PREFACEThis document provides technical instructions for building files that can be submitted through the Education Data Exchange Network (EDEN). This document is used in coordination with the EDFacts Workbook, EDFacts Business Rules Guide and the EDEN Submission System User Guide.

EDEN is a centralized, coordinated repository of state reported, K through 12, educational data residing at the U.S. Department of Education. The EDEN Submission System is an electronic system that facilitates the efficient and timely transmission of data from SEAs to the U.S. Department of Education.

1.0 PURPOSEThis document contains instructions for building fixed and delimited files to submit EDFacts Data Group: Neglected or Delinquent (N or D) Academic Outcomes Tables (State Agencies) (Long Term), DG628. The definition for this data group is in the row “Table Name” in Table 4.2–1.

The data collected using this file specification are used to monitor and report performance on programs and activities supported by the Elementary and Secondary Education Act, as amended. These data will be used as responses in the Consolidated State Performance Report (CSPR).

A separate document contains the XML file formats. General guidance for constructing all file types may be found in the EDFacts Workbook.

1.1 Changes from the SY 2007-08 File Specifications

Other than the editorial changes listed in the document history on page ii, there have been no other changes to this file specification.

1.2 Requirements for Submitting this Data Group

This section contains two tables that summarize the reporting requirements. The first table contains the reporting period, the education units reported, the type of count, and zero count reporting. The second table contains the required categories and applicable totals.

2.0 GUIDANCE FOR SUBMITTING THIS FILEThis file specification is used to collect data on the long-term students served by Title I, Part D, Subpart 1 who took both a pre- and post-test.

Additional guidance is below:

Which students should be reported in this file?Report students who:

Were served by a state agency that is a Title I, Part D, Subpart 1 subgrantee. Were long-term, students who were enrolled for at least 90 consecutive calendar

days from July 1, 2008 through June 30, 2009. Took both a pre- and post-test.

What if a student was tested multiple times for the same subject?Report only information on a student’s most recent testing data that was collected during a long-term stay.

Are programs funded by Title I, Part A reported in this file?No. Do not report programs funded solely through Title I, Part A.

What are the permitted values for N or D Program (Subpart 1)?The permitted values are:

Neglected Programs: An institution for neglected children and youth is a public or private residential facility, other than a foster home, that is operated primarily for the care of children who have been committed to the institution or voluntarily placed under applicable State law due to abandonment, neglect, or death of their parents or guardians.

Juvenile Detention Facilities: Detention facilities are shorter term institutions that provide care to children who require secure custody pending court adjudication, court disposition, or execution of a court order, or care to children after commitment

Juvenile Corrections: An institution for delinquent children and youth is a public or private residential facility other than a foster home that is operated for the care of children and youth who have been adjudicated delinquent or in need of supervision. Include any programs serving adjudicated youth (including non–secure facilities and group homes) in this category.

Adult Corrections: An adult correctional institution is a facility in which persons, including persons 21 and under, are confined as a result of conviction for a criminal offense.

Other Programs: Any other programs, not defined above, which receive Title I, Part D funds and serve non–adjudicated children and youth.

How are programs and facilities classified by the N or D Program (subpart 1) permitted values?Classify programs and facilities based on how the program or facility was classified to ED for funding purposes.

What if the data cannot be disaggregated between Juvenile Detention Facilities and Juvenile Corrections?If data cannot be disaggregated between Juvenile Detention Facilities and Juvenile Corrections, report the data under Juvenile Corrections.

What are the permitted values for progress level?The permitted values are:

NEGGRADE – the students showed a negative grade level change from the pre– to post– test

NOCHANGE – the students showed no change from the pre– to post– test UPHALFGRADE – the students showed improvement of up to one half grade

level from the pre– to post– test. UPONEGRADE – the students showed improvement from one half grade level

up to one full grade level from the pre– to post– test UPGTONE – the students showed improvement of more than one full grade level

from the pre– to post– test.

What if data cannot be reported in half grade increments?If data based on half grade level increments are not available, report data of up to and including one full grade level as “UPONEGRADE.” Report data of more than one grade as “UPGTONE.” Indicate in the explanation field that the data are not based on half grade increments.

Do other files collect related data?Yes. There are several file specifications that are used to collect data on Title I, Part D. Section 5.3 “Relationship among files” in the EDFacts Workbook explains how these files relate to one another. This file is used to collect data on academic outcomes for students served by subpart 1. N/X125 is used to collect data on academic outcomes for students served by subpart 2.

3.0 FILE NAMING CONVENTIONBeing able to readily identify any particular file transmission is an important consideration for users of the EDEN Data Submission System. Being able to identify a particular file can greatly facilitate any technical assistance that may be requested by the state. A maximum of 25 characters (including the file extension) is allowed for the file name. The following is the naming convention for Neglected or Delinquent Academic Outcomes file submissions:

Where:ss = Two–character USPS State Abbreviation for the submitting

SEA.lev = Three–character abbreviation for the level submitted. Use:

SEA for a State Education Agency Neglected or Delinquent Academic Outcomes submission

Filename = ACDOCMSEA (no more than nine characters).vvvvvvv = Up to seven–character alphanumeric string designated by the

SEA to uniquely identify the individual submission (e.g., ver0001, v010803).

.ext = Three–character file extension identifying the file format as follows:

.txt – fixed format

.csv – comma–delimited format

.tab – tab–delimited format

4.0 SEA NEGLECTED OR DELINQUENT ACADEMIC OUTCOMES FILE

This section describes the fixed file and delimited file specifications used to transmit information pertaining to the SEA Neglected or Delinquent Academic Outcomes File. The file type is specified in the header record.

4.1 Header Record Definition

The header record is required and is the first record in every file submitted to the EDEN Submission System. The purpose of the header record is to provide information as to the file type, number of Data Records in the file, file name, file identifier, and file reporting period.

Section 4.3 contains examples of the header record.
