The program presents leading speakers on the critical and current access to justice

issues facing Australians. The high calibre speakers are from around Australia and

abroad, including Brazil, Japan, new zealand, Singapore, South Africa and the

United Kingdom. This unique conference provides a great opportunity to network

with these leaders and brings together delegates from across the Australian legal

sector who are committed to improving access to justice.

The National Access to Justice and Pro Bono Conference 2013 will be held in Melbourne, Australia at the Grand Hyatt Melbourne on Thursday 21 – Friday 22 March 2013.

The Conference will bring together prominent international and Australian speakers to discuss access to law and legal services under the broad theme of ‘communicating justice’.

The Conference brings together lawyers and others from the legal assistance and government sectors to examine recent Australian and international developments, analyse research, create opportunities for collaboration and to promote access to justice through best practice and reform.

The Inaugural national Access to Justice and pro Bono Conference was held in Melbourne in 2006 and subsequent conferences were held in Sydney (2008) and Brisbane (2010).

The national Access to Justice and pro Bono Conference 2013 is a partnership between the Law Council of Australia, the Law Institute of Victoria and the national pro Bono Resource Centre.

aBout some of our sPeaKers

Professor Cleber Alves

Cleber is a public Defender with the Rio de Janeiro State Office of Public Defenders in Brazil. He was Dean of the School of Law at the Universidade Católica de petrópolis (1999-2002), where he is currently the coordinator of the M.Sc. program in Human Rights, Law procedures and Access to Justice.

Murray Baird

murray will commence as assistant commissioner (general counsel) at the australian charities and Not-for-profits commission in may 2013 following a career in private legal practice in not-for-profit and charity law and governance. He was previously senior Partner and leader of the Not for Profit group at moores legal, melbourne.

Dr Nigel Balmer

nigel is a Reader in Law and Social Statistics at the Faculty of Laws, University College London. He also conducts research independently, predominantly as a statistical and methodological consultant. His survey work, in collaboration with professor pascoe pleasence, has become central to the development of access to justice policy in England and Wales.

Catherine Brown

Catherine is CEO of the Lord Mayor’s Charitable Foundation in Victoria. Catherine has a deep knowledge of how philanthropy can work with charities to make a difference and support change. She is the author of great Foundations, a guide to building resilient and effective not for profit organisations (ACER press, 2010). Catherine is a member of the Law Institute of Victoria and a fellow of the Institute of Company Directors.

John Cain

John joined Herbert geer as managing Partner in 2012. His previous roles included that of victorian government solicitor for five years, ceo of the law institute of victoria for four years and managing Partner of maurice Blackburn for ten years.

Professor Halton Cheadle

Halton is a professor of public Law at the University of Cape Town and a member of the Committee of Experts on the Application of Conventions and Recommendations of the International Labour Organisation. He represented the AnC alliance in the Multi-party negotiating Forum regarding the Bill of Rights in the Interim Constitution of South Africa in 1993.

Kevin Cocks AM

Kevin, a highly respected human rights and disabilities advocate, commenced his four year appointment as Queensland’s anti-Discrimination commissioner in february 2011. He was previously Director of Queensland advocacy incorporated since 1998.

Nicholas Cowdery AM QC

nicholas was the Director of public prosecutions in new South Wales from 1994 to 2011. He now holds academic positions at the Sydney Institute of Criminology, Faculty of Law, University of Sydney and the Universities of nSW, Wollongong and Charles Sturt.

The Honourable Philip Cummins

The Honourable philip Cummins, Chair of the Victorian Law Reform Commission, was a judge of the Supreme Court of Victoria from 1988 to 2009. He served in all of the Supreme Court Divisions and in the Court of Appeal, including as Senior Judge of the Trial Division of the Court and principal Judge of the Criminal Division.

Alex Cuthbertson

Alex is a partner at Allens Linklaters. Alex has also worked closely with the Human Rights Law Centre for a number of years and assists the public Interest Law Clearing House and the Children’s protection Society.

Malathi Das

malathi is a commercial litigation lawyer who heads the litigation and dispute resolution department of boutique singapore law firm, m/s Joyce a tan & Partners. she was the first female lawasia President in the organisation’s 46-year history and is currently serving her second term. Previously she served as vice president at the law society of singapore from 2006 to 2010.

Catrina Denvir

Catrina is undertaking her phD at University College London and has worked in empirical legal research at the Legal Services Research Centre since 2009, having previously worked in various policy roles in Australia.

Olga Ganopolsky

Olga is the Head of Legal, Compliance and Regulatory and Company Security at Veda Advantage. prior to joining Veda Advantage in november 2006, Olga worked in private practice advising corporations and government agencies on their employment, privacy and data protection obligations.

Magistrate Anne Goldsbrough

magistrate goldsbrough is gazetted to sit on the victorian magistrates’ court’s specialist family violence court Division. magistrate goldsborough was the state supervising magistrate for family violence and family law from february 2002 until December 2007.

