Roadrunner, a specialised rock label with offices in the US and Japan, was set up by Dutch entrepre- neur Cees Wessels 20 years ago. AMG's la- bels include CNR (MOR, pop, national repertoire), Bit (dance) arid Arcade (TV merchan- dising, compilations). It will become the umbrella company for all Road- runner's European activities, although the Roadrunner label itself will remain and will not be relocating to Arcade's head office. Arcade Music 'Group managing director Nico Geusebroek has been actively looking for a new business partner since August, when Dutch media group Wegener decided to sell its music division in order to concentrate on its core publishing activities. "We wanted a new partner who would be willing to invest in new artists to create a big- ger market share," explains Geuse- broek. "Roadrunner and Arcade are a perfect fit. As we report in our Hotline column this week (page 18),the UK's Radio Authority (RA) has levied its heaviest everfines on two radio stations for "gross breaches of the statu-tory requirements regarding taste and decency and incite-ment to crime."

The RA's decision has once again drawn attention tothe fact that, unlike the press (which is by and large ruledby common law) electronic media often has to face thesword of justice from bodies whose rulings frequentlystand, as in this case, without an appeals procedure.

One of the arguments usually put forward to explain thisdifferent treatment is that broadcasters are using a scarcepublic resource (i.e. the radio spectrum) and that a strongregulatory system is a way of protecting the public frombroadcasters abusing their privileged positions. In the caseof the UK, the 1990 Broadcasting Act contains several rulesand requirements applicable to stations regarding "goodtaste," "incitement to crime" or matters "offensive to thepublic," which are left to the RA to implement in practice.

But there is nothing that a radio station or a TV chan-nel does on air that cannot be judged through common law.Obscenity? There are laws against that; incitement to cola-mit criminal offences?-ditto. Besides, the definition ofwhat is "good taste" is debatable, as what constitutes a sintoday can be acceptable practice tomorrow.

Even within the broadcasting sector, it is striking tosee the difference in treatment between radio and TV.Take Brian de Palma's bad boys movie Scarface. By allaccounts, this film earns the Oscar for the most frequentuse of four-letter words in a single movie. But while thismovie can be broadcast on primetime TV, sample five sec-onds of Al Pacino's dialogue and play it on the radio, andyou'll soon be hearing from your regulator.

This is not just a UK thing, it's asituation radio stations in most Euro-pean countries face-not to mentionthe US, where a four-letter word on -air will immediately prompt a warn-ing and/or fines from the FCC.

Isn't it about time to recognisethat radio is a gown -up medium forgrown-up audiences, and that moreroom should be left for commonsense and common law?

XFM Norway's 'missing link'?by Kai R. Lofthus

OsLo -Alternative rock station RadioTango/Oslo is launching a new spin-offstation, XFM, on January 15 with aformat that will blend Top 40 hits,alternative rock and dance music, fea-turing artists from Korn and FooFighters to Suede and Jennifer Lopez.

Most music stations in Norway haveover 1,000 titles on regular rotation, butRadio Tango's music director SverreBjornsen says that XFM, targeting 15-25 year olds, will be much tighter withjust 500 titles. Explains Bjornsen: "Fewlisteners stick to one station all dayevery day -and even fewer listen to astation for longer than a few hours."

However, although XFM's reper-

toire may be small, it will contain amuch wider variety of music genrethan most Norwegian commercialstations. Sony Music Norway radiopromotion manager Espen Slapgdrdenthuses: "At last a radio station isrecognising the variety of musictastes among 15-25 year olds. If youare into Eiffel 65 or Jennifer Lopez,there is also a chance that you likehip hop or rock. MTV tries to have asemi -alternative profile, but theychicken out of that during daytime.For Norway, this station will be themissing link between [public Alterna-tive/CHR broadcaster] P3 and[CHR/Dance station NRJ."

"Absurdly enough, all of Oslo'scommercial stations occupy near -

identical niches," notes Bjornsen."Radio 1 is Hot AC, while NRJ, TheVoice and Radio Oslo are more dance -oriented. We want to add other styles.After all, there must be a reason whyOffspring sell so many units."

XFM will replace Radio Tango on99.3 FM, while Tango will succeedclassic rock station Radio Tango 2 on105.8 FM. As a result, Radio Tangowill blend both classic and contempo-rary rock music on its new frequency.

Bjornsen adds that Tango Gruppenis investigating carrying XFM's outputvia satellite and Internet. Plans arealso under way to become an Internetservice provider, which will include thecreation of an Internet portal and amobile phone operating company.

Mudhut to deliver Acid Jazzby Lucy Aitken

LONDON - Mudhut.co.uk has signedan exclusive on-line distributionagreement with indielabel Acid Jazz in adeal that includesaccess to repertoireby, among others,James Taylor Quartetand Brand NewHeavies.

