First, at the Vancouver, BC, Executive Committee meeting last May, the Constitution Committee was tasked to review and make recommendations for changes to our constitution. The following items were approved by those attending the National Meeting at Orlando, Florida, October 23, 2012, to be presented to the full membership for their vote. Please refer to your NARPI Membership Directory or to NARPI.org to read the complete constitution. To include Postal Police Officers as associate members. Article X Membership, Sec. 3: “Postal Inspection Service domicile, division, regional or national headquarters employees and postal police officers who either retired....To delete in Article XI Dues Sec. 1: Any member or Associate member having honorary status (80 years old or over) as of March 24, 1996, shall not be affected by this change. A new applicant qualifying for this honorary status would have to be at least 96 years old. NARPI has six current members enjoying this provision. To amend Article XII, Sec. 1, to read “Reunions for social purposes shall be held in by each of the three (3) regions in the United States….” There have been two reunions held in Canada--Winsor, Ontario, and Vancouver, BC. This change would eliminate any future constitutional conflicts. Comments from NARPI National President

Dick Klenz As 2012 comes to a close, we remember our attendance at the three Regional Reunions. Vancouver, Cleveland, and Orlando were great locations to reunite with old friends and meet new ones. It was interesting learning about these cities and socializing with the attendees. We are looking forward to our NARPI travels in 2013. Keep alert as information about the New Year circulates on our web site and in the NARPI News. Historical Note: During the last year I was asked whether or not our Associate Members could vote in our Elections. Although I have attended NARPI meetings and gatherings for a number of years, I had to answer, “I am not sure.” I began asking others, many of whom were also not sure. Our Treasurer Bob Blackburn put me on the right track by informing me there was a change in our Constitution in 2007. The 2006 edition described Associate Members as non-voting members who could not hold Chapter, Regional or National offices. The 2007 edition removed these restrictions as a result of a vote by the NARPI Membership. Former President Mike Ryan wrote in the April, 2007, NARPI News, “I’m pleased to note that an overwhelming number of our members voted in favor of removing the voting and office-holding restrictions that previously applied to Associate members who now have full voting rights and are eligible for election as chapter and regional officers.” I could not agree more!

Comments from NARPI National Vice President

Vic Geerts I hope all of you had a very happy and joyful holiday season. NARPI members ended our 2012 reunion year with a national meeting and adventures by attending a very-well planned and exciting trip to Kissimmee (Celebration), Florida. A sincere “thank you” is extended to the Atlantic Region and Gold Coast Chapter. 2013 will be another fun year. Our social gatherings will be held in the following areas: Williamsburg, VA, April 28-30; Golden, CO, July 7-10; Chicago, IL, September 27-29. I am looking forward to seeing all of you and sharing fellowship during the coming year.

JOHN COMBER I retired in 2001 with over 35 years government service including the U.S. Army and the USPS. I enjoyed 21 years as a U.S. Postal Inspector and worked various assignments in Philadelphia and Harrisburg, PA, New York, and Eastern Region Headquarters. I am enjoying retirement with my nine grandkids and keeping busy with golf, volunteering, and umpiring local sports.

RITA COCCIA CHALMERS

Rita Coccia Chalmers is an active NARPI member having retired from the U.S. Postal Inspection Service in 2003. She maintains a Bachelors in Business Administration from Pennsylvania State University, a Masters in Public Administration from American University, and a Masters in Information Systems from George Washington University. Rita is currently employed as a Program Manager with Computer Sciences Corporation, CSC, maintaining Project Management (PMP) and Security (CISSP) certifications. She has worked for CSC since 2005 responsible for managing large programs both in the Intelligence and Law Enforcement Divisions as well as the Public Health Sciences Division. Prior to her work with CSC, Rita worked as an Executive in the Postal Inspection Service responsible for managing large IT infrastructure and information security Divisions. She worked in various field and management positions as a Postal Inspector from 1977 through 2003. She retired with over 34 years of combined USPS service. She plans on her 2nd retirement in late 2013 and is looking forward to working with NARPI and assisting where she can in the many NARPI functions that continue the strong Inspection Service heritage unknown to most organizations.

MINUTES OF THE 2012 NARPI NATIONAL MEETING

OCTOBER 23, 2012 ORLANDO, FLORIDA

The 2012 NARPI National and Atlantic Region Reunion annual National Business Meeting was held at the Radisson Resort-Celebration, 2900 Parkway Boulevard, Kissimmee, FL, on October 23, 2012. The meeting was called to order by President Dick Klenz at 4:10 p.m. The Pledge of Allegiance was led by Vic Geerts. After the Pledge of Allegiance, the following presentations and discussions occurred. National Secretary Roger Colliver advised the minutes of the prior Western Region/National Reunion held at Albuquerque, New Mexico, in 2011, were published in the October, 2011, issue of NARPI News on Pages 5 and 6. A formal reading of the minutes was not made in lieu of motion made by Dick Klenz to approve them as published in October, 2011, issue of NARPI News. The motion was approved. Bob Blackburn, National Treasurer, reported a beginning balance of $20,038.64 and an ending balance of $24,721.08 for the period of 10/01/11 through 09/30/12. Wayne Thompson from the Audit Committee verified that the Treasurer’s Report was true and correct. Bob was able to increase the net balance by changing banks and receiving an increase in interest amounting to $308.27. Bob Blackburn and Roger Colliver presented items from the Membership Committee. Bob provided an update on membership status. Roger provided a synopsis of materials being sent to new applicants,

