CASE STUDY NAAMA’S PROJECT PROJECT NAME: COMBINED CYCLE GAS TURBINE POWER PLANT - CCGT ORIGINS: Korea, United States of America and European Economic Community DESTINATION: Naâma (33°16’00’’ North, 0°19’00’’ West) - Algeria CARGO VOLUME: 200 000 freight tons DURATION: 2014 - 2017 ORDER BY CEEG (National Company of Electricity in Algeria) DESCRIPTION In 2013, CEEG/SONELGAZ (National Company of Electricity in Algeria) signed six mega contracts, an investment total of 20 billion US dollars. Korean EPC companies and General Electric were granted for the totality. GOFAST well recognized by the Engineering Procurement Construction (EPC) for its knowledge concerning this kind of realization, has been put into contact with the Korean EPC companies by their Algerian offices. SAMSUNG was awarded for EPC Naâma and Mostaganem contracts of 4 billion US dollars, located in the West Algeria for the constructions of CCGT POWER PLANTS at Naâma and at Mostaganem with a capacity, ranging between 1200 and 1600 megawatt each for a total investment of 20 billion US dollars and over 400000 freight tons. SAMSUNG wanted to appoint one forwarder for the two projects in order to get a worldwide service of transportation and to minimize the prices of transportation. REQUEST FOR INFORMATION (RFI) GoFast Freight Forwarding received the RFI on May 2014 concerning the 2 projects from Arzew, Mostaganem and Oran in which SAMSUNG beyond the usual documentation forwarder had to supply for such project: HSE Financial keys KPI Insurance guarantee Method of statement, requested a local survey on three seaports of West Algeria in connection with the out overweight and out oversize.

CASE STUDY

Owing to the knowledge of local infrastructure, Algerian seaports and roads, our team has recommended to study only Oran and Mostaganem options and received green light from Samsung. Naâma site is located by road at 692 kilometers of Algiers and 387 kilometers of West Algeria ports. (intégrer un plan pour situer géographiquement les sites/intégrer une carte de la survey de googleearth avec un trajet ports d’entrée et le site) The survey has been finalized in 7 days due to specific local constraints and the first option highlighted was:

ü Breakbulk, general cargo less than 12 x 3 x 3 LWHWH/containers thru Oran or Mostagamen,

ü Breakbulk, extra size and extra weight as above through Mostagamen. Our project manager suggested the GoFast’s premises to welcome our customers’ collaborators locally for more efficiency cooperation, which is the key of success with such projects. Regarding Algerian seaports’ infrastructure, GoFast proposed a storage at Mostaganem’s seaport on plots to avoid an increase of vessels’ demurrage due the lack of heavy lift trailers to handle the heaviest parcels. REQUEST FOR QUOTATION (RFQ) The RFQ of August 2014 confirmed the GoFast choice of transportation through the seaports of Oran and/or Mostaganem for quotation including sea freight, handling at Algerian seaports, customs clearance, storage at marshalling yard and delivery coordination to the project site, which is Naâma. The offshore and onshore’s teams came up with solutions to each specificities of this study case. Suppliers’ countries: Korea, United States of America and European Economic Community. The contract was awarded to GoFast on September 2014 and the first shipment started on October 2014 for an expected completion on December 2017 for Naâma site. GoFast issued a performance bond of an amount equal to 10% of the total frame agreement and increased the insurance guarantee up to 2 million US dollars.

SCOPE OF TRANSPORTATION The overall scope consisted: Offshore scope:

ü Of Ocean freight to Oran port (general cargo) and Mostaganem port (heavy and/or oversize cargo), cargo shipped directly from suppliers’ countries on regular shipping lines concerning containers shipments and chartered geared vessels for the breakbulk and oversize cargo.

Onshore scope:

ü To engage a distinct clearance process out less than two days as well as for not having delay at the port and delivery on site,

ü To prepare the handling equipment at Mostaganem seaport and to obtain authorization of transportation from local authorities on his road routing, expected by-pass, civil works if any.

SPECIAL EQUIPMENT FOR HANDLING OPERATIONS One of our concerns with the projects entrusted by our customers is to provide a safety process. Therefore, our team decided to require, for such special handling (358 WT), a modular platform (24 axles 3 rows), a hydraulic gantry (mobile system, self-propelled, hydraulic lifting frame and few functions like extension, retraction, move longitudinally or horizontally, etc.) and elephants legs (plots) to support the heaviest parcels for which no contact with the ground was permitted. The method to transfer the turbine between the vessel and its place of storage consisted to have the modular platform alongside the vessel under tackles. Vessels cranes had to lift off the turbine and positioning on the trailers. After Lashing Securing Dunnage (LSD) operations, trailer moved under hydraulic gantry. Lifting by hydraulic strandjack - Skidding horizontally to the vertical line of the plots - Positioning on plots lowing the parcels. Samsung is satisfied as GoFast reached the targets set and received an honor roll.
