Executive!Summary!!

WBB!Trust!has!successfully!achieved!some!of!its!key!objectives!during!the!2016>17!project!year:!

Pedestrian!Rights:!!

We!successfully!persuaded!government!to!celebrate!World!Car!Free!Day!2016,!which!is!our!most! significant! achievement! in! this! period.! Eight! government! and! 36! non>government!organizations!jointly!celebrated!World!Car!Free!Day!in!2016.!The!event!was!inaugurated!by!the! Honorable!Minister! of! Road,! Transport! and! Bridges! and! Honorable!Mayor! of! Dhaka!North!City!Corporation.!At! the! event,! the!Transport!Minister! announced! the! government!will!restrict!the!ownership!of!more!than!one!car!per!family.!And!the!Mayor!said!that!he!will!begin!in!March!2017!to!work!towards!restricting!vehicles!and!open!a!pedestrian!only!street!in!his!constituent!area.!!

• To!fulfill!the!commitment!of!making!car!free!streets!Honorable!Mayor!of!Dhaka!North!City!Corporation!(DNCC)!directed!the!ward!councilors!of!his!constituent!area!to!select!a!road! from!each!ward.!WBB!Trust! is! closely!working!with! the!City!Corporation! in! this!regard.!WBB!and!Urban!and!Regional!Planning!Department!at!BUET!conducted!studies!on! two! potential! roads! and! shared! the! findings!with! Local!Ward! Councilors! and! City!Corporation!Officials.!After!consent!from!Mayor!the!project!will!be!implemented.!!

• WBB!Trust!successfully!advocated!to!the!government!in!celebrating!International!Noise!Awareness! Day.! Department! of! Environment! of! Bangladesh! celebrated! the! day! and!WBB!Trust!supported!in!organizing!the!event.!!

• WBB! Trust! worked! with! World! Health! Organization! (WHO)! to! organize! a! series! of!meetings!with!government,!non>government!organization,!and!institutes!to!review!the!Draft!Road!Transport!Act,!2016.!We!submitted!a!compiled!list!of!recommendations!to!the!Bangladesh!Road!Transport!Authority!(BRTA)!and!they!have!adopted!some!of!our!recommendations.! The! Policy! Asks!were:! to! consider! pedestrians,! footpaths,!women>!friendly! and! person! with! disabilities! friendliness! issues;! to! include! non>motorized!transport! in! the! definition;! to! ensure! seats! in! public! buses! for! children,! women! and!person!with!disabilities;!to!ensure!landing!for!persons!with!disabilities!in!the!bus!stops;!to!make!road!infrastructure!friendly!for!pedestrians!including!persons!with!disabilities!and! all! authorities! will! coordinate! (both! government! and! private)! in! this! regard;! to!ensure!no!obstacles!for!pedestrian!in!the!footpaths;!and!to!adopt!relevant!acts!such!as!the! Rights! and! Protection! Act! of! Persons! with! Disabilities! 2013! and! Noise!Pollution!(Control)!Rules!2006.

• WBB! Trust! prepared! the! briefing! book! on! Making! Shat! Masjid! Road! Pedestrian!Friendly.! The! recommendations! have! been! shared! with! the! stakeholders! such! as>!planners,!architects!and!Dhaka!South!City!Corporation!authority.!

Public!Space:!

• WBB! Trust! successfully! installed! 20! waste! bins! from! Rayerbazar! to! Sankar.! The!installation! program!was! inaugurated! by! the! Chief!Waste! Management! Officer! of!Dhaka!North!City!Corporation!(DNCC)!and!the!local!ward!Councilors.!The!Honorable!Mayor!of!DNCC!fulfilled!his!commitment!to!install!3000!waste!bins!in!his!constituent!area.!Following!the!success!of!the!idea,!Dhaka!South!City!Corporation!also!installed!about!3000!waste!bins.!

• We!were!successful!in!cancelling!DSCC’s!decision!to!relocate!hawkers!in!a!Park.!• We!launched!‘Parks!and!Playgrounds!in!Dhaka’!report!in!Bangla.!• Dhaka! North! City! Corporation! (DNCC)! has! identified! our! publication! ‘Parks! and!

Playgrounds! in! Dhaka’! as! a! baseline! to! improve! parks! and! playground! under! its!jurisdiction.!

ASRTS:!

• Conducted!survey!in!four!schools!located!in!Rayerbazar!(2),!Mohammadpur!(1)!and!Dhanmondi! (1)! area.!Results! show! thatmore! than!95%!children!walk! to! school! in!Rayerbazar!and!Mohammadpur!area!and!23%!in!Dhanmondi!

