The Chairman’s Column
H i Everybody. As I write this
column most of the country is
subject to some degree or other of
snow. I hope, wherever you are, that it
is not causing you too many problems
and that you are keeping warm and
being careful when you venture out.
Spring will soon be with us and
hopefully perhaps we may get a decent
summer. Still one thing for sure,
whatever else we can control, the
weather is not one of them.
My column is a short one this time,
for two reasons, firstly it is a time of
year when NARPO news is scarce and
secondly the editor is running out of
space. The latter is good news. I have
mentioned on several occasions that as
a Branch we have been, and still are,
looking into what we need to do to
ensure the Branch continues to
strengthen its membership and
maintains a strong active membership
willing to take on committee duties
including the executive roles. We
would really like to get your views and
welcome you to drop a line to the
secretary or send an email to:
It really would be valuable in our
deliberations.
Following two years at the
Devonshire Hotel we are moving the
Annual General Meeting to a venue in
the City. Feedback suggested that a
City Centre venue would assist with
travelling. We have chosen the
Adelphi Hotel. The date is 9 May
2013 starting at 7.30 p.m. Once again a
buffet will be provided. Numbers were
slightly down last year so we really are
hoping that the new venue will prove
popular and we will see more of you.
Please do try to attend if at all possible.
As always I finish my thoughts with
the reminder that NARPO is here to
support all our members, from our new
to more mature pensioners, the needs of
which may be very different. Be warm,
be safe and be careful.

O n 30 December 2012 Mrs. Connie
Starkey celebrated her 100th
birthday in the company of her family
and friends at Harrison House Care
Home, Maghull, where she has lived for
the last four years. Following the
buffet, Ron Starkey, her son, proposed a
toast to her continued good health and
Connie delighted everyone with her
magnificent response.
The arrangements for the birthday
party were made by her daughter,
Vivian Isaaman, who lives nearby and
with whom Connie had lived for many
years until she moved to Harrison
House.
Connie Starkey was married to Jack
Starkey who retired from the Central
Property Office, Dale Street, in 1965;
she has been a widow since 1968. She
also had a brother in law, the late
Morrell Starkey, who served in the
Special Branch until he retired in 1970.

bank account on 17 May 2013 and
policy documents will be issued by
AXA.
If you intend to renew your travel
insurance you will receive a letter
from NARPO HQ which will confirm
the new rate (this should be received
early April) and a new policy docu-
ment from AXA (probably to be re-
ceived around mid to late April)
Without receipt of either of these two
documents you are not on the
‘automatic renew’ data file and you
will not be covered for travel insur-
ance.

T here are two events that are milestones in the policing of Liverpool. The first
was the Transport Strike of 1911 and second was the Police Strike of 1919.
On both occasions the Kings Peace was greatly disturbed, as riot was the order of
the day. The experiences learnt in 1911 gave the Head Constable, Francis
Caldwell, a good start for his response to the events of August 1919 and the Police
Strike. On both occasions mutual aid was requested and given by the likes of
Birmingham City.
In 1919, sadly, 955 Liverpool officers from a strength of 1700 refused duty.
The dispute was over draconian conditions, not pay. The tactics used were basic
but very effective. The armoured lorry, as it was known, would drive the mobile
reserve to the hot spots; officers jumped out and a baton charge was used to clear
the street. Many rioters thought they had a safe avenue of escape by using the
‘jiggers’ but to their horror they were greeted by baton wielding members of the
C.I.D. Many people were left with ‘baton rash’. As shops had been looted and the
City had been teetering on the verge of anarchy, the City Fathers were not inclined
to listen to complaints of the police being heavy handed.
The above photograph was taken in one of the courtyards of Police
Headquarters in Dale Street by a company called Carbonora which, in 1909
became the official photographer for Liverpool City Police photographing many
events, passing-out parades and portraits of serving police officers. The company
was responsible for photographing scenes of the 1911 Transport Strike and the
1919 Police Strike. After the 1911 strike Liverpool City Police seized many of the
photographs taken by Carbonora because some depicted police officers baton
charging crowds and some of these photographs were destroyed. During the May
Blitz of 1941 the Carbonora premises received a direct hit and were destroyed.
Much of the pictorial history of the City Force perished in the ashes.
In the background of the photograph you can see the gates that enclosed the
courtyard and made it secure. The courtyard faced onto Dale Street. Every night
the Officer in the GEO (General Enquiry Office) would close and lock the gates.
On many occasions the Bank of England bullion van would arrive from London to
find that the Castle Street Branch of the Bank of England had closed for the day.
The van and its load of bullion would then spend the night locked in the Courtyard.
One policeman, a set of gates and a union padlock to keep it safe.
In the late 1950’s the Police Headquarters moved to a former School for the
Blind in Hardman Street. The Courtyard and gates remained in place till the 1970’s
when the Lord Chancellor decided to give Liverpool City Magistrates’ Court a
makeover with a new entrance with glass doors and Royal Armorial device.

