The year 2020 is an essential year for EANET. Itmarks two decades of EANET’s presence in theregion. It is a significant moment for EANET toreflect how far the network has been progressingtowards the achievements of its objectives.  The Fourth Report for Policy Makers of EANET(RPM4) titled “Towards Clean Air for SustainableFuture in East Asia through Collaborative Activities”was launched on the margins of the IG21 in Beijing,China, in November 2019. The report lists theachievements of EANET since the establishment ofthe network. One of the most significantachievements in two decades, of course, the factthat all participating countries have established andare operating national monitoring sites following theEANET technical manuals and guidelines. Theparticipating countries have been submitting dataregularly to the Network Center (NC) for regionalassessment. In addition to that, the network haspassed the knowledge of acid deposition and airpollution to other stakeholders through its capacitybuilding activities. At the same time, the participating countries havebeen showing various progress in addressing aciddeposition and air pollution.

Collectively, the Third Periodic Report on the State ofAcid Deposition in East Asia has been showingsignificant improvement in SO2 concentration in manyurban sites in the Southeast Asia region since 2000.The report indicated that the improvements could havebeen linked to the pollution reduction policy applied inmost cities in the region. In addition to that, the report on the Proposed Ideas ofthe Participating Countries for the Next Medium TermPlan (MTP) for the EANET (2021-2025) mentioned theacknowledgment of the participating countries onexcellent progress of EANET in acid depositionmonitoring cooperation. EANET has fostered a regionalacid deposition monitoring methodology and scientificexchange platform in recent years and contributed tosolving acid deposition problems in East Asiagradually.  After two decades and considering the success ofEANET in tackling the acid deposition problem, we arelooking forward to seeing the potential role that EANETcould do in the future. This role should be reflected inthe next MTP for the EANET (2021-2025).

transboundary haze pollution, has become the mostprominent and pressing environmental problem inthe ASEAN region. “In order to solve the pollution, we need to reviewthe relevant national policies and legal framework,linking with existing and upcoming laws, policiesand regulations to detect and monitor current onpollution sources constantly. It is also required forpreventing and reducing air pollution to improve airquality globally through its monitoring andassessment activities linked to advancedtechnology,” says the Minister. The Minister mentioned the need to take responseactions for climate change mitigation measures,awareness-raising to all relevant stakeholders,capacity building, and integrated approaches fornational and international cooperation inimplementing sustainable development of theenvironment. He believed that EANET activities areplaying a critical role in providing a betterunderstanding of the consequences of air pollutionand acid deposition on human health and thenatural environment. During the workshop, the experts from EANET andinvited participants made the presentations anddiscussion on the current status and developmentof acid deposition and air pollution monitoringactivities in EANET member countries, effects ofclimate change on acid deposition and air pollution,group discussion on the current situation,challenges and effective implementation formitigation of air pollution. The participants had theopportunity to discuss challenges, opportunities,and potential solutions on air pollutions and aciddeposition problems from different sectors.

The Secretariat for the Acid Deposition MonitoringNetwork in East Asia (EANET), in collaboration with theDepartment of Meteorology and Hydrology (DMH),Ministry of Transport and Communications (MoTC),Myanmar organized the EANET National AwarenessWorkshop in Myanmar from 24-25 February 2020 inNay Pyi Taw, Myanmar. The opening ceremony was attended by the UnionMinisters for the Ministry of Transport andCommunications, Deputy Ministers for the Ministry ofTransport and Communications, and the Ministry ofNatural Resources and Environmental Conservation,Permanent Secretaries for the Ministry of Transportand Communications, the Ministry of NaturalResources and Environmental Conservation, and, theMinistry of Education, Head of Departments. Inaddition, representatives from Secretariat for theEANET, Network Center, government officials,academicians, non-government organizations, andprivate sectors also attended the opening ceremony. A total of 60 delegates and participants from differentsectors, such as agriculture, industries, transport,forestry, health, and education, as well as policy makersattended the workshops.  They consisted ofrepresentatives of government officials, civil societyorganizations, development agencies, universities, andprivate sectors. The two days’ workshop aimed tofacilitate sharing and learning platforms and toincrease understanding of issues related to theprevention of air pollution and increase knowledge andunderstanding of workshop participants in managingair quality in their work. In his Welcome Remarks, Mr. U Thant Sin Maung, UnionMinister for Ministry of Transport and Communications,mentioned that air pollution, especially in

