demned Tesco fortheir “one-by-one”threats and othertactics. Mr Gibneyconfirmed that:

• No workershould be takenaside, on his or herown, and threatened— with loss of pay, loss of governmentbenefits or anythingelse.

• Tesco’s “one-by-one” tactic is indirect violation ofagreed procedure asto how managementshould conduct ne-gotiations withMANDATE workersthrough their unionrepresentatives.

• Any threatenedreporting to SocialWelfare would be inviolation of DataProtection legisla-tion and other pri-vacy laws.

• Workers shouldknow that MAN-DATE has advisors inplace to help withWelfare issues, butthat no change instatus is likely to

apply — least of all tothose entitled to FIS.

However theTesco threats mayhelp to explain whythe strike did not im-mediately gather na-t i o n w i d emom en tum.

M A N D A T Epoints out that storesin Clearwater (Fin-glas), Roselawn Road(Blanchardstown),P h i b s b o r o u g h ,Drumcondra andPrussia Street(Stoneybatter) — totake just northDublin — were suc-cessfully picketed.

But a Tesco newsrelease counters that“six out of ten” of thestores in the Repub-lic had ballotedagainst strike action.

A public relationsofficer for the UK-based retailer re-fused a request tointerview Tesco Ire-land management. She would neitherconfirm nor deny theallegation that thefirm had instructedindividual storemanagers tothreaten would-bestrikers with the loss

of government bene-fits.

NEW TALKSThe Tesco/MAN-

DATE talks this weekwill tackle:

• double-timeSundays (with a dayoff ) and favourablehourly terms inTesco’s pre-1996contracts

• other benefitsadded to contractsnegotiated between1997 and 2008,which in some casesare more generousthan the pre-1996pacts

• Tesco’s policy ofpushing staff — in-cluding those with 20years of service andmore — to the post-2008 regime, withfew if any of the ben-efits of either the pre-1996 or the1997–2008 contracts.

The stakes arefar, far higher thanthe pay and condi-tions of the 128-oddDublin based work-ers still on legacy1996 contracts.

Should all work-

ers, long-serving ornew, be pushed to-wards more recentlow-pay deals, Tescocould swipe billionsfrom wage packets— here and in Eu-rope.

YOUNGER WORKERSIreland is that

rare part of Tesco ter-ritory in which theretailer is dealingwith a 100%-unionised workforce.

MANDATE’S sav-ing of the contracts— for now — will en-courage thousandsof Tesco workers inthe EU. It might evenpersuade the UK’snon-union staff tojoin up with USDAWor a similar retailunion.

Who will eventu-ally win the currentcontract battle?MANDATE and theworkers have somestrengths:

• there werenorthside pickets onTesco Clearwater,Roselawn, Phibsbor-ough, Drumcondra,Prussia Street andelsewhere

• southside hadpickets too, notablyon flagship branchesin Lower BaggotStreet and Ballyfer-mot Road

• shopper sup-port, with sales downby as much as 75% inmany picketedbranches

• huge saleslosses in individualbranches, e.g., Clear-water, Finglas, wasdown €100,000-plus

in a single day• Tesco Ireland’s

annual profits ofsome €200m-plus —with Irish margins atan abnormally high9–10% — robbingthe company of the“poverty plea”

• legal strength ofexisting contracts, which Tesco may notbe able to void uni-laterally.

But Tesco’s man-agement, here and inhead office in Hert-fordshire, outsideLondon, have theirstrengths as well:

• many youngerand foreign workerswho, though MAN-DATE members, maynot trust the union torepresent their inter-ests fully and may besusceptible to man-agement threats(such as that aboutFIS payments)

• low pay in thesector generally, giv-ing few workers acushion of cash

• Tesco’s vast warchest — hundreds ofmillions in Irelandalone — with whichto tough out any dis-pute

• Tesco’s abilityto break the strikewith non-unionworkers and man-agers

• relatively lowstrike pay, even withrecently announcedbacking from theIrish Congress ofTrade Unions

• some tacticalerrors by the union, including ham-fist-ing “questioning” ofshoppers drivinginto the car-park be-

• the morale-sap-ping effect, for strik-ers, of seeing a smallnumber of col-leagues voting to stayat work with individ-ual branches thus re-maining open.

This last is thegreatest of Tesco’sstrengths: the strikes, though vastly dam-aging to flagshipbranches, still hadthe character of a se-ries of local disputes, rather than a crip-pling national walk-

out.

