MYANMAR PHILATELIC SOCIETY At the 22 nd FIAP Congress held in Singapore on 3 August 2019, the membership application from Myanmar Philatelic Society was approved unanimously, hence became the new addition to the FIAP Family. Myanmar Philatelic Society was founded in 2011, starting with about 30 members from Yangon. They have more than 100 members coming from different townships throughout Myanmar todate. It is the visit of high ranking official from FIAP for the first time ever in history. (Continue from page 1) After the coffee break, the session resumed. Commentary and questions were raised on the subject matter of further development of Philately in Myanmar. After the discussions, Dr Chirakiti and U Mya Thaung exchanged the gifts. U Sit Aung, Vice President of Myanmar Philatelic Society delivered the thank you speech to conclude the meeting. The meeting ended at 4:20 pm after conducted the group photo session. After the meeting, Dr Chirakiti and the executive committee members of Myanmar Philatelic Society headed to Golden Duck restaurant, Kandawmin Garden for the networking dinner hosted by Myanmar Philatelic Society. 12 attendees attended the dinner. All members and executive committee members of Myanmar Philatelic Society had a wonderful day of exchanging opinion, new friendship and knowledge. Myanmar Philatelic Society acknowledged Dr Chirakiti for his time and dedication to make this meeting happened and hoped Dr Chirakiti also had a pleasant stay in Yangon.

MESSAGE FROM FIAP PRESIDENT

The year 2020 started with a bright prospect of three exhibitions for enthusiastic philatelists in Asia, two of which are FIAP exhibitions; NZ 2020 in Auckland during March 19-22, 2020 and TAIPEI 2020 in Chinese Taipei during October 23-27, 2020 and the other one is FIP World Stamp Exhibition INDONESIA 2020 in Jakarta, Indonesia during August 6-11, 2020. However, the unforeseen COVID 19 outbreak which began at the end of 2019 had affected most of the world activities including our philatelist activities. NZ 2020 was forced to postpone/cancel just days before the exhibition started as a result of the announcement from the government that there would be a lockdown and compulsory 14 days quarantine/self-isolation for all visitors coming into New Zealand. INDONESIA 2020 and TAIPEI 2020 were also forced to postpone to 5-10 November 2020 and 4-8 June 2021 respectively. The planned FIAP Executive Committee meeting in Hanoi in February was also postponed to May and ultimately cancelled due to this COVID pandemic outbreak. The COVID-19 pandemic resulted in lockdown in many countries, restrictions imposed on the mobility of people and social gathering was prohibited, causing inconvenience and disruption which resulted in postponement/cancellation of countless events. Under such unpleasant circumstances, however, there are also opportunities with it for philatelists; we have more time to review and improve our precious collections, reading all the journals and books that we have planned to do but have not had adequate time to do so in the past. Many societies and philatelic groups have hosted online presentation, meeting and discussing philately such as Australian Philatelic Federation, Hong Kong Philatelic Society, Indonesian Philatelic Exhibitors Association, Myanmar Philatelic Society, etc.; others have hosted online exhibitions such as Bangladesh National Philatelic Association, Philatelic Federation of South Africa, etc. I believe that all of us have used the opportunity to spend time during this COVID pandemic fruitfully in doing things we wanted to do. Please be careful with this COVID pandemic, stay safe, healthy and happy. Look forward to seeing you all again after this COVID pandemic is over.

A CITATION ON MR MICHAEL HO A NEW SIGNATORY TO THE ROLL OF DISTINGUISHED PHILATELIST

Prakob Chirakiti

Michael Ho is one of the Asian senior philatelists who is known worldwide. He had formed exhibits in many classes, winning the FIP Grand Prix International and the FIP Grand Prix d’Honneur from his famous traditional exhibit “China - the Small Dragon”. He also won the FIP Large Gold awards for his traditional exhibit “Bolivia: the 19th Century US Banknote Company Issues” and postal stationery exhibit “The Postal Stationery of Nicaragua”. He won the FIAP Grand Prix National from his traditional exhibit “China - the Small Dragon” and the FIAP Grand Prix d’Honneur from his traditional exhibit “Bolivia: the 19th Century US Banknote Company Issues”. In addition to forming various exhibits, he also wrote the book “China: the Small Dragon” which won a FIP Large Gold medal. Michael has been well recognized as a FIP accredited Juror, he was accredited as Team Leader in Traditional philately, Postal History, Literature and Expert Group. He has judged in FIP exhibitions more than 10 times and served as the FIP Consultant for BANDUNG 2017. He also judged in FIAP Exhibition more than 20 times, while serving as Jury president for a few times and serving as FIAP Coordinator for BANGKOK 2007, BANGKOK 2010 and SHARJAH 2012. Michael has served as FIAP Executive Committee Secretary from 2005 to 2009 and as Vice President from 2009 to 2013. He was granted the Honorary Membership of FIAP in recognition of his contribution to Philately in 2013. Michael was invited to sign the Roll of Distinguished Philatelist in 2019 in recognition of his contribution and devotion for World Philately. A well-deserved recognition. He is the first person from Chinese Taipei to be granted such recognition. Congratulations to Michael and thank you for your kind contribution and devotion to Philately.

POSTAL STATIONERY ON-LINE MEETINGS Ian McMahon, A/g Chairman FIP Postal Stationery Commission

With philatelic societies and stamp clubs being unable to meet, many have begun to hold on-line meetings. While the time zone differences often make it difficult to include everyone, many people have been attending the on-line meetings of overseas societies which they otherwise would not be able to attend. Lars Engelbrecht gave an on-line presentation on exhibiting postal stationery on 27 April as part of the Philaminars 2020 on-line series. This was an excellent presentation as those who have been to Lars’s presentations over the years would attest. The Postal Stationery Society of Australia (PSSA) has held three online meetings with people attending from across Australia and from around the world. The first PSSA online meeting was on 14 May 2020. Twenty-six people attended including members from around the world to hear a presentation by Ian McMahon on the Postal Stationery of Canada: Envelopes and Postcards from Queen Victoria to King George V. The second on-line meeting was on 11 June 2020 with Malcolm Groom presenting on the Embossed Postal Stationery of Tasmania. The Postal Stationery Society of Australia held a joint on-line meeting with the Postal Stationery Society (PSS) on 11 July 2020. UK Queen Victoria Stamped to Order Cards / Australian Airletters and Aerogrammes 1944-66 by Maurice Buxton and Frank Pauer. Videos of the second and third meetings can be found on either the Postal Stationery Society of Australia Facebook page or the FIP Postal Stationery Commission Facebook Page. The presentations on Canada, Tasmanian Embossed Envelopes and Australian Airletters can be found on the PSSA website (www.postalstationeryaustralia.com).

The ability to hold on-line meetings could be a great boost to specialist societies and societies with a widespread membership as well as to collectors in regional areas who find it difficult or impossible to attend meetings and to have contact with other collectors. Online meetings may well continue after the restrictions due to the current pandemic ends.

For future on-line presentations keep an eye on the websites of the Royal Philatelic Society of London (https://www.rpsl.org.uk/News-Events-Meetings/Online-Presentations) and the Collectors Club of New York (Sandeep Jaiswal’s presentation on Indian States illustrated on the left) and The American Philatelic Society for on-line programs. The FIP Postal Stationery Commission will run an online presentation later in the year.

Another development has been virtual exhibitions. The South African Virtual Philatelic Exhibition Savpex has been held for a number of years. Savpex 2020 was held in August 2020 and was a competitive ‘One Frame Virtual Exhibition’. It was open to all members of Societies affiliated to The Philatelic Federation of South Africa (PFSA) and all members of FIP Federations. Other countries are now planning to hold virtual exhibitions including Bangladesh (PHILEX 2020, First Online Philatelic Exhibition in Bangladesh), Australia (Australian Virtual One-Frame Exhibition, AusVipex 2020), India and the USA. With physical exhibitions cancelled or postponed, these exhibitions offer an opportunity for postal stationery collectors to prepare and enter a one-frame postal stationery exhibit.

NZ2020 – 37TH ASIAN INTERNATIONAL STAMP EXHIBITION 19-22 MARCH 2020 Ellerslie Event Centre, Auckland

Norman Banfield 2017: a meeting with FIAP at BANDUNG 2017 saw the start of preparations for the first international exhibition in New Zealand for 30 years and everyone was looking forward to it. From that meeting onwards, everyone worked hard planning a 1200 frame FIAP exhibition. All frames were upgraded with new centres and strips to hold pages.

Then the Covid-19 pandemic erupted. In the weeks before the exhibition China, Korea, Qatar and Kuwait placed bans on travel and other Commissioners and Jurors were unable to obtain visas to travel to New Zealand. This meant a large number of exhibits and overseas dealers would not be present. Then on Saturday 14th March the New Zealand Government imposed a 14 day self-isolation period on all arrivals into New Zealand – this made it impossible to hold an international exhibition. The Organising Committee had to decide whether to cancel the exhibition or to change it to a National exhibition – the latter was chosen and “NZ2020” became a New Zealand National Exhibition. The competitive exhibits were the New Zealand entries from the FIAP exhibition.

When exhibits were unable to come from China, Korea, Qatar and Kuwait this left around 180 frames empty. Jenny Banfield was appointed Replacement Display Commissioner with the job of asking New Zealand exhibitors to provide exhibits to fill these frames. Everyone readily agreed to do so and 189 frames were filled within 10 days. The Philatelists Association of Thailand kindly provided good quality photocopies of 110 frames of exhibits. The end result was an exhibition with a total of over 550 frames including 215 competitive, 189 replacement displays, 110 frames of Thai photocopies, 28 frames of invited displays (as intended for the FIAP exhibition) and a single frame from the FIAP Grand Prix Club – David Lu’s “China 1945 Tien Tai bisected issue: 40 cent bisect used on a wrapper”, already in New Zealand. The Covid-19 virus also prevented all overseas postal administrations and most overseas dealers from attending – just two were in New Zealand before travel restrictions were imposed. Most dealers who attended achieved satisfactory results in the circumstances.

The Jury Chairman Jeff Long with Robin Gwynn, David Loe, Ross Marshall, Norman Banfield and Tony Thackery, being the original six New Zealand judges from the FIAP exhibition, judged 46 competitive entries in 215 frames and 24 literature entries. Geoff Kellow (Australia) assisted with the electronic literature. Unfortunately 13 literature entries were in Asian languages which could not be read by the New Zealand judges. Jenny Long became Jury Secretary.

Awards: All competitive exhibits were qualified to exhibit

Internationally and therefore the level of awards is high: Large Gold –10 including two literature.

Gold – 15 including two literature. Of special note is the 94 points awarded to Lin Tzu-Mu (Chinese Taipei) for his book “The Coiling Dragon 1897-1914” (bilingual Chinese and English). To receive over 90 points for a literature exhibit is indeed a high achievement. The ‘Literature – Electronic Media’ class attracted seven entries. Those exhibitors who had previously qualified to show 8 frames, were disappointed at being denied showing them at a FIAP exhibition. The Palmares had to be cancelled. Visitors: Numbers were restricted in line with Government rules to a maximum of 100 people per indoor venue with visitors signing in and out so they could be traced if necessary.

At midday on Saturday (day 3) the Government announced that everybody over 70 and those with health issues were required to stay at home. With most dealers and visitors in this age bracket, the Organising Committee had no choice but to close the exhibition. Exhibits were dismounted, frames dismantled and we arrived home a day early. Conclusion: Disappointing that we could not have a FIAP exhibition after all the hard work but some small consolation that we had held a National exhibition with over 550 frames of good and varied material for visitors to look at. We were also very disappointed that we could not host our friends from other FIAP member countries. The Organising Committee under Chairman Stephen Chivers and Secretary Bob Gibson plus other volunteers are to be congratulated on doing an excellent job in a difficult situation. CANBERRA STAMPSHOW 2020 13-15 MARCH 2020 Ian McMahon

Canberra Stampshow 2020 was a half-national exhibition held from 13-15 March 2020 at the Hellenic Club, Woden in Canberra. The Exhibition was the 21st exhibition held every second year by the Philatelic Society of Canberra since 1980. The Exhibition offered National Classes in Postal History, Aerophilately, Postal Stationery, Revenues, Literature, Youth and Picture Post Cards as well as all state-level classes. There were 61 National Level exhibits and 13 State level exhibits. Entries were received from the UAE, India and New Zealand with Ali Abdulrahman and Javaid Muhammad from the UAE, Madhukar Jhingan from India and Paul McTaggart from New Zealand as Commissioners.

The Jury team comprised 15 jurors, including Paul McTaggart from New Zealand and an apprentice. The Jury Chair was Ian McMahon and the Secretary Glen Stafford. Johnna Stafford was Assistant Secretary and was assisted with Exhibition Aide (the new Australian exhibition management software) by Linda Weldon and Lyn Hayes.

There were 26 dealers from Australia, USA and the UK plus Australia Post in attendance in addition to tables for the Australian Philatelic Federation, the Philatelic Society of Canberra and the Canberra Numismatic Club.

The Cinderella Society of Australia and the Postal Stationery Society of Australia held meetings at the Exhibition. John Vassallo displayed his Malta postal stationery at the Postal Stationery Society of Australia meeting followed by John Moore who spoke on his exhibit of East Africa postal stationery after which John took members through his exhibit in front of the frames. This was followed by Bernie Beston taking members through his exhibit of Sudan postal stationery. In addition, Stephanie Bromser conducted a seminar on the experimental Topical Class which will be offered at Newcastle 2020 and Hobart 2020. Australia Post offered a range of limited souvenirs at the Exhibition which resulted in a queue each morning. In addition, they provided postmarks for the three days: Honeysuckle Creek Tracking Station (which provided the first television pictures of Neil Armstrong’s walk on the Moon in July 1969), 150th anniversary of the Sydney San Francisco mail steamship service (a steamship) and the 50th anniversary of the single gauge intercontinental railway line between Perth and Sydney (railway track). This Exhibition marked the 250th anniversary of Cook’s voyage to Australia with a special prize for the best South Pacific related exhibit which was won by Tony Lyon with his exhibit New Zealand Forces Mail to and from the Pacific 1940-45. Gary Diffen won the best in show with his exhibit Transportation of Australian Colonial Mail – the Return to Steam 1857-1891 with Richard Gurevitch winning the runner up with Haiti Airmail. The Barbara Bartsch Memorial Prize for Youth was awarded to Alexandra Parry for Australian Animals – First Issue Pre-Stamped Envelopes and the Nelson Eustis Memorial Award for the Best Aerophilately Exhibit was won by Piyush Khaitan for Indian Crash Mails – 100 Years of Postal Salvage. Abdulla Khoory won the award for the best Postal History with Dubai Postal History 1909-1948, Peter Allan the award for best postcard exhibit A Journey Through Tasmania’s Wild West Coast and Frank Pauer the award for best Postal Stationery with Australian Airletters and Aerogrammes 1944-1966.

BANGLADESH NATIONAL PHILATELIC ASSOCIATION FIRST ONLINE STAMP EXHIBITION IN BANGLADESH

PHILEX 2020 Mohammed Monirul Islam

PHILEX 2020, is an experimental online Philatelic exhibition organized by Bangladesh National Philatelic Association (BNPA) & patronage by Bangladesh Philatelic Federation (BPF) which was started on 29 July 2020, with the purpose of promoting philately and give life of exhibiting during this crucial situation when the world is suffering for COVID-19 pandemic. This is a competitive exhibition and the competition part of the exhibition will over on 15 August 2020. This online exhibition will remain in the web for next six months. This online exhibition and judging platform developed in Bangladesh in collaboration with Bangladesh Philatelic Federation and by stampexpo.net. It is totally new system and all Jurors can work individually as well as teamwork and they can work from different time zones. Jurors can view the exhibit frame by frame as well as individual page and can mark on the judging platform and can put any feedback and written critics on his judging page. For collectors and visitors, now they have option to view wider range of exhibits from around the world. There is no option to save or copy image of the exhibit from PHILEX 2020 website. It will give peace of mind and confident to the exhibitors to display their exhibits digitally.

The regulations are based on the FIP/FIAP standard rules & guidelines as well as individual regulations led by the Bangladesh Philatelic Federation (BPF). Most of the FIP exhibit classes are included in this exhibition except Modern Philately & Open Class but also included Picture Postcard and First Day Cover class as experimental. 8TH CONGRESS OF ALL CHINA PHILATELIC FEDERATION All-China Philatelic Federation (ACPF) held their 8th Congress, 1st meeting of 8th Board and 1st meeting of 8th Executive Board on 18 June 2020 in Beijing Post and Telecommunications Conference Center. Over 300 delegates participated in Beijing and at other 30 venues through video-link. The gentlemen attended the opening session were Mr Wang Jiarui, Vice Chairman of the National Committee of the Chinese People’s Political Consultative Conference, Mr Ma Junsheng, Director General of the State Post Bureau, Mr Liu Aili, Chairman of China Post Group Co Ltd, Mr Yang Limin, President of ACPF, Mr Dai Yingjun, Deputy Director General of the State Post Bureau and Mr Kang Ning, Deputy General Manager of China Post Group Co Ltd. Congratulatory messages from FIAP and FIP were read. Mr Xu Jianzhou, Executive Vice President of ACPF delivered the work report from 2013-2019 on behalf of the 7th Board. To mark this event, China Post issued a commemorative stamp (miniature sheet) of ACPF 8th Congress. Mr Dai Yingjun was elected as the President and Mr Zhang Yuhu was elected as the Vice President & Secretary General of the 8th Executive Board of All China Philatelic Federation.

ANNUAL GENERAL MEETING OF THE HONG KONG PHILATELIC SOCIETY, 2020

Stephen T Y Chan The Annual General Meeting this year was held in the midst of a global Coronavirus outbreak. We had to strike a balance between public health concerns and the statutory requirements to hold the Annual General Meeting within nine months of the end of the financial year. With the outbreak subdued gradually in Hong Kong, prohibition on group gatherings was progressively relaxed towards the end of May. In the last minute we managed to find a venue with limited seating at the Chinese Club. 19 members attended in person on 28th May, while another 78 members sent in their proxies.

Shaw (Honorary Editor), Tony Cheung In compliance with the government guidelines on social distancing, we had to dispense with the annual dinner and charity auction which used to be our regular programmes after the meeting.

MYANMAR PHILATELIC SOCIETY ZOOM TALK SERIES Toe Kyaw Kyar

Due to the pandemic COVID-19 situation, Myanmar Philatelic Society cancelled their regular bi-weekly meetings since April 2020 and changed the nature of its meeting from physical to online presence. Myanmar Philatelic Society initiated Philatelic Talk Series for its member via Zoom cloud meeting platform. The organizer tried to include many aspects of philately from basic collecting concepts, literature review to exhibiting. The talks are held on 2 PM Yangon time in weekends on biweekly basis. The recorded videos are posted on Myanmar Philatelic Society Facebook page so that all interested members and collectors can replay it. To date, five talks are successfully completed and five more to come. The full details of the program are as per the following table.

The main objective of the talk series is to attract and train Myanmar Philatelic Society members to exhibit. In most of the titles, the speakers tried to educate its members with the FIP regulations on specific classes. Moreover, the talk on postal history, aerophilately, picture postcards, thematic and postal stationery aspects are also included in the series. As a young member of the FIAP family, Myanmar Philatelic Society is trying very hard to develop exhibitors and exhibits so Myanmar can participate more in international philatelic exhibitions. The talk series is still ongoing and the organizer is planning to invite oversea speakers. ************************************************************************************************************** OBITUARY

Mr Indra Kusuma of Indonesia passed away on 18 July 2020 at the age of 79. He started collecting the Republic of Indonesia independence period very seriously 20 years ago and bought every single variety that existed. His exhibit “Repoeblik Indonesia 1945-1949” won gold medals at World Stamp Exhibitions in Thailand 2013, Philakorea 2014, Singapore 2015 before finally winning the FIP Grand Prix National award in Bandung 2017 World Stamp Exhibition.

Mr Kusuma is survived by his wife Poplin, two sons and four grandchildren. May his soul rest in peace.

************************************************************************************************************************* It is with deep sadness to have to announce the untimely demise of Mr Syed Imtiaz Husain Rizvi in May 2020 due to heart complications.

It was always a pleasure to see him attending nearly every International Exhibition with such enthusiasm. Truly representing Pakistan. One of strengths was his exceptional knowledge of all things concerning Philately. A voracious reader he kept himself abreast with all the latest rules and regulations of FIAP and FIP. I am sure many will remember his presence, unpretentious, simply attired and absorbing each sentence. Pakistan has lost a Philatelic Ambassador, a patriot and a caring individual.
