Comprehensive NASCAR large track indoor stadium proposal at site location North Table Mountain Park, Golden, Colorado, U.S.A.

Greetings my name is Joshua Gaines, Metropolitan State University of Denver graduate 2013 and currently considered sole proprietor of GainsMedia LLC. The proposal at this time is conceptual, and it takes no financial consideration.

The short if it: Build an indoor NASCAR large track at North Table Mountain Park, in Golden, CO, adjacent to the Coors Brewery. Excavate the contaminated soil of the Rocky Mountain Arsenal National Wildlife Refuge and use the removed earth from the North Table Mesa to bury the area in new land. For Denver this creates "Stargate," a housing community in between DIA and downtown. Highway expansion will be needed to accommodate the community.

NASCAR TRACKSection 1: Location

North Table Mountain site in Golden, CO

A) The place NASCAR Racing in SportA tax break has been proposed by Congress as part of the 2016 Omnibus Spending Package for "Motorsport Entertainment Complexes" to write off construction and renovation costs of NASCAR facilities. NASCAR expansion into Denver will occur if a suitable speedway can be built.

There are two primary reasons North Table Mountain Park in Golden, Colorado has the potential to be among Colorado's top tourism destinations: - 1) the number of people the venue will accommodate for a single event (150k potentially) - 2) based on its closer proximity to Denver and Boulder

Currently used as "Mountain Park"Have you ever attempted to climb the North Table Mountain Park? Compared to other trails in the area, this hike really sucks. You're going straight up a cliff face. It is not safe, it is not attractive to people with poor health conditions or the elderly. Yet it has the gorgeous views of the Denver, DIA and Interstate 70.

B) ConsiderationsWho owns the land? North Table Mountain is preserved as public open space by Jefferson County and the Access Fund. The Rocky Mountain Arsenal National Wildlife Reserve is under jurisdiction of the Fish and Wildlife Service, as passed by Act of Congress in 1992.

Who will fund the project?Major private partners targets are Molson-Coors, Furniture Row Martin Truex Jr. team and NASCAR. Also asking for public financing and what the public will get is highway expansion around the Rocky Mountain Arsenal.

Can NASCAR expand into Denver? 10,000 people per month moving into the metro area. Why North Table Mountain Park in Golden, CO?Survey the plateau. It is huge! Along the same lines as Red Rocks, this project enhances how Denver uses our terrain. Basalt rock is mined out so the speedway can be laid inside. And it leaves an open roof. The views will be spectacular.

This is an ideal location for a speedway due to its proximity to the Coors Brewery. Additionally, the "Coors Light" Tower will be built at the site. Coors will secure the naming rights to generate a buzz.

Utilized as an indoor NASCAR long-track, visitors would enjoy access and they would have a reason to buy tickets. Think of the North Table Mesa as a theme park. Billboards for miles around leading to the speedway.

Any other use besides races?The racetrack will also be able to host music festivals. Denver will be able to make events that rival Coachella or SXSW. Campers, RV's, Buses, Limousines, Semi-trucks would be able to park on the grounds.

Are Colorado event grounds at capacity? 129 concerts at Red Rocks Amphitheatre in 2016. Vail Resorts expansion.

*Plan BIn the event that the dirt from the North Table Mountain Park cannot be deposited in the Rocky Mountain Arsenal, the proposal is to buy land that is for sale starting around 116th and York and working east towards reunion, with close alignment to the highway expansion proposals. Deposit the Basalt rock on the plots to a specified depth, and then build housing on top of it, and then sell the housing.

Section 2: Features

A) "Tri-Oval" speedway shape

The "tri-oval" shape will fit well inside of the mesa. The design of the venue may be able to create angles that do not allow snow to fall directly onto track. Such as a cave. The "tri-oval" shape at Pocano is a comparable configuration. There can be an incline that leads into the turns so that drivers can use the vehicles' centripetal force to stick to the walls. The raise curves will allow the stands a viewpoint to better witness the races.

The intention is for the speedway to be fully enclosed within the North Table Mountain

B) Seating ConceptsThe view is going to be above the track at points. Catwalk style. Especially on the corners. Allowing visitors to see out the top of the stadium.

Corner seating - The seating section will overhang on the corners of the track. This idea is taken from Madison Square Garden which now has a cat walk over the court. Since we are going to carve the stadium out we will find a way to add seats that provide an angle to sit unlike any other raceway.

Box Seats / Club Level - This section of seats will run parallel to at least one straightaway. Depending on popularity and income more could be built over time. The box seats may be used during the weekdays as classrooms and conference rooms.

Bleacher Seats - built cheaply along two of the sides.

Number of Seats: The venue can accommodate up to 100,000 at the race in the seating. Or 50,000 in the interior field space standing room only. For a large enough event you could let the fans sit in the seats and walk around on the interior grounds reaching capacity of 150,000.

Design the arena in ways so that seating sections can be opened for smaller size events.