EANET organized the 21st Session of theIntergovernmental Meeting (IG21) on the EANET inBeijing, China, during 12-13 November 2019, attendedby representatives of thirteen participating countries. Representatives of the participating countries, namelyCambodia, China, Indonesia, Japan, Lao PDR,Malaysia, Mongolia, Myanmar, Philippines,Republic of Korea, Russia, Thailand, and Viet Namattended the IG21. Besides the countries,representatives of United Nations EnvironmentProgramme (UNEP);  the Secretariat and Asia Centerfor Air Pollution Research (ACAP), the NetworkCenter (NC) for the EANET; Regional Resource Centrefor Asia and the Pacific, Asian Institute of Technology(RRC.AP/AIT) also participated in the Session byinvitation.

As the outcomes of the Session, the IG21endorsed progress activities of EANET in 2019, as well as approved work programme andbudget in 2020, and provided guidance andconsideration on the future direction of EANETin tackling acid deposition and air pollutionissues in this region. In that occasion, the Vice Minister ZhaoYingming, Ministry of Ecology and Environment,People’s Republic of China, delivered theopening remarks. He welcomed allrepresentatives of the participating countries.He mentioned that China has been focusing onthe solution of air pollution, including aciddeposition, as a priority area for improvingpeople’s livelihood.

EANET, together with partner organizations andinitiatives, successfully organized the AwarenessForum on Prevention of Air Pollution in Asia Pacificfrom 25 to 27 June 2019 in Bangkok, Thailand.More than 130 participants from 16 countries,including representatives of government officials,civil society organizations, academicians,international organizations, and private sectors,participated in this sharing and learning event. The two-day forum highlighted that air pollution iscurrently one of the top priority concerns at theregional and global level, which proved that no singlecountry could solve this problem alone. It requirescollaboration from all stakeholders to take action inmaking significant impacts. EANET organized the forum as a two-day Forum andone day Site Visit to Automotive EmissionLaboratory of Pollution Control Department,Thailand, and Bangkok Metropolitan Administration.It provided an opportunity for countries to shareexperience and at the same time, to gain specificcontent information that can strengthen theircapacity. The forum was the avenue to discuss variousaspects of the prevention of air pollution.

It included the current status of air pollution,forecasting air pollution based on air quality monitoringprogram, designing air pollution program that givessignificant impacts and designing awareness raising ofair pollution programs, as well as potential efforts instrengthening partnership amongst stakeholders. To support Thailand in tackling air pollution problems,Thailand Air Pollution Session was organized on themargins of Regional Forum on Prevention of AirPollution in Asia Pacific on 25 June 2019. SeventyThailand provincial officers attended this event. TheThailand Air Pollution Session highlighted the issue ofthe prevention of air pollution in the national/provincialcontext. Learning from other countries’ experiences, afew representatives of EANET participating countriesshared their experience in tackling air pollutionproblems at the city or provincial level.

The Ministry of Energy, Science, Technology, Environmentand Climate Change (MESTECC), Malaysia, and theSecretariat for the EANET organized the NationalAwareness Workshop in Putrajaya, Malaysia, from 26 to28 November 2019. EANET organized the workshop tofacilitate sharing and learning platforms and to increaseunderstanding of issues related to the prevention of aciddeposition and air pollution that contribute to theachievement of EANET objectives. More than 100 national participants from governmentofficials, academicians, non-government organizations,and private sectors attended the workshop. The workshopencouraged the participants to disseminate knowledgeand information towards their peers or other potentialgroups. In her Opening Remarks during the Opening Ceremony,Ms. Noorsham Binti Abdul Latip, Senior Undersecretary,MESTECC, emphasized the importance of internationalcooperation for the solution in tackling acid depositionproblems. The workshop provided information about EANET andactivities as well as specific information about the impactof air pollution on health.  The workshop also highlightedother air quality related issues, such as e-mobility andearly warning systems of air pollution.

