LISBON - Portugal's centre -rightopposition party, the PSD, will con-sider privatising public broadcasterRDP's CHR net-work Antena 3and classicalstation RDP Antena 2 if it winsthe country's general election onMarch 16-17.

News of the party's plans havebeen obtained exclusively by M&Mfrom sources close to both the PSDand RDP. It is also understood thatonce it had sold the two music sta-tions off, a PSD government wouldform a more cost-effective, state -funded media network out of thecountry's remaining public radio sta-tions and TV channels.

PSD spokesman Leonor Silveirada Silva would not publicly confirm

the plans, but says: "We havemade our position clear thatsome kind of re -structuring

and reform willhave to be carriedout to make RDP

profitable." He adds thatthe proposals could affect "one or

more of the public radio stations,"although "we are still in the processof negotiations."

The PSD is currently ahead ofruling PS party in the latest opinionpolls, but even if the PS wins theelections to retain power, it seemslikely that a widespread administra-tive and financial restructuring ofPortugal's public radio and TV

PARIS - Conventional wisdom has itthat French -language songs don't sellin the UK. Nor do French female vocal-ists. So, put the two together and whatdo you get? The answer is a numberseven hit record for Polydor and its 17 -year -old chanteuse Alizee.

The young artist's single Moi...Loli-ta has already sold over 1.3 millioncopies in France, gone double platinumin Belgium and gold in the Nether-lands, Germany and Switzerland. Butits sexual undertones were thought toproblematic for the UK market, wherethe track was released on February 11.In the video for the song, Alizee is seentaking her underage sister into anightclub-a scene which Polydor edit-ed for British consumption.


France wants toimprove music -radio dialogueby Joanna Shore

PARIS - French minister of cultureCatherine Tasca has endorsed theidea of creating a body which willbring together the different playersin the music and broadcasting fieldsand serve as a platform for discus-sion.

The move follows the publicationof a report commissioned by Tascaand co-ordinated by Eric Baptiste,secretary generalof internationalauthors' rights as-sociation CISACand vice presidentof Paris domesticrepertoire stationRadio Neo.

The report wasdrafted followingthe formation of a commision of pro-fessionals from both industries, andtaking into account the opinions ofother parties.

Baptiste says that one of the keyfindings of the report was that thereis a weakening of the relationshipbetween radio and record companies.

"One idea we had is to create agroup that would act as a liaisonbetween the music industry and[broadcasting authority] the CSA,since the CSA, in our opinion, doesnot have a sufficiently regular con-tact with music professionals," saysBaptiste, who emphasises that hehas been acting in his capacity as anindividual appointed by Tasca andthat the views in the report-detailsof which were published by M&M inJanuary-do not neccessarily reflectthose of the organisations he worksfor.

A few weeks ago, Vivendi Universal chairman Jean-Marie Messier stunned the French intelligentsia bydeclaring that "cultural exception is dead." Instead, hepromoted a new value of "cultural diversity."

Cultural exception was a concept formulated inFrance in order to counter the US free -trade stance dur-ing the GATT negotiations a few years ago. In a nutshell,it proposes that so-called cultural goods are not mer-chandise, and therefore schemes like France's or Ger-many's subsidies of their film industries are justified.

When Messier said this era had come to an end, hewas coming, of course, from a particular perspective-hiscompany is one of the pillars of Hollywood, and Univer-sal Music is the world's largest record company. Criticsargue that Messier is not exactly in the best position tobe the world's champion of cultural diversity-and as aproducer and distributor of cultural goods, he is moreconcerned about EBITDA than diversity.

As our front page story shows, this theme of diversityis gaining pace in France. While it may not be surprisingthat the subject has its origins in a country which canindulge itself in debates over the sex of angels, France is

also a place where there is still appetite for intellectualdiscourse, a respect for culture and a thirst for diversityas opposed to uniformity. This current debate reflects oneof the most important challenges facing politicians aswell as corporations and individuals-how to ensure thatin a world becoming ever more global, individual culturescan still have a voice.

In a world where anti-globalisation movements seemto be gaining increasing acceptance, it is certainly not aminor issue and is one that should concern us all, notonly Monsieur Messier. Elsewhere in the magazine this week, you'll read thatAdam White, international editor in chief of M&M's sis-ter publication Billboard and vice president of the Bill-board Music Group, is leaving the company to join Uni-versal Music International as VP of communications.Adam has been closely involved with Music & Media forthe past 10 years, and particularlysince the magazine moved to Londonfive years ago. All of us at M&Mknow how much we owe him profes-sionally-not least for the stimulat-ing discussions we had. OCR starts Spanish dance radio waveby Howell Llewellyn

MADRID - Spain's Onda CeroRadio group (OCR) has kick-start-ed a dance radio revolution in Spainwith the launch of Dance FM inMadrid on March 1.

The launch of the Madrid stationwill be swiftly followed by the open-ing of other Dance FM outlets else-where in Spain, while the country'slargest radio group, SER, is prepar-ing to launch its own nationaldance radio network under theMaxima FM moniker.

According to station director Fer-nando Aleman, Dance FM differsfrom the capital's existing rhythmic

outlet Flash FM in that it will befar less mainstream.

"Until now, no national radionetwork has offered specialist

dance music, but that isset to change in

Spain," says Aleman.

"Our [music] productwill come from small specialistlabels from all over Spain andEurope."

Aleman reveals that Dance FMwill not be a uniform national net-

work, since "each city and zone inSpain has its own dance tastes, andeach station will reflect thosetastes."

The COPE executive does notregard SER's new network as adirect competitor for Dance FM,however. "We're not worried aboutMaxima FM because it is certain tobe as commercial as most CadenaSER music stations," he says. OCR's 44 -station CHR networkEuropa FM and 70 -station ACchain Onda Cero MUsica areexpected to be re -named and re-launched soon, although the newnetwork's music format is stillunknown.

Sony Music brings Holland, Belgium togetherby Emmanuel Legrand

HILVERSUM - Sony Music is eradi-cating national borders in theBenelux region by further integrat-ing its Belgian and Dutch operationsunder a single president.

"Our challenge is to operate asone single region and it's quite acomplex task," explains formersenior VP in the region PatrickDecam, who has been elevated to thenewly -created position of president,Sony Music Benelux. "In Belgiumyou have two separate markets andthree languages and in Holland youhave a market with its own dynam-ic."

Decam continues to report toSony Music Europe president PaulBurger, and will be in charge of SonyMusic's combined Dutch and Bel-gian companies.

The two companies will now oper-ate with one single head of sales,finance and business affairs and asingle Holland -based strategic mar-

keting department. There will alsobe a single classical operation forthe region. Belgium will retain itsown marketing and promotion staff,as well as a sales force taking care ofthe key accounts.

Decam has created a single A&Runit for the region, head-ed by Koen van Bockstal,previously managingdirector of Sony MusicBelgium. He takes on thenewly -created position ofVP A&R, Sony MusicBenelux, reporting toDecam.

"This is a good movefor us because we willnow be able to operate asa region and be more coherent in oursigning policy-for example, we willavoid the duplication of signing sim-ilar types of acts in each country,"explains Decam.

Decam says he wants theBenelux region to play its full partwithin Sony in developing acts with

European, if not global, potentialand also in breaking acts from otherEuropean countries.

Additionally, he is keen to havethe two countries working in sync asfar as the release of key internation-al product is concerned. He says this

strategy was implement-ed with success withShakira, for whom radioairplay was obtained inboth countries simultane-ously, including in theFrench-speaking part ofBelgium, which tradition-ally follows Frenchrelease patterns.

"I want to set up joint -timing on key projects,"

confirms Decam. "This is even morecrucial with local repertoire. If wesucceed with a Dutch or a Belgianact, we can claim success in not onlyone, but two territories, which putsus in a better position if we want tobuild an international career forthem."

"I'm excited about Safriwinning so many awards,"says Universal Denmark MDJens -Otto Paludan. "But Ihave to say the event reallyhelped sell the industry. Stan-dards were high all aroundand it was a fantastic plat-form for music. Kudos to allinvolved. It worked."