MANDATE STRENGTHConversely, the

greatest MANDATEstrength will be theunion’s ability to eataway at Tescoturnover.

Clare Hall andseveral other keyDublin branches hadbeen due to take astrike ballot thisweek. This was calledoff following the con-tract victory. How-ever, had otherbranches joined thestrike, it would have

been difficult to seehow Tesco can affordto hold out, indefi-nitely, against haem-orrhaging sales.

This may explainthe managementclimb-down on the“voiding” of con-tracts.

Tesco may nowhave to re-think“Project Black”. Thisweek, the only con-tracts likely to bebroken are those theretailer signed withthe American con-sultants advisingthem on how tobreak the unions.

It is unlikely, however, that TescoUK will give up ontheir main goal: rid-ding Tesco, globally,of union representa-tion.

With branches allover Europe and theUK, it is clear that thereal savings wouldcome with a generalrout of the unions —not just the impover-ishment of a fewolder Irish workers.

Still, in Tesco’sown words, “everylittle helps”.

Addiction expert condemns “stand-alone detox”A DRUG COUN-SELOR with a re-markable record ofsuccess has con-demned governmentplans to create stand-alone heroin detoxcentres.

Phil Thompson,CEO of Tiglin Resi-dential TreatmentCentre in Co. Wick-low, offers a guardedwelcome to plans forlegal injection centresor “needle rooms”.However he feels cur-rent plans for detoxare seriously mis-guided:

“Detox centres

He agreed thatsmall centres such ashis own Tiglin, nearGlendalough in Co.Wicklow, would be“overwhelmed” ifthey had to deal withlarge numbers of ad-dicts in the mostacute stage of heroinaddiction.

“That wouldn’tbe the right idea. Weare small, catering tobetween 20 and 30people at a time. Butif we also had 3 to 6 inthe worst stages ofaddiction, and inneed of detox, wecould handle it herein Wicklow.”

However he em-phasized that thiscould only happenwith governmentsupport.

“As things stand,between fees and

subsidies, we can justabout cover the costof helping those whoare ready for rehab. We could not affordthe additional staffand facilities to takein even a small num-ber of acute cases.”

He told LocalNews that he was ex-tremely worried thatthe stand-alone detoxcentres planned bythe governmentwould waste preciousresources. Theywould, he said, turnout into the street ad-dicts whose detox ex-perience had notreadied them to facefull rehabilitation.

“Luckily, there aresome detox beds thatare properly situatedin existing rehabilita-tion centres.”

He noted with ap-proval that CuanMhuire, the largestrehab service in thecountry, already hada small number ofdetox beds — andwere planning to addmore.

“This is preciselythe model that I hopewill be followed bythe HSE throughoutthe country.”

Mr Thompsonsays he supports theefforts of Dublin WestTD Jack Chambers, and Fine Gael drugstsar Catherine Byrne,to win support andfunding for addictionissues.

However he wor-ries that they may notfully understand thesubtleties of detoxtreatment — in par-ticular, the dangers ofisolating detox pa-tients from others

whose recovery canguide and inspirethem:

“Detox is an es-sential part of the pic-ture but it’s veryimportant that theright decisions aremade as to how it’sdone and where it’sdone,” Mr Thompsonsaid.

His facility, whichrequires an extremely

demanding 16 monthcommitment, hashad a 70-plus percent success rate inproducing clientswho never return toalcohol or drugabuse.

Tiglin also treatsgambling and otheraddictions. He saidthat many of his pa-tients came fromDublin, with a large

contingent coming,

through referrals by

the HSE and others,

from the north inner

city.

BY PAUL KELLY are absolutely essen-tial,” he told LocalNews.

“But it is just asimportant to putthem in the right set-ting as it is to estab-lish them in the firstplace.”

Mr Thompson ex-plained that the at-mosphere amongstaddicts on what hecalled “the first rungof the ladder” of re-covery was often neg-ative, complainingand regressive:

“It is far, far betterto have a small num-ber of detox patientsmingling with those

who have progressedto the next step: reha-bilitation,” he said.

He warned thatthose who wentthrough detox associ-ating solely with oth-ers in the samesituation would endup reinforcing badbehaviour:

“They tend to ex-change stories, tips, ideas and memoriesof the worst aspectsof their addictive be-haviour. What theyreally need is to seeother people whohave gone further intheir rehabilitationjourney.”

