Mecklenburg County Code Enforcement

HB675 and What It Means for our Residential Customers:

Session Law 2019-174, formerly known at N.C. House Bill 675, has been signed into law.

Among other measures, SL 2019-174 provides for certain additional stipulations involvingone- and two-family dwellings. Local code authorities are not required to conduct plan reviewon these projects except where required by N.C. Building Codes.

A code authority can, however, choose to conduct plan review. If a local code authoritychooses to conduct plan review for structures subject to the N.C. Residential Code for one-and two-family dwellings, all initial reviews must be performed within 15 business days ofsubmission of the plans.

Mecklenburg County will continue to conduct plan review on one- and two-family structures.We believe that ultimately, this saves our customers time and money if code complianceissues are identified before they are constructed in the field. Our current internal goals forcompleting first-cycle reviews are more stringent than the time frame provided in SL 2019-174. We intend to continue to provide our customers with timely turnaround on residentialplans, especially on first-cycle reviews.

Please note: The initial review cycle begins after the project has successfully gated and ouroffice has accepted plans.

SL 2019-174 provides for additional measures that may impact our customers -- we willprovide more information about those in an upcoming legislative summary.

This measure takes effect Oct. 1, 2019.