• We! successfully! involved! the! President! of!Standing! Committee,! Ministry!of!Primary!and!Mass!Education!with! the!ASRTS!program!and!he!has!expressed!his!plans! to! increase! the! admission! quota! for! community! children! from!40%.Advised!the!local!government!to!improve!walking!facility!for!children!in!the!areas.!!

• WBB! Trust! had! a! new! learning! experience! working! with! the! government.! The!Department! of! Environment! (DoE),! Government! of! Bangladesh! initiated!anintegrated!and!participatory!program!to!control!noise!pollution.!WBB!Trust!given!theawardby!DoEto!conduct!surveys!throughout!the!country!(8!divisional!cities).!We!submitted! the!report! for!Dhaka,!Chittagong,!Sylhet,!Khulna!and!Barishal!divisional!cities.!We!will!finalize!the!surveys!and!submit!a!report!for!rest!of!the!divisional!cities!by!May!2017.!

• WBB! Trust! prepared! a! guideline! on! women>friendly! transport! with! ActionAid!Bangladesh!and!Population!Service!and!Training!Center!(PSTC).!!

• As!an!Associate!Partner!of!World!Urban!Campaign!(WUC),!Bangladesh!University!of!Engineering!and!Technology!(BUET)!organized!an!Urban!Thinkers!Campus!(UTC)!in!Dhaka,!Bangladesh.!WBB!Trust!presented!in!the!Transport!session.!WBB!Trust!was!also!chosen!to!be!an!Associate!Partner!of!World!Urban!Campaign.!!

• WBB! Trust! has! been! doing! advocacy! for! water! transport! in! Hatirjheel,! which!influenced! the!government! to! initiate!a!water!bus! in!Hatirjheel.!Though! the!water!bus! is! for! recreational! purpose! now,! the! government! has! planned! to! extend! the!

route!through!Gulshan!and!Banani!Lake!and!to!make!it!available!for!transportation!purposes!based!on!public!response.!!!

Team%members% of% the% livable% cities% program% have% increased% capacity% in% communication,%research%and%proposal%writing.%Also%many%team%members%are%now%recognized%as%experts%on%LC% issue% both% at% national% and% international% level.% The% team% has% developed% their% skills% in%collecting% data% of% noise% pollution.% They%prepared% final% report% and% submitted% to%DoE.% The%team%members%also%provided%training%to%students%and%drivers.%%

Lessons+Learned+

After%a%long%and%continuous%advocacy,%we%have%been%successful%to%celebrate%Carfree%day%in%state% level.We% have% been% able% to% ensure% GOENGO% coordination.% Eight% government%departments% and% 36% nonEgovernment% organization% were% a% part% of% the% celebration.%Coordinating%with%these%organizations%at%the%same%time%was%a%challenging%job%each%of%the%departments% were% assigned% work% based% on% their% expertise! Such! as! security! was! the!responsibility!of!Dhaka!Metropolitan!Police.%That%was%quite%a%new%experience%and%learning%for%us.%%

We% also% had% a% new% learning% and% experience% regarding% working% with% government.%Department% of% Environment,% Government% of% Bangladesh% initiated% a% multi% stakeholder%program%to%control%noise%pollution.%For%it,%we%learned%the%bidding%process%and%working%on%it%as%per%schedule.%We%hired%surveyor,%GIS%map%expert%and%data%entry%operator.%We%also%took%expert%opinion.%Rest%of%the%work%was%done%by%the%LC%team.%We%again%felt%the%power%of%team%spirit%by%this%work.%Though%it%is%a%one%year%work%but%the%intensity%of%the%work%is%significant.%%

We% learned% the% process% of% working% closely% and% deeply% with% government.% And% most%importantly% we% have% come% to% know% about% the% importance% of% continuous% advocacy% that%helped%us%to%come%so%far.%%

Sustainability+

We% have% successfully% persuaded% government% to% celebrate% World% Carfree% Day% 2016.% We%have%been%celebrating%Carfree%Day%since%2006.%A%continuous%advocacy%finally%gets%a%result.%

After%carfree%day%we%got%commitment% from%the%Mayor%of%DNCC%to%make%some%streets%car%free.%He%has% already% taken% initiative% to%do% so%and%WBB%Trust% is% closely%working%with% the%process.%A%study%has%been%conducted%by%Urban%and%Regional%Planning%Department%(BUET)%and%WBB% Trust% to%make% car% free% streets.% After% the% consent% of%Mayor% the% project%will% be%implemented.%And%the%study%will%be%replicated%in%other%streets.%

Also%we%are%hopeful%that%government%will%celebrate%world%carfree%day%every%year.%