Bill Grant OAM

Bill re-commenced as CEO of Legal Aid nSW in December 2011. Bill was appointed by the Attorney general, greg Smith, and returns to the position of CEO after a four-year absence from the organisation. He served as head of Legal Aid nSW from 2001 to 2007. From 2007 to 2011 Bill was the Secretary-general of the Law Council of Australia.

Chief Magistrate Hilary Hannam

magistrate Hannam is chief magistrate of the Northern territory. she previously worked as a magistrate in New south wales and as a solicitor in private practice.

Tomoki Ikenaga

Tomoki received his law degree from Waseda University in 1991 and graduated from the Legal Research and Training Institute of Japan in 1997. He has been an Attorney-at-Law since 1997 and a researcher at the Japan Legal Support Center since it was established in 2006.

Joh Kirby

Joh has been executive Director of the victoria law foundation since 2008. she also worked for two years as the grants manager at the foundation prior to her appointment. the foundation works to help victorians understand the law and their legal system through grants, publications and schools and community education.

The Honourable Justice Ann Lyons

Justice Lyons is a judge at the Supreme Court of Queensland. previously she lectured at Queensland University of Technology. She was appointed as a member of the Mental Health Court in February 2008 and president of the Mental Health Court in February 2011.

Katie Miller

Katie is a Principal solicitor in the government and Public law Branch of the victorian government solicitor’s office, specialising in public and administrative law matters. Katie has extensive experience in freedom of information matters, merits reviews at vcat, occupational regulation, licensing and human rights.

Geoff Mulherin

geoff is the Director of the law and Justice foundation of New south wales. the law and Justice foundation is an independent, statutory organisation that was established to contribute to the development of a fair and equitable justice system.

Colin Neave

Colin is the Commonwealth Ombudsman. previously he served as the Banking and Financial Services Ombudsman and then Chief Ombudsman of the Financial Ombudsman Service between 1996 and 2011. He was Chairperson of the Legal Services Board (Vic) between 2005 and 2012 and formerly Deputy Secretary of the Commonwealth Attorney-general’s Department between 1994 and 1996.

Denis Nelthorpe

Denis is a special projects lawyer with victoria legal aid and manager of footscray and wyndham legal centres. He is a consumer Board member of the financial ombudsman service and was recently appointed an adjunct Professor of law at the victoria university law school.

Estelle Pearson

Estelle is Managing Director of Finity Consulting. With over 20 years of experience, Estelle has provided both actuarial and strategic advice to prominent insurance companies in Australia and overseas.

Tomoki received his law degree from Waseda University in 1991 and graduated from the Legal Research and Training Institute of Japan in 1997. He has been an Attorney-at-Law since 1997 and a researcher at the Japan Legal Support Center since it was established in 2006.

Joh Kirby

Joh has been executive Director of the victoria law foundation since 2008. she also worked for two years as the grants manager at the foundation prior to her appointment. the foundation works to help victorians understand the law and their legal system through grants, publications and schools and community education.

The Honourable Justice Ann Lyons

Justice Lyons is a judge at the Supreme Court of Queensland. previously she lectured at Queensland University of Technology. She was appointed as a member of the Mental Health Court in February 2008 and president of the Mental Health Court in February 2011.

Katie Miller

Katie is a Principal solicitor in the government and Public law Branch of the victorian government solicitor’s office, specialising in public and administrative law matters. Katie has extensive experience in freedom of information matters, merits reviews at vcat, occupational regulation, licensing and human rights.

Lucy is the Managing partner of Scott-Moncrieff and Associates LLp. Lucy was elected to the Law Society of England and Wales Council in the summer of 2002, and is the current president.

Anita Smith

anita is the President of the tasmanian guardianship and administration Board, the chair of the australian guardianship and administration council and the 2012 convenor of the world congress on adult guardianship.

Dr Danny Sullivan

Danny is a forensic psychiatrist and is Assistant Clinical Director at the Victorian Institute of Forensic Mental Health (Forensicare), where he is responsible for the statewide Community Forensic Mental Health Service.

Jonathan Temm

Jonathan has been involved in the work of the new zealand Law Society since 2000, including being a Council member for four years, serving on the Board for four years and acting as president in 2010. He also served a term as president of the Waikato Bay of plenty District Law Society.

Kristen Walker

Kristen has a diverse practice at the victorian Bar, with a specialised practice in constitutional law. she practices extensively in administrative, immigration and human rights matters. she appears regularly in the High court of australia and in the supreme court, federal court and court of appeal.

Bevan Warner

Bevan is the Managing Director of Victoria Legal Aid (VLA). He manages the day-to-day affairs of VLA according to the policies, priorities, strategies and directions determined by the VLA board. He is the current chair of national Legal Aid.

Dr Darryl Watson

Darryl is the Director of clinical services for the eastern mental Health region of adelaide and a panel assessor of the administrative and disciplinary division of the District court of south australia under the provisions of the Guardianship and Administration Act 1993 (sa).