Around one million view-ers, nearly 20% of the totalpopulation, tuned into TV2 tosee the show, which tookplace at the sold -out 7,000 -

EMI's Kylie Minogueheadlined the line-up of liveperformers, who also included

Portugal records poor sales in 2001by Chris Graeme

LISBON - The Portuguesemusic market saw a 20%year -on -year fall in sales in2001 to euros 96.67 million,in what is being seen as theworst year for the sector inrecent memory.

Figures released by thelocal labels' body AFP showthat sales of full -price CDsdropped 7.8% compared withlast year. Budget CDs weredown 40%, while musicvideos and DVDs fell 50.8%.

The figures also reveal thatthe Portuguese market experi-enced one of the worst Christ-mases in over 10 years, withtotal CD sales down by 20% onlast year.

"Christmas was very bad-for several reasons," says

David Ferreira, managingdirector of EMI/Valentim."Sell -through figures for thecombined market had beendeteriorating for manymonths; it took longer thanexpected to recover from the

September 11 shock, and wehad a government crisis andthe prime minister's resigna-tion in mid- December."

Carlos Pinto, managingdirector of Sony Music Portu-gal, adds: "The last quarter of

2001 was the worst we canremember in the industry formany years. From what weknow of January and Februarythe market is continuing todrop, although we've had suc-cesses with Maria Carey andMichael Jackson."

On the plus side, the per-formance of local repertoirepropped up a falling market.Local act GNR shipped some10,000 units of their albumCamaralenta, while Gregori-an chantmasters Divinius(pictured) entered M&M'sEuropean Top 100 Albumschart last week with SucessosPortugueses Em Gregoriano(OK Visions). Samba compila-tion album Canta Bahia(Vidisco) was also a strongseller in 2001, shifting120,000 units.

Italia Network-HDP deal completedby Mark Worden

MILAN - Italian mediagroup Sole 24 has finallysold its CHR/Dance net-work Radio Italia Networkto the HDP Group for euros46 million.

As part of the deal, Sole24 has also sold local radiosyndication company CNRand sales house AGR toHDP. It retains itsnews/talk station Radio 24,however.

The completion of theaquisition follows severalmonths of speculation.Rumours first began to cir-culate last year that HDP-which comprises the Rizzoli

publishing group-was tomake an offer to the Sole 24group for Italia Network.

But HDP and other inter-ested parties appeared to bepipped at the post when theMondadori publishinggroup, owned by prime min-ister Silvio Berlusconi, madea better offer for the assets(M&M, December 15, 2001).

Negotiations were, how-ever, abandoned during thedue diligence phase andHDP came back into theframe (M&M, January 19).At euros 46 million, HDP'soffer is lower than thatmade by Mondadori group,which was reported asbeing "somewhere between

50 and 60 million euros."It remains to be seen

what HDP will do with itsacquisitions. It has beenwidely reported that thegroup, whose publishinginterests include thenational daily newspaperCorriere della Sera and thesports daily La Gazzettadello Sport, was planning totransform Radio Italia Net-work into an all -sports sta-tion. But, as Italia Net-work's managing -directorGiorgio Bacco tells M&M, "Ithink they [HDP] gave upthis idea when they realisedthat our two million dailylisteners were worth hold-ing on to."

ON THE BEATPoP IDOL WILL YOUNG SETS UK RECORD

LONDON - The debut RCA single byWill Young (pictured), the winner ofthe ITV TV talent series Pop Idol, hasachieved the highest ever first -weeksales for a single in the UK Ever-green /Anything Is Possible sold 1.1million copies between its February 25street date and midnight on March 2,

according to the Official UK Charts Company. It soldmore units in its first week than every other single inthe territory combined. The single is already the 58thbest-selling single in UK chart history. The best-sell-ing UK single ever remains Elton John's Candle in theWind 1997.

CADENA SER INCREASES REVENUES

MADRID - Spain's biggest commercial radio group,Cadena SER, recorded revenues of euros 186.1 millionin 2001, an increase of 1.3% on the previous year. Theincrease comes despite recent figures from InfoAdexshowing a fall (by 2.4%) in overall radio advertisingrevenue in Spain in 2001. The news from SER alsocomes despite a 17.2% fall in net profits of parentcompany Grupo Prisa compared to 2000. SER ownsfour of Spain's five most popular music radio net-works-Los 40 Principales (CHR), Cadena DIAL(Latino), M-80 (AC/Gold), and Radiole (nationalmusic)-as well as news/talk flagship Cadena SER.

GUBAIDULINA, MAKEBA TO RECEIVE POLAR PRIZESSTOCKHOLM - Russian composer Sofia Gubaidulinaand South African singer Miriam Makeba have beennamed as the recipients of this year's Polar MusicPrize, to be presented on May 27 in Stockholm. Theevent's organiser, the Royal Swedish Academy ofMusic, says both artists were "denied the right of pub-lic expression by their respective governments andpolitical systems, and their open opposition led tooppression, censorship, and harassment." Gubaiduli-na and Makeba will each be presented with Skr 1 mil-lion (euros 110,160). Last year's recipients includedBurt Bacharach and Robert Moog.

UK COMMUNITY STATIONS LAUNCH

R D ILONDON - The three radio sta-tions which have been grantedone-year FM licences by the

AUTHORITY UK's Radio Authority (RA) asten years on part of its Access Radio pilot

scheme have all taken to theair. They are multi -cultural community broadcasterBradford Community Radio in Bradford, Yorkshire;Christian station Cross Rhythms City Radio in Stoke-on-Trent, Staffordshire; and Angel Community Radioin Havant, Hampshire which will target the over -60s."These three stations represent a pioneering experi-ment in not -for-profit radio," says RA chairmanRichard Hooper. "If successful, it could lead to a newtier of stations across the UK, finding new ways ofharnessing the medium to serve local communities."

CARTER TO MAKE REAL RADIO IN YORKSHIRELONDON - GMG Radio has appointedAndy Carter (pictured) as programme con-troller for Real Radio, its new regionalAC/talk station in Yorkshire, whichlaunches on March 25. Carter was former-ly regional director (north) of RadioInvestments and managing director ofYork Hot AC station Minster FM. The pre-senter line-up on Real Radio in Yorkshireincludes former BRMB/Birmingham and ThePulse/Bradford presenter Brendan Kearney at break-fast, and Dave Sander on afternoon drive. EMI continues reorganisationLONDON - The on -goingrestructuring of EMIRecorded Music aroundEurope has reached Greece,the Benelux territories andeastern Europe.

In the latter region, EMIRecorded Music Continen-tal Europe chairman andCEO Emmanuel de Buretel(pictured) has terminatedthe company's regionalstructure.

Instead, the MDs in theCzech Republic(Vladimir Kocan-drle), Hungary(Judit Sekeres),Poland (PiotrKabaj) and Turkey(Umit Guner) willall report directlyto de Buretel,meaning that JoeGovaerts, president andCEO of Eastern Europesince 1996, is leaving thecompany he joined in 1973.

Berlin -based Alex Kas-parov, VP of internationalmarketing, will continue toco-ordinate Eastern Euro-

pean marketing for thetime being.

Similarly, in the Beneluxterritories, de Buretel iscutting out the regionallevel of management withthe creation of separateDutch and Belgian units.Former Virgin Benelux MDDick Stolk is expected toleave the company.

Stations trial indie music databaseBRUSSELS - Sender FreiesBerlin in Germany, FlashRadio in Greece and Nor-wegian public broadcasterNRK are among the initialparticipants in a scheme toallow radio stations andwebcasters access to a data-base of independent music.

The European Commis-sion has approved a two-year project, dubbed Emu -Cast, which will ultimatelygive the radio stations andwebcasters online access toan encrypted database of200,000 tracks from inde-pendent labels from across

Europe, removing the needfor stations to have theirown large music libraries.

The EC's InformationSociety in Luxem-bourg has agreed tocommit 50% of thefunding needed forthe project, whichsources say couldcost a total of threemillion euros.

"The project willuse the best of our technol-ogy to enable radio stationsto easily tap into musicfrom across Europe," saysGavin Robertson (pictured),

managing director of con-sortium partnerMusicindie. "This willenhance radio program-

ming, boostingEuropean musicand benefiting con-sumers."