19th Scientific Advisory Committee Meeting ofEANET The Scientific Advisory Committee (SAC) of EANET heldits 19th Session (SAC19) from 8-10 October 2019 inSiem Reap, Cambodia. The Secretariat and the NetworkCenter (NC) for the EANET organized the Session incollaboration with the General Directorate ofEnvironmental Protection, Ministry of Environment,Cambodia. The SAC members from 13 participatingcountries attended the meeting. The Session acknowledged the following reports,among others: Report on the Progress of theEANET since the Eighteenth Session of the ScientificAdvisory Committee (SAC18) and the Financial Reportof the Secretariat and the NC in 2018. The Session alsoadopted the following reports, among others: EANETData Report 2018; Report on Inter-laboratoryComparison Projects 2018. The Session discussed and made suggestions/recommendations on the following reports, amongothers: Updated National Monitoring Plans of theParticipating Countries; Progress Report on theActivities of the Task Force on Monitoring for DryDeposition;

Progress Report on the Activities of the TaskForce on Soil and Vegetation Monitoring;Consideration of the Establishment of the DraftingCommittee (DC) of the Fourth Periodic Report onthe State of Acid Deposition in East Asia(PRSAD4); Consideration of the Proposed Ideas ofthe Participating Countries for the Next MediumTerm Plan (MTP) for the EANET (2021-2025) fromthe scientific and technical viewpoints;Consideration of the EANET Science Bulletin(Vol.5); Consideration of the Report of Progresson the Cooperation with World MeteorologicalOrganization, Global Atmosphere Watch(WMO/GAW); Consideration of the Draft WorkProgramme and Budget of the EANET in 2020from scientific and technical viewpoints. The Session was updated on the RelevantScientific Activities on the progress of Preparationof Acid Rain 2020 and Clean Air Week; JointResearch Activities on Model Inter-ComparisonStudy in Asia (MICS-Asia); and Preparation ofEANET National Awareness Workshop inMalaysia.

Working Group Meeting on Preparation ofDevelopment of the MTP for EANET (2021-2025)

Report on the Implementation of the Medium TermPlan (MTP) for the EANET (2016-2020); Ideas ofparticipating countries for the Next MTP for theEANET (2021-2025); Small Group ThematicDiscussion, Report from Small-Group ThematicDiscussion and Wrap-Up, and Next Steps. Through the discussion above, the draft document“Proposed Ideas of the Participating Countries forthe Next Medium Term Plan (MTP) for the EANET”was developed for further comments from theparticipating countries as well as the Report of theMeeting. For the promotion of the discussion at theSessions of the SAC19 and IG21, the SynthesisReport on Proposed Ideas of Participating countriesfor the Next MTP (2021-2025) for the EANETsummarizing all proposed ideas of the participatingcountries has been prepared. In order to discuss future potential collaborationwith the EANET, following relevant internationalorganizations also attended and presented theirideas of future potential collaboration, amongothers: Asia Pacific Clean Air Partnership (APCAP);Secretariat for the Convention on Long-rangeTransboundary Air Pollution (CLRTAP); Secretariatfor Malé Declaration on Control and Prevention ofAir Pollution and Its Likely Transboundary Effects forSouth Asia (Malé Declaration); Climate and Clean AirCoalition (CCAC); Integrated Program for Better AirQuality (IBAQ), Clean Air Asia (CAA); North-East AsiaClean Air Partnership (NEACAP); ChemicalCoordinating Centre (CCC), the CooperativeProgramme for Monitoring and Evaluation of theLong-range Transmission of Air Pollutants in Europe(EMEP).

The Secretariat for the EANET organized the WorkingGroup Meeting on Preparation of Development for thenext Medium Term Plan (MTP) for the EANET (2021-2025) in Bangkok, Thailand, from 20 to 21 August 2019.The meeting was attended by the National Focal Pointsof EANET or representatives from 13 participatingcountries. The meeting served as the avenue to collect ideas andsuggestions from countries on the needs as well as onactivities to be included in the next Medium Term Plan(MTP) for the EANET, which will be started in 2021. Theprocess of development of the MTP will continue in2020 and to be finalized and approved at the 22ndIntergovernmental (IG) Meeting (IG22) on the EANETtowards the end of 2020. In order to allow the participating countries to provideideas to be included in the development of the nextMedium Term Plan for the EANET (2021-2025), theSecretariat organized the Working Group Meeting onPreparation of Development of the Medium Term Planfor the EANET (2021-2025). Thailand. Representativesof the participating countries, namely Cambodia, China,Indonesia, Japan, Lao PDR, Malaysia, Mongolia,Myanmar, Russia, Thailand, and Viet Nam (except forPhilippines and Republic of Korea) participated in themeeting. Representatives of United NationsEnvironment Programme (UNEP) Asia and the PacificOffice; the Secretariat and the Network Center (NC) forthe EANET; Regional Resource Center for Asia and thePacific, Asian Institute of Technology (RRC.AP/AIT)attended the meeting. The meeting discussed the following issues:recommendations of the Mid-Term Review (MTR)

To enable countries conducting the monitoringactivities of acid deposition and related chemicals in asystematic manner and also to enable the EANET toprovide guidance and support, the participatingcountries are required to develop their NationalMonitoring Plan (NMP). The NMP, reviewed every yearby the participating countries, includes the informationon monitoring sites, monitoring methods, the frequencyof monitoring, and other crucial information. Theinformation is vital for quality assurance and qualitycontrol (QA/QC) activities of EANET to enable EANET toproduce credible data continuously.

20th Senior Technical Managers’ Meeting

The Senior Technical Managers’ Meeting (STM)of EANET is organized every year, inviting allsenior technical managers of EANET NationalCenters in its thirteen participating countries. Inthe meeting, the senior technical managers of thenational centers will report the progress of theirmonitoring activities, to review the NMPs, or toreport problems and support needed from theNetwork Center (NC) and the Secretariat. It iscrucial to evaluate the NMP every year to ensurethat the EANET activities implemented accordingto the NMP. Additionally, it will ensure thesuitability of the completed activities as perNMPs and to review the progress and resultthoroughly. In 2019, the EANET organized the 20th STM(STM20) Meeting in Kuala Lumpur, Malaysia, on4-5 September 2019. The major discussion itemsof the STM20 were as follows:  Report onProgress of the EANET since the STM19;Overview of the Preliminary Draft Data Report2018; Evaluation for the Results of the Interlaboratory Comparison Project 2018;Consideration of follow-up action on the Inter-laboratory Comparison (ILC) project;Consideration of the National Monitoring Plans(NMPs), Current Monitoring Activities for theEANET Monitoring and Overall Air ConcentrationMonitoring Status of the  Participating Countries;Report on the survey on training activities.

The Network Center for the EANET, in collaboration withthe International Co-operative Programme onAssessment and Monitoring of Air Pollution Effects onForests (ICP Forests) under the Convention on Long-range Transboundary Air Pollution (CLRTAP), UnitedNations Economic Commission for Europe (UNECE)organized a workshop on the Regional ImpactAssessment of Atmospheric Depositionand Air Pollution on Forest Ecosystems (RIWS) in Niigata,Japan, from 21 to 22 November 2019.

The workshop aimed to facilitate the exchange of theinformation on the current condition of atmosphericdeposition/ air pollution and on the regional impactassessment of atmospheric deposition/air pollution onforest ecosystems.

The scientists and experts from theEANET participating countries andEuropean networks, including ICPForests and International CooperationProgramme Modelling and Mapping(ICP M&M) under CLRTAP, UNECEattended the workshops. Scientistsfrom China and Japan participated inthe workshop as resource persons.

The participants had the opportunityto discuss the possibility of scientificcooperation between ICP Forests andEANET.

One participant from Malaysia, Myanmar, Russia, VietNam, and two from China participated in the EANETindividual training at the ACAP (NC) from 1 to 19 July2019. They attended monitoring training on wetdeposition, dry deposition, soil/vegetation, and inlandaquatic environment monitoring, data management,and automatic monitoring of air concentration suchas ozone and PM2.5. The training is an annualcapacity building program of the EANET. In April 2019, Indonesia had requested the NC toaccommodate four trainees from the country fundedfrom the Indonesian Government budget. Afterthe planning process, NC invited and hosted fourtrainees from Indonesia in Niigata, Japan, from 1 to29 October 2019. They received training on wetdeposition, dry deposition, environment monitoring,data management, and automatic monitoring of airconcentration such as ozone and PM2.5 as well assample analysis in the laboratory in line with theirrequests.

EANET monitoring data site was renewed duringthe same time of revamping of the EANETwebsite in April 2019. As a result, it is nowpublicly available in a much-improved layout at:https://monitoring.eanet.asia/document/public/index EANET monitoring data site provides variousinformation such as EANET Data Reports andInter-Laboratory Comparison Project Reports inPDF format, while monthly and annual data of wetdeposition, dry deposition, soil & vegetation,inland, and catchment are available in Excelformat.The new system enables the data users to obtainthe raw data in a shorter time. To obtain the rawdata such as hourly, weekly, and bi-weekly data ofwet and dry deposition monitoring in CSV format,the data user can input registration informationand submit it on the website. After approval,identification code (ID) and password (PW) foraccessing data archives will be sent by email.

EANET IndividualTraining in 2019

Revamping of the EANET website(www.eanet.asia) was completed in April 2019.The current EANET website is available in bothdesktop and mobile versions. The sections inthe EANET website follow the sitemap of theprevious website with additional features to makethe website more informative.

The 2019 EANETResearch FellowshipIn February 2019, the NC sent a letter to the NFPs andthe SAC members inviting applicants for the researchfellowship in 2019. In response to the invitation letter,the NC received seven applications from 5 countries,namely China, Mongolia, R. of Korea, Russia, and VietNam. The Selection Committee of the NC considered theproposed research plans submitted by the applicantsand decided to invite researchers from China, R. ofKorea, and Viet Nam. Due to the unforeseen situation,applicants from Viet Nam and R. of Korea could notattend the fellowship program. Therefore, only oneresearcher started her work in ACAP for eight weeks,from October to December 2019.

The Individual Training of the Network Center (NC)has been conducted every year by utilizingadditional budget activities of the EANET. To date,the program has been proven effective in improvingthe capacity of acid deposition and relatedair pollution monitoring capabilities in theparticipating countries. In 2020, the NC plans to hold the Individual Trainingbetween 16 November to 4 December 2020 inNiigata, Japan. A letter has been sent to theNational Focal Points (NFPs) to nominate thetrainees to attend the training. Six participantswill be selected on a competitive basis to join theprogramme.  This year, the training includes various contents,such as wet and dry deposition monitoring, soil/vegetation monitoring, inland aquatic environmentmonitoring, data management, automaticmonitoring of air concentration such as ozone, andPM2.5, including the maintenance of sampler.  The EANET expects candidates to be the personswho have been involved in EANET monitoringactivities with adequate English capacity to followthe training.Since the training is focusing on technicalmonitoring, persons in charge of administrative jobsare not the target group of this training. The expenses for the trainee attending the trainingwill be borne by the NC, which includes economyclass round-trip airfare from the nearestinternational airport of the origin country toNarita/Haneda/Niigata Airport, other necessarytransportation fees, hotel accommodation chargesand DSA (Daily Subsistence Allowance).

Publication Highlight: The Fourth Report forPolicy Makers

EANET launched its Fourth Report for PolicyMakers (RPM4): Towards Clean Air forSustainable Future in East Asia throughCollaborative Activities on the margins of the21st Intergovernmental Meeting of EANET(IG21), 12 November 2019, in Beijing, China. TheReport is available on the EANET website. Thisreport informs policymakers of the results fromthe analysis of monitoring during the period2010-2014 and trends in the past 15 years, asreported in the Third Periodic Report on the Stateof Acid Deposition in East Asia (PRSAD3). In addition, it highlights the adverse impacts ofacid deposition and air pollution on human healthand the economy and reports on newdevelopments related to air pollutionmanagement, especially ozone and particulatematter. 

It also introduces strategic initiatives to achieve cleaner air including challenges in air quality managementand motivation for an integrated approach, significant achievements by the participating countries of theEANET, and the way forward for sustainable development goals (SDGs) to promote healthy, safe andsustainable life as well as to protect terrestrial ecosystems.
