    currently on their fellowship, could now undertake their PhD c o n c u r r e n t l y w i t h s o m e concession.

    He said it was necessary to re-introduce the option of MD by p u b l i c a t i o n t o p r o v i d e opportunity for many Professors to keep contributing new knowledge for as long as they wanted without the rigors of interfacing with any supervisor.

    Professor Rasheed informed the meeting that the PhD was not a replacement of the fellowship training in the medical field but an option to the medical profession as a whole. It would henceforth be a pre-requisite for any medical professional that wanted to pursue the teaching career.

    He explained that the said doctorate degree was strictly for the graduates of medicine and not for other science disciplines which could be acquired not only through thesis but also through publications in high impact journals.

    He stressed that “the scholar shall publish a minimum of 5 articles on the same topic and the publication date must not be ear l ier than the date of registration for the programme.” The 3 categories of people that would be allowed to get a PhD included:1. Those that must have

    enrolled in the fellowship programme of either the national or West African medical schools and successfully passed the part one of either or both and embark on the part 2 without a Masters degree can be allowed to start their part 2 and enroll for a PhD too. The student should be expected to work on the 2 projects at the same time but can be given a very good concession from the National Post Graduate Medical College to serve as incentive.

    He added that if a student registered for fellowship in medical college and he/she completed the PhD before he/she submit himself for the final exam in Lagos and had successfully defended the PhD thesis, the

    medical college could examine him on several other issues but waive the thesis requirement and adopt the PhD thesis in its place.

    2. Those Fellows who want to have a PhD in addition to other qualifications could register for the p r o g r a m m e w i t h o u t a n y requirements or course work, but would be required to write a thesis within specified period under the supervision of a very reliable lecturer.

    3. And those who were not interested in becoming fellows but have very good MBBS degrees but want an MSc and a PhD.

    The Executive Secretary also commended the leadership of MDCN (Medical and Dental Council of Nigeria) for sheathing their swords and joining in the intense discussions on matters that they were very passionate about and advised that coming together to develop the health sector was more i m p o r t a n t t h a n b e i n g a t loggerheads, as NUC and other professional bodies were all geared at championing the same course.

    He also informed them that there was need for MDCN and NUC to meet and discuss appropriately undergraduate admission quota for colleges of medicine.

    He expressed his gratitude to all of them present on their doggedness at maintaining a very impressive standard in the medical education.

    In his speech, the Director, Directorate of Academic Planning, Dr. Gidado B. Kumo, said that the meeting with Deans of Post Graduate schools and Provosts of Col leges of M e d i c i n e i n N i g e r i a n Universities was very necessary because they were authorities in the matter and had to be kept abreast of any development on i s s u e s p e r t a i n i n g t o requirements for admission into a n y d e g r e e a w a r d i n g programme.

    He said the Commission needed to discuss with them as stakeholders to arrest any area of difficulty that a student might come across in his university in the pursuit of his PhD and also make them the Commission’s ambassadors when matters arise in their respective university Senates.

    Medical School, Professor E. Oluwabunmi Olapade - Olaopa on behalf of the Deans and Provosts present, thanked the Executive Secretary, NUC for introducing the doctor of medicine MD option into the medical practice in Nigeria. He agreed that medical education was a continuum and therefore a PhD for the medical school was very important in order to reverse the dearth of doctors in the society and keep the system as fresh as possible.

    He added that though research was important of greater importance was establishing a link between the research from the PhDs and the clinical medicine, to know the impact of your research clinically.

    He hoped that the standard of the qualification would be of high quality and urged the lecturers to continuously participate in the supervision of the doctorate thesis regardless of whether they

    belonged to the clinical field or basic sciences to promote synergy and continuous training that ensures the profession boasted of more doctors with research degrees.