Robertson saysmuch of the contentwill be of the worldmusic genre.Musicindie, the

online label -support projectof UK indie label bodyAIM, will encode 20,000tracks and post them on theEmuCast database.

Change in quotas agreed for NRJ, RFMby Joanna Shore

Pmus - The NRJ (CHR) andRFM (AC) networks havereceived approval fromFrance's broadcasting author-ity the CSA to alter theirFrench -language music andnew talent quotas.

NRJ has increased itsquota of French -languagemusic from 35% to 40%,while reducing its new tal-ent quota from 25% to 20%.

"There is not enough newtalent to make up one quar-ter of our music program-ming," claims NRJ presi-dent Max Guazzini. "This iswhy we preferred to go with40% instead of 35% [ofFrench -language acts].There will be times where

we will be at 25%, at 35%[for new talent]. It doesn'treally change anything,except that now we havemore room for manoeuvre."

NRJ's changes reflect theability of stations to makecertain choices about theirmusic output within theseven year -old quotaregime, a change intro-duced in 2000.

"When we opted to play25% talent, we thought thatthere wouldn't be any prob-lem," says Guazzini. "Theproblem is that as soon asan artist has grown, they'reno longer counted as newtalent. The definition of newtalent is very restrictive."

RFM has, on the otherhand, opted to lower its

French -language musicquota from 60% to 50%, inreturn for raising its new tal-ent quota from 10% to 20%.

RFM's change in quotasis a result of the shifting ofits format from Gold to AClast November, followingthe arrival of ChristopheSabot as managing directorof Europe 2 and RFM.

However, RFM pro-gramme director AlainQuarre is cautious aboutthe role new talent willplay: "When it comes toFrench music, we playartists like Goldman andCabrel. We are open to newmusic, but it is not our mis-sion to develop talent sincewe are targetting an adultaudience."

ON THE BEATSPAIN CALLS FOR DIGITAL RADIO SUBSIDY

MADRID - Spain's Digital Radio Forum is calling onthe government to subsidise the cost of digital radioreceivers. Forum chairman Rafael Perez de Puertosays that, although this year 50% of Spain's 40 millionpopulation will enjoy digital radio coverage, the highprice of radio sets-about euros 600 each-means thatvery few people own sets. The forum has also installedMaria Jesus Chao, director of public broadcasterRNE, as its new chairperson.

NRJ APPLIES FOR DIGITAL TV CHANNELSPARIS - The NRJ Group has applied to French broad-casting authority the CSA for three channels on thecountry's new digital TV platform, expected to be inplace by 2003. NRJ Group made a proposal for threefree -to -air channels for its music radio brands: NRJ(CHR); Nostalgie (Gold); and Cherie FM (Soft AC).Between them, the new NRJ channels plan to target awide age range, with Nostalgie and Cherie FM moreclosely resembling their corresponding radio stations.Other candidates for the TV licences include mediagroup Lagardere Active and existing music and enter-tainment channel M6. The deadline for applications isMarch 22.

An adult future for Jammin' Oldies?Four years ago, Rhythmic Gold-or so-called"Jammin' Oldies"-became one of the fastest -grow-ing formats in US radio history. Unfortunately for thosewho put it on their stations, it also proved to be oneof the fastest to burn, leading to suggestions that itwas merely a "fad" format. But, reports Dana Hall,salvation could now be at hand for those stations inshape of an evolution into Adult R&B.

AIRPLAY

With so many stationsleaving the format,some might sayJammin' Oldies isdead. But in the

same way that the US disco sta-tions of the late '70s evolved intothe first "urban contemporary" sta-tions, several Jammin' Oldies out-lets have segued to a more current -driven Adult R&B format, amongthem Clear Channel's WTJM(Jammin' 105.1) in New York andKHHT (Hot 92.3) in Los Angeles,Saga's WJMR in Milwaukee, andSyncom's KMJK in Kansas City.

KMJK's Greg Love joined theKansas station when it debuted asa Jammin' Oldies outlet and even-tually became the programmedirector who engineered its moveinto Adult R&B. He explains thatJammin' Oldies "just got old. Whenlisteners first hear those classicrecords, they say, 'Oh, wow.' Thesecond time they hear them, it's 'Ilove this song.' But by the third,fourth, and fifth time they hearthat song in one week, the song haslost its 'wow' appeal. Very quicklyafter the initial impact of these sta-tions, PDs started to see theirquarter-hour [ratings] diminish,book after book. They had reachedtheir peak within a year and beganto fall fast."

In New York, WTJM managingdirector Wayne Mayo agrees. "The[Jammin' Oldies] format was builtonly on dance records that crossedover to top 40. And the span of yearswas too narrow," he says. "While atraditional oldies station usuallypulls music from a 30 -year period,Jammin' Oldies was only taking thetop rhythmic records from maybe[the past] 10-15 years. That madethe music burn out very fast."

Novelty wares offLauri Jones, recently named pro-gramme director of Milwaukee'sWJMR, says, "The Jammin' Oldiesformat was a novelty to begin with,and that novelty wore off veryquickly. In [my] previous market[of Minneapolis], the Jammin'Oldies format lasted less than ayear. After the initial appeal to lis-teners, they eventually drift backto their P1 station, making theJammin' Oldies station a second or

third choice."New KHHT programme director

Michelle Santosousso notes that inits previous guise as Jammin Oldiesstation KCMG (Mega 100.3), the sta-tion had maintained consistent num-bers, even after a frequency move.

Aaliyah-bringing the Jammin'Oldies format up to date.But the change to Adult R&B "was anatural evolution," she says. "Megawas doing very well as a rhythmicoldies. But we started to see a change

We didn't want to lose that, and infact, [we] wanted to grow that audi-ence even larger. I don't really lookat us as a new station; we are sim-ply growing the audience wealready had. It's an audience thattends to be more loyal as well."

Love says that in Kansas City,"we were definitely targeting thegeneral market as a Jammin'Oldies. But we did have a coreblack listenership. To me, it madesense to build from there by keep-ing that core rather than flippingto a whole new format. Now we aresuper -serving that audience."

Relaunch versus evolutionWhile in Los Angles KHHT becamea whole new station when it movedto Adult R&B last year-completewith new call letters, identifier,and a new on -air line-up-otherJammin' Oldies stations havemade more gradual changes instaff and imaging.

WJMR, for example, added thesyndicated Tom Joyner show inmornings and ran an outdoor adcampaign inviting listeners to tunein to "the new sound of Jammin'98.3," listing many of the artists thatcan now be heard on the station.

Jones says that "once I arrived[at WJMR],, I changed the position-er from today's R&B and classicsoul' to `today's R&B and old -school.' I feel the younger audience

in the music and [in the] radio indus-try as a whole. The rhythmic andcrossover formats had splintered,with crossover becoming predomi-nantly hip -hop. That left a wholegroup of records and artists whowere not really getting the exposureto a wide audience on radio like theyshould-artists like Maxwell andAaliyah. While you could go to thebig crossover stations and hear a lotof rap and some R&B, there was noplace to go to hear a mixture of cur-rent R&B and old -school geared to anolder audience."

The move from oldies to current -driven music hasn't been the onlychange at these stations. In manycases, the biggest difference hasbeen a change in target demo.While most are still targeting a 25 -plus audience, most are now con-centrating on the African -Americanlistener. Jones says, "The listener -ship before was probably 70%white/30% black as a Jammin'Oldies station. Now, that has com-pletely flipped the other way."

Mayo says, "We always had anAfrican -American base, eventhough it was not really recognised.

uses the term 'old -school' more sothan 'classic soul.'And it fits better.We'd play TLC's Creep, and whilethat might be old -school, it certain-ly isn't classic soul."

We had to bring it up to acontemporary presentation," he says."I position all of the current music attalk breaks so that the jocks have

As an R&B oldies outlet,you play the same artists over andover, many of which are no longerworking in the business. So youquickly run out of things to say.Whereas [with] an artist like MariahCarey, there's something new andinteresting every day. Adding cur-rent music has actually lit a fireunder the jocks, and now they aremore excited and involved in prepar-ing for their shows."

