INTRODUCTION
In line with the “National Policy and Strategy Document on Counteracting Addictive Substances
and Substance Addiction” which entered into force following the approval by the Prime Minister
and covered the years 2006 – 2012, two separate National Drug Action Plans documenting in
detail the objectives aimed to be reached for this period were prepared with the contributions of
the relevant institutions and agencies and their effective dates expired as of 01.01.2013.
The newly prepared 3rd National Action Plan on Drugs adopts a balanced approach for the
supply and demand reduction aspects of the drugs problem in parallel with the National Policy
and Strategy Document on Drugs (2013 – 2018).

GENERAL PRINCIPLES
1. Purpose
This Action Plan aims at preventing drug use and the drug related crimes in the society and also
improving the treatment facilities as well as reducing the harms caused by the drugs on the
public and public health in order to attain the strategic objectives specified in the “National
Policy and Strategy Document on Drugs (2013 – 2018).
2. Scope
The third National Action Plan on Drugs covers the supply reduction, demand reduction,
international cooperation, data collection, research, evaluation and coordination duties and
activities of the Ministry public institutions and organizations referred to as KUTEM
(Institutional Contact Point) in this document.
3. Basis
This action plan has been prepared by TUBİM with the contributions and consensus of all
relevant institutions based on the second National Policy and Strategy Document on Drugs
(2013 – 2018).
4. Various Considerations
4.1. Implementation Principles
This document has been prepared with the opinion and support of the relevant institutions and
organizations and the experts working in the field.
All the institutions and organizations assigned with duties and responsibilities by this document
are individually responsible for carrying out and complying with the activities set forth in the
document.
The institution determined as the “responsible institution” in any of the activities in the plan is
responsible for contacting the “executive agencies” and also other institutions when necessary
and carrying out the activity in cooperation.

The activities which could not be carried out in the third National Drugs Action Plan shall be
evaluated whether to be included again in the next action plan to be prepared in 2016. In the
preparation of the new Action Plan, the Main Evaluation Report of the previous Action Plan will
also be utilised.
The forth National Drugs Action Plan will be prepared by TUBİM with the contributions and
consensus of the relevant institutions and will be submitted to the Prime Ministry for approval
following the main evaluation of the third Action Plan, within three months at the latest.
The financial resources required for the implementation of the activities in the plan in
accordance with the time schedules are covered by the budgets of the responsible institutions.
During the preparation their own budgets, the responsible institutions also take into
consideration the requirements of the Action Plan.
4.2. Evaluation Methods
In order to evaluate the implementation and efficiency of the third National Action Plan, the
annual “Action Plan Mid-term Evaluation Meeting” is held under the coordination of TUBİM with
the participations of the representatives of the relevant institutions within the first three months
of every year.
The relevant institutions and organizations send their evaluations on the progress made in the
implementation of the activities set forth in the Action Plan, the problems encountered, the
solution suggestions for those and the recommendations to TUBİM every year in February.
The Action Plan’s main evaluation is carried out by TUBİM within three months at the latest
following the expiry of the Action Plan and the “Action Plan Main Evaluation Report” is prepared.
For the preparation of the Main Evaluation Report; “Action Plan Evaluation Form” prepared by
TUBİM will be sent to the relevant institutions with an official letter. The institutions fill these
forms to include their opinions and evaluations and pass the forms to TUBİM. Subsequently, the
said forms are analysed by TUBİM and the Main Evaluation Report of the Action Plan is
prepared.
The prepared report is submitted to the Prime Ministry and shared with the relevant
institutions.

4.3. Effective Date
This document enters into force on the date of approval by the Prime Ministry and shall remain
in force until 31.12.2015.
