    EXECUTIVE SUMMARY

    INTRODUCTION

    United Arab Emirates (U A E), federation of seven independent states lying along the east

    central coast of the Arabian Peninsula. The states making up the UAE are Abu Dhabi, Ajman,

    Dubai, Al Fujayrah, Ras al Khaymah, Sharjah and Umm al-Qaiwain.

    ECONOMY

    The economy of the UAE is overwhelmingly dominated by petroleum extraction and

    processing. These activities have provided the UAE one of the worlds highest incomes per

    capita. The government is encouraging privatization within the economy. The increased

    number of free zones operating in the country is serving to offer a wider range of options to

    potential investors, including 100 percent ownership of investments.

    RECOMMENDATION

    1. To form the Healthcare authority based on the Medical District.2. Form the regulatory board. An apex body under the ministry of Health.3. Common customer care cell. Provide all type of information to the patient and citizen.4. A mother website to provide all information regards to health care sector services and

    policies. Rules and procedures. Contact information etc.

    5. Information and communication Technology Strategy (ICT) - to integrate all level ofprocess and system. Linking up to Ministry and external body also.

    CONCLUSION

    U A E is marching towards to a knowledge-based economy. Health care sector is also one of

    the most important priorities of any government as of now. These measures will take care of

    the growth and success as like as other areas. Dubais competitive and leader ship position

    will also help to emerge as a leader in this area. The way we are grown through the Free zones

    and other prestigious projects. Hope that we can excel in these areas also.

    Besides that Healthcare sector can give more job opportunities. Income generation and

    government role will be bigger and wider. Self-reliance to the healthcare sector. Financially

    INTRODUCTION

    United Arab Emirates (U A E), federation of seven independent states lying along the east

    Dubai, Al Fujayrah, Ras al Khaymah, Sharjah and Umm al-Qaiwain. The Area of the UAE is

    83,600 Sq Km. The federal capital of UAE is Abu Dhabi. Much of which lies in the emirates

    of Abu Dhabi.

    The emirate of Dubai is the business capital of U A E. Dubai with an area of 3885 Sq km is

    the second largest emirates situated in the banks of the creek a natural in let from the gulf, the

    city ranks as the U A Es most important port and commercial centre. At independence

    Sheikh Zayed took office as the president of the UAE (Federation formed in 1972). Under his

    leadership UAE has developed in to one of the richest countries in the world with a per capita

    GDP in excess of USD 17,000/Annuam. UAE ranks 14th in the 2001 World Index of

    Economic Freedom.

    The quality of life in the UAE is ranked 4th in the region. U AE march towards to knowledge

    economy, that we can see in the pattern of public expenditure .In 2003 U A E spend 17 % to

    education in the public expenditure. Also U A E vision to become the knowledge based

    economy in 2020. The development plan and projects are based along with this direction.

    Long recognized as the leading regional trading hub of the Middle East, the city of Dubai has

    transformed itself in recent years in to a truly international business centre of global

    significance.

    As a regional business base, Dubai is strategically located midway between the far east and

    Europe on the east west trading routes and between the former soviet Union and Africa on

    the north south axis. While the emirates of Sharjah is the cultural Capital. , Also known as

    city of knowledge.

    POPULATION

    The native population of the UAE is composed principally of Arabs of Bedouin stock, who

    enjoys the full citizenship rights. However, they comprise only around 25 % of total

    population, the rest being expatriates and immigrant workers. Over two thirds of the

    populations are male.

    U A E population 4.041 million in 2003. Male 2.745 Million, Female 1.296 Million

    In Dubai population is 1.070 Million in 2003.U A E population growth 6 %

    55 % of U A E population active in labor market. 60% of Dubai population active in labor

    market. Growth in labor force 1.6%. 30 % of population of UAE resides in Dubai.

    ECONOMY

    overtook the traditional occupations of date growing, pearl diving, camel-breeding and fishing.

    Economic development is unevenly distributed, with Abu Dhabi and Dubai, the principal oil

    producers, enjoying the greatest and most rapid development. Government efforts have been

    made to diversify the economy and there is a growing services sector. The trade industry is

    also booming as each emirate has established free zone to encourage companies to setup there.