New musicAs for how many current songs thesenew Adult R&B outlets are playingand whether they're going to breaknew music, the answers vary.

Mayo says the gradual additionof currents began last June. "Westarted by putting in about five tosix current records, which meantyou heard about one current songan hour. When we did our research,we found that African -Americanwomen love their classic soul, butthey also like Maxwell andGinuwine and those types ofartists. So it made sense to startadding them in. We find that if anartist has a sound that is reminis-cent of the past, it goes over muchbetter." Mayo adds that "becausewe are in New York, we can also getaway with songs by Mary J. Bilgeor Usher, simply because of theirhistory in the market. And thereare three other R&B outlets in themarket that can warm thoserecords up for us."

KMJK's Love notes that theJammin' Oldies format also had todeal with currents, if only because"the Isley Brothers, theTemptations, and Barry Whitewere coming out with current pro-jects. These were core artists forus, but as Jammin' Oldies wecouldn't play new records, yet ouraudience wanted to hear them."

Perhaps the biggest differencebetween these stations now and theJammin' Oldies format they oncewere is tempo-one reason thatmany uptempo Jammin' Oldies sta-tions ignored most of Adult R&B'sbest -testing oldies. But program-mers unanimously say tempo does-n't matter. "The owners used to be sobent on keeping the tempo up," Lovesays. "Now it's not a factor at all."

Jones adds, "We do a QuietStorm show every night from 7p.m. to midnight, so we're obvious-ly not tempo -driven. In fact, theslower we are, the happier I am.It's just not as much an issue withthe listeners."

Santosousso agrees. "It goesback to the old adage, 'A hit is ahit.' If it's a hit ballad, then play it,"she says. "My goal is not to try tokeep the station's tempo up. Mygoal is to play great music." Dana Hall is managing editorof M&M's sister US publication,R&B Airplay Monitor.

JAZZ SPOTLIGHT

Jazz is mixing it up in the northScandinavia is morethan ever five separatecountries with five sep-rate identities. As

early as 1923 The Reykjavik Jazzbandbrought the new syncopated music toIceland. By the 30s jazz was installedin all five northern countries. Startingin the late 1950s both Sweden andDenmark became the second home tomany well-known American jazzmusicians, from Dexter Gordon andBen Webster to Don Cherry andDewey Redman, who found inStockholm and Copenhagen a morecongenial ambience in which to liveand work than their native USA.

Two principle events-separatedin time by more than 20 years-sig-naled the discovery for the jazz worldat large of Scandinavia's erstwhilehidden musical talent. The first was alegendary concert by the Swedish AllStars at the 1949 Paris Jazz Festival.The performance brought the housedown, and elicited astonishment frommusicians, critics and public alike.The band included clarinetist PutteWickman and altoist Arne Domerus,both still performing and recordingmore than 50 years later. Swedishjazz has never looked back.

European soundThe second event was the release, inthe early autumn of 1970, of AfricPepperbird on Manfred Eicher'sbrand new ECM label. The album fea-tured saxophonist Jan Garbarek, gui-tarist Terje Rypdal, bassist ArildAndersen and drummer JonChristensen, all young musiciansfrom Norway. Not only did this andsubsequent albums from the labelestablish a new and specificallyEuropean jazz sound, but all fourplayers went on to record many moresessions with Eicher, andScandinavia quickly became the fore-most source for progressive, accessi-ble jazz outside the US for the nexttwo decades.

Thirty years later Scandinaviaretains a leading voice in progressivejazz, with Garbarek as popular andexploratory as ever, and many inter-nationally known acts, includingFinland's Edward Vesala and TrioToykeat, Denmark's Copenhagen ArtEnsemble, John Tchicai and NielsLan Doky, Sweden's EsbjOrnSvensson Trio, Bobo Stenson, andMats Gustafsson, and big bands suchas Finland's daring UMO JazzOrchestra and the veteran DanishRadio Jazz Orchestra.

European jazz's cutting edge isperhaps best exemplified by the so-called "Oslo sound", a hybrid ofacoustic jazz and electronica pio-neered by trumpeter Nils PetterMolvaer and keyboardist BuggeWesseltoft, among others, and whichhas focused the jazz world's attentionon the Norwegian capital.

broadcaster NRK 2's jazz programmeeditor Erling Wicklund. "The wholehistory of jazz is represented by livebands in Norway today. New musi-cians are taking up traditional jazz, ayounger generation of post -bop play-ers is taking up the Coltrane tradi-tion, and there are experimentalmusicians developing new styles andpushing the frontiers."

Oslo sceneThe Oslo sound, heard on labels likeCurling Legs and Jazzland [see page12] was forged in the studios andclubs of Oslo over a period of at leasta decade. New Conception Of Jazz,Wesseltoft's breakthrough, which hefounded Jazzland to release,appeared in 1996. Molvaer's Khmercame out on ECM in 1997 and soldmore than 100,000 copies. Ideas forboth albums had been brewing foryears, however, with collaborationsamong musicians, engineers and DJsa result of the unique Oslo jazz sceneand crucial support from the likes ofthe forward -looking Voss Inter-national Jazz Festival. Clubs like Bla

(Blue) nurtured the new music,though Oslo lacks a venue devotedexclusively to jazz. That very lackcould have been what ultimatelyfavoured the mingling of electronicaand jazz in the city.

Creative harmonySays webcaster and producer of jazzprojects at NRK David Fishel, "Thiswasn't just some smooth jazz playedover samples and a drum loop. TheDJs and musicians mixed not onlymusically but socially as well, andwhat developed from these encoun-ters was a truly sophisticated, cre-ative harmony."

With more than 100 jazz record-ings released in Norway in 2001, notall are honed to the electro-acousticstyle, of course. The most popular jazz

' record of the year-and of the last 20years, in fact-was an all acousticaffair from extraordinary vocalistSilje Nergaard. At First Light, the fol-low-up to her also popular Port OfCall, went straight to number one onthe Norwegian pop charts, and hasshipped 70,000 units there, according

to Yngue Naess, head of A&R atUniversal Music Norway. Not sinceguitarist Jon Eberson's Jive Talkingin 1980 has a jazz album enjoyed sim-ilar sales (Eberson has just releasedhis own latest effort on Jazzland).Nergaard's album was released inter-nationally (on Emarcy) in mid -February, and the singer will begin afull European tour in April, takingher pop -inflected jazz to more thanhalf -a -dozen countries, with six orseven gigs in Germany alone. The CDis also nominated for aSpellemannprisen, Norway's equiva-lent of the Grammy.

Acoustic jazz took Curling Legs bysurprise, also. The label, celebratingits 10th anniversary this year, hadissued two Wesseltoft albums in thepast. "The combination of techno andjazz is very hot," concedes co-founderKnut Vmrnes, "but our best seller lastyear was the totally acoustic ComeShine from the group of the samename, which features the vocals ofLive Maria Roggen." One good reasonfor that success was the tireless tour-ing of the group. "Touring is essen-tial," says Vaernes. "It was easier totour in the past, and to draw atten-tion to our releases in general. Nowit's a lot more competitive."

Boutique labelsDemand for venues is high, and withjazz management nearly non-exis-tent, most bands must manage them-selves. Luckily, local jazz idioms suchas those being developed inScandinavia and other parts ofEurope are gaining in popularity, and,according to Vmrnes, there is lessinterest in American jazz these days.Where in the past, New York was thedestination most desired by jazzmusicians, "Players now go toGermany, France or the UK to play."

Even so, Asia remains the label'smost important territory outside thehome market. This is true of mostother Scandinavian indies as well.Other European countries have theirown labels featuring local acts, soentering those markets is difficult.The Internet has helped promoteCurling Legs abroad to a degree, anddirect sales from the label's websitenow occur throughout the world.

