guide them inrediscovering the norm. By observing [the physical therapists], I see the support that a hero needs tomend.Iseethemeaningofusingone’sprofessionasawaytogivebacktothosewhoriskedtheirlivesforus. Bywitnessingthis, Idesirenothingmorethantousemyfuturecareerasawaytohelpthoseinneed.”
OftheVeteransthatshesodeeplyrespectsandadmires,Shannonsaysthey“illustratedthemeaningofhealing.Theywereappreciativeoftheassistancetheyweregiven,butIcouldn’thelpbutfeelasthoughIshouldbetheonetofeelindebted.Ivolunteeredforthembecausetheyvolunteeredtheirlifeforme.NomatterhowmanyyearsIvolunteer,Iwillalwaysbeamazedbytheseheroes.”

Alyce has been instrumental in helping to design andimplementpolicy,aswellasservingasaliaisononbehalfoftheAMVETSorganization between Veterans and the Charles George VA MedicalCenter(CGVAMC). SheactivelycommunicatestheneedsofthefacilityandotherpertinentinformationaffectingVeterans.

AsanactivememberoftheMedicalCenter’sParkingCommitteeshehasservedbyofferingrecommendationsto improve and expand Patient Visitor Parking. She has also served on the facility’s“Name that Building”CommitteeandparticipatedintheStrategicPlanningMeetingandtherecentlyheldMentalHealthSummit.Ms. Knaflich participated along with other volunteers in the recently developedTV advertisement of theCGVAMC.Ms.KnaflichandotherkeylocalVeteranservicerepresentativesparticipatedinameetingwiththeUndersecretarysharingpertinentinformationwhileprovidingsolicitedfeedback.

Dayton,OhioMr. Fortune began volunteering at the Dayton VA Medical CenterCampusin2001,becameaVAVSvolunteerin2006,andcurrentlyservesastheVAVSCommitteeRepresntativefortheVFW.Hehasaccumulatedapproximately 25,000 certified volunteer hours, to include beingrecognizedasVolunteeroftheYearfor2012.HisspanofcareattheDaytonVAMedicalCenterincludes,butisnotlimitedto,RehabilitationPrograms,Intensive Care Unit, Hospice, Nursing Home, and all hospital wards toinclude the PsychiatricWard. Specifically, he has prepared dinners forHospiceresidentsandtheirfamilies,andmealsforthehomeless,nursinghome,andmentalhealthresidents.Jimisadoubleamputeewho,asavolunteer,useshisknowledgeandexperiencetohelpotheramputeeswiththeirrehabilitationprocessattheMedicalCenter.Onadailybasis
heworkstoaddressamultitudeofVeteranneedssuchasprovidingfood,helpwithbills,emergencyshelter,furniture,mobilityequipment,medicalneeds,andorchestratingholidaypartiesforVeteransresidingattheMedicalCenter.
Jim has held numerous positions inVeteran Service Organizations:VFW State Chairman forVAVS,VFW ofOhioCharitiesVAVSRepresentative,DisabledAmericanVeterans(District,StateandNationalleveloffices),lifememberoftheAMVETSandAmericanLegion,CEOoftheDaytonNationalCemeteryMemorialCommittee,andmemberoftheAmericanVeteransHeritageCenter(AVHC).Inthelattertwocapacitieshesuccessfullynegotiatedfor5,000linearfeetofironfencingfortheDaytonNationalCemeterytobringituptoNationalShrinestatustoincluderaisingover$60,000,andwasadrivingforceforinitiatingthe3day“PatriotFreedomFestival”MemorialDaycelebrationatthe“soldiershome”historicareaoftheDaytonVACampusattendedbyapproximately6,000peopleayear. TheAVHCsponsored“PatriotFreedomFestival”willenjoyits10thyearhonoringVeteransduringMemorialDay2014!
Mr.Fortune’sservicebeforeself,servicetohiscountryasaVietnamVeteran,5thSpecialForces,FirstSpecialForces Group and unwavering commitment toVeterans health and welfare in general, has garnered himrecognitionatmanylevels,mostsignificantofwhichwastobeinductedintothe“OhioVeteransHallofFame,”Classof2012.

