Decision processThere were three main events after witch
was generated the main Pilot Action:

10 priority challenges were identified in Kaunas city-region:
1. Public transport system – city-region based (Mobility )2. Eco-transport development (Mobility)3. Commuting (Mobility) 4. Authentic rural environmental style is reserved within the city development (Residential
preferences )5. Cultural development for the communities in the city and district (Residential
preferences )6. Visual and safety improvements of the local residencies (Residential preferences)7. Influence of the Elders strengthening (Residential preferences)8. The main social/public utilities services in Kaunas district (Provision of services)
9. Promotion of traditional activities/businesses in Kaunas district (Provision of services)
10. Development/strengthening of joint recreational services in Kaunas district (Provision of services )

Analysis of the Individual preferences showed need for:
Urban-rural cooperation based transport system;
eco-transport development;development/strengthening of joint
recreational services in Kaunas district.

•Quality of public transport services’ improvement• Need for creating joint urban-rural public transport communication system• Need for creating cycling paths system in Kaunas district. •Uniting urban-rural cycling paths to one system, creating various services possibilities alongside the cycling paths. •Promoting cycling paths as a way to communicate, to use eco-transport mean and to practice healthy life style, economically wise communication mean.

Describtion: Creating Cycling paths network scheme uniting urban and rural areas directly connecting it to the Public transports’ scheme.
Main aims: Creating Cycling paths network scheme uniting urban and rural areas directly connecting it to the Public transports’ scheme ensuring service quality and accessibility.
Foreseeing concrete places for terminals where urban-rural area merge.
Permanent cooperation between City and District municipalities coordinating common public transport work, traffic, taxes etc.
Geographical scope: Kaunas city and Kaunas district

management of public transport;Analyzing good practice;Creation of terminals’ strategy;Coordination possible cycling paths scheme, with
the surrounding municipalities’ cycling paths;Creation of cycling paths scheme;Following guidelines for the implementation.