The rise of home recordingthroughout Scandinavia as a result ofthe advent of reasonably -priceddomestic digital studio technology, isresponsible for a glut of boutiquelabels and artist -released CDs whichcomplicates the retail panorama.Ironically, one effect of this abun-dance of recordings is that lower unitsales force real independents torelease more material in the hopes ofachieving better than average salesfor as many albums as possible, thusalleviating the losses on the balanceof releases. A number of label execu-tives affirmed that though CDs whichactually do well are few and farbetween, those that do sell, sell well.As Lars Samuelson, producer for

Sweden, with twice the populationof Norway, had the same number ofjazz releases-about 110-last year,according to the Swedish JazzFederation, up slightly from previousyears. The Federation lists some1,500 registered jazz musicians, ofwhich 400 are professional.Samuelson, whose company releasesfrom five to ten CDs annually, feelsthe Swedish scene is at an interestingjuncture, with a younger generationof players mixing with veteran musi-cians. But he also sees a decline in

jazz at retail. A variety of styles, anda majority of first albums by youngerartists, are his proposed antidotes tothe situation.

Forward lookingIf not causing as much of a stir asOslo at the moment, Stockholm's live-ly club scene hosts some of Europe'smost forward looking jazz, from popu-lar vocalist Viktoria Tolstoy to thefree improvisation of the Aaly Trioand the melodic but progressive jazzof the Esbjorn Svensson Trio.Columbia have released an album bythe latter group, called SomehwereElse Before, which compiles tracksfrom their last two Swedish releasesfor Diesel, Good Morning Susie Sohoand From Gagarin's Point Of View.

Scandinavia benefits from exten-sive public support for jazz through anumber of government and privateorganisations. The Swedish ConcertInstitute's label Caprice features a7 -volume series of multiple CD setstracing the entire history of Swedishjazz. Public radio P2 presents fre-quent live performances from clubsand festivals throughout the country.And Nordjazz, an umbrella associa-tion of major Scandinavian jazz inter-est groups, works to access pan -Nordic and European Union culturalfunds for cross -frontier jazz projectsand artist exchanges.

The Finnish Jazz Federation wasfounded in 1966, the same year as thehuge Pori Jazz Festival, which dedi-cates a large part of its programme to

domestic artists, though some musi-cians complain that they rarelyappear on the main stage. One indica-tion of the growth in popularity of jazzin the country is that as late as 1980there were only three jazz festivals inFinland-currently there are morethan 30, including four in the farnorthern province of Lapland. Localauthorities discovered that they couldattract hordes of jazz fans to placeslike Kaanos during the frigid andlargely sunless winters, thus revivingdepressed economies and filling nor-mally empty hotel rooms.

This excellent album is a con-vincing calling -card for her buddinginternational career.

Thomas Agergaard/OknokKongo-Spirit And FactsAnker/Crispell/Mazur-PoeticJustice (both on Dacapo)Two very different sessions, bothdemanding and stimulating in theirown way, that explore the possibili-ties and limits of group improvisa-tion. The intriguingly namedAgergaard disc features a septetcomposed of four horns and a rhythmsection featuring guitarist NiclasKnudsen. Though at first the group'splaying seems abstract and anythingbut swinging, but as things developechoes of New Orleans waver intofocus, and drummer Martin MarettiAndersen's fills recall the marcheswhich were a source for early jazz.Harlem Jukebox is kinetic post -bopwhile Flute Fantasy enters Dolphyterritory.

The highly accomplished andprovocative latter trio are made up ofAmerican pianist Marilyn Crispell,saxophonist Lotte Anker (leader ofthe innovative Copenhagen Art

Ensemble) and percussionistextraordinaire Marilyn Mazur(Miles Davis alumnus and winnerof Denmark's prestigious Jazzparprize last year). Their soundbuilds on free improvisation, butof a lyrical and sensuous kind,underlined by Crispell's command-ing, classically inspired pianism.Delicate, meditative passages likeJapanese Gong Piece alternatewith more clarion exchanges, andfinally the listener simply surren-ders to three wonderfully adeptvirtuosos balancing at the veryedge of jazz.

Kurt Jarnberg-Make A Bet (FourLeaf Clover Records)An exciting, seamless, straight -ahead quartet session with finearrangements by the two princi-pals, Jarnberg and pianistThomas Jutterstrom. Composi-tional duties-ranging from bal-lads to bossa nova-are dividedbetween the two as well. Theleader plays every horn fromtrumpet to trombone to flugelhorn,without forgetting the tuba -likeand rarely heard euphonium. Ontunes like the soulful To Chet, hedisplays an uncommon ability tocoax wonderful sounds from theserecalcitrant instruments. Whileit's true that the future of jazz liesin pushing the limits and incorpo-rating new sounds, there's some-thing to be said for those who re -elaborate what's already been laiddown, preserving and presentingthe essential characteristics whichlie at the heart of any enterprise.This may be jazz in a classic mode,but it's anything but antiquarian,and reminds us that swing is stillthe soul of jazz.

Solveig Slettahjell-Slow MotionOrchestraCome Shine-Come Shine(both on Curling Legs)Slow Motion Orchestra is one ofthe best vocal debuts in recentmemory. Slettahjell's voice is assoulful and seductive as theycome, while her treatment of songsis never less than emotionally

engaging. Few of her contemporarieshave dared to approach standardswith the originality and daring ofthis soon -to -be celebrated Norwegiansinger, who combines utter commandof her art with a vocal charisma notheard since Diana Krall's emergencenearly a decade ago. The band whichaccompanies her here, fronted bySjur Miljeteig on trumpet andMorten Qvenild on piano, is ofteninspired as well, and on iconoclasticand thoroughly modern versions ofMy Heart Belongs To Daddy and oth-ers, they lend the perfect stylistic foilto Slettahjell's smouldering butsmart delivery. Very recommended.

Come Shine, which boasts thefresh and beguiling voice of LiveMaria Roggen, also tackles stan-dards, but this group's agenda seemsentirely post-modern in both deliveryand intent. A playful tensionbetween subversion and authenticitypermeates this appealing set fromone of Norway's most popular acts,with musical sparks ignited bypianist Erlend Skomsvoll and drum-mer Hakon Mjaset Johansen, whichkeeps the sound one step ahead oftradition and the listener always onthe verge of surprise, as in the veryhip You Don't Know What Love Is.

Esbjorn Svensson Trio-GoodMorning Susie Soho/FromGagarin's Point Of View (Diesel)Progressive jazz that's full of ideas,that has some of rock's energy andspirit, that sounds on occasion likeadventurous musicians exploringnew territory, on others as if they arehappy tramping around the back gar-den. The Esbjorn Svensson Trio havea talent for lyrical, melodic tunes,and the confidence to try a variety ofmusical tricks to see where it willlead them. A virtue of these twoalbums is their cohesiveness, giventheir eclectic approach and the influ-ences they display. Even with thesubtle electronics which crop up fromtime to time, the music's overall feelis acoustic but driving. That vividmusical momentum makes EST oneof the most creative and dynamic out-fits in European jazz today.

continued from page 10goes to one band: the UMO JazzOrchestra, one of the world's best,most innovative large groups. To putthis in perspective, Norway's NorskJazzforum-a private organisationfunded by the government-countsno fewer than 60 big bands among its

members, and 30%-40% of its budgetis earmarked for concert and toursupport for its members. So it's nowonder that many within the Finnishjazz community grumble about exces-sive privilege for the UMO, howeverrespected the band is musically.

Federation executive managerTimo Vahasilta praises Finland's jazzeducation, centred on the SibeliusAcademy and the Pop and JazzConservatory, but compares his coun-try's system of public supportunfavourably with that of Denmarkand the rest of Scandinavia wherevenues, for instance, receive financialsupport to help defray the costs ofprogramming jazz events.

Jazz educationCopenhagen -based Dacapo Records isan example of the kind of supportmentioned by Vahasilta. Founded bythe Danish Music Council In 1989,the acclaimed label, distributedworldwide by HNH, which also dis-tributes the ubiquitous budget classi-cal label Naxos, focuses on the exper-imental side of Danish jazz, recordingchallenging works which would oth-erwise find few outlets. MD HenrikRordam, like his colleagues through-out Scandinavia, extols recentadvances in jazz education. "Therecent strong development of new tal-ent coming from schools like TheAcademy Of Jazz and RhythmicMusic is something entirely new inDenmark."