Additionally, a letter drafted by Dick Klenz to the Chief Inspector has enabled us to obtain a listing of pending Inspector retirements for mailing application packets. Bob reported the total membership for 2010-2011 was 2334, and the total membership for the period of 10/01/11 through 09/30/12 is 2339. Doug Nunes has prepared a Certificate of Appreciation to be printed and mailed by the Chapters to the families of deceased Inspectors in recognition of their Service. Doug will provide the Certificate of Appreciation to Tom Buggie to post on the web. There was no Old Business Under New Business, Steve Schneringer presented three proposals for constitutional changes listed below to the attendees at the National Reunion Meeting and asked that they vote to determine if each of the proposals should be sent to the general membership to be voted on. Three proposals were put forth from the Constitution Committee:

Postal Police Officers would be allowed to join NARPI as Associate Members Eliminate the reference to Regions holding reunions in the United States Eliminate the reference concerning honorary memberships for those 80 years old and over as of March 24, 1996

The Constitution Proposals were voted on by the attendees at the National Reunion Meeting and each Constitution Change passed by a majority by a show of hands to be sent to the general membership for a vote. A motion to have the Constitutional Changes sent to the general membership was made by Jack Ellis, seconded by Ben Kilgore, and approved. John Cunning read the nominees received to date for National Officers of NARPI as follows:

National NARPI President – Vic Geerts National NARPI Vice-President – Steve Schneringer National NARPI Secretary – John Comber National NARPI Treasurer – Bob Blackburn

Nominations were solicited from the attendees, and Rita Coccia-Chalmers nominated herself for National NARPI Secretary. Vic Geerts announced the following locations and dates of the 2013 reunions: Williamsburg, VA (Atlantic Region) 04/28-30/2013 Golden, CO (Western Region) 07/07-10/2013 Chicago, IL (National & Mid-America) 09/27-29/2013

NATIONAL AND ATLANTIC REGION REUNION ORLANDO, FL

OCTOBER 21-24, 2012 The National and Atlantic Reunion was a wonderful adventure for all the guests. From the arrival in sunny Florida to the registration and Hospitality Room at the sprawling Radisson Celebration Resort, the activity never ceased. The Gold Coast Chapter hosted the Reunion. The Chairs were Jay and Carmela Siegel, Jim and Karen Belz, and Bob and Ellen Bohde. They were joined by a wonderful group of volunteers who all joined to make this Reunion a memorable affair. The tours were interesting and adventurous. The NASA tour to the space center included an IMAX show, guided and walking tours of the rocket park, exhibits, and a tour of command centers and shuttle facilities. Most interesting was the lunch with an astronaut J.O. Creighton, who is a veteran of visits to outer space and gave a one hour talk about the behind-the-scenes activities of the astronauts, especially while they are strapped into their seats prior to blast-off. They do tell jokes. We asked lots of questions. The day ended with a visit to the Astronaut Hall of Fame, with its one-of-a-kind exhibits. The pictures tell the whole story. The next day was a choice of two tours. The Alligator Airboat Ride was thrilling for those of us who live in big cities and have never experienced the speed of an airboat with its giant propellers. We saw not only many species of wild life, but alligators in the wild. After returning to the dock, we got to hold a baby alligator. We were then bused to the Disney Boardwalk, where we had lunch at the Big River Brewing Company. The other tour was a wonderful trip to Winter Park, about one half hour from Orlando. We took a boat tour through the waterways of Winter Park, had lunch in charming downtown Winter Park, and visited the Charles Hosmer Morse Museum of Art. The Hospitality Room overlooked the pool complex and was a great place to meet old friends and make new ones. We saw old pictures of the New York Division and other Divisions and always had plenty to eat and drink. The Banquet on the last day featured a delicious buffet, plenty of liquid refreshment, and interesting speakers. Reunion Chair Jay Siegel was the emcee and told funny stories regarding some ex-Inspection Service Academy Instructors and their students, who all happened to be present at the banquet. We heard and saw presentations of next year’s Reunions. Roy Geffen told us about Williamsburg, VA; John Ruberti gave us a slide show of the Chicago Reunion; and Doug Nunes gave us a slide presentation of the Golden, Colorado, Reunion. We then listened to an interesting talk by AIC Barney Morris, Miami Division. Orlando has so much to offer, and some guests stayed on to visit the Disney Parks, Universal Studios and SeaWorld. At the end of the Reunion, we heard Mickey saying:

ATLANTIC REGION SPRING REUNION Williamsburg, Virginia

April 28 – 30, 2013 The reservation deadline is March 15, 2013.