Haughey scathingon inner city plansSEAN HAUGHEY (FF,Dublin Bay North)has joined othernorthside TDs inblasting the govern-ment for a “lack ofcommitment” tog a n g - t h r e a t e n e dcommunities in thenorth inner city.

And he gavechapter and verse ofspecific, constructiveideas — notably therehabilitation of thefamous Rutlandschool buildings —that have beenshelved because of“cost”.

He noted thatwhere the MulveyReport was releasedfour months late, and even then wasvague in its sugges-tions — and entirelysilent on costingsand budgets:

““When a crisisoccurs, such as thespate of ganglandcrime, the govern-ment must be seento be doing some-thing,” DeputyHaughey told LocalNews.

He said that theycreated a “mediafrenzy” for a time —but that soon there-after, interest andcommitment fromgovernment hadwaned.

He added thatthe best the MulveyReport seemed tooffer was to “rehash”existing ideas.

RUTLAND PROJECTMost shockingly,

Deputy Haugheysaid, vital and practi-cal ideas from localcommunity leadershad been ignored.

“Rutland, for ex-ample, is an historicbuilding and its de-velopment would besymbolic of faith inthe long-term spiritof the community.”

But, he said,Dublin City Councilhad now, for a thirdtime since 2000,dumped the plan asbeing “too costly”.

Deputy DessieEllis (SF, DublinNorth West) offered asimilar critique. Hesaid that the MulveyReport, and the gov-ernment approachgenerally, showed alack of sensitivity to,and interest in, localneeds:

“ S u c c e s s f u lurban regenerationhas to understandthe social, environ-mental, cultural, ed-ucational, safety,business and struc-tural needs of thearea.”

GENTRIFICATIONInstead, he said,

Mulvey focused onthe short term, andfinding a solution toan immediate crisis.

“No thought hasbeen given to thelong term, for exam-ple, the effects ofgentrification,” Ellisnoted.

Some estateagents have beenpredicting a explo-sion in Dublin 1property prices asUK firms send staff, post Brexit, to workin the nearby finan-cial services quarter.Locals say, however, that so far, jobs inthat area have notgone to people livingin the vicinity.

Finglas Concertand Marching Band

THE MICHAEL DOYLE SCHOLAR-SHIP

Up to now most of our new memberscame through other members. Recruitment isnecessary to ensure the continuation of theband and the Michael Doyle Scholarship hasensured a strong band into the future.

It is a very exciting time for the Band at themoment. For the first time in the Bands his-tory we are in a position in conjunction withMichael Doyle (Local Business man and Pa-tron of the Band) to offer a 10 week scholar-ship to children from the primary schools inthe Dublin 11 area. We have had an amazingpositive response to the scholarships andwould like to thank the Principals, teachersand pupils who have been involved in the se-lection process. A very big thank you toMichael for his generosity in offering theyoung people of Finglas the opportunity tolearn to read music and play the recorder forthe duration of the scholarship, with the po-tential of progressing to play a woodwind orbrass instrument with the Finglas ConcertBand. It is so exciting to welcome so manyyoung people as they start their band journey. The young people will not only benefit froman introduction to a musical education butwill also meet new friends, be part of a greatband which greatly adds to and benefits ourcommunity.

A very nervous group of 28 young childrenarrived for their first lesson in January and byweek 3 new friendships had been formed andthey arrived more relaxed and eager to get totheir classes. Our music teachers have re-ported that the enthusiastic group are pro-gressing very quickly and some may even beready before the end of the 10 weeks to moveon to an instrument.

The Finglas Concert and Marching Bandare always open to new members aged 8 andupwards and practice takes place on Saturdaymornings from 10am to 1pm in Beneavin Col-lege. For further information please contact086 8211366 or 087 2813240 or email [email protected]

DALYMOUNT PARKOn a very cold Friday night 24th February

the Finglas Concert and Marching Band tookto the pitch in the home of Bohemians Foot-ball Club for the very first time for the open-ing of the league between Bohs and Derry City.It was a fantastic experience for the membersand was filled with excitement and nerves inequal measures. But as usual our fabulousmusicians did themselves proud and got abrilliant reception from the fans for which weare delighted. We would like to thank BohsSecretary Stepeh Lambert for the invitation.