But this regional Scandinavianrenaissance masks some seriousproblems. A plethora of young welleducated players is hitting thestreets eager to make a contributionto the local jazz scenes in Oslo,Stockholm, Copenhagen or Helsinki,but when they arrive they learn thatthere are few venues, a limited pub-lic, scant financial support, and plen-ty of competition for space in recordstores mostly indifferent to jazz.

One answer, of course, is toattempt to forge alliances with theculture at large, the way that Oslo'smusicians are doing, or that ManfredEicher and his coterie of young play-ers did 30 years ago. Affirms CurlingLegs' Vmmes, "The whole concept ofjazz right now is changing, and noone knows what will come out of it."

Jazzland leads the wayf you're looking for a nutshell towrap the Oslo sound in, Jazzlandwould be it," says independentjazz programmer/producer DavidFishel, referring to the iconoclas-

tic, innovative label founded byNorwegian keyboardist BuggeWesseltoft five years ago.

The imprint embodies the ambientsoundscapes, deep house rhythms andeclectic electronics fused to acousticjazz, known variously as the Oslosound, nu -jazz or electro-acousticmusic, that was pioneered byWesseltoft and fellow sound explorerNils Petter Molvaer during the mid tolate '90s. Other trailblazers amidNorway's thriving jazz undergroundinclude guitarist Eivind Aarset, whoseElectronique Noir was Jazzland's sec-ond release, and vocalist SidselEndresen, whose haunting style hasgraced a number of Norway's cutting -edge new music projects.

Powerful rosterLaunched to release Wesseltoft's ownfirst solo project, New Conception OfJazz, Jazzland was directly inspiredby legendary Cologne -based labelECM, which featured a powerful ros-ter of highly individual Scandinavianplayers who vastly expanded the lan-guage of jazz over the next threedecades, and in the process helpedcreate a strong musical identity foryounger Scandinavian musicians toemulate.

Taking its cue from ECM,Jazzland began defining its ownsound from the start, described byWesseltoft as "pulsating rhythmicmusic and acoustic improvisation".The visual aesthetic of the labelalso owes something to theGerman label, whose refined, min-imalist album covers created aunique, trademark style, whichJazzland has updated with graph-ics inspired by industrial advertis-ing and digital typography. Thelabel's striking design is by saxplayer and Kornstad Trio leaderHakon Kornstad.

The influence of ECM goes deep-er, however, as many leading lightsof the Oslo scene-includingWesseltoft and Sidsel Endresen-have recorded for the label in thepast, Endresen under her ownname, and Wesseltoft with suchECM veterans as Jan Garbarek,Jon Christensen and ArildAndersen. He has also played regu-larly with guitarist Terje Rypdal.

Wesseltoft's intuition that launch-ing a label would be the best way topromote his music paid off immedi-ately. New Conception Of Jazz wenton to shift upwards of 40,000 copiesthroughout Europe, and won a pres-tigious Spellemannprisen, Norway'sanswer to the Grammy. "Althoughwe didn't invent this style of music,"Wesseltoft reflects, "Oslo was quiteearly in exploring this kind of mix,because we had close relations withthe electronic part of the music busi-ness. There were several clubs wherejazz musicians and those from the

electronic environment mixed andeven played together. So the vibe wasquite strong from the start."

The intimate nature of the musicpanorama in Norway also con-tributed to the evolution of the Oslosound. "The music scene is quitesmall so musicians tend to playtogether," says Jazzland MD StenNilsen. "There are no separate jazzand pop environments, they mergeand overlap. That broad-ens everyone's horizonsand makes the Norwegianmusic scene especiallyinteresting." AddsWesseltoft: "I think I per-sonally know every jazzmusician in Norway."

Another important fac-tor is the high level ofmusic education inNorway, as throughoutScandinavia. The SpecialJazz Studies course at theTrondelag Music Conservatory inTrondheim is especially importantin this respect, providing a similarservice as the Berklee School ofMusic in Boston does for Americanjazz. Many of the key players inNorway's new sound studied there,and groups like Urban Connection,Mingus Ah Um, Come Shine andJazzland's Kornstad Trio emergedfrom the milieu around the school.

But no matter how fertile thesoil at home is, touring abroad isstill the goal of most aspiring musi-cians. Being distributed by a majorlabel has made a huge difference inthe label roster's opportunities toplay outside of Norway.

As Nilsen-who was PolygramNorway label manager before mov-ing to Jazzland-explains, theimprint was picked up early forworldwide distribution byUniversal through the classics andjazz division in London. While it'sup to local affiliates whether or notthey release a particular album,some 25-30 territories follow theNorwegian release of Jazzlandproduct within six months, accord-

ing to Nilsen. France andGermany, with their relativelydeveloped jazz markets, are cur-rently key territories. "The bestthing a small label can do to sur-vive is tour, and tour a lot," Nilsennotes. "Some of our acts have beenin certain countries 20, 30, even 40times. France is most interested inexploring new styles. The club net-work is very good, perfect for some-one who wants to bring a band to anew country. Bugge has playedabout 70-80' concerts in Franceover the last two -and -a -half years."

Universal Norway A&R directorYngue Naess concurs. "In pop musicyou have videos and radio airplay,which you don't have with this reper-toire, so you have to play to an audi-ence." Norway's festival circuit is

especially friendly to domestic acts,and both Molde-the country's majorfestival-and the smaller VossInternational Jazz Festival nearBergen have been significant forces,via commissions for new work, in thedevelopment of the new jazz inNorway. "All these artists have playedat both the newer and more tradition-al festivals," asserts Naess. Wesseltoftand vocalist Endresen will perform

together at Voss this springto present their new album,their third together.

Though major distribu-tion is obviously a boon,it's not all good news.When a release coincideswith the campaign for apriority artist like DianaKrall, relates Nilsen,other projects can fallbetween the cracks. Also,major labels have a vari-

ety of distribution agreements withretail chains and independentrecord stores, so while large chainsare likely to carry indie product,smaller outlets often don't. Which iswhy Jazzland plans to create a webshop on its Internet site.

International profileJazzland's international profile grewrapidly as clubland began cueing thelabel's acts and the media picked upon what was happening in Oslo. TheNew York Times qualified EivindAarset's Electronique Noire as one ofthe best "post -Miles" albums ever,Herbie Hancock name -checked theOslo scene as an influence on his lat-est opus Future 2 Future, and labeltracks have been picked up by chill -out compilation series Café del Mar.The label's acts have club cred aswell as jazz audience esteem.

One of the imprint's most adven-turous outings is the Mari Boineremix album Eight Seasons, featur-ing re -castings of the Sami singer'sevocative world fusion by the likes ofJah Wobble, Bill Laswell and NilsPetter Molvaer. But it would be amistake to limit the label to electron-ic jazz, as such nu -acoustic bands asAtomic and the Kornstad Trio aretaking the label in a new direction.Says Nilsen, "Jazz is absolutely morepopular than when we began fiveyears ago. The live scene is very good.Audiences are enthusiastic, and arealso showing interest in the newacoustic and experimental jazz."

Wesseltoft's aim for the future isto try to keep to the label's all-important profile, while not remain-ing closed to new tendencies."There's an upcoming generation ofyounger players returning to theacoustic format and working withfree jazz elements inherited fromthe '60s," Wesseltoft concedes. "Sothis is a new tendency for the labelas well. But even these groups havecollaborated with the electronicscene, so that's an important link.I'm excited to see how it will bereceived."

An album with Gregorian -type versions of DeepPurple's Child In Time, Pink Floyd's Wish You WereHere and Phil Collins' In The Air Tonight hasbecome one of the unexpected pan-European suc-cesses this season. It has also provided a muchneeded global seller to its distribu-tor Edel.

Reminiscent of Enigma,Gregorian consists of a 12 -strongBritish choir dressed in ancientmonk robes interpreting pop songsas Gregorian chants. "I did thefirst album of Enigma 12 years agoand I thought the time was rightnow to do something in that direc-tion again," says German producerFrank Peterson and project mas-termind, whose credits includeSarah Brightman. "I just did itbecause it is my own musical style.I don't ask who buys this musicuntil the product is finished andthere."