Plan now to join your friends at the Atlantic Region Spring Reunion to be held in historic Colonial Williamsburg, Virginia, April 28–April 30, 2013, hosted by the NARPI Capital Chapter. Our lodging for this reunion will be at the Williamsburg Woodlands Hotel and Suites, located at the Historic Colonial Williamsburg Visitor’s Center. The Williamsburg area is in the center of America’s historic triangle--Jamestown, Yorktown, and Williamsburg, where the story of colonial America comes to life. Our planned excursions will include historical highlights and allow plenty of time for exploring Williamsburg or taking advantage of shopping opportunities in the Williamsburg area. Attendees will receive a Colonial Williamsburg Admission Pass for their entire stay (up to three days prior and three days after the reunion). The pass entitles participants to complimentary use of the shuttle buses around Colonial Williamsburg, a tour of the Visitor’s Center including viewing two movies, and daytime entrance into all the exhibit sites, museums and programs in Williamsburg. Sunday, April 28: Registration and Hospitality Room. Opens at 3:00 p.m. Monday, April 29: Jamestown Settlement Tour and Lunch. We will leave the hotel at 9 a.m. by bus and drive about 10 minutes to tour the Jamestown Settlement, which is located adjacent to the original site. Jamestown Settlement was built fifty years ago to commemorate the 350th anniversary of the founding of the first permanent English Settlement in the New World. We will tour the newly opened exhibit The World of 1607, which explores our history though film, gallery exhibits, and living history interpretations. We will also view outdoor re-creations of English ships, a colonial fort, and Powhatan Village. After the guided tours, we will stay on the grounds for the included box lunch. We will return to the hotel at 1 p.m., with plenty of time to join the afternoon tour.

Monday, April 29: Yorktown Visitors Center and Battlefields Tour. This excursion will leave from the hotel at 1:30 p.m. We will travel about 25 minutes on the historic Colonial Parkway to the Yorktown Visitors Center, the orientation point for exploring the colonial Chesapeake Bay port of Yorktown and the Yorktown Battlefield. This is the site of the last major battle of the American Revolutionary War. We will view the introductory short film “Siege at Yorktown” and browse the museum of Revolutionary War artifacts. Then we will board the bus and have a guided tour of the battlefield, where the British troops under General Cornwallis surrendered to General George Washington’s army to end the Revolutionary War. Along the way we will see different encampment sites of the British and American troops. We will arrive back at the hotel around 4:30 p.m.

Tuesday, April 30th: Colonial Williamsburg Tour. We will meet our tour guides at the hotel around 9:00 a.m. and take the shuttle buses to Colonial Williamsburg to begin a leisurely walking tour through the historic streets, buildings, and exhibits. The tour will highlight the history of the restoration of Williamsburg and the lifestyles of colonial people. The tour will conclude around noon within the Colonial Williamsburg Village. Participants are free to lunch on their own at one of the many sandwich shops or restaurants within the Village. The Capital Chapter met for lunch and a meeting on December 5, 2012, at the Mount Vernon Inn for what may be the last time. President Bob Terry provided member status reports, as well as an update on our plans to host the Atlantic Region reunion in Williamsburg, VA, on April 28-30, 2013. Our next luncheon will probably be at the Brick Ridge in Mt. Airy, MD, which has scored high marks among previous attendees. Bob informed the group that the board had decided a move to L’Auberge Chez Francois in Great Falls, VA, next December was deemed unavoidable. Dissatisfaction with Mount Vernon has been increasing in proportion with the costs and hoops required to maintain our reservation. We’re certain that next year’s event on December 4 will be enjoyed by all who care to attend. The annual George Mason men’s basketball game is on for January 15 against James Madison. The game will be preceded by dinner at the Fairfax Red, Hot-n-Blue, and is being coordinated by Roy Geffen. He will buy tickets on December 10 for those who contact him. John Swanson provided a brief Treasurer’s report. As usual, the “country” meal was enjoyed by all. Attending were Bob and Sue Blackburn, John and Fran Cunning, Steve Franczyk, Ballard Friend, Rick Jones, Eddie Marshall, Roy and Elsie Matthews, Joel Mendelsohn, Willie Mitchell, and Tom and Elise Walton. Rick chaired a brief meeting welcoming those present, sharing updates on some of our members, and announcing that our Christmas luncheon will be December 12 at Hamilton Mill. John gave an overview of the October reunion.

Our December luncheon was attended by thirty members and guests on the 12th (12-12-12!) at Hamilton Mill Country Club. John and Shirley Brady were the gracious hosts. The fellowship and the meal were wonderful. Before the meal, we recited the Pledge of Allegiance, and John Cunning led the blessing. We enjoyed the great buffet at the Golden Corral. After lunch, Jay started the program. He introduced our guest Acting Inspector in Charge Tony Gomez. Our newest member Henry Gutierrez was formally inducted into the Gold Coast Chapter. He was presented with the Inspection Service Retired Badge. Jay talked about our recently departed and beloved member Ed Stapleton, who passed away recently. He also mentioned another recently departed member Gene Wensman. Elections were held for Gold Coast Chapter Officers for 2013. President remains Jay Siegel; Vice-President is now Jeff Bush; Treasurer remains Jim Belz; Secretary remains Marquita Ward. Treasurer Jim Belz gave the financial report. We have a nice surplus due to Reunion hotel rebates and raffle income. The main topic of conversation was the Atlantic and National Reunion in October. Jay presented a slide show and narrative of the successful Reunion. He thanked the volunteers, without whose gargantuan efforts, the Reunion would not have been so successful. The raffle was won by Alyce Stoller. Our next meeting will be held Saturday, March 2, at the Golden Corral.

