1. Scientific consensus that nanoparticles do not pose a new riskbecause of their size

“There is no evidence that particles below 100 nm show any step-change in their hazard meaning that there is no evidence of novel ‘nano-specific hazard’.” Therefore conventional particle toxicology data are useful and relevant to the determination of the nanoparticle hazard.” Ken Donaldson and Craig A. Poland in Current Opinion in Biotechnology, 2013 in “Nanotoxicology – challenging the myth of a nano-specific toxicity”

2. Common understanding that the safety of nanomaterials can bereliably tested

„Approaches for the testing and risk assessment of traditional chemicalsare in general appropriate for nanomaterials, but may have to be adapted.“OECD brochure “6 years of OECD work on the safety of nanomaterials”

The EU alone has invested more than 300 mio € in safety research in addition to private investments.

Aceptación: Dialogforum Nano of BASF Iniciado en 2008

Objetivo: construir confianza y relaciones, crear transparencia, mejorar el conocimiento y contribuir al debate político y social.

Participantes: grupos ambientales, consumidores, sindicatos, expertos en sostenibilidad, toxicólogos, clientes, expertos de BASF

Temas: protección del consumidor, seguridad en el trabajo, protección del medio ambiente, transparencia, hacer frente a la incertidumbre

Proceso: abordar 4 ó 5 temas con un grupo de partes interesadas

Comunicación: presentación de informes y discusión de los hallazgos con una comunidad más amplia

Entre 2008 y 2016 BASF organizó 14 sesiones de diálogo con más de 30participantes de diferentes ONGs, publicó 3 informes finales con recomendaciones comúnmente compartidas y organizó 3 eventos políticos en Bruselas y Berlín.

The draft Commission Regulation amending the annexes has not yet been formally adopted by the Commission. If adopted, industry will need to comply with the new requirements by January 2020.

ECHA News April 26, 2018

“The REACH Committee has voted to amend REACH Annexes to explicitly address nanoforms of substances.

The specific requirements will address the knowledge gap on which substances registered under REACH are placed on the market as nanomaterials and in which quantities.

We will also know more about their basic characteristics, their uses and how to handle them safely.

The draft Regulation is now subject to a 3 month scrutiny by the Parliament and Council before being adopted by the Commission.”