Released before Christmas, thealbum Gregorian-Masters OfChant Volume Two achieved goldstatus in five European countries (Germany,Belgium, Hungary, France, Portugal) and platinumstatus in Finland. "To reach this success, wefocused a lot on marketing," explains JuergenOtterstein, CEO OK Visions, who co-ordinated therelease of the project alongside Edel companies inEurope. According to Otterstein, the two albums of

the series have sold a combined two million units inEurope.

Gregorian is marketed by OK Visions and has aEurope -wide licensing deal with Edel. Ottersteinsays that as this project was unlikely to receive hugeairplay, marketing focused on TV advertising andTV specials. `Without the airplay at radio stations,

we went a different way with TV -specials fromSpain and Ireland and appearances of Gregorian ondifferent TV -shows," explains Otterstein. "Also veryimportant was in-store listening. Wherever thesongs were played in record stores, we got a verydirect feedback and rising sales."

Stephane Girard, Edel France MD, confirms air-

play proved to be non-existent. What deliveredinstant sales was having the tracks on listeningposts throughout France in retail chain FNAC. "It'sa project which does not have natural visibility sowe had to get directly to the consumers," saysGirard. In France, Girard tailored the record withthe Gregorian versions of two tracks, Desireless'

Voyage Voyage and MyleneFarmer's Bever.

"We chose songs which hadbeen hits in France but also hadinternational potential," saysGirard who adds the euros one mil-lion TV advertising campaignbefore Christmas focused on thesong itself, supported by a lavishvideo shot with a euros 100,000budget. "As it was obvious wewould get no radio support, we hadto find other ways to reach recordbuyers," says Girard. VoyageVoyage has been picked as the sec-ond single to be released inGermany.

Otterstein just signed a dealwith Universal Music's classicallabel Decca for the NorthAmerican market and the first

album will be released at the end of April. "Edeldoesn't have the infrastructure to push this act inthe US, but of course it is also important for themthat the product is released in this important mar-ket, so I am really glad we arranged this compro-mise," says Otterstein, who also worked as a con-sultant for Edel's chief executive Michael Haentjes.

Allstars shine bright

In 1999, the UK indie/dance outfit Lo -fidelity Allstars debut How ToOperate With A Broken Mind was thehighest charting album (number one)from a UK act in the States onBillboard's Heatseekers chart.Supported by the success of the singleBattleflag, it has since gone on to sellalmost half a million copies.

With British music in the Americancharts all but drying up, the UK indus-try will be watching the statesideprogress of the Lo-Fi's follow-up; Don'tBe Afraid Of Love (released February25 in Europe via Skint and SonyMusic's SINE network) with interest.Preceded in January by the singleSleeping Faster, the new material hasalready won friends at UK radio espe-cially; BBC Radio 1 (CHR), Kiss 100(Dance) and BBC Radio London (FullService). BBC Radio London SeanRowley says, "It's a really upliftingalbum that works on every level". BBCRadio 1 DJ Mary -Ann Hobbs claimsclosing track Dark Is Easy is, "One ofthe first truly heart stopping pieces ofmusic in the 21st Century."

The Low Fidelity Allstaps' successis all the more remarkable consider-ing former vocalist Dave Randall (akaThe Wrekked Train) left on the eve oftheir first major tour. "It's been goodfor us-our success happened straightafter he left, so it gave us the confi-dence to carry on," says Lo-Fi memberMartin Whiteman The new album,written largely while on tour in theUS, features vocals from the remain-der of the band and three collabora-tors including Bootsy Collins (On ThePier) and Afghan Whigs frontmanGreg Dulli (Somebody Needs You).

Damien Harris, Skint Records labelhead believes the new album is "moreaccomplished and musically satisfying"then it's predecessor and should suitethe US market. "The Seattle -basedradio station that broke Battleflag hasalready given the album track FeelWhat I Feel 50 plays," he says.

Harris expects some European ter-ritories to be "hard work", and that theLo-Fi's popularity depends strongly onthe live performances. "We will be tar-geting the summer festivals as theband are now an amazing live experi-ence." Having just completed a UKtour they hit America and Australia inMarch then on to Holland and Belgiumin April before playing Barcelona'sPrima Vera Festival in May.

"That whole year was an amazingexperience, but I think the highlightwas playing live on Howard Stern'sradio show surrounded by dancingbikini -clad models," says Whiteman.

dancefloor this summer. On theRadio Edit the music is tight,focused and brassy while,amongst the four club mixes, the12' mix is good, if a little work-manlike. The two standouts arethe sublime, subtle re -reading byF Corn artist Ludovic Llorca andthe jazzy, viciously funky JohnStorm 7\1' Da Kid Mix.

DANCE BEATThe weekly dance chart comment by Harald Roth

In an unusual move, Belgian Junior Jack'sThrill Me (PIAS) returns to the top spot of theEuropean Dance Traxx chart for a second, non-consecutive week. It's the first time a recordhas returned to the top since Chicane's Don'tGive Up (Xtravaganza) nearly two years ago.

Thrill Me again lost some ground with clubDJs around Europe but scored on the salesfront in the UK and Ireland. However, as spe-cialist sales in Britain generally only experi-ence a one -week peak, it is expected that it willlose momentum again next week .

Meanwhile, Italian production DBBoulevard's Point Of View (Airplane!Illlustrious)moves up from nine to four this week, and isnumber three on the Movers list, thanks to newsupport coming from France, The Netherlands,Denmark and Poland, where Sony Music haslicensed the track.

Another Sony track, Puretone's Addicted ToBass, is one of two new additions to the top 10.Licensed from Australian indie Festival(Festival Mushroom Group) and sub -licensed toUK indie Gut Records, it has debuted on chartsthroughout Scandinavia and climbs from 14 to10 this week.

However, the biggest overall gainer, as wellas the biggest gainer on the clubplay listing,comes from Germany's ATB, whose You're NotAlone (Kontor) moves from 44 to nine in only itssecond week on the chart. The climb is based onan excellent performance in its nativeGermany, and while it's not yet available else-where, import copies have already made animpact on the Belgian Dance chart.

Speaking of Belgium, one of the hottesttracks on the general sales charts there at themoment is Mad'House's Like A Prayer, licensedto local indie company ARS. The cut is thisweek's highest new entry on the Dance Traxxchart at number 57. Apparently, there arelicences for some territories still available...

Finally, Italian signing Pink Coffee's cover ofPink Floyd's Another Brick In. The Wall (909Records) is one to watch, and is the fifth high-est of this week's nine new entries into the top100 at 67.

Another artist making a significant moveupwards is US pop princess Britney Spears,whose new single I'm Not A Girl, Not Yet AWoman (Jive) rises from 47 to 33. The trackalso features on her movie debut Crossroads.The film is about three teenage girls embark-ing on a road trip across America, also sym-bolising their crossing into adult life.

Aside from the change at the top, there'srelatively little movement on the Top 50 thisweek, with just one new entry. As predictedlast week, Sheryl Crow comes in at 48 withSoak Up The Sun (A&M), the first single to bereleased from her forthcoming album C'Mon,C'Mon. Soak Up The Sun is an energetic track,featuring backing vocals by Liz Phair. JimSampson, music editor at CHR station Bayern3 in Munich notes that "again, she's rockingfor the crossover audience, so we started play-ing it as soon as we had it, which was actuallybefore the official radio date because the trackwas on a radio sampler from Motor Music."

Crow will be playing showcase in associa-tion with Bayern 3 in Munich on March 25,one of just two showcase dates in Europe (theother is in London on March 20). "We are look-ing forward to Sheryl's visit," enthusesSampson. "She's been a core artist for nineyears, and very few radio stations can claimthat. We've been playing her since Run BabyRun."

"For the UK market, we unfortu-nately had to remove several imagesfor daytime [music TV] programming,"confirms Eric Vandepoorter, head ofinternational at Universal MusicFrance.

"MTV has had a bad compliancerecord in the past and they've beenfined," says Helena Hird, spokes-woman for UK commercial televisionregulator the ITC. "Watershed familyviewing applies to these [music] chan-nels as well-and they're expected toschedule appropriately."