    P r o f e s s o r O l u w a b u n m i particularly stressed the need to keep doctors in-country and provide them with the same degrees they go to seek in other countries. While keeping them busy with the PhD and MD d e g r e e s , t h e y s h o u l d b e encouraged to write publications and keep adding knowledge and value to the medical field. He said, it would drive the development of e f f e c t i v e h e a l t h s y s t e m s nationwide.

    commissioned four multi-billion naira projects, two of which were the first in Africa. The projects include:?A n 1 8 m f i x D o m e Planetarium, the only one in Africa with astronomical observatory and one of the largest fixed Planetarium in the world.?A sophisticated telemedicine equipment which was donated to the university by its partner, Aster DM Healthcare of Dubai, to its ultra-modern 400-bed multi-system hospital, the facility would assist ABUAD in the area of 'tele-consulting', 'tele-d i a g n o s i s ' a n d ' t e l e -management'. It would enable its partners in Dubai to join in performing medical services

    with them by proxy.?The other facilities were the ultra-modern multi-billion naira postgraduate building and halls of residence; as well as?Social and Management Science Building.

    While commissioning the Social and Management Sciences c o m p l e x , t h e E x e c u t i v e Secretary, National Universities Commission (NUC), Professor Abubakar Adamu Rasheed, s ta ted tha t ABUAD had continued to set the pace, noting that the university had continued to be a role model to all universities irrespective of proprietorship.

    Professor Rasheed added that the giant strides by the university were ordinarily what Nigerians would see and associate with the

    outside world. He enthused that the achievement was made possible through the intervention of an extraordinary legal luminary, a senior citizen, and Founder of the university, Aare Afe Babalola.

    T h e E x e c u t i v e S e c r e t a r y, commended the university for consistently being in the forefront of educational reforms and showing examples of how things should be done.

    On the issue of increased admission quota for the university’s Colleges of Law and Medicine, Professor Rasheed, in appreciation of the quantum of human and material investments in those two colleges promised to discuss with the Management and Board of the NUC and other stakeholders, especially the Council for Legal Education and the Medical and

    Dental Council with a view to reviewing the current situation in line with current realities.

    In his welcome remarks, Aare Afe Babalola, explained that in order to maintain its strategic position in the delivery of quality and functional education in Nigeria, the university took a giant leap to acquire the first Planetarium for Space Sciences and Optical Telescope for Astronomical studies and the new ABUAD Centre for Space Sciences.

    He opined that ABUAD, remained the first university in Nigeria where staff and students as well as the general public could interact with Space Scientists all over the world.

    He further stated that as part of the benefits derived from the Centre, staff and students had been enabled to study and undertake research in Space Sciences like Astronomy, Astrobiology, Astro-archeology a n d A s t r o - p h y s i c s . T h e Planetarium had the capacity to

    also expose staff, students and the general public to live exhibitions of previous or on-going missions to the moon, planet mars and other planets in the system as well as stars and moon in the universe.

    At the Centre, patrons could also be able to peer directly into outer Space both day and night and view nearby and remote heavenly bodies.

    On the telemedicine equipment, the gathering was informed that

    ABUAD had concretised its partnership with Aster DM Healthcare, Dubai, in order to help the ultra-modern multi-system hospital in the area of "tele-consulting", ‘tele-diagnosing” and tele-management".

    The Founder stated that with the acquisition of this latest equipment, the medical staff of the university would be able to receive training as well as direct support through internet communication with Dubai and other parts of the world. In other words, while not being at ABUAD physically, its partners in Dubai and other parts of the world could give instructions on procedures to be followed and administered in the treatment of any given case.

    Aare Babalola also informed the gathering that the Social and Management Sciences college, the postgraduate college and modern halls of residence were unique developments, saying some universities in Nigeria have separate buildings dedicated to the purposes intended. The structures would go a long way in enhancing research activities and postgraduate development in the fast growing

    Speaking at the commissioning of the Planetarium, Nigeria’s fo rmer P re s iden t , Ch ie f Olusegun Obasanjo, GCFR, recalled with pride, Aare Afe B a b a l o l a ’s o u t s t a n d i n g performance in national assignment which obviously provided the impetus for him to subsequently set up what turned out to be a successful private university, worthy of emulation.

    General Obasanjo recalled and described the Founder of ABUAD as a man who would not caved in the face of challenges, deployed his energy, personal resources and the massive goodwill he had garnered in his several decades of private legal practice to turn around the fortunes of the University of Lagos.

    As a result, he was twice voted the best Pro-Chancellor of all Nigerian universities and who

    was to be later elected as the Chairman of the Body of Pro-Chancellors in the country.