Jack Ellis, President Kevin Burke, Vice President Pete Galante, Secretary Sharyn Hennessey, Treasurer On November 30, 2012, sixteen NY/NJ Chapter NARPI members were among 56 current and retired Newark and New York Division Postal Inspectors, Postal Police Officers and support personnel who gathered at the On the Boarder Mexican Grill and Cantina in New Brunswick, NJ, to celebrate the retirement of Newark Division Inspector Art Frevola and his 21 years as a Postal Inspector. Art began his Postal career in 1984 as an MPLSM clerk at GPO, New York. In 1991 he received his appointment as Postal Inspector and was assigned to the Newark Division. During his career, Art worked assignments in Operations Audit, Internal and External Crimes, and Mail Fraud, while serving as the Division’s Defense Tactics instructor since 2005. Art also worked on several National Headquarters Projects serving as Acting Program Manager for External Crimes in 2002, a detail to the DOJ National Mail Fraud Team in 2012 and the Waco investigation. Newark Division INC Philip Bartlett presented Art with his congratulatory letter from the Chief Inspector and his retired Inspector Badge and Credentials. INC Bartlett said he considered Inspector Frevola the “go to guy” in the Division when he needed advice and thanked Art for his years of dedicated service. NARPI members present to celebrate with Art were Jack Ellis, Dave Collins, Jim Donnelly, Scott and Pat Mathews, Bill Nealon, Rich O’Brien, Neil Schorr, Ed Steed, Joe Stock, Harry and Cathy Ustler, Joanna West, Pete Wheeler, Judy Znaiden, and retired inspectors Rich Arline, Tony Esposito, and Tom Modaferri. Following an excellent Mexican buffet luncheon, Art thanked his wife Annette for her support throughout his career and all those in the Inspection Service he was proud to serve with over the years. On December 14, 2012, several NARPI members of the NY/NJ Chapter joined Postal Inspectors and support personnel of the New York Division at their annual Holiday party held at the Fashion Institute of Technology in New York City. NARPI members were among invited guests that included law enforcement officers, prosecutors, and corporate security officers from the New York metro area. NARPI members attending included Jack Ellis, Jake Burke, Tom Kelly, Bob Mignogna, Larry Modaferri, Ed Cuebas, Ed Wong, Herb Cohen, Al Weissmann and Sara Levinson. Those attending were treated to a full buffet dinner, open bar, music and dancing with a Latin theme provided by a DJ. A highlight of the evening was the 50/50 drawing won by Bob Mignogna. NARPI appreciates the invitation from NY INC Ron Verrochio, Acting INC Randy Till, AIC Tom Boyle and their staff to be included in the festive Holiday occasion. On December 19, 2012, a dozen members of the NY/NJ Chapter joined Postal Inspectors and support personnel of the Newark Division at their Holiday party held at the Iberia Peninsula Restaurant in the famous Ironbound Restaurant Row section of Newark, NJ. PHILADELPHIA CHAPTER (Spring & Autumn meetings)

John Comber, President John Rooney, Vice President Charlie Mendell, Reporter On Thursday, November 15, 2012, the Philadelphia Chapter held its semi-annual luncheon at The New Tavern Restaurant in Bala Cynwyd, PA. We began the day with a tour of the former Philadelphia GPO, which is now owned by the University of Pennsylvania and leased by the Internal Revenue Service, our host for the tour. The entire building was completely refurbished with the addition of an atrium that runs from Schuykill Avenue to 30th Street. However, much care was taken to maintain the exterior appearance of the building and, in particular, the lobby area due to its historical significance. Costs of the renovations were over $300 million, and it is now occupied by 4,900 IRS employees. Unfortunately, there is no access for the public as all postal business is now conducted at an adjacent site. All in attendance agreed it is a remarkable and beautiful landmark, and we enjoyed the tour tremendously. We may schedule another event in the future. Our luncheon group met about 12 noon and enjoyed each others company at our favorite watering hole. Recent national and local news relative to NARPI members was discussed with the group. A surprise drawing was held for door prizes, and the lucky winner Chuck Sielski was delighted with a nice bottle of wine donated by Kathy Brady. Other winners of less significant prizes were Frank Green, Mike Hernandez, and Tom Murphy. The group welcomed our newest member retired Inspector Keith Salter. We were delighted to have a visitor from Pittsburgh join us for the tour and luncheon, retired Inspector Barbara Burnhauser. In addition to the above, in attendance were John Comber, John Rooney, Frank Lynch, Jim Heavens, Sr., Henry Herrera, and Tom Sottile.

Gary Kinney, President Shirley Kirksey, Secretary The Choo Choo Chapter held its annual Christmas party luncheon on Tuesday, December 11, in Cookeville, Tennessee, at Nick’s Restaurant. In attendance were Steve and Mary Jo Cheuvront, Larry Crawford, Larry and Mary Ann Dodson, John Evans, Kirk and Shirley Kirksey, Mitch and Bonnie Mercante, Mike Philbrick, Bill and Jill Walsh, and Don and Kathy West. While this was a new meeting place for us, we found it to be a very nice restaurant with outstanding food and service, as well as a private dining room for our gathering. After a prayer of blessings and thanks, everyone ordered from the menu ranging from prime rib, salmon, Cajun chicken pasta, salads and sandwiches. There was something to please everyone. Some even had room left for desserts, which looked yummy! The food was very delicious, and the company very enjoyable. There was as lot of socializing and ‘remembering when’ as we visited before and during lunch. After everyone finished eating, the ‘Dirty Santa Gift Exchange’ began. There was a lot of gift ‘stealing’ and some sad faces as folks lost a present they hoped to take home only to have someone else take it away. It was all in good fun, and everyone went home with some pretty good loot! A short meeting was held with discussions of where and when our next meeting was to be, 2013 NARPI reunion locations, and the need for new Chapter officer selections. We also remembered Chapter members Ed Robertson and Jim Tittle who passed away during the year. Next meeting date, place, and time will be posted later.