"We are avoiding playing[Moi...Lolita] before 7pm because it'sprime time for very young viewers[and] it does contain potential dangersin terms of imitative behaviour," saysHans Hagman, VP of music program-ming, MTV Networks Europe. "With-out pushing it too far, in the currentclimate of paedophilia everyone has totake responsibility."

Eddie Ruffett, A&R manager atUniversal Music International (UMI),says: "In Europe, there wasn't a prob-lem; the UK media is child -abuseobsessed. We made people read thelyrics. They explain that this is notwhat it's about."

Moi...Lolita was written and pro-duced by veteran performer MyleneFarmer and composer Laurent Bouton-nat, who also wrote the Alizee album,Gourmandises, which to date has soldover 800,000 copies in France and wasreleased in the UK on February 25.

Gillian Kinnersley-Hill, marketingmanager for international repertoireat UMI, says the company began tothink it could chart the single in theUK following its rapid cross -territorysuccess in Germany, Holland, Russiaand Israel. "The consensus was if theycan do it, with a French -language sin-gle, it can work here too," she says."The quality of the production and thevideos is a good reason why the reper-toire travels. It's also about the natureof the song, it's very catchy."

"It was just a question of waitingfor the right time-we had to havesuccess in other territories before wecould take it to the UK," agrees Ruf-fett, who stresses that radio played lit-tle part in breaking the record. "Wegot BBC Radio 2 [AC] reasonably ear-ly, and BRMB [CHR] in Birmingham,but radio was never really part of theplan-we thought we had to get a hitwithout it. Basically, what has made itis a great club story, [music TV chan-nel] The Box, the press and key TVshows."

MTV's Hagman believes the ongo-ing success of French electronica hashelped educate British palates towardGallic music. "With the wave ofFrench electronica last year, people inthe UK are looking more closely [atFrench music]," he believes.

Kinnersley-Hill points out that"it's the first time a French -languagetrack has entered the UK chart since1988-it's a landmark for Frenchmusic."

The second single, L'Alizee, also inFrench, has already gone to radio inGermany, Holland, Belgium andSwitzerland.

France wants to improve music -radio dialogue continued from page 1

Sources say that the pro-posed new body is reminiscent ofMusiques France Plus, an organisa-tion set up in the mid -1990s to facili-tate the dialogue between radio sta-tions and the music industry follow-ing the country's adoption ofFrench -language airplay quotas.

The report suggests using theembryonic structure of the Observa-toire de la Musique project to serveas a source of data for the industry,where information is collected, mon-itored and analysed in a more thor-ough manner.

Says Baptiste: "Data [collected atthe moment] is not very dependable.There is no methodology generallyaccepted by everyone to measureplaylists, or to look at the relation-ships between the programming oftracks on the radio and advertisingcontacts."

The report claims there is a lackof "musical diversity" on French

radio, despite a "rich and varied"commercial music scene. It says thenumber of artists broadcast onFrench radio has been cut by halfsince 1995, while the number ofweekly rotations for individualtracks has increased massively.

Says Baptiste: "There has beensuch .a reduction in the musicaldiversity of tracks programmed, yetthere hasn't been a reduction intracks released, or in the number ofnew artists being released."

He adds: "[The term] musicaldiversity must be taken in the artis-tic and cultural sense: diversity ofauthors, singers and styles. I believeit is a problem for the entire indus-try, but obviously it is more crucialfor independent companies. It isimportant for the public to have awide choice, and that all musicalstyles and artists can be heard."

In addition to the current radioscene, Baptiste also describes musicprogramming on TV as an "urgent"problem, since entertainment chan-

nels such as M6 have reduced theirprogramming in the past few years."Music programming on TV hasbeen severely diminished," he says."It's a situation that we consider tobe very worrying; there is practicallyno more music on TV, other thanseveral specialist channels which dotheir job very well, such as MTV andthose of the MCM group."

Meanwhile, Tasca has askedJean-Marie Cavada, president ofpublic broadcaster Radio France, tooutline the network's strategy withregard to music programming, alsoencouraging public TV group FranceTelevisions to work with music pro-fessionals with the aim of increasingthe amount of music programmingon TV.

Baptiste declared himself pleasedat these actions, acknowledging theimportance of the stations. "FranceTelevisions, as a public broadcaster,certainly has a bigger role to playthan commercial broadcasters," hesays.

FNAC supports independent labelsin manifesto for musical diversityby Joanna Shore

PARIS - France's leading musicretail chain FNAC has joined forceswith independent labels' body UPFIto promote musical diversity in themarketplace.

The two have released a "mani-festo" voicing their mutual dissatis-faction with the current state of theFrench music market.

. And in order to aid independentlabels-which it believes helps pro-mote diversity in the market-FNAC says it will focus on a higherin-store profile for indie acts, includ-ing increasing the number of listen-ing posts dedicated to non -major -label music product.

"It is has been FNAC's long-stand-ing mission [to support independentlabels]," says Christophe Cuvillier,managing director of FNAC stores."This is also the result of an observa-tion we have shared with UPFI onthe evolution of the market, regard-

ing the higher and higher concentra-tion of themarket [bymajor labels]."

"We notethat the vastmajority of theworldwide mu-sic market isin the hands of

a very small num-ber of companies,"says Marc Thonon,managing directorof indie label Atmo-spheriques and amember of UPFI."The economicmodel that thesecompanies impose on the marketleads to a standardisation of the cri-teria for the production and the dis-tribution of cultural goods. This con-centration goes against musicaldiversity."

diversity are among those highlight-ed by UPFI in its own manifestoreleased at the beginning of the year.Among the threats to diversity,Thonon mentions the rise in market-ing expenditures, which tends tofavour mass -market products, thefact that music is more and more aloss -leader for the wider entertain-ment industry, and the creation ofthe two dominant music online plat-forms, MusicNet and Pressplay.

As part of its support scheme forindies, FNAC will release a monthlycompilation featuring 10 tracks fromvarious independent labels. The firstalbum, released on March 2, is retail-ing for just four euros. Albums by theartists featured on the sampler CDare also being sold with a discountVAT rate of 5.5%, reflecting the VATrate normally levied on culturalgoods such as books and films. Notconsidered a cultural product, musicproduct normally carries a 19.6%VAT charge.

RDP stations face sell-off threatbroadcasters is on the cards.

The government-which wasrecently defeated in a vote of no -confidence after losing nearly all itsseats in local elections-has alreadysaid that, if it cannot privatisethem, it will close one or more of thepublic TV channels belonging todebt -ridden public TV broadcasterRTP within two years.

The first signs of possiblechanges in the public radio sectorappeared last November when thedirector of programming at com-mercial station Radio Comercial,Luis Montez, was invited to takethe helm of RDP Antena 3. Montezre -launched the network under thebanner "More Portuguese Music" in

a bid to bolster its audience.Any privatisation of RDP's music

stations is unlikely to be welcomedby the country's record labels. "Itwill be bad news if we lose a publicservice youth radio station, whichcan offer alternatives to the play -it -safe programming we've got onmost of the other commercial sta-tions," comments EMI Portugal MDDavid Ferreira.

"We're in a wait -and -see posi-tion, but for us the political side isirrelevant," says Sony Music Portu-gal managing director Carlos Pinto."What we want are radio stationsthat work with the music industryand not against it."

Reflecting the industry -wide downturn inadvertising revenues, pan-Europeanbroadcasting giant RTL Group suffered a 35%decline in profits last year. Adjusted groupEBITA for the year ending December 31, 2001fell to euros 361 million, down from euros 555min 2000. Radio profits were down by a massive65.3%-in a statement, RTL blames the fall onthe weaker advertising market in its coremarket of France and lower audiences fort itsflagship full -service station in France, RTL.

German anti-trust authorities have clearedthe acquisition of Koch Group's Europeanrecorded music and music publishing operationsby Universal Music International (M&M,March 2). Universal Music Germanychairman/CEO Tim Renner told a Universalmarketing conference in Berlin that theintegration of Koch will take up to four months.

With three awards to their name,Popstars act No Angels (pictured)were among the big winners atGermany's Echo Awards on March7, scooping the awards for BestRock/Pop Band and Best Pop Single.The group's label Polydor won theaward for Best Marketing Effort.