    Pres iden t Obasanjo who applauded the Founder for his a c c o m p l i s h m e n t s i n t h e university, stated that he was not surprised at his achievements given his antecedents as a c o u r a g e o u s , d e d i c a t e d , resourceful, compassionate and progressive leader.

    He remarked that “Aare Afe Babalola is a blessing to Nigeria just like his university”.

    ABUAD had gradual ly transformed Nigeria by setting standards for others to follow. He then promised to continue to support him in every way possible on the university project.

    Commissioning the Tele-medicine equipment, Nigeria’s Former Head of State, General Yakubu Gowon, GCFR, said

    Nigeria could drastically reduce its $2 billion yearly expenditure on medical tourism if well-meaning citizens like Aare Afe Babalola could invest in the provision of modern health care facilities in the country.

    Gowon was very emphatic in praising Babalola for devoting his time and resources in building a world-class inst i tut ion and providing an ultra-modern hospital with facilities comparable to what could be obtained in most developed countries of the world. In General Gowon’s words, “This university has become a trailblazer in all aspects.”

    General Gowon commended the university for doing well in academics, morality and in a g r i c u l t u r e . H e c i t e d t h e university’s farm set up by the Founder, Aare Afe Babalola, as a major source of employment and a veritable tool for increasing food production in Nigeria.

    Nigeria and his expanded group of stakeholders, Dr Abba Ruma paid another visit to the National Universities Commission (NUC) towards actualizing his dream of establishing a unique private university in Nigeria. The promoter, who was one time Minister of Agriculture and Education, said establishment of an Enterprise University was long overdue to address the existing gap between knowledge and skills.

    He said this when he visited NUC Abuja, and was received by the Executive Secretary, Professor Abubakar Adamu Rasheed MFR, mni, FNAL in his office last Thursday.

    The development had attracted global entities and development partners and the product resulted in the memoranda signed with big educational and health institutions across the globe.

    The promoter further stated that he came to the Commission to demonstrate his commitment towards actualization of his dream of setting up a blended university of knowledge and skills, perhaps, the first of its kind in Nigeria. Expressing his appreciation, on behalf of his team, Dr Ruma lauded the fruitful and insightful interaction held between his team and NUC which really encouraged him to proceed with this feasible project.

    The team had continued to interact with NUC to conform to t h e g u i d e l i n e s f o r t h e Establ ishment of pr ivate Universities in Nigeria. He disclosed that the proposed university had put in place addit ional s tructures and facilities beyond what was earlier accredited by the National Board for Technology Education (NBTE) bearing in mind the requirement of NUC and technical nature of an Enterprise

    university. He added that the proposed university would prove to be most effective and useful to the community, the nation and world over.

    Dr Ruma informed the meeting t h a t t h e I n s t i t u t i o n h a s Entrepreneurship and Vocational training Centres with twenty five components adding that it intended to operate dual learning management system. To achieve t h a t i n c u b a t i o n c e n t e r s , vocational skills clusters and promotion of the National Skills Qua l i f i ca t ion F ramework licensed by NBTE would be fully integrated. The framework, according to him would be interspersed with the university’s activities from inception.

    In terms of policy formulation and proper guidance, he said versatile Board of Trustees m e m b e r s w e r e c a r e f u l l y a s s e m b l e d w i t h d i v e r s e knowledge and experiences and had being assisting in putting all

    the necessary efforts and had been working assiduously to make it a reality.

    The promoter informed the Commission that the proposed university would be adequately funded saying that in addition to a dedicated company that yield a lot of accrued benefits as well as other several sources, some other interested stakeholders had signified sufficient interest to support the viable venture to its fruition and sustainability.

    Dr Ruma submitted that EUN would be a unique university billed to tame the shortages being identified in basic skills and enterprise issues in the country.

    H e s o u g h t i n t e r s e c t o r a l partnerships which he described as critical to the planning efforts for Enterprise University capable of contributing to the larger education commonwealth and to Nigerian knowledge economy.

    While thanking the Executive Secretary immensely for his full support, he stated that EUN would continue to explore partnership and collaboration opportunities at every stage of its activities locally, regionally and globally.