John Stinchfield, President Bill Goden, Vice President Robin Dalgleish, Secretary/Treasurer MEMPHIS CHAPTER CELEBRATES CHRISTMAS, 2012: Nearly 40 members and friends of the Memphis Chapter gathered on December 11, 2012, for an evening of dining and socializing. The planning committee did some imaginative thinking in selecting the venue for the event which was The L’Ecole Culinaire Culinary College. The delicious meals of steaks and sea bass were prepared by students under the supervision of teaching chefs. The school features a restaurant which was just the right size to serve as the setting for the affair. A brief business meeting was held during which President John Stinchfield thanked Bill Goden, Robin Dalgleish, Dick Klenz and Nick Cook for serving as committee members in planning and doing the other work necessary to make the party a success. Bob Moore asked the blessing. The Chapter was especially glad to see the Dodyks and Rich Powell return after a long absence; Doug Cislo and Dale Kamps, both of whom are working full-time; and Mary Mulligan, who drove 67 miles to join us. Chapter President Bill Bengele re-capped the events at the Summer 2012 Mid-America Reunion for those who weren't there. Reunion Treasurer Bruce Conner also had photos taken at the reunion for everyone to view. We received some positive feedback about the reunion from several attendees and have already sent in our post-reunion report. Chapter Secretary Rick Ruhland reminded everyone that the Smithsonian National Postal Museum was collecting oral history from USPIS retirees, as explained on page 2 of the October, 2012, issue of NARPI News. This worthy project is being spearheaded by USPIS managers Tom Brady and Tripp Brinkley, and members were urged to participate, especially those that worked before the 1970 Postal Reorganization. Several Northcoast members have already started to type their stories. In addition to this USPIS project, the Smithsonian National Postal Museum is collecting histories from any and all USPS employees and retirees through their Digital Memory Book project. Participants are able to type their message into the Memory Book by story category. Chapter President Bill Bengele and Secretary Rick Ruhland visited the Diebold Safe Headquarters in Canton, OH, on October 17. In the past, Diebold supplied the USPOD/USPS with security containers and vaults to protect cash and accountable paper. Today, Diebold is world famous for its ATM machines, physical and electronic security solutions, and monitoring. Bill and Rick saw the latest Diebold innovations to make banking more convenient and secure. This great manufacturing company has been in Canton, OH, for over 140 years. Look for the Diebold name the next time you use an ATM.

On the way back to Cleveland, Bill and Rick made a visit to the Ben Heggy Candy Company, also in Canton, for some delicious hand-made candies. Sincere thanks to Mary Mulligan for picking up Heggy's candies for Bill Bengele on her way to work many years ago.

NORTHERN LIGHTS CHAPTER (covers MN, ND and SD) (Meets quarterly)

Charles G. “Chuck” Calhoun, President Lorrin Gullberg, Secretary/Treasurer The Northern Lights Chapter held its fall meeting on September 22 at the Cherokee Steak House in West St. Paul, MN. Some of the following conversation centered on e-mails received by individuals from chapter members Eileen and Bill Jones according to the FROM LINE on said communication. These e-mails offered work at home schemes that paid up to $6,000 per week just by clicking onto the right side bar. Others demanded the recipients go to WalMart and wire dollars to a WalMart in Canada. But Bill Jones, showing the skills of a retired Postal Inspector, was able to convince the group that someone had hacked into his computer, and he was an innocent victim. This author was able to verify Bill's account because about a year ago, he investigated a similar hacking into Bill's computer. This time the hacker told recipients they could save up to $350 per year by buying their Viagra through the internet. All in all, we were thankful that the hacker furnished the basis for some lively conversation. Door prizes of beautiful flower arrangements donated by Jean Rosheim were awarded by the points system on personal profiles. Geri Lamback won based on the most grandchildren (eleven). Mel VanderMeer won on the longest travel to attend this function (40 miles), and Marie Gullberg won for the longest marriage to the same spouse (61 years). Bill and Eileen Jones furnished three poinsettia plants for table decorations. In attendance were Lorrin and Marie Gullberg, Cathy Calhoun, Agnes Martinson, Carol Vnuk, Denny Coplin, Bill and Eileen Jones, Irv and Jean Rosheim, and Chuck Calhoun. Mike O’Hara, President Roger Ware, Vice President Sandy Witt, Secretary/Treasurer Procrastination Chapter met for their fall luncheon on October 30 at Logan’s Steakhouse in Canton, Michigan. Twenty members including INC Eddie Woodson, Peter Boring from the OIG, and two guests enjoyed lunch. By all the conversations going on, everyone enjoyed the get together. Steve Lokken and Bob Lane volunteered to host the spring lunch. INC Woodson and OIG Boring gave updates as to what was going on in the Division. ST LOUIS GATEWAY CHAPTER (covers Eastern MO, Central and Southern Illinois) (Meetings are scheduled bi-monthly)

Candicci's was recently voted the favorite eaterie by the local American Airlines Advantage Dining Program. Attending were Sylvia and Ray Bonney, Arleen Gassner, Rosemary and Corne Huelsebusch, Angi and Ben Knudtson, Anne Leachman, Marcia and Harry Lyons, Ginny and Gary Miller, Ken Rickard, Nancy and Mike Riley, John Spickler, Wayne and Pam Turner, and Nell and Karl Zickler. Following lunch, a brief meeting was conducted. Joe Holway, a chapter member who died in July, was remembered for his sincere assistance to new as well as veteran Inspectors. The ensemble proceeded to host's (Rosemary and Corne) residence for decadent desserts and luscious libations, and, of course, Ex-Postal Inspectors' somewhat tainted recollections of facts.