Ms.Laughterexcels intheareaofLeading Changeasevidencedbyherdevelopmentand implementationofseveralstate-of-the-artprogramssuch as the ButterflyWish Program. This program forVeterans servedthroughHospiceandPalliativeCareoffersfinancialsupportthatprovideseach dying Veteran a special wish. In addition, her ability to Build Coalitions hasbeendemonstratedmultipletimesinsuchprojectsasher
direct coordination with the AshevilleTransit Authority to bring the bus route back to the main entranceoftheMedicalCenter,ratherthanatanadjacentstopfurtheraway.Thiscriticalchangeledtoasubstantialimprovementinaccesstothemedicalcenterforpatients,volunteers,families,andstaff,especiallyininclementweather.
Ms.Laughter’sBusiness AcumenhasbeencriticaltothesuccessofthefinancialstatusoftheMedicalCenter.SheactivelysoughtopportunitiestoprovidecostavoidanceforVoluntaryServicesandthisfacility.WithherdevelopmentoftheWheelchairManagementofOutpatientServicesProgram,whichtracksthelocationofloanedwheelchairsandensuresappropriatereturnfortheuseofothers,thefacilityhasnothadtopurchaseanynewwheelchairs.Ms.Laughter’scontinuingdynamicdevelopmentoftheVeteranTransportationNetworkandproactiveuseoffreecommunitytransporthasaidedincostavoidanceforBeneficiaryTravel.TheLodgingforOutpatientServicesprogramwhichprovides lodgingata localhotel,eliminatingunnecessaryhospitalbedusage,isasignatureaccomplishment.
Ms.LaughterdemonstratesCustomer Service ineveryfacetofherremarkable jobperformance. She isthe“face”inthecommunityfortheCharlesGeorgeVAMC,raisingawarenessofthevalueandserviceofVeterans,bridging gaps, building relationships, and connecting people and things. She coordinates and chairs thequarterlymeetingoftheNorthCarolinaDivisionofVeteransAffairsCountyServiceOfficersandservesastheLiaisonforthelocalVAChapterbymanaginglogisticsfortheirmonthlymeetingsandarrangingformonthlyCGVAMCspecialprogrampresentations.

The Ralph H. Johnson VA Medical Center partners with local collegesto recruit much needed volunteers to fill vital volunteer roles at theirfacility. ProgramManagerFredLesinskiworkscloselywithTheCitadel,College of Charleston, Trident Technical College, Medical Universityof South Carolina, Miller Motte College, andVirginia College. Collegesand Universities from outside the state have also provided assistancetoVeterans in Charleston. MostVAVS programs focus on high schoolstudentvolunteers,butbecauseoftheiruniqueabilitytocapitalizeonthelocalcollegepopulationtheyhavebeenabletoexpandthestudentvolunteer program to also include college-age students. VoluntaryServiceStaffworkcloselywithVAemployeestoensurethatthevolunteerexperienceisnotonlybeneficialforthestudentbutalsoprovidesamuchwelcomed “helping hand” to VA staff caring for our Nation’s Heroes.
Workingaroundstudentclassschedules, usingthestudentsasword-of-mouthrecruitersoncampus,andproviding meaningful and interesting assignments with real world and career applications have been keycomponentstotheprogram’ssuccess.

The United Way of Tucson Days of Caring is thecommunity’s single largest volunteer event. Each yearthousands of people from area businesses, schools andcommunity groups lend their time, talents, and energyvolunteering for projects that make a difference in thecommunity. Annually,SouthernArizonaVAHealthCareSystem(SAVAHCS)appliestobeaprojectsite.
The request for assistance attracted a major corporateemployerinsouthernArizona,TucsonElectricPower(TEP).TEPpartneredwiththeSAVAHCSVoluntaryService(VAVS)programtodevelopseveralserviceprojects.Thisresultedinawesomeprojectsthatprovidedmuchneededsupportforbothoutpatientandhospitalizedpopulations,creatednewvolunteeropportunities,andbroughtinsubstantialdonationsforourfacility.Majorprojectsincludeprovidinghomerepairs,clean-up,andyardworkforHomeBasedPrimaryCareVeteransandsupplyingtheSAVAHCSHomelessVeteranHUD/VASHprogramwithnewhouseholdgoodstohelpestablishpermanenthousing. Sincetheir initial involvementin2012,TEPhascontinuedtosupportVeteransintheSAVAHCSHomelessVeteranHUD/VASHprogramwithmonetaryandmaterialdonations.