    In his response, the Executive Secretary stated that the promoters foray into the establishment of an Enterprise University which promised to be an impactful adventure, for the promoter and his team as well as for the NUC, since it appeared to be the first of its kind in Nigeria. He commended the promoter for h a v i n g d e m o n s t r a t e d seriousness and doggedness following the first interaction in September, 2017.

    Professor Rasheed, however, lamented that many potential p r o m o t e r s o f p r o p o s e d universities slack off after the first interaction with the NUC.

    The Executive Secretary reported that the NUC Skills Committee led by Professor Olufemi Bamiro had already made progress along the lines that universities must have to rethink in other to match theory with practice. He added that NUC became interested in participating meaningfully in the TVET revolution that promised to relate classroom training with the realities and needs of the economy.

    proposed university could bring the desired change the country had been craving for. He hoped that the World Bank as one of the NUC’s strategic partners in Higher Education would be very interested in this university.

    He cited the example of India's Sk i l l s Un ive r s i t y whe re disadvantaged young secondary s c h o o l l e a v e r s w h o demonstrated the need to learn were given the leverage to work and attend school. The NUC Scribe warned that investments in university education should not be compared with traditional investments.

    Prof. Rasheed explained that Academic investments harness and venture in research and research tools yield ideas. The ideas in turn result in products while products outcome yield money which gets reinvested in research – leading to an endless cycle of knowledge and progress.

    Professor Rasheed added that NUC had begun reviewing and r eeng inee r ing un ive r s i ty

    curricula with at least six new specific programmes. Many of the collaborating academics in these reforms, he stated, were fresh academics and doctorate degree holders who got trained by TETFund all over the globe.

    He noted that the NUC explored the desired change and showed keen interest to include individuals with ideas in every aspect of our economy. He urged the Promoter to always seek to affect the life of the ordinary man without losing sight of international models and our local needs.

    Mr. Walter Ahrey, while making hi comment being the Director, Investment Limited said “I am very excited and I was endeared to this university indicating that partnerships exist in financial i n c l u s i o n a n d b u s i n e s s o u t s o u r c i n g a s w e l l a s networking are critical even in education.”

    He mentioned that the team had commenced discussing with United Nation Industr ial Development Organisation

    (UNIDO) to collaborate in the area of agriculture. Mr. Ahrey went down memory lane by sharing his experience while working in central bank of Nigeria which equipped him in thinking about knowledge management as well as learning management.

    He said EUN would work with farmer entrepreneurs who continue to pursue their learning even as farmers. Mr. Ahrey describe the university location as apt. He informed the Commission that a business incubation center already exists and was fully functioning. The Director advocated for Public Private Partnership (PPP), blending of financing, implementation and management of projects in the running of the proposed EUN when fully operational.

    The promoter was accompanied by a large entourage some of whom were board of trustees of the proposed EUN university.

This interactive program is for all various levels and helps Students become proficient in Persian by immersing them in a Persian speaking environment for one month.

    he National Universities Commission (NUC) is in receipt of a call notice from the Islamic TEducational, scientific and Cultural

    organization (ISESCO), in Rabat, Morocco, inviting suitably qualified teachers from the Nigerian Universities System (NUS) for the ISESCO Research Grants for Young Scientists.

    The Research Grant is for young Scientists under the age of 40 in the following scientific areas: Nanotechnology, Health Biotechnology, Agricultural Biotechnology, frontier areas of Science and Technology, Applied Sciences and Biological Sciences for Masters and PhD categories respectively. The value of the research grant is $10,000 USD to be paid for a period of two years to Researchers who hold a position in Public Sector University or Government research institute where project is proposed to be executed.     Students from all universities in the world are invited to participate in the prestigious Nelson Mandela, World Human Rights Moot Court Competition in 2018. The years 2018 will not only mark the tenth year in the life of the competition, but it will also be an opportunity to celebrate the 70th anniversary of the Universal Declaration of Human Rights, and the 100th birthday of human right icon Nelson Mandela. The final rounds will be held at the United Nations Headquarters in Geneva from 15 to 20 July.

    Each year undergraduate are masters level students who wish to participate in the competition submit written legal arguments for the opposing sides in a fictional dispute involving some of the burning human rights issues of the day. The terms with the highest scores from each of the five UN regions are then invited to participate in the final oral rounds in the Human Rights Council Chamber in the Palais des Nations. The case is heard by a panel of eminent international jurists, including judges from international tribunals. Many participants have described participation in the moot as the highlight of their studies.