The Christmas extravaganza was hosted by Anne Leachman at the Pasta House, Arnold, MO, on December 1. After lunch we drove the short distance to Anne's residence, where delectable desserts, drinks and her decorated home awaited. Non-verifiable recounting of events soon dominated the conversation. A brief meeting ensued. The members voted to retain all of the current officers. SAM HOUSTON CHAPTER (Meets quarterly)

Dick Carlson, President Rich LaBoda, Vice President Bruce Beckham, Secretary Harry Breda, Treasurer The Sam Houston Chapter got together and took a bus trip to L'auberge du lac Casino in Lake Charles, Louisiana, on October 18, 2012. A business meeting was conducted in conjunction with the outing. The trip started at 9 a.m. with a three-hour bus ride each way to the casino, and we arrived back in Houston at 8 p.m. Members present were Carl and Gloria Martin, Bruce and Mary Beckham, Vic Geerts, Ed White, Harry and Anne Breda, Art and Glenda Gibbs, Rich and Carol Jordan, Dick and Diana Carlson, and Rich and Pat LaBoda and guests Norman and Susan Plemons. There were five hours of full contact gambling, and it is rumored that everyone came back winners (yeah, sure). Thanks to Harry Breda for coordinating the trip.

The Sam Houston Chapter met on December 6, 2012, at the Outback Steakhouse in the Woodlands, Texas, for its annual Christmas meeting. The restaurant was closed to the public during the meeting, and a good meal and good fellowship was shared by all. Larry Lockwood, President Vacant, Vice President The SOIKY Chapter held its annual Christmas Luncheon at the Barley Corn Restaurant, in Lakeside, Kentucky, on the afternoon of December 11, 2012. The hosts for the luncheon were Gary and Darlene Heil. As usual, we had a great time with lots of good food and conversation. It was good to visit with friends and to catch up on the latest news. Everyone was invited to Gary And Darlene's for coffee and dessert. Our guest speaker was Jim Reeves, former award-winning Fort Worth Star-Telegram columnist who retired from the newspaper in 2009 after 40 years. He was a Texas Ranger beat writer for the paper for many years prior to becoming a featured columnist. Jim provided

information on his view of the 2013 Texas Rangers and answered many good questions from participants.

WINDY CITY CHAPTER (Chicago, Northern Illinois and Northern Indiana) (Meets several times a year)

John Ruberti, President Mike Schwartz, Vice President Howard Matthews, Secretary/Treasurer The Windy City Chapter held its annual Holiday Luncheon at Ki's Restaurant in Glendale Heights, Illinois, where the seventeen members enjoyed good company, good food, and a great view of traditional indoor and outdoor holiday decorations. In attendance were Howard Matthews, Dene Holso, Mike Rogers, Mary Henderson, Terri Ruberti, John Ruberti, Duane Henderson, Jeff Sack, Jim Wachuta, Janet Wachuta, Tom Chan, Jay Maxam, Fritz Von Heimburg, Acting AIC Mark Mancuso, Mike Schwartz, Tony Kalant, and Ed Stimmel. AIC Mancuso provided a detailed briefing on the current status of the Inspection Service and various programs which were being implemented or in the planning stage. After the luncheon the 2013 NARPI Annual Reunion committee met to discuss programs, tours and other planned items for the National Conference to be held September 27, 28, and 29, 2013, in the Chicago area.

Virgil Guralski, President Robert Baumann, Vice President Joe Hoffman, Secretary/Treasurer On December 5, members of the WURST Chapter gathered at the Silver Spring Country Club in Memomonee Falls, WI, for a buffet luncheon. The array of salads, main courses and desserts belie the definition of a traditional lunch. Arrangements for the gathering were made by our host President Virgil Guralski. A brief business meeting was held at the conclusion of the meal. We respectfully remembered Edward Shimeta, who passed away September 23, 2012, after nearly 41 years of retirement. It was good to see Curt Haddix back on his feet after recovery from a broken hip. Also on the road to recovery is Bob Baumann after having both knees replaced on October 26. Our treasurer gave a very brief financial report which was followed by a discussion as to instances when flowers would be sent for illnesses, hospitalizations, etc. In addition to Virgil, others in attendance were Steve and Heather Werlein, Curt Haddix, Larry Hagfors, Maurleen Hallberg, Frank Haupt, Marcia Planey, and Joe and Liz Hoffman. We will be staying at the Golden Nugget on Tuesday and Wednesday, February 12 and 13. Our chapter is coordinating the event this year. We will have a hospitality room on Tuesday and Wednesday and a group luncheon on Wednesday. The room rate starts at $22 a night with two upgrade levels being available. The river view rooms are $42. Our room rate is good Sunday through Thursday so come early or stay over an extra day. Our rate includes a $5 meal ticket for each person and a “fun book.” Be sure to ask for it if they forget. There is always a lot to do in Laughlin. The big shows are held at Don Laughlin’s Riverside Hotel. It looks like The Oak Ridge Boys will be performing February 11-17. They usually have matinee and evening performances. River cruises and sightseeing in nearby desert communities can keep you busy during the day. Did you know the original Route 66 was only about 20 miles southeast of Laughlin? It ran through the