C) The "Coors Light"

An artist needs to be hired to render the "Coors Light." The most notable consideration of this project is it's impact on the Denver Metro area skyline. The "Coors Light" is to enhance the view of the Rockies.

Background:Denver used to have a building known as the Qwest Building. In college, we used to go hiking at Chitaqua Mountain in Boulder, Colorado and point it out and say, "You can see the blue neon on top of Qwest, the tower in Denver." At least from 35 miles away you could see it if you had an adequate view at a high point. The "Coors Light" at the NASCAR track seeks to bring this back.

The "Coors Light" will be comparable to the Space Needle in Seattle, arch in St. Louis or Statue of Liberty in New York City. It will feature a blue beacon light on top that will be able to be seen from the Denver International Airport grounds and various views throughout the metro area such as Smoky Hill Road and the new Downtown Westminster at the intersection of I-36 and Sheridan.

The "Coors Light" will replace Lookout Mountain as a place to go on dates. To access it visitors will have to board a Gondola, like how one has to take a water taxi to get to Ellis Island. Restaurants may be based at the loading area of the Gondola. The "Coors Light" can have high-

roller view rooms during races with a great overlook of the whole track.

D) Driving RangeContinue to keep in mind that the grounds are huge. A driving range will set up shop adjacent to the "Coors Light" on the high elevation. People in the "Coors Light" will be able to watch people hit golf balls. The driving range will have its own entrance, elevator and parking.

The driving range will be a great place for the corporate executive team sponsors to spend time together.

The project adds a driving range on the West side of the mesa.

E) Who will attend the events?

The blue light will work as subliminal advertising throughout the metro area that will get people more excited to attend events at the arena. Speaking of work, it will also be a great place for people to need a ride from, allowing the for-hire drivers to pick up fares. Speaking of taxi drivers, that is what is viewed to be the most important demographic for NASCAR to target -- new fans.

Race scheduling

The fact that it is an indoor arena is going to allow a NASCAR to have an event in January in Colorado timed with the national Western Stock show. Farmers and ranchers of the plains will be a targeted fan base during the 1st quarter.

NASCAR will also have a race events to be timed approximately at the same moment as the Sturgis festival in August. We will make Denver a stop along the way for the motorcycle tourist.

Locals Ticket giveaways would be a great way to recruit and increase local residents as fans. Classrooms held in the box seats during the weekdays will general usage of the area. Driving is a major industry in Denver area, the intention is to make the Speedway popular to them.

Taxi drivers are a great demographic to target because they wait in the holding lot at Denver International Airport and they will be able to see the Coors light from the grounds. Many of these immigrants, of Aurora via Africa, have a whole bunch of kids. Their parents are drivers. Will the sport of NASCAR be able to identify a Tiger Woods or Serena Williams style of athlete that emerges from Aurora, Colorado. Will Coors in affiliation with NASCAR be able to turn some followers of the Muslim religion into regular beer drinkers?

F) Bike Path and Walking Path This is going to be for the enjoyment of people to utilize that Golden Mountain as a park, which is the whole point of this. A large, sloping bike path and walking trail similar to Cherry Creek Bike Path must be added that creates a trail along the circumference. People of Colorado are quite health conscious and hiking will be good on them.

The visitors themselves will be able to park their cars on the bike path for the events, similar to the Red Rocks' setup. The pathway can run perpendicular to flights of stairs that take visitors to their seating section.

G) Ground Level Parking Garage

This parking garage is one of the more key features.

There needs to be a very large garage chamber underneath the main speedway level that has about 20-foot high roofs for authorized personnel, such as Semi-trucks. The engineering will gradually ramp up the garage to the race track level so that teams can unload their equipment. The entrance will be best on the west side of the North Table Mountain Park Mesa off the highway 93 side.

Festivals can be hosted inside of the garage, by allowing the RV's to park there overnight.

The music performers will use this area to unload their sets and lights.

H) Large interior Field SpaceThis facility is to have different floors. During races the inside field will be closed to the public, but during festivals people may be able to go camping in the space.

I) Race Track Lighting -Envision something similar to the Eisenhower tunnel that really lights up the speedway for the drivers so they can see well inside of the arena. These lights may be so bright that the mesa could be seen on race-day at night from miles away.

J) Tailgating Parking Lots & Shuttle Service There will be tailgating lots and RV lots located behind the Coors brewery adjacent to the Golden Freeway. A shuttle service may emerge with a contract to transport from the parking lots to the main venue for peak events.

K) There can also be a school that is a driving school based out of Metro State University which is to teach perspective drivers how to drive on I 70 and how to do in oil change etc. what different types of oil do to a car gasoline in my opinion it is a subject that everybody has to know about Metro State should be the pioneer of teaching and utilizing the grounds on a day-to-day basis.

People who want to work for RTD or work as taxi drivers will attend this program. Additionally the professors can feel free to have driving courses that are for fun just like racing around the track with a professional driver. The type of organization I'm referring to here is Unser karting and racing.

