We also have half-day (4hours) and full-day cruises (8 hours) available. Advisory The Caprivi is in Africa and is a wilderness area. There are things that bite and sting. Be aware of crocodiles, hippos, snakes, mosquitoes and spiders. On the safaris you might encounter some of the "Big Five". Malaria is always a risk. drought that is currently dev-
astating the country, but rural vil-
lagers are more concerned about the
fact that government has allegedly
not yet started registering affected
communities for the urgently-needed
drought assistance.
“We are suffering and we are in the
dark as to when the government is
going to start distributing drought
relief,” said a middle-aged resident of
the Kapuindja village who, ironical-
ly, would only reveal his name and be
photographed in exchange for money.
Cattle herders who spoke to Ewi lya-
Nooli at a borehole at Kapuindja said
water is not enough and grazing is
practically nonexistent.
“The water pump breaks occasion-
ally and we are then forced to move
our herds to other boreholes very far
away from here,” they said.
The Kunene Region is mostly inha-
bited by the semi-nomadic OvaHimba
people, but there are also a few scat-
tered groups of Ovatwa.
OvaHimba are predominantly lives-
tock farmers but also grow crops such
as maize and mahangu.
Kahunguriva Thomas Tjijombo,
who is a senior traditional councillor
of the Tjijeura Traditional Authority,
said livestock farmers in his Otjerun-
da area are facing a real dilemma. On
the one hand they are being urged by
the government to sell off their lives-
tock because of the current drought,
but on the other hand the animals
are in poor condition and the prices
are very low.
A head of cattle is currently selling
for as low as N$1 000, while the lowest
price in a normal year is at least N$3
500.“Sellin
g our cattle now would be like
giving them away for nothing, but if
we keep them they will certainly not
survive the severe drought. That is
the dilemma we are facing,” Tjijom-
bo said.
He said his district did not receive
any significant rain this year. “There
was no rain to speak of. The whole
rainy season we only received a few
drops. The situation is really bad,”
he said.
According to him, neither the con-
stituency councillor nor the regional
government has yet come down to the
people to explain what steps the go-
vernment is taking to help the needy
communities.
“We are in the fifth month of the
year, but look how the [grazing] situ-
ation looks like. How will our cattle
survive until the next rainy season?”
he asked. Tjijombo further said that
his area has a huge number of cattle
and the grazing is already depleted
and cattle are dying. “We already lost
a big number of cattle during the pre-
vious drought [of 2013]. We fear that
after this year’s drought there will be
no cattle left in this area. My people
face a gloomy future,” he said.
Tjijombo also complained about
what he described as “a new pheno-
menon” in the area whereby some
people have fenced off large tracts of
land that were previously available
to the community.
Asked about this year’s harvest, Tjij-
ombo said: “What harvest are you
talking about? We have nothing. Go
and let the government know that we
are suffering.”
Meanwhile the Kunene regional go-
vernment has held a disaster risk ma-
nagement meeting to come up with
a strategy on how to tackle the situ-
ation.
The central government has also
announced the implementation of
drought mitigation measures, inclu-
ding a livestock marketing incentive
scheme, the lease of grazing and a
transport scheme.
The government has also advised
farmers who do not have enough
grazing for their animals to sell their
livestock while they are still in good
condition in order to avoid serious
losses as the effects of the drought
continue.

The planned amalgamation of the
Oniipa and Onethindi settle-
ments into a new town has un-
leashed an unprecedented land rush.
Some traditional leaders have
started selling plots at astronomical
prices, while well-connected indivi-
duals are grabbing land and ignoring
the procedures for land allocation.
O� cials at the Oniipa Constituen-
cy o� ce, which doubles as the settle-
ment o� ce, are accusing some village
headmen of failing to co-operate.
“There is a moratorium on the allo-
cation of land, and all a� ected village
headmen were informed accordingly,
but some are not co-operating,” said
an o� cial on condition of anonymity.
It is alleged that some headmen have
gone as far as faking date stamps to
make it appear as if newly allocated
land was actually allocated before the
moratorium came into e� ect. This is
said to have caused widespread frus-
tration as the new land owners disco-
ver to their shock that they cannot be
provided with essential services such
as water and electricity.
An o� cial said: “When they come
here asking for water connection we
tell them that they cannot be given
such service because they acquired
their land unprocedurally. In fact,
village headmen who continue to al-
locate land are cheating their own
people.”A number of residents said they
were dismayed to discover that land
allocated to them years ago is now
being fenced o� by people who claim
to be the new owners.
Such was the case with businessmen
John Kandindima and Dave Shiingid-
wa. Kandindima said he lost a plot al-
located to him in 2005. He fenced o�
and serviced the land and was plan-
ning to set up structures when an
unidentifi ed female member of the
Ondonga royal family arrived, accom-
panied by a headman, and erected a
new fence claiming it is now her plot.
“Brute force is being used by people
who are connected to the Ona-
mungondo palace, claiming to be
acting with the blessing of the King,
but we are sure that King [Immanu-
el Kauluma] Elifas has nothing to do
with this,” Kandindima said.
Shiingidwa said he was busy servi-
cing his plot at Onethindi when it was
recently “confi scated” by people with
close ties to the palace. “Yes, I lost my
plot, but what can I do when those
who confi scated it did so with the
alleged blessing of the King?”
Travelling through the Onethin-
di settlement one sees new fences
erected all over the place. Only some
are said to have been erected legally.
“What is happening here is intole-
rable,” said an o� cial at the Oniipa
Constituency O� ce.The rush for land started after the
government decided that Onethindi
would merge with Oniipa to become
the third town in the Oshikoto Region.
Currently, the region only has two
towns - Tsumeb and Omuthiya.
The chairperson of the Oshikoto Re-
gional Council, Max Nekongo, last
year said the council had submitted
a proposal to Local and Regional Go-
vernment Minister Charles Namoloh
to declare the settlement a town and
for that to happen, the inclusion of
Oniipa was one of the conditions.
The regional council has already ap-
proved the town layout showing how
Onethindi will be joined with Oniipa
to make it one town, and the plan is
now awaiting approval.
The minister is expected to pro-
claim the settlement area a town
this month.