Music lessons offer a forum for children to build on their confidence

THE ABILITY to play a musical instrumenthas long been recognised as something thatpositively effects all other elements ofhuman development. The very act of teach-ing a child to understand music boosts allother aspects of their learning. Music andmath are highly intertwined. By understand-ing beat, rhythm, and scales, children arelearning how to divide, create fractions, andrecognize patterns. Certain instruments, such as percussion, help children developcoordination and motor skills; they requiremovement of the hands, arms, and feet. "It'slike patting your head and rubbing yourbelly at the same time. Instruments not onlyhelp develop ambidexterity, but they canalso encourage children to become comfort-able in naturally uncomfortable positions.

Music lessons offer a forum where chil-dren can learn to accept and give construc-tive criticism. Turning negative feedback intopositive change which in turn helps buildself-confidence.

As Patron of the Finglas Concert andMarching Band I feel privileged that by spon-

soring the Scholarship Program I am con-tributing to a the academic and musical de-velopment of 30 children this year in theirmost formative years.

Whenever I speak to past members of theBand I am always struck by their acknowl-edgment that their time as children learningmusic and playing with the Band in eventssuch as St Patricks Day Parades each year, they all agree that their childhood was en-hanced immeasurably because of it.

Some past members have gone on toplay in the Army Number One Band and theGarda Band, some have gone on to studymusic at a higher level in university andsome have found careers teaching music.

In 2014 I accompanied the Band on theirjourney to New York where they played in theSt Patricks Day Parade. My thoughts at thetime were that I wished that all the people ofFinglas could see for themselves how wellthe full Band performed and behaved as theyrepresented our community on a worldstage.

Exciting start to 2017 and a year of ‘firsts’

ST. PATRICK’S WEEKENDSt Patricks day is always a very busy time forthe Band as we partake in parades in Dublinand abroad. Having been honoured to marchin New York and Birmingham parades in pre-vious years we are delighted to be on homesoil this year and have been invited to join theparades in Ratoath and Ashbourne, Co Meathso come along and join in the festivities.

ANOTHER FIRST FOR THE BANDOn Saturday 18th March we are in concertwith the DeKalb High School Marching Barbsband from Illinois.. The high school band havetravelled to Ireland to participate in the DublinCity St. Patricks day Parade. This is a great op-portunity to hear this 100 strong AmericanBand and also to enjoy the performance of ourSenior Band.

The missingGarda inDublin WestCLLR PAUL DONNELLY has said that the fig-ures he received from the Joint Policing Com-mittee (JPC) has shown a massive drop inGarda numbers since the employment em-bargo was introduced and also a significant14% increase in burglaries in from July to De-cember 2016.

Cllr Donnelly said “I understood that wewere struggling with Garda numbers in our re-gion however the figures presented to the JPCon foot of my questions is utterly shocking”

“There figures show that we lost 1 inspec-tor, 12 Sergeants and 30 Gardaí since the in-troduction of the embargo on recruitment. The numbers are startling, we had 5 Inspec-tors, 29 Sergeants 154 Gardaí several yearsago and now are at an all time low of 4 Inspec-tors, 17 Sergeants, and 134 Gardaí.

“The people of Dublin West know the realeffects on the ground. Just the other day inMulhuddart, citizens made an arrest of an in-dividual who assaulted a young mother andtried to steal her car, many involved com-mented on the length of time it took to get aGarda response whilst ordinary citizens heldthis person on the ground”.

“This poor response time to requests fromcitizens in not unusual, despite the profes-sionalism of the Gardaí who work relentlesslyto provide a quality service to the commu-nity”.

“Fine Gael claim to be the party of “lawand Order”. The reality is much different onthe ground for the people of Dublin West.

“The people want a government that takesits role of providing the correct number ofGardaí for the people of Dublin West”.

Cabra Boxing Club held an invitation tournament at their club recently and quite anumber of clubs from across the city including Donore and Glasnevin, Crumlin as wellas from surrounding counties took part in the very successful event.

Chambers calls for capital’s new deal on addictionDUBLIN WEST TDJack Chambers (FF)has told Local Newsthat his own study ofaddiction treatmenthad convinced himto support super-vised heroin injec-tion rooms.

However DeputyChambers insistedthat the capital hadbeen short-changedin the provision ofbroader, more long-term treatment facil-

those horrors if in-jection took place in-doors, and undersupervision.

But there wereother benefits,Chambers noted.

The “needleroom” would oftenbe a first point ofcontact — possiblyfor years — betweenthe addict and thehealth professions:

“We must alsofocus on establishingmore long-term so-lutions that willreach everyone suf-fering from life con-trolling addictions.”