tiny mining town of Oatman, AZ. Now you’ll find wild burros and tourists wandering the street. There are several restaurants in our hotel and many more nearby. Some have played golf nearby. Doug Nunes, President Al Dockus, Vice President Bill Kienzle, Secretary Bob Dower, Treasurer October/November, 2012: In 1923, the South San Francisco Chamber of Commerce published articles in the town’s newspaper The Enterprise promoting the community and its businesses. One of the slogans was: “Think well of your town, speak well of it, remember you live here. Buy here. Keep your tax dollars at home.” As a temporary publicity gimmick, the Chamber painted the words “South San Francisco, The Industrial City” in powdered lime on Sign Hill. In 1928, a $5,000 bond measure was approved to put the 60 foot letters in cement. In April, 1929, the Cement Gun Construction Company of South San Francisco made the letters permanent at a cost of $4,845 after the voters approved (by a margin of 3 to 1) a 7 cents city tax for this purpose. The Chamber felt the sign was the best advertising the city could have, and in 1996, through the efforts of Edna Harks, town historian and archivist, Sign Hill was placed on the National Register of Historic Places and the California Register of the Office of Historic Preservation. Generations of residents and visitors have climbed Sign Hill, which rises before San Bruno Mountain, for the joy of sliding down the giant letters on a sheet of cardboard. A discontinued tradition involved painting the letters "c" on the sign blue and the letters "s" red in significance of the annual "Big Game" played by Stanford University and the University of California, Berkeley. However, a new tradition has replaced it. Every year the football teams of the two high schools located in South San Francisco, El Camino High School and South San Francisco High School, compete in the Bell Game, the last football game of the regular season for both teams. It is said that students from South City paint the "SC" in blue before the start of the Bell Game, and students from El Camino paint the "EC" red. Nunes’ Notes: We all met at Ristorante Boun Gusto on October 4 in South San Francisco. Now this is a real Italian Restaurant, one of the best in which I have eaten in the Bay Area, yum! Karen Del Carlo was our hostess, and kudos for picking this place. Thank you. The final NARPI Reunion for 2012 will be this month in Orlando; there are a few of us going from Nor-Cal. The December meeting will be December 6 at the Double Play Restaurant, 16th and Bryant, in San Francisco, nearly free parking on the premises. Frankie Crossetti played for the Seals. So did Leo Righetti, a shortstop. You know him? His son Dave is the pitching coach for the Giants. History was made at Seals Stadium on April 15, 1958--the first major-league game on the West Coast. The San Francisco Giants crushed the Los Angeles Dodgers eight to nothing. Willie Mays played in that game. Orlando Cepeda, a rookie, hit a home run. Jeez, you shoulda been there. The Double Play is full of baseball memories: signs advertising long-vanished businesses, old first basemen's gloves, a giant bat, scorecards from games played years ago. Many regulars were there and a few people we only see now and again. Russ Russell was an Inspector for 11 years when he left in 1981 to become a San Jose Police Officer, Chief of Police in San Juan Capistrano, and on to other law enforcement jobs in South America and North America.

We had our election for Chapter Officers at this meeting, and the same old crew signed on for another two years as listed above. We will begin looking for a venue (City and Hotel) for the 2014 Western Region/National Reunion. We are considering Monterey, CA; Santa Cruz, CA; San Francisco, CA; San Jose, CA; and Lake Tahoe North Shore, NV. Visits to each area will begin in January, 2013; we hope to have a site selected by April, 2013.

We are again looking for hosts for 2013 Luncheon Meetings. Pick a place that’s near and dear to your heart (with good food), make an agreement with the restaurant, prepare a flyer for the date, and have it ready for the newsletter for the meeting prior to your date. Plan it and they will come. Our next meeting scheduled for February 7 will be in Lincoln, CA, just north of Sacramento, hosted by Rolf Adams and Bill Helm. The Free Lunch Challenge (back by popular demand): The challenge for this newsletter and a chance to win a free lunch at our February meeting has to do with the Chinese New Year. Steve Schneringer, President Jim Foster, Vice President Nor’west met at the Watershed Restaurant at the Angel of the Winds Casino in Arlington on Wednesday, September 19. It was hosted by Ted and Judy and Ken and Phyllis, our Bellingham contingent. Ted again captured the moment with his ever-present camera. Sadly, Ramona Hoffman passed away Tuesday, September 25, only six days after attending our luncheon. Her daughter reported she became ill that weekend and died of kidney failure. Ramona was born on August 21, 1933. She was a valued member of the Seattle DHQ support staff and retired in 1992. A Celebration of Her Life was held in Mount Vernon on Sunday, October 14. Curt and Candy Fuller, Cleve and Flossy Martin, and Hope and Steve Schneringer attended, representing the Inspection Service. More bad news, Laurine Ingebright, Earl’s wife of 70 years, has been in assisted living for several years. On September 7 she attended an ice cream social in her wheel chair. One of her fellow residents decided to return her to her room and somehow dumped her in the parking lot. In falling, her eye glasses broke, puncturing and blinding her right eye. She is strong survivor at the age of 94! Nor’west’s October luncheon was held on the 17th. Clarke and Mike Coulter, Garry Graves, Karrie Leaverton, Fred Riffey and his faithful daughter Linda, and Steve and Hope Schneringer enjoyed a great lunch hosted by Ves and Bernice Townley. It was held in the Board Room at their Point Defiance senior living complex in Tacoma. The Townleys always wanted to host their luncheon in this elegant room with very special place servings for eight. Well, ten of us showed up and we made room! Ves and Bernice mentioned they had been recently been recognized as having been residents of this lovely facility for 20 years, longer than any of their fellow residents. They have a bungalow adjacent to the main building. Ves celebrated his 90th birthday this year; Bernice is one year younger. Our November luncheon was held on the 15th at the Medallion Hotel’s Board Room in Mount Vernon. Jim and Lana Foster made the arrangements. Also attending were Linda Bakken, Fred Riffey’s daughter, Dick and Ellen Beidle, Earl Ingebright, and Steve and Hope Schneringer. The good news was Ellen Beidle’s hip replacement on October 8 went very well, evidenced by her attendance at our luncheon. Also, Earl Ingebright reported his wife Laurine is doing very well after her accident and a stint in the hospital for an unrelated urinary infection. Now for the sad news, Nor’west lost a very dedicated past president, secretary and faithful member with the passing of Fred Riffey on October 25th. He was diagnosed with stage four lung cancer a week earlier. Fred was 76 years old. Those attending his formal funeral were Dick Beidle, Jim Foster, John Lahti, Cleve and Flossie Martin, John and Dianne Mohr, and Steve and Hope Schneringer.