    In 2018 the competition will for the first time be presented not only in English, but also in French. In future years the other UN languages, namely Spanish, Chinese, Russia and Arabic, will also be used.

    The terms that are selected to the participant in the final rounds in Geneva are expected to cover their own traveling costs as well as accommodation and meals, although limited financial assistance is available.

However, refining, upgrading, applying and diffusing this knowledge in the form of improved products, services and practices also requires the dissemination of lessons and experiences between similarly motivated actors from a broad cross-section of any given society: In exploring various local challenges together from an Appropriate Technology perspective, we believe that we can contribute to a more plural, multi-centric. equitable, sustainable and ultimately more just global community.

    he National Universities Commission, cognizant of the need to streamline the operations of Part Time and Sandwich programmes in Nigerian universities, T

    had through a publication in the print media, including the Guardian and Sun Newspapers of Monday, 19th March, 2012, placed a moratorium on admission into parttime programmes in Nigerian universities. In the publication, the universities were requested to fully disclose all Part-Time and Sandwich programmes, with respect to enrolment and staffing profile, within four weeks of the publication, and to conduct in-house staff and student audit and forward same to the Commission. As a follow up to this, the Commission vide a letter dated 14 January, 2013, sent a reminder to the universities requesting those that were yet to provide information on their Part-Time and Sandwich programmes as well as affiliation arrangements to do so on or before15 February, 2013.

    GUIDELINES ON PART-TIME AND SANDWICHPROGRAMMES IN NIGERIAN UNIVERSITIES

    Below are guidelines for conducting Part-time and Sandwich programmes in Nigerian universities. All universities currently operating Part-time programmes are expected to comply with the guidelines on programme by programme basis.

    Consequently, universities still interested in running Part-time programmes are advised to forward fresh applications to the NUC on programme by programme basis.

    This is, however, subject to the readiness of the university to comply with the following extant guidelines on part-time programmes:

    1. The admission and graduation requirements, Staffing, Library and physical facilities requirements must be in line with the Benchmark Minimum Academic Standards (BMAS) for the various full-time academic programmes;

    2. For a programme to be eligible to run on part-time basis, the approved full-time equivalent must be available in the university, must have earned full accreditation and must be run within approved campuses;

    3. The enrolment into part-time programmes must not exceed 20% of total students’ population in the programme;

    4. The minimum duration of the part-time programmes must be 150% of the approved duration of the Full-Time equivalent;

    5. Approval shall not be granted for part-time programmes in Environmental Sciences, Engineering/Technology, Law, Medicine/Medical Sciences, Pharmacy /Pharmaceutical Sciences, Dentistry; and Veterinary Science;

    6. All admissions into part-time programmes must be through the Joint Admissions and Matriculation Board (JAMB). Part-time programmes must be run within approved campuses of universities where the human and material resources for the teaching of the programmes are domiciled, i.e. on the main campus of the university;

    7. Part-time programmes shall be subjected to the NUC accreditation assessment upon maturity of the programme;

    8. For any programme to be eligible for part-time mode, it must have produced two (2) sets of graduates and satisfied the Resource Verification Requirements.

    9. Commencement of a part-time programme MUST be subject to NUC’s approval. Approval of commencement of all parttime programmes must be obtained.

    The National Universities Commission shall not hesitate to apply appropriate sanctions on any university which violates any of the stipulated Guidelines on Part-Time and Sandwich Programmes. Signed

    The National Universities Commission (NUC) has observed with great concern that some Nigerian universities are running unapproved postgraduate programmes, leading to the award of Masters and PhD degrees. The Commission has also observed that some Parastatals and Institutes are awarding these same Postgraduate degrees, either on their own or through unapproved affiliations with Nigerian and foreign Universities. Such practices are not only unethical, but also antithetical to time-tested quality assurance best practices. The qualifications/awards resulting therefrom are not recognized. The Commission hereby notifies the general public that only the following universities have approval to offer postgraduate programmes at the Masters’ and Ph.D levels in Nigeria, as of 30th July, 2012:
