FIR against IAS officer for 'murdering' wife LUCKNOW: An FIR has been registered against an IAS officer posted as Director of the State Urban Development Agency (SUDA) for allegedly murdering his wife. "The FIR was registered under IPC sections 302 (murder) and 201 (causing disappearance of evidence of offence, or giving false information) against IAS Umesh Kumar Singh at Chinhat police station here in connection with his wife Anita Singh's death," a senior police official said. Anita (42) died of bullet injuries on September 1 at the officer's residence located in the Chinhat area. Azam, against whom 80 cases have been registered so far , has been ordered to ap- pear in court on September 16. The touch-down of 'Vikram' lander is scheduled between 1.30 am and 2.30 am on Saturday, followed by the rollout of rover 'Pragyan' between 5.30 a.m and 6.30 a.m. The soft landing will be telecast live from 1.10 a.m on Doordarshan, webcast on ISRO website and streamed on YouTube, Facebook and Twitter. "Certainly there is lot of anxiety in the minds of the entire (Chandrayaan-2) team because it's a very complex operation and we are doing it for the first time," a senior official associated with the mission, said on condition of anonymity. "Everything... sensors, computers, command systems... has to work perfectly. But we are confident in the sense we have conducted a large number of simulations on the ground; it gives us the confidence it would go alright," the official said. We are landing where no one has gone before: K Sivan AGENCY CHANDIGARH, SEP 6 Haryana Chief Minister Manohar Lal Khattar on Friday said that no criminal would now get any sort of political pro- tection in the state. Addressing a gathering during the Jan Ashirwad Yatra in Sirsa, Mr Khattar said with the blessings of people, he be- came the Chief Minister of the state in 2014 and in these five years, his govern- ment has worked with transparency and without any discrimination. He said the way cities like Karnal, Gurugram and Faridabad have developed, same has been assured by the govern- ment, for Sirsa, by the pres- ent state government. As a result of the rising graph of BJP, he said, the op- position parties in the state have lost their ground and they are forced to change their party president and form alliance with other political parties. "But, they have no base in the state," he asserted. Mr Khattar said the present state government has ensured suffi- cient supply of electricity in villages. He also appreciated the people of Sirsa for cooper- ating the electricity depart- ment, be it the work of instal- lation of electricity meters or replacement of wires. He said that now, people have also started paying electricity bills. He said the present state government has given compensation of Rs 700 crore in Sirsa district alone on ac- count of damage to Narma crop, due to attack of white fly. SHIMLA, SEPT 6 Chief Minister Jai Ram Thakur said that the State has suffered losses of about Rs. 1200 crore during the current monsoon season as per the initial assessment. He was interacting with the members of the Inter-Minis- terial Central Team (IMCT), which is on four-day visit to the State for on spot assess- ment of situation in the wake of cloud burst, flash floods and landslides during the monsoon. The Chief Minister urged the IMCT team for properly presenting the case of losses to Himachal Pradesh before the Centre so that State could get adequate amount for taking up relief and restoration works. He said that being a hilly State, the monsoon causes great damages to the public and private proper- ties and the cost of construction and restoration was also high than the plain areas. CHANDIGARH, SEPT 6 The two people killed and one injured in a blast in Punjab's bor- der district of Tarn Taran were trying to make a bomb in a bot- tle, Punjab Chief Minister Amarinder Singh said on Friday. "The three people were dig- ging a pit during night and were trying to make a bomb in a bot- tle with a mixture of some chemicals that ex- ploded. Two died in this incident and one had injuries in his eyes," Singh said in Bata- la in Gurdaspur district. "We will find out who were making these bombs, how were they be- ing made and for whom these bombs were being made. It will be known," the chief minister said. A specialised post-blast in- vestigation team of the National Security Guards visited the explo- sion site on Friday, a day after a team of the National Investigating Agency visited there. The blast took place on Wednesday night in an agri- cultural field near Kaler village. The de- ceased were identified as Harpreet Singh, 19, of Bachre village, Bikram Singh, 22, of Kaddgill village. NEW DELHI, SEP 6 Supreme Court on Friday issued notice to the Union of India after hearing two petitions which had challenged the Unlawful Activities (Prevention) Amendment (UAPA) Act, 2019, that gave government the powers to designate an individ- ual as terrorist, seize his properties saying it could be grossly misused. The two pleas before the Supreme court, said the UAPA amendment was an affront to free speech, dig- nity and dissent. A bench of the apex court, headed by Chief Justice of India, Ranjan Gogoi, issued notice to the central govern- ment and sought a detailed re- sponse from it on the two pe- titions. "Issue notice to the Centre on these two petitions and let the government file a detailed response on these two petitions," the bench said. Out of the two petitions, one private individual, Sajal Awasthi, has moved the Supreme Court and filed a PIL challenging the re- cently passed UAPAAct, 2019, and sought a direction from it to declare it as un- constitutional. He had challenged the UAPAAct, 2019 and claimed in his petition that it was ultra vires, illegal, and unconstitutional. The two people killed and oneinjured in a blast in Punjab's bor-der district of Tarn Taran weretrying to make a bomb in a bot-tle, Punjab Chief MinisterAmarinder Singh said on Friday.

"The three people were dig-ging a pit during night and weretrying to make a bomb in a bot-tle with a mixture of some chemicals that ex-ploded. Two died in this incident and onehad injuries in his eyes," Singh said in Bata-la in Gurdaspur district.

"We will find out who were making

these bombs, how were they be-ing made and for whom thesebombs were being made. It willbe known," the chief ministersaid.

A specialised post-blast in-vestigation team of the NationalSecurity Guards visited the explo-sion site on Friday, a day after ateam of the National InvestigatingAgency visited there. The blast

took place on Wednesday night in an agri-cultural field near Kaler village. The de-ceased were identified as Harpreet Singh,19, of Bachre village, Bikram Singh, 22, ofKaddgill village.

The two pleas before theSupreme court, said the UAPAamendment was an affront to free speech, dig-nity and dissent.

A bench of the apex court, headed byChief Justice of India, Ranjan Gogoi, issued

notice to the central govern-ment and sought a detailed re-sponse from it on the two pe-titions. "Issue notice to theCentre on these two petitionsand let the government file adetailed response on these twopetitions," the bench said. Outof the two petitions, one privateindividual, Sajal Awasthi, hasmoved the Supreme Court andfiled a PIL challenging the re-cently passed UAPAAct, 2019,

and sought a direction from it to declare it as un-constitutional. He had challenged the UAPAAct,2019 and claimed in his petition that it was ultravires, illegal, and unconstitutional.

PM to lay stone for mega foodpark at Rohtak tomorrowCHANDIGARH: The Prime Minister, Narendra Modi will lay the foundation stone ofMega Food Park to be setup by HAFED at Industrial Model Township (IMT), Rohtak onSeptember 8, 2019. The Ministry of Food Processing Industries, Government of India,has approved the Mega Food Park at Rohtak with the state-of-the-art infrastructure fa-cilities. While giving this information today, a spokesman of HAFED said that MegaFood Park Project is an endeavor of Chief Minister, Mr Manohar Lal to give an impetusto the growth of Food Processing Sector in the State. The primary objective of the MegaFood Park Scheme (MFPS) is to provide modern infrastructure facilities for the FoodProcessing along the value chain from the farm to the market, he added. Thespokesman said that this project is estimated to generate direct and indirect employ-ment for 6,500 people and about 5,000 farmers are estimated to be benefitted. The to-tal project would cost Rs 179.75 crore, out of which, Ministry of Food Processing Indus-tries, Government of India, would provide grant-in-aid of Rs 50 crore. This Mega FoodPark is ideally located at IMT Rohtak on National Highway-10, linking Delhi with Rohtak,spreading on 50 acres and have 80 plots varying from 450 to 4,050 sq.mtrs in size.Units relating to multi crop processing line (Vegetables and Fruits), ready to eat food,spice processing and packaging, oil extraction, canning, bakery, integrated milk pro-cessing or tetra packaging unit, animal feed formulation units etc, could be set up by in-vestors in this Mega Food Park, he added.

He read from it tointroduce himself: “I amproud to belong to a nationwhich has sheltered the per-secuted and refugees of allreligions and all nations ofthe earth.” He authenticatedit by listing the history of theJews and Parsis who foundIndia to be a secure place forcenturies.

A century and a quarterlater, the nation that SwamiVivekananda referred to isbusy striking off the entrieson the visiting cards itsdaughters and sons haveflashed for generations. Notby stealth, but backed by thelaw and helped by the courtsof justice. And skulduggerythrown in when needed.

The media instantlypicked it up to show that theNRC was religion-agnostic;the process did not mind thereligion of the “termites”, asIndia’s home minister AmitShah is fond of calling histargets. It’s an exercise thatseeks to weed out the illegalimmigrants of all religions— was the instant consen-sus. But is it the truth, andthe whole truth? Will thepeople of all religions be af-fected?

The answer is no. Andthat answer comes from anexercise the NDA haslaunched long ago, and hassucceeded in half measure.

That is the amendmentto the Citizenship Act 1955.This law sets conditions foreligibility, depending on an

applicant’s circumstances, tobecome an Indian citizen.But religion was never a cri-terion in those lists. Even theamendment to the law in2004 to accommodate theprovisions of the Assam Ac-cord made no mention of re-ligious specifications. Thiswent with the letter and spir-it of the Indian Constitution,especially Article 14, whichstipulates that “the Stateshall not deny to any personequality before the law orthe equal protection of thelaws within the territory ofIndia”. That seminal articleenjoins upon the State notonly to treat every person,and not just citizens, equallybefore the law, but alsomakes it mandatory for theState to afford equal protec-tion to all people. It seeks af-firmative action from theState.

On a two-day visit to Vladivostok earlier this week to at-tend the 20th edition of the India-Russia annual summit,Prime Minister Narendra Modi and Russia’s President

Vladimir Putin signed 25 agreements, mostly pertaining to de-fence and the strategic domain that has been the backbone ofDelhi-Moscow relations since the Soviet days. Importantly, thisincluded the decision to sign up on the new area of maritime con-nectivity — to link Chennai and Vladivostok. But without doubt,politically it was Kashmir that was at the top of Mr Modi’s mind.

At a joint press meet with Mr Putin on Wednesday, Mr Modisaid their two countries were against “outside influence” in theinternal matters of any country.

This is a much-needed reiteration of an old principle in in-ternational affairs which Mr Modi’s ideological bête noir, India’sfirst Prime Minister Jawaharlal Nehru, had made this country fa-mous for. With Pakistan gearing up to make Kashmir the centre-piece of its concerns at the UN forum later this month, Mr Modicouldn’t have thought of a better strategic move than to firm upRussian support. When Pakistan’s “iron friend” China tookKashmir to an informal gathering of the UN Security Councillast month, alone among the members of the UNSC, Russia de-clared Kashmir to be an “internal” matter of India. The formula-tion of keeping external influence out suits Russia as well, espe-cially in the Afghan theatre where, along with other neighboursof Kabul, Moscow too would like American influence to loosen.

In wooing Moscow assiduously, Mr Modi has indicated thathis foreign policy is alive to India’s crucial concerns and geopo-litical dynamics, and that it is no longer wholly reliant on just astrong American connection, which seemed to be at the heart ofhis foreign policy foray five years ago.

Buffeted by harsh realities, the Indian leader was wiseenough to pull back somewhat from a zero sum game that hadmade him pitch himself headlong into Washington’s arms. Thisoccurred when Mr Putin’s Moscow began to exhibit a tilt towardIslamabad on a matter as vital for India as terrorism, discomfit-ing New Delhi. By and by, the Indian leadership learnt that put-ting all one’s eggs in one basket was far from advisable, and acourse correction was duly effected.

It was in the 1990s that the“100 days of government”concept began to be treat-

ed as a significant milestoneand an occasion for publicis-ing initiatives on the govern-ment’s part, as an instance topoint out deficiencies by theOpposition parties and as atime for a fair assessment bythe media. Roo-sevelt, who assumed officeamid the Great Depression inAmerica, initiated a series ofschemes and laws to over-come the problems that hiscountry was facing. On the

completion of the first phaseof his programmes, FDR re-alised that it had taken himprecisely 100 days to accom-plish what he had set out toachieve in the first round.Thereafter, many global lead-ers have followed suit, andsome even had books writtenon the first 100 days of theirgovernment.

In Narendra Modi’s case,the excitement has beengreater because he has fewpeers matching his communi-cation skills. He is also skilledat spotting a good occasion tohard-sell images, and the“cause” being pushed at thatpoint in time. This was thecase in 2014, and it would besurprising if the fanfare is notrepeated this time too. It is allthe more so as this time, incomparison with his firstterm, there are more “mo-mentous” achievements toboast of. It is a different mat-

ter that many of these may notbe what the nation so direlyneeds.

The first 100 days ofModi 2.0 stands out not forachieving the “fixes”, thatwere required in the econo-my, but for giving a push tothe ideology and programmesof the BJP and its ideologicalaffiliates in the Sangh Parivar.Rarely has a governmentachieved so much when itcomes to advancing its con-tentious programmes. In thefirst session of Parliament,the BJP successfully securedthe passage of several billswhich would not have beenpossible during the tenure of

Mr Modi's first government.The government has success-fully turned the Triple TalaqBill into law, altered the con-stitutional and political statusof Jammu and Kashmir, dilut-ed the much-appreciatedRight to Information Act andbrought in a key amendmentto the Unlawful ActivitiesPrevention Act. The last, inparticular, which arms theState with the power to labelany individual a terrorist, andjail the person for up to twoyears without trial, has dis-turbing similarities with theRowlatt Act, which Britishhad tried enacting but had togive up after it almost single-handedly enabled MahatmaGandhi and other Congressstalwarts to alter the course ofthe national movement.

In addition, the SupremeCourt is hearing the Ayodhyaland dispute case at almostlightning speed. Even if thecourt’s verdict is un-favourable, the “legislativeroute” exists. Mr Modi hasalso put the Sangh Parivar’sdemand for population con-trol on the table.

In the past few weeks, thegovernment has also an-nounced a slew of economicmeasures, starting with therollback of some announce-ments made in the UnionBudget. But the biggest chal-lenge which Prime MinisterModi continues to face is howto put additional earnings inthe hands of the people. In-

stead of being able to initiateany credible move whichwould provide economic re-lief to stressed citizens, thegovernment is confronting aslowdown in one sector afteranother. Much was made outduring the general election ofhow the government hadrolled out the Mudra scheme,and that this was a spectacularsuccess. The government hadasked people to stop beingjob-seekers, and become job-givers. The Indian economy,it was claimed, would hence-forth be driven by the spirit ofentrepreneurship. The latestdata on Mudra loans, howev-er, shows that just 20 per centof the borrowers actually be-gan businesses, while the restused the loans for other pur-poses, and these are likely tobecome NPAs.

Undoubtedly, the Modi2.0 government in its first 100days has shown political com-mitment, and furthering theideology and programmes ofthe BJP and the Sangh Parivarhas been prioritised. One ofthe major gains for Mr Modiis the way he has broken intothe Opposition’s ranks and se-cured support for each of thepolitically contentious lawsand measures.

This suggests that MrModi has successfully se-cured a political turnaround inthe national consensus. Thetheme of “unity in diversity”is now passé, and now the be-lief is “oneness”.

countries, will enhance easeof doing business and willopen doors to some of the ma-jor global brands to expandoperations in India. This inturn will boost consumptionand investment and make In-dia a more attractive FDI des-tination. Additionally, thegovernment’s decision to al-low FDI retailers to open on-line stores, as opposed to theearlier mandatory require-ment of first setting up brickand mortar shops, will en-courage more foreign playersto enter the Indian market.This would significantly easecapital pressure on singlebrand retailers and allow themto build online businesses be-fore investing in physicalstores.

The court held in 15page verdict that it could notinfringe or debar the statutorybody over its rights on the property

but the heritage buildings would belooked after by the civic body.

The building was renovated bythe Himachal Pradesh TourismDepartment with help of Rs 8.20crore Asian Development Bankfunds. The SMC handed over itspossession to Himachal PradeshTourism Department and therenovation of the building beganon in 2012-13. In 2016 a PIL wasfiled in the Himachal Pradesh HighCourt contention that the Townhall should not be handed over toSMC to open its office at thevenue.

Punjab Chief Minister Captain Amarinder Singh onFriday ordered an immediate state-wide crackdown onall illegal fire cracker manufacturing units operatingfrom congested areas. The Chief Minister directed theChief Secretary and the Director General of Police totake immediate steps for closure of such illegal unitsand also take precautionary measures to ensure thatsuch unfortunate mishaps do no occur in future.Talking to the media after meeting some of the victimsin the hospital and visiting the site of the Wednesday’stragic blast, which claimed 23 lives and left 20 injured,Captain Amarinder said the government will not allowanyone to carry on such illegal activities in denselypopulated areas and thereby putting the lives andproperties of the residents at risk. The Chief Ministeralso met the families of those killed in the blast andassured them of complete support and adequatecompensation for the losses suffered by them onaccount of damage to their properties and commercialestablishments. He directed the Deputy Commissioner,Gurdaspur, to complete the damage assessment at theearliest and ensure the release of compensation to theaffected persons soon. In response to a question,Captain Amarinder said that he had already ordered aMagisterial probe to ascertain the reasons behind themishap. When pointed out that an inquiry report of asimilar mishap that happened in Jan 2017 was stillpending, the Chief Minister expressed surprise at theinordinate delay in submission of the report and said thataccountability of the concerned officials will be fixed. Hesaid that since the incident had happened two monthsbefore he took over the government in March 2017, aseparate enquiry will be initiated simultaneously, as theprevious enquiry has yet not been concluded despite agap of over two-and-a half years.

CoA extends BCCI's state association elections deadline to September 28

MUMBAI; The Supreme Court-appointed Committee of Administrators (CoA) on Friday extended the deadline for completing Board of Control for Cricket in India's (BCCI) state association elections to September 28. Earlier, the CoA had announced September 14 as the deadline. "The deadline for completion of elections of state associations is extended from September 14, 2019, to September 28, 2019. No further extensions will be feasible beyond September 28, 2019, since the notice of AGM for BCCI elections has to be issued 21 days prior to October 22 which is September 30, 2019. The state associations are required to send the names of their representatives to the BCCI for the election," CoA said in a statement. The CoA also announced that the date for BCCI polls will not change and it will take place on October 22 this year. The Supreme Court in its judgment dated August 9, 2018, directed the state associations to undertake registration.