    The emirates of Ras Al Khaymah and Fujairah are the main agricultural centers as they are

    both substantially better watered than the other emirates. The emirate of Dubai has become a

    commercial centre and has now consolidated its position as the key-trading route between the

    East and the West. It has also been named the business capital of the Middle East and has

    become a large tourism attraction. The UAE supports a liberal economy and is committed to

    free trade. The UAE currency is secure and freely convertible. There are no restrictions on

    profit transfer or capital repatriation. Import duties are low and in the case of foodstuff,

    medicine, agricultural products, and items imported in for use in the free zones are non-

    existent. Labor costs are competitive and corporate tax and personal taxes are nil. In addition

    to this every effort is being made to reduce the paper work involved in establishing a business

    in the UAE. These factors combined with a strategic accessible location an excellent reliable

    infrastructure and an extremely pleasant and safe working environment.

    The UAE is expected to increase its industrial diversification drive in the new

    millennium. Emphasis on development of the finance, trade and services sectors will also be

    accelerated. Globalization will encourage the formation of larger banking units through

    mergers while the move towards emiratisation will also gain momentum. Having invested

    heavily in infrastructure since the establishment of the state, the Government is actively

    encouraging the private sector to participate in further infrastructure development in transport,

    communications, telecommunications, energy and ports. Private sector investment in industry,

    involving public shareholding, inflow of foreign capital and technology transfer is expected to

    increase. New corporate, stock market and banking legislation, a review of the laws governing

    economic activity and the development of additional legislative and administrative

    frameworks that promote efficiency and transparency will be key factors in economic

    development.

    The massive Jebel Ali Free Zone (JAFZ) has become one of the largest industrial

    complexes worldwide which, together with the adjacent port, the world's largest manmade

    harbour, has continued to attract investors. Fujairah Free Trade Zone (FTZ), which was

    awarded an ISO 9002 certificate in 1999, offers businessmen the location advantage of an east

    coast port as well as the benefits of partnership with the Fujairah Government. FTZ has been

    growing at a rate of 20-22 percent annually and currently has over 125 projects registered at

    the zone, representing sector investment worth Dh 750 million. Trade value out of the zone by

    the end of 1999 should top Dh 1 billion. Arab, Gulf and international capital investment in

    Sharjah's Hamriyyah Free Zone had exceeded Dh 2.5 billion by the end of 1999, with local

    investment accounting for 50 percent. The Sharjah Government has invested Dh 600 million

    in infrastructure projects in the zone.

    Saadiyat Free Zone Authority

    The US $3.3 billion Emirates Global Capital Corporation (EGCC), which was incorporated in

    April 1999, has been granted a 50-year concession by Saadiyat Free Zone Authority (SFZA)

    to establish a major new commodities market and free zone on Saadiyat Island near Abu

    Dhabi. The concession covers an area of 26 square kilometers.

    Dubai Airport Free Zone Authority

    Dubai Airport Free Zone Authority (DAFZA), one of the most recently established free zones

    in the UAE, grants licenses to companies with an international reputation who intend to invest

    properly in environment-friendly projects that are not labour-intensive.

    .

    Ajman Information Technology Park

    Ajman Free Zone (AFZ) commenced work in July 1999 on the region's first information

    technology park. The park will be developed in two phases, the first of which, a pilot project

    of 10 offices, is under way.

    A further Dh 5 million will be invested in a purpose-built block that will house 100 offices.

    The IT Park will offer a 'move in and plug in' facility in which a company can start operating

    as soon as it occupies designated premises. The park offers all the facilities needed for an

    effective business operation - PCs, ISDN, phone and fax lines, Internet access and related

    services - to attract IT developers and IT support centers, besides emerging Internet retailing,

    wholesale and e-commerce business.

    Intellectual Property

    Recognition of the close link between the protection of intellectual property rights and foreign

    investment has acted as an incentive for vigorous action against intellectual property

    violations in the Emirates.

    International Obligation

    The UAE is a member of the Paris Convention for the Protection of Industrial Property, the

    World Intellectual Property Organization (WIPO), and a signatory of the WTO Agreement on

    Trade - Related Aspects of Intellectual Property (TRIPS) with which it must comply by the

    year 2000. The latter deals with such issues as copyright, trademarks, patents, industrial

    designs and trade secrets. The country also acceded to the International Patent Cooperation

    Treaty in 1998, which protects inventions registered with the International Bureau at WIPO

    and local patent offices.

    The UAE become a member of the United Nations and the Arab League in 1971.It is a

    member of the International Monitoring Fund, the Organisation.Of Petroleum Exporting

    Countries (OPEC), World Trade Organization (WTO) and other international and Arab

    organizations, including the Arab Gulf Co-operation Council (AGCC)

    Domestic Law

    Federal Law No. 40/92, Protection of Intellectual Works and Copyright, was issued on 28

    September 1992, embracing all aspects of intellectual property such as trademarks, patents,

    industrial design and copyright. After an extended grace period, the law was implemented in

    the second half of 1993. In June 1999 the UAE National Committee for Industrial Property

    Protection discussed amending the federal law within the context of TRIPS, including

    regulations governing the protection of patents on pharmaceuticals. The initiative to amend

    the law in line with WTO obligations was announced by the Ministry of Finance and Industry

    in mid-1997 and work has been under way ever since. All articles of the legislation as well as

    subsequent by-laws are being reviewed.

    Enforcement

    Enforcement of trademarks comes under the purview of the Ministry of Economy and

    Commerce, the copyright law under the Ministry of Information and Culture and the patent

    and design law under the Ministry of Finance and Industry. Enforcement is also assisted by

    the Ministry of Interior, particularly the police and the Criminal Investigations Department,

    Dubai's Department of Economic Development and Sharjah Municipality. International

    organizations that are also engaged in the anti-piracy drive in the UAE are the Motion

    Pictures Association (MPA) the Business Software Alliance (BSA) and the International

    Federation of the Phonographic Industry (IFPI). In July 1999 thousands of pirated audio and

    videocassettes, compact discs and computer play station tapes confiscated in a series of

    government raids where destroyed and some shops selling the goods were shut down. The

    raids on video and CD shops in Dubai and the Northern Emirates were carried out by the

    Ministry of Information and Culture, Dubai Police Economic Crime Section and the Business

    Software Alliance. In August, a trader who had been convicted of selling pirated

    videocassettes had his sentence increased from the original Dh 5,000 fine to three months'

    imprisonment following an appeal brought by the Motion Picture Association Middle East.

    Reduction in Piracy Levels

    In the last few years the UAE has achieved tremendous results in fighting piracy at the local

    and federal levels. As a result the UAE continues to have the lowest piracy level in the Middle

    East according to statistics released by the Business Software Alliance (BSA). Of the US

    $190 million revenue estimated to have been lost by the IT industry on account of illegal

    copying of software in the Middle East, the UAE's contribution was a mere US $3.6 million.

    On a global scale, the estimated loss of revenue in the UAE is not even 1 percent of losses

    perceived to be suffered by IT companies due to software piracy in countries such as the UK,

    Canada, Germany and France.

    E-Commerce

    In order to keep abreast of commercial trends worldwide, the UAE intends to set up an

    Internet-based central financial forwarding and clearance facility known as the Payment

    Gateway Server (PGS). Several top companies are working with government departments to

    establish the facility, which is expected to be the first of its kind in the AGCC area.

    PGS, a major step in the introduction of e-commerce, is the equivalent of central clearing and

    forwarding of financial transactions carried out on the Internet. The server, which will permit

    secure electronic transactions, is an intermediary between Web-based merchants, financial

    institutions and consumers. As a country U A E in top spot in the region. In area like

    World Class Airport, which ranks as one of the world busiest in terms of transit passengers, is

    linked to some 160 destinations with 106 Airlines. And have a huge expansion plan with new

    airlines and airport. More than 21.7 million passengers passed through the airport in 2004.

    Dubai has a proven track record of implementing dictionary projects such as Dubai Internet

    City, Dubai Media City, Burj Al Arab, Dubai Marina Development and Dubai International

    Financial City.

    The strong Government commitment to progress and facilitating business has made this

    incredible growth in a short time span possible. Dubai Health Care City is part of and

    largest shopping mall, first underwater luxury hotel, one of the world largest recreations and

    theme parks.

    ready 2010. 490 USD million healthcare city projects. Facility is expected to serve patients in

    these region and 31 countries in the Middle East and Africa

    university.

    city in the region. The forecast of Dubai population 2.2 Million in 2014 i.e. 6% growth in a

    year.

    Health care sector -Brief Overview

    Man is the center of life and is the main target of national socio-economic development. The

    Ministry of Health (MOH) has adopted this principle in providing accessible and quality

    comprehensive health services since the early days of the Federation in 1971. Primary Health

    Care was a fundamental starting point for a compatible preventive and curative community-

    based service in the country.

