Dear NABL Patrons,

I would like to thank all our laboratories for welcoming the changes in NABL Policies and system,

thus getting aligned with new version of international standard. NABL digitization initiative is

being further strengthened and we garner your support through your constructive feedback and

suggestions.

We are striving to achieve harmonization in assessment practices and assessment timings

[9 AM to 5.30 PM (Max. Up to 6 PM)].

Quality control Orders (QCOs) are being issued by the Government which may need capacity

enhancement on the part of laboratories to avail the new opportunities being brought out by

regulations.

Laboratories are advised to ensure correctness of information being submitted to NABL at any

point of time. Laboratories are to be cautious as stringent actions are being taken for false

information, misuse of NABL symbol, etc as per NABL 216.

I would also like to invite the views of laboratories on aspects of accreditation, which can be

published in our newsletter and will be beneficial to the entire laboratory community.

One day awareness program on NABL accreditation 10th January 2020

Assessor Conclave 2020 Calibration on 23rd January 2020

NABL conducted its Assessors Conclave (Calibration) on 23rd January 2020 at National Physical

Laboratory (NPL), New Delhi.

The program had interactive sessions on assessment techniques, skills of assessors, assessor

rights and obligations and training on NABL Web portal and NABL Assessment app.

More than 75 assessors attended the conclave.

NABL constantly Endeavour's to increase its pool of trained assessors from all appropriate sources to cater to its ever increasing demands of accreditation. Important Announcements by NABL

Use of NABL symbol is mandatory on all the test report / certificate, medical test report /

certificate, calibration certificate / report, PT report and RM document issued by NABL

Accredited CAB for the parameters / tests covered under NABL accredited scope. For

more details, please refer NABL 133 “Policy for Use of NABL Symbol and / or Claim of

Accreditation by Accredited Conformity Assessment Bodies (CAB) & NABL Accredited

CAB Combined ILAC MRA Mark” Issue No. 09. Transition time of 03 months is given

to CABs for implementation.

Laboratories are advised to ensure correctness of information submitted while applying

for accreditation. At any point in application / assessment process if is found that

laboratories are providing false information or concealing information in regard to

accreditation. NABL will be constrained to take adverse decision.

Laboratories are advised to ensure correctness of information in order to avoid withdrawal

of applied parameters due to the findings of assessment team, which may lead to adverse

action.

Information from Government / Regulators

New Quality Control Order on Pressure Cooker

Department for Promotion of Industry and Internal Trade (DPIIT) has issued a Quality

Control Order on domestic pressure cooker in accordance with IS 2347: 2017 “Domestic

Pressure Cooker - Specification”.

NABL laboratories having accreditation for similar product and tests may explore this

opportunity to serve the industry by enhancing their current scope of accreditation.

Float Glass – Specification”.

Agricultural and Processed Food Products Export Development Authority (APEDA) has

taken a policy decision that the laboratories which are NABL accredited will be recognized by

APEDA and same will be added in the network of APEDA recognized laboratories.

Reference to the DGFT Notification

No. 26/2015-2002 dated 01.09.2017

regarding testing of toys in NABL

accredited laboratories.

Further to the notification, DGFT has issued

an amendment (vide Notification No. 33 /

2015-2020 dated 02.12.2019) in

policy condition No. 2 (iii)

Chapter 95 of ITC (HS), 2017-

Schedule-1 (Import Policy).

Please note that as per the

notification, samples of toys will

be submitted by Customs to

NABL accredited laboratories for

testing.

You are requested to ensure that

ULR number, consignment

number, HS Code, manufacturer

name, importer name and country

of origin are mentioned on the

test report, so that it can be linked

to the consignment from which

samples have been drawn.

Also, please ensure to enquire

about the retention period of

remnant or duplicate samples

from the representative of Cus-

toms which has to be followed by

the laboratory.

Opportunities for NABL Accredited Laboratories

Requirement for accredited testing facility

Technical regulations are being brought out in a phased manner by various ministries to

improve the quality of products being placed in the domestic market. Essential requirements in

testing of Chemicals, textiles, electronic products, medical devices etc. will be mandated.

The DPIIT website can be referred for Quality Control Orders on various products under

notifications section. Kitchen appliances, air conditioners, aluminum foils, motors, pressure

cooker, linoleum rubber, furniture, glass etc. are some of the products.

Bureau of Energy Efficiency (BEE) is in the

process of bringing out voluntary Standards and

Labeling Program for higher tonnage

air-conditioners for commercial use.

NABL Accredited Laboratories may like to explore this area of testing under Electrical and

Mechanical disciplines

BEE Standards and Labeling Programme requires test report from NABL accredited

laboratories. Some appliances are under mandatory and some are under voluntary scheme.

However, there is requirement of accredited laboratories for:

agricultural pump

monoset pump

deep Freezers

Inverter

diesel generator

Chiller

air conditioners for commercial use

microwave oven

distribution transformers

induction motors

LPG Gas stove

washing machine

Telecommunications Engineering Centre (TEC) also makes use of NABL

accredited laboratories for their mandatory testing requirements of

telecom products. NABL accredited laboratories capable of testing as per

the requirements stipulated by TEC can apply for designated CAB status

of TEC. Please refer TEC website for further information.

NITI Aayog has brought out a plan to enhance the manufacturing facility

of Advanced Chemical Cells for self sufficiency and better use of

renewable resources of energy. These batteries have to be tested in

NABL accredited laboratories.

Further, as NABL accredited laboratory test report or calibration

certificate is mandatory in Government e marketplace (GeM), and

MSMEs are encouraged to sell their products on GeM, it would be very

appropriate that such laboratories catering to the need of local industry

come forward for NABL accreditation.
