Outline
• The Challenge• New Mexico’s plan• New Mexico’s ongoing process• Next Steps
![Page 3: NASCSP Fall 2013](https://reader034.fdocuments.in/reader034/viewer/2022051219/5681676a550346895ddc5240/html5/thumbnails/3.jpg)
The Challenge
• 100% work done correctly, 100% of the time.
![Page 4: NASCSP Fall 2013](https://reader034.fdocuments.in/reader034/viewer/2022051219/5681676a550346895ddc5240/html5/thumbnails/4.jpg)
• NM Energy$mart Technical Standards contain work standards, audit process, final inspection process and policy.
• At this time this document is being separated.
The Challenge
![Page 5: NASCSP Fall 2013](https://reader034.fdocuments.in/reader034/viewer/2022051219/5681676a550346895ddc5240/html5/thumbnails/5.jpg)
• Crosswalk: Elements of our standards contained minor variations that will require updating.
The Challenge
![Page 6: NASCSP Fall 2013](https://reader034.fdocuments.in/reader034/viewer/2022051219/5681676a550346895ddc5240/html5/thumbnails/6.jpg)
• Crosswalk: Elements of our standards contained minor variations that will require updating.
The Challenge
![Page 7: NASCSP Fall 2013](https://reader034.fdocuments.in/reader034/viewer/2022051219/5681676a550346895ddc5240/html5/thumbnails/7.jpg)
• Our Standards contain too much information!
The Challenge
![Page 8: NASCSP Fall 2013](https://reader034.fdocuments.in/reader034/viewer/2022051219/5681676a550346895ddc5240/html5/thumbnails/8.jpg)
• The field guide approach has not yielded 100% success rate for weatherization network.
Reality!
![Page 9: NASCSP Fall 2013](https://reader034.fdocuments.in/reader034/viewer/2022051219/5681676a550346895ddc5240/html5/thumbnails/9.jpg)
• Therefore, NM is pursuing an innovative approach to operationalize the SWS—aligning service provider work flow, SWS and QCI.
The Plan
![Page 10: NASCSP Fall 2013](https://reader034.fdocuments.in/reader034/viewer/2022051219/5681676a550346895ddc5240/html5/thumbnails/10.jpg)
• The maze is the complexity of the crosswalk.• Our approach avoids that complexity entirely.
The Plan
![Page 11: NASCSP Fall 2013](https://reader034.fdocuments.in/reader034/viewer/2022051219/5681676a550346895ddc5240/html5/thumbnails/11.jpg)
• The SWS online tool will be the backbone of our “Deck of Cards” approach weatherization work:
– For each job, the crew chief and final inspector will only receive the SWS required for the job’s package of measures.
– Crews, auditors and inspectors will have a tablet with SWS for field reference.
The Plan
![Page 12: NASCSP Fall 2013](https://reader034.fdocuments.in/reader034/viewer/2022051219/5681676a550346895ddc5240/html5/thumbnails/12.jpg)
Each card contains the SWS information and a visual aid.

The Deck of Cards
![Page 13: NASCSP Fall 2013](https://reader034.fdocuments.in/reader034/viewer/2022051219/5681676a550346895ddc5240/html5/thumbnails/13.jpg)
• The NME$ Technical Committee is currently pilot testing the SWS & Deck of Cards.
The Process
![Page 14: NASCSP Fall 2013](https://reader034.fdocuments.in/reader034/viewer/2022051219/5681676a550346895ddc5240/html5/thumbnails/14.jpg)
• First, each agency TC representative converted the same NEAT audit into an SWS work order.
The Process
![Page 15: NASCSP Fall 2013](https://reader034.fdocuments.in/reader034/viewer/2022051219/5681676a550346895ddc5240/html5/thumbnails/15.jpg)
• Second, the TC reviewed each agency’s SWS conversion and discussed the differences.
The Process
![Page 16: NASCSP Fall 2013](https://reader034.fdocuments.in/reader034/viewer/2022051219/5681676a550346895ddc5240/html5/thumbnails/16.jpg)
• Third, each agency developed 1 or 2 NEAT SWS work orders on their own production units.
The Process
![Page 17: NASCSP Fall 2013](https://reader034.fdocuments.in/reader034/viewer/2022051219/5681676a550346895ddc5240/html5/thumbnails/17.jpg)
• Fourth, each agency will report back to the TC on how they believe the project went.
• We will adjust the process and repeat.
The Process
![Page 18: NASCSP Fall 2013](https://reader034.fdocuments.in/reader034/viewer/2022051219/5681676a550346895ddc5240/html5/thumbnails/18.jpg)
• Fifth, in October at a statewide meeting, service provider staff will be introduced to receive access to the Deck of Cards.
The Process
![Page 19: NASCSP Fall 2013](https://reader034.fdocuments.in/reader034/viewer/2022051219/5681676a550346895ddc5240/html5/thumbnails/19.jpg)
• Sixth, MFA staff will monitor service providers in October, November and December.
The Process
![Page 20: NASCSP Fall 2013](https://reader034.fdocuments.in/reader034/viewer/2022051219/5681676a550346895ddc5240/html5/thumbnails/20.jpg)
The Process
• Seventh, SWS compliance will be phased in beginning January 1, 2014.
![Page 21: NASCSP Fall 2013](https://reader034.fdocuments.in/reader034/viewer/2022051219/5681676a550346895ddc5240/html5/thumbnails/21.jpg)
• From an organizational change perspective, this shift requires better education of Grantees and Subgrantee staff in order to succeed.
Next Steps
![Page 22: NASCSP Fall 2013](https://reader034.fdocuments.in/reader034/viewer/2022051219/5681676a550346895ddc5240/html5/thumbnails/22.jpg)
• NM is talking with DOE about expanding this project to include other states that do not have the resources or the inclination to cross walk an existing field guide with the SWS.
Next Steps
![Page 23: NASCSP Fall 2013](https://reader034.fdocuments.in/reader034/viewer/2022051219/5681676a550346895ddc5240/html5/thumbnails/23.jpg)
• NM is looking for other grantees willing to partner with us and help push the program toward the goal of 100% right, 100% of the time.