Chambers saidthat he was particu-larly alarmed andsurprised at how dif-ficult it was forteenage addicts andalcoholics to gettreatment:

“We must ad-dress the limited op-tions available foryoung people tryingto detox.”

REHAB CEN-TRES

He noted thegood work beendone by privatetreatment centres

such as Tiglin inCounty Wicklow. While the state al-ready contributed tothe funding of suchcentres, Chambersinsisted that anymove to bring in in-jection rooms shouldcarry with them a re-newed commitmentto rehab establish-ments like Tiglin.

Tiglin ResidentialTreatment Centre, near Glendalough inCo. Wickow, followsthe Teen Challengeprotocol that hassaved thousands ofteenagers and youngadults, worldwide, from addiction.

Tiglin is uniquein Ireland in requir-ing a full, 16-monthcommitment by theclient. (Centres likeCuan Mhuire oper-ate on a standard ofsome three to fivemonths of residentialcare.)

It is a male-onlycentre and, notwith-standing its supportfor Teen Challenge,

caters to clients wellinto their 40s and50s.

Fees are extraor-dinarily low, particu-larly compared toprivate operationslike St John of Godsand The Priory.

Those on SocialWelfare simply pay aportion of that sub-sidy, with the HSEand other govern-ment agencies pick-ing up the balance ofTiglin’s operatingcosts.

“Less than a thirdof the 144 detox bedsfor the nation as awhole are in Dublin,”he said.

“This is clearlyunfair, as the vastmajority of addictslive in the capitalcity.”

Meanwhile, hesaid, the new laws oninjecting would ben-efit more than the

addicts:“An injection

Be yourown lifecoachClinical Hypnotherapist

KIERAN FITZPATRICKadvises in his regular column onhow to achieve your goals.

I HAVE WRITTEN before here about my successin helping people quit smoking safely, easilyand permanently. With the continuing popu-larity of “Electronic Cigarettes”, “eCigarettes”or “Vaping”. I am now getting enquiries frompeople trying to quit those! People finding thatthey are now just moving their addiction fromcigarettes to vaping!

I have written about how some people arenervous of “Hypnosis”. But now, all of the re-sults formerly achieved using Hypnosis cannow be achieved using Cognitive and Visualisa-tion Techniques while you are fully awake. Sothere is no excuse anymore!

The Stop Smoking process that I use worksimmediately with “Vaping” too. In the vast ma-jority of cases, it works in just one session. Afterthe session, there are no cravings and no nico-tine withdrawal symptoms. It works out as oneof the cheapest methods of quitting when com-pared to long periods on patches, chewinggum, drugs, etc. It is certainly cheaper thansmoking, or continuing “Vaping”. And the costwill have been saved in no time.

Another cost to remember, which is notonly a financial one, is the cost of disease andillness in later life. Ecigarettes have lately beenshown to be less harmful than smoking, but arestill an unknown quantity.

There is no weight gain after quitting usingmy methods. This is a worry, especially formany female smokers who believe that smok-ing or vaping keeps them slim.

In order to be successful, all you need is anabsolute commitment to quit. Once you havemade this decision, my methods make it easy.No cravings, no withdrawal symptoms, noweight gain.

So, why does it work? And why do I haveover 95% success rate?! Because you leave mysession feeling a wonderful sense of achieve-ment, and success. Feeling very proud of your-self and full of self confidence. You feelincredible willpower, which not only helps youto stay off any cigarettes, but also makes othergoals in life achievable and easy.

You leave as a happy, clean and healthynon-smoker, free from cigarettes or replace-ments. You feel great. Healthy, positive and mo-tivated not only about being a non-smoker, butalso about life and the future in general. You feelin control and back in charge of your life, morefull of life and very relaxed. And you will feelthese feelings every time you realise that youare a non-smoker.

During the session, using just logic whiletalking, we change all the negative beliefs andexpectations about smoking, so that you neverthink of nicotine in the same way again.

For example, you will know that you are notaddicted to nicotine anymore. (A big statement, but I will prove it to you!) You will absolutelyknow and feel that there is nothing for you tofear about quitting. You will know that younever need to smoke again and that you arefree! You become, as you were in the beginning, happy as a non-smoker, hardly ever even think-ing about cigarettes again.

For more information or to make an ap-pointment I can be contacted by phone oremail at the number, web and email addressbelow. You can also subscribe here to have thesearticles emailed to you if you’ve missed some.