Policing Strikes in Liverpool The Prince’s Trust

100 young people every day and more
than three in four of them move into
work, education or training.
Whether you have a few hours a
month or are available full-time, there is
a rewarding and challenging
volunteering opportunity for you. If
you can give:
four hours every month you can
mentor a young person and help
them to progress in life
one or two days a week you could
help coordinate other volunteers
to enable them to support young
people
20 days over a 12-week period you
could support 15 young people as
they progress through a personal
development programme

The Merseyside Police
Comrades Association
I n 2012 the ‘Comrades
Association’ reached a special
milestone in its history; 60 years of
promoting a spirit of comradeship
between serving police officers and
staff and retired police officers. A
lunch to mark the occasion was held
at the Riversdale Police Club on
Friday 23 November 2012 attended
by members of the Association; the
principal guest was Temporary
Deputy Chief Constable, Mr. Andy
Ward.
The inaugural meeting of the then
Liverpool City Police Comrades
Association was held at the YMCA,
Mount Pleasant, Liverpool, on
Friday 18 April 1952. The meeting
was opened by the Chief Constable,
Mr. Charles Carnegie Martin, C.B.E.
In his address he welcomed the
formation of the Comrades’
Association and hoped it would meet
with a large measure of support.
Due to another engagement he was
unable to be present for the
remainder of the meeting and Mr. E.
Nichols, O.B.E., G.M., Assistant
Chief Constable, took over as
Chairman.
It was agreed that the Association
would be known as the ‘Liverpool
City Police Comrades Association’
and that the objects would be to
foster and maintain a spirit of
comradeship between serving
officers and retired members of the
Liverpool City Police and associated
bodies; to promote and organise
social and recreational activities for the
benefit of all members, with the
purpose of keeping contact between
serving and retired members and their
families but more particularly with
those who have retired from active
service.
Membership of the Association was
open to all serving members of the
Liverpool City Police Force, to the
Liverpool Police Cadet Corps, the
Liverpool Special Constabulary, and
all former members of the Liverpool
City Police who were in receipt of a
pension or were serving members of
another Police Force.
In 1952 the subscription was two
shillings and sixpence (12.5p) per
annum payable on 1 April each year.
Today the subscription is £2.16p per
annum.
Following amalgamations, first
with Bootle and then with Southport,
St. Helens, Birkenhead and Wallasey,
the name was changed to ‘The
Merseyside Police Comrades
Association’. Today, 680 serving
police officers, 2086 pensioners and
widows are members of the
Association.

MATHER AVENUE POLICE CLUB REUNION
M ather Avenue Police Club closed
in 2004 and the members
scattered far and wide in search of other
Social Clubs that would accept them as
members. This resulted in people
losing touch with each other after many
years of socialising together at all
manner of gatherings. With this in
mind and having spoken to those
members with whom I still meet I have
decided to organise a reunion of
members, staff and friends of Mather
Avenue Police Club so that we can
renew old acquaintances.
I have booked the Police Club at
Riversdale to hold this event on
Sunday 25 August 2013. We intend to
start at 3.00 p.m. and go on into the late
evening. This is the Bank Holiday
weekend so those attendees who still
have to work for a living will,
hopefully, be able to recover the next
day. I also expect families to attend and
hopefully the weather will be kind to us
and we can utilise the outside areas to
their full extent. Karen and Dave will
organise food of some sort so we will
have to ask for a small donation
towards this of £3-5 per head depending
on the cost. Anyone interested should