L) There is going to be a club inside called Island3. It is going to be for car shows. People that attend the shows will have to pay every second that they are inside using an AVI tag to be billed monthly, Because that's how cool the club is. Like pores Escalade and limousines hang in there and show off. it's going to be targeted for the drivers. Maybe will have a glass floor or view.

M) Sponsors: Martin Truex Junior and furniture Row team can possibly lead on this project considering they are based out of Denver. Medical Marijuana that makes mostly cash money, they can sponsor teams and that is a way they could use their money in Colorado. GOPRO or a camera company that wants to relocate to Denver Metro area can take over as the official camera provider for events at the venue. AEG Live is a company that can schedule music events.

Tracks bar - This is a gay bar, yet considering its name is Tracks it may be able to affiliate with a race track.

BUILDING "STARGATE" WITH HIGHWAY EXPANSION PROJECT

A) ReasonThis project will be completed in correlation with the proposed Jefferson County Parkway going from 1-36 Superior to I-70. A lot of cubic feet of Earth will have to be removed for this racetrack to be built.

The short-term purpose of the highway expansion is for the Semi-trucks to have more routes to transport the dirt into the Rocky Mountain Arsenal. The long term intention is to make public movement around the Rocky Mountain Arsenal faster.

The dirt that you remove you must bring it to the Rocky Mountain Arsenal area. You will pile the dirt on to the Rocky Mountain national arsenal area. You rename the city Stargate. It is the most prime land in Denver, sitting in between Denver international airport and downtown Denver, yet it goes underutilized as a wildlife refuge. Which has been cleaned up from contamination since 1986.

Highways

In order to more efficiently get the trucks moving the dirt to Stargate, there must be Road improvement. This is in reference to an expansion of Peña Boulevard going directly west intersecting with Highway 36. This Pena Boulevard will cut NorthWest in a diagonal eventually reaching 88th street. Where it will turn into a highway that goes directly West towards Stanley Lake.

Northwest Passage expansionAreas impactedColorado Hills Open Space - The city of Westminster will take proceeds from Stargate equal to the amount of land area they give up to build the c470 expansion along North Indiana Street. And finally and most importantly an expansion of C-4 70 we will take the highway west bound to superior/mccaslin exit. It will feature no decrease in speed such as in the interlocking Loop area. Then when it reaches the McCaslin Street it will turn southbound or left and it will go directly down until you get into the ward Road area and it will curve around and reach I 70 briefly around Kipling. Which circles us back around to the I 70 straightening project through the highlands.

Also an expansion of 56th Ave. into three lanes at least in both directions.

And a straightening of I 70 westbound in the highlands. I-70 needs to be a straight line right there, no curves.

Plan B*********If there is not enough cubic feet of dirt to with only the North Table Mesa, we can consider adding William F. Hayden Green Mountain Park. The dirt will be purchased and moved to "Stargate" and a level housing community will also be created in west Lakewood. a Tonnele from sixth Avenue and I 70 intersection to the Alameda exit on C4 70. That's making it much safer to enter Lakewood to Morrison.

The main intention of "Stargate" is to build it quickly, within 10 years. It has take 20 years for Green Valley and 20 years is planned for Sterling Ranch.

The houses that are going to be sold in Stargate are going to be pre-bought by individuals or possibly corporations that are looking to relocate their headquarters to the aerotropolis that is currently being developed south of Denver international airport. This is the way the program works, a co-operative.

The individual or company must put down an amount such as 6,000 dollars. Then pay 6,000 more per year. And they will be guaranteed to have a house design built in stargate within 6 years.

There is a company in San Francisco called Boxouse that is utilizing old shipping crates containers in a city known as containerTopia. We need to change them corporately to be based in Denver. And what they're doing with them is building houses. We are going to modify this technique to bring a cost-efficient home to the millennial's of Denver.

The home packages are going to feature a price ceiling. The intention is 100,000 maximum for the basic edition. The goal is to make a ranch style house with garage.

What it features is a basement made out of a shipping container. The shipping container will be laid into the dirt. It doesn't really need to have much windows in general since it's buried underground in the new dirt that has been distributed from the north table Mesa.

Stacked on top of the basement will be a mobile home/trailer park. The houses will be about 18 inches off the ground.

And every home will feature a 2 car garage made out of bricks or a really strong style material. Small pavement driveway option.

create a separate price point where somebody can add two mobile homes if they choose.

After attending the DBIA conference in Denver the design build conference in Denver 2015. The four mayors spoke and I listened. Seems like you have the contractor create the work bill to order with no middleman and it streamlines the design building process. Mayor Wellington web talked about the construction of the Pepsi Center and Milehigh Stadium as a boon to the city.

and a reinvestment in addition to the National Western Stock Show is something that needs to be strongly considered. I sat in on a conference were mayor Wellington Webb disclosed how valuable the opening of Pepsi Center and Milehigh Stadium were to his administration. Mayor Hancock will certainly advocate for the opening of rail lines of the aerotropolis adjacent to Denver international. And my administration is looking for a comparable project to the metro area.