FOREIGN LOTTERY SCAM FOILED - INSPECTOR RECOVERS A PORTION OF VICTIM’S FUNDS Posted 10/19/12 at 1:06 p.m.

Walterboro, SC, Retail Associate Susan Lackey and Postal Inspector Thomas Gasser helped an elderly customer end his unwitting participation in a foreign lottery scam. Lackey alerted her supervisor when she noticed the customer was purchasing postal money orders for large amounts and sending them using Express Mail. “I know my customers,” said Lackey, “and I’m aware of foreign lottery scams that often target seniors.” Walterboro Officer in Charge Doug Mixson had a discussion with the customer. The Express Mail receipt was used to help stop delivery of one package containing money orders for $1,500. The Postal Inspection Service is currently investigating the crime, which was in fact a foreign lottery scam. The customer, who was sending money to pay fees after being advised he had “won” cash and a car, lost about $7,000. According to Lackey, everything turned out for the best. “I’m just disappointed we weren’t able to catch it sooner,” she said.

GUILTY ON ALL COUNTS — INSPECTORS TESTIFY AT MURDER TRIAL Posted 10/12/12 at 12:16 p.m.

A jury in Florida has found Pikerson Mentor guilty on 14 counts filed against him in the homicide of Miami Letter Carrier Bruce Parton. Postal Inspectors who arrested Mentor and an alleged accomplice in May, 2011, provided testimony at the trial. Parton was delivering mail in December, 2010, when Mentor shot him and stole his arrow key. The key was used to steal mail that included financial information Mentor and others used to file fraudulent tax returns. Charges filed against Mentor included murder of a federal employee, possession of a firearm in a crime of violence, wrongful possession of a postal key and aggravated identity theft. Postal Inspectors investigate every act of violence or threatened violence against USPS employees. The Inspection Service cautions all employees to watch for suspicious activity and call 911 immediately if there is cause for concern.

SACKING IDENTITY THEFT - INSPECTION SERVICE WORKS WITH NFL TO PROTECT PLAYERS Posted 8/28/12 at 11:43 a.m.

Detroit Division Postal Inspector Kenneth Miller recently scored a touchdown for the Postal Inspection Service’s consumer-awareness initiative. Miller was contacted by the National Football League’s director of Player Security Services, who was concerned about the risks players face with identity theft. He met with NFL officials and agreed to help the league provide information

on identity theft prevention to all its teams. Miller worked with Washington, DC, National Public Information Representative Margaret Williams to provide the teams with copies of Publication 280, Identity Theft: Safeguard Your Personal Information, Publication 300-A, Guide to Preventing Mail Fraud, and Notice 174, Don’t Be the Victim of a Check Scam. “Helping NFL players and all Americans protect themselves from scammers is a daily focus for the Postal Inspection Service,” said Williams. Employees as well as NFL players should follow these anti-fraud tips:

• Report lost or stolen credit cards immediately. • If you applied for a credit card and didn't receive it when expected, call the financial institution

that issued it. • Sign new credit cards immediately. • Memorize your Social Security number, as well as your computer and ATM passwords. • Don't use your birthday as a password and don't record passwords on papers you carry. • Never leave receipts at ATM machines, on bank counters or at gasoline pumps. • Don't carry your Social Security card or birth certificate. Store them in a secure place.

BEWARE OF SPAM!

BOGUS E-MAILS SENT TO POSTAL CUSTOMERS

Some postal customers are receiving bogus e-mails about a package delivery or online postage charges. The e-mails contain a link or attachment that, when opened, installs a malicious virus that can steal personal information from your PC. The e-mails claim to be from the U.S. Postal Service and contain fraudulent information about an attempted or intercepted package delivery or online postage charges. You are instructed to click on a link, open the attachment, or print the label. But Postal Inspectors warn: Don't do it! Like most viruses sent by e-mail, clicking on the link or opening the attachment will activate a virus that can steal information—such as your user name, password, and financial account information. What to do? Simply delete the message without taking any further action. The Postal Inspection Service is working hard to resolve the issue and shut down the malicious program. If you have questions about a delivery or wish to report spam, please call 1-800-ASK-USPS or email [email protected].