    Accordingly, the MOH has developed national strategies that incorporated the political and

    socio-economic status and which emphasized on international and regional collaboration with

    respected agencies and academic institutions. The main theme of this strategy is evident

    through the provision of comprehensive care, increasing life expectancy, and the continuing

    chronic diseases. In addition to that the MOH has developed special programs targeting

    mothers, children, students, teens, old aged people, handicapped and technicians. Medical

    services has improved dramatically during the past 30 years where the number of hospitals

    increased from 7 to 30, the number of beds increased from 700 to 4473 and the number of

    primary health care centers increased from 12 to 115.

    Manpower development plays a major role and is well integrated in the MOH strategies

    through a number of in-service training programs. More than that, the MOH is reorienting its

    systems to accommodate for nationals graduating from relevant universities and other

    educational institutions.

    The MOH is keen to establish a number of ambitious future projects that focuses on providing

    state-of-the-art services in the country, which highlights our needs for motivated UAE

    national graduates to fulfill the resulting new positions. Our accomplishments in the past 30

    Medicines have brought great benefit to life. Many are life-saving and most help people to

    lead a normal life. However, no medicine is 100% safe. The manufacture of medicines is a

    complex business and we never know all the effects of a drug on the body. There is always a

    risk that medicines will cause unrecognized side effects or that there may be a potentially

    dangerous defect in the product itself. Furthermore, there can be mix-ups in the prescribing

    and dispensing of medicines. The Department of Drug Control has many activities designed

    to maximize drug safety in the UAE. In addition to the Medicine Information activities, the

    department encourages all health professionals to report adverse reactions and quality defects.

    The federal govt., local government and the Private sector service currently health care

    sector in Dubai. As the government has stopped offering free medical services. The expatriate

    is mostly depending on private clinic and hospitals. The public sector spending on the health

    care is covered by the federal and local govt. The federal government budget for 2003

    allocated approximately USD 0.5 billion for health care in U A E.Individual emirate have

    their own contribution for health care sector. The Dubai department of Health and medical

    services (DOHMS) has a budget of some 0.38 billion USD for the year 2004. That is 2% of

    GDP of Dubai.

    Hospital

    Health care sector in Dubai has 15 hospitals in public and private sector.

    Ministry of Health (MOH) which is responsible for providing health care across the UAE

    operates two hospitals and nine Medical centers in the Emirates of Dubai. DOHMS, which

    manages 3 hospitals and 18 health centers. Average occupancy in the hospital is in between

    50 60%

    Total 274 pharmacies are in Dubai. Seven companies involved in manufacturing

    pharmaceutical item.

    1. BIOTECHNOLGY: - Biotechnology is the area today widely discussed. It applies healthcare sector, agricultural sector and other areas. Medicines and other products are available

    from the biotech companies. Today all government spending lot of money in this area for

    research and development. The challenges in this area is collaborating the work, national

    policy for research and development, standardization and verification of biotech products.

    Also integrate the work along with the heath sector. Appoint expert people to

    monitor the sector and make a task force for the biotech sector.

    2. INFORMATION AND COMMUNICATION TECHNOLGY. (ICT)

    Today any service sector ICT is a main element for service delivery and simplify the

    challenges in the new economy. If enterprises are private or public performance is priority

    an orderly manner. Healthcare Information System has been designed to provide a

    completely integrated information framework for managing, planning and controlling all

    the activities in a hospital.

    HIS has been designed and developed as an integrated system solution. For better user

    compatibility, the package is structured to be modular. This helps in implementing it

    in stages, ultimately covering all the functions of the hospital. It handles various

    functions, from minute details like Diet Charts, Drug Cards, Purchases, Returns, Stock

    Ledger, Indents and Leave Records to major issues like Theatre Management,

    Pharmacy, Personnel Information, Infection Monitoring, Blood Bank, General

    Inventory and Financial Statements.

    11.GOBAL STANDARDS & CERTIFICATION: - We are aiming to global player in thefield of healthcare. We should have practices and process also globally approved. So bring

    in other areas also encouraging. In healthcare UAE needs to be base for Middle east and

    African region. Dubai is the hub for health care in Arab world. Economic growth in the Arab

    world 2%.

    Arab Annual average population growth 3.5 %. 20 % population in the Arab world lives on

    less 2 USD per day. In Arab world 14 20 million Arabs are jobless. That is 19.4 % of their

    total active population. Considering all these elements there is a clear-cut growth in this area.

    There is need for a leader in this area. As same as other area U A E needs to be excelling in

    this area also. 70 % population in USA covered under medical insurance. There is a great

    opportunity ahead to grab.