The deal gives the on-line company exclusivedigital distribution rightsof all Acid Jazz artists, andincludes licensing for e -commerce and bespoke CDcompilations. Artists willreceive a 50% cut of on-line sales.

Music will be availablefrom mudhut.co.uk fromJanuary 1, 2000 in two download -able formats-MP3 and Microsoft'sWindows Media Technology 4.

Titus Ogilvy, CEO of Mudhut.co.uk,told M&M that the on-line operation is

negotiating with a number of indielabels, and that the company may soonannounce deals with up to 20imprints. He says: "On-line distribu-

tion is here tostay. The amountof investmentthat has beenploughed into itmeans that wehave passed the

point of no return."Mark Blanch,

general manager,Acid Jazz comments:"The deal will enableus to provide easyaccess to the oldestand newest of AcidJazz artists in multi-ple formats."

MADRID - Some 300,000 listenershave stopped listening to music radioin Spain, according to the year's finalEGIVI ratings released on December 10.

ParticulaTly hard hit compared to theprevious EGM survey covering April andMay was SER's AC/Gold network Cade-na M-80, which saw 307,000 daily listen-ers desert the station to take its reachdown to 690,000.

Luis Merino, programme director ofSER's music networks, says: "We aresurprised, but M -80's audience did go upby 230,000 in the last survey."

M-80 director Sandro D'Angellisays the important thing is that M-80has now established itself as Spain'sonly "truly AC format network basedon classic hits from the '80s and '90s."He says that COPE's AC/Rock Cadena100, which beat M-80 by just 20,000listeners in the last survey, has twice

as many stations as M-80.Merino admits that the general decline

in music radio listening is a real concern."The third survey is traditionallynever the best for music radio, buteven so I hope that this year it is ablip." He believes that year -on -yearcomparisons are clearer than survey -to -survey analysis.

His sentiments are echoed by Javierdel Castillo, communications directorof Spain's third largest commercialradio group, Onda Cero Corporation.

He tells M&M: "Our evaluation [ofthe figures] is positive given the shortperiod we have had to consolidate ournew formats. But the real comparisonis with the same period a year ago".

Cadena 100 director Jordi Casolivaalso says that the end of year survey"has not been good for music radio, butit does show that our immediate com-petitors, Cadena DIAL and Cadena M-80, have fallen back sharply."

ON THE BEATBLUE DANUBE CLOSURE MOVING AHEADVIENNA - Despite listener protests, Austria's public broadcaster ORF isprogressing its plans to close Vienna's full -service English -language sta-tion Blue Danube Radio and replace it with an alternative music stationbroadcasting in English and German. Blue Danube currently shares anFM frequency with ORF's German -language alternative station, FM4.The new station will also go under the FM4 name and is to debut in Feb-ruary. A protest group called Friends of Blue Danube Radio have handedin a petition with the signatures of 28,000 listeners opposed to the change.Austria's commercial broadcasters are also opposing the move, claiming itis designed to consolidate ORF's grip on the country's radio market.

HEFNER AND ARID TO SHOWCASE AT EUROSONICHILVERSUM - The sixth pan-European showcase festival EuroSonic,held in association with the European Broadcasting Union (EBU), willtake place on January 7. Artists being provided by EBU member sta-tions include Hefner (BBC Radio 1, UK), Arid (VRT Studio Brussel, Bel-

gium), Kashmir (DR P3, Denmark), andDaryll-Ann (VPRO, Holland). EuroSonic ispart of Noorderslag, the annual conferenceof the Dutch music industry organised bythe Conamus Foundation. PARIS SAYS YES TO OUI FMPARIS - Mediametrie ratings for Paris show that rock stationOui FM has doubled its audience during the past year to 4.6%.France's four full -service and news/talk networks (RTL,Europe 1, France Inter and France Info) attract close to60% of the Paris audience, leaving only 40% of the audi-ence tuning in to music networks, which traditionallyfare worse in the capital than nationally. CHR/Urban Sky -rock, Gold RFM and AC Cherie FM, however, are performingbetter in Paris than nationally. Paris dance station Voltage FMdrops from 4.1% to 2.4% year -on -year, while local urban stationAdo FM proves, with 4.2% reach, that rap is definitely Paris' preferredsound.

SABOTAGE STARTS IN PORTUGAL

LISBON - Sabotage, a new independent record distributor, haslaunched in Lisbon. The brainchild of Jose Maria Azevedoe Sousa andPedro Correia, Sabotage aims to satisfy underground musical tastespreviously overlooked in the Portuguese market. Sabotage has alreadyteamed up with labels previously lacking a Portuguese outlet, includingBelgium's Carbon 7 and the UK's Takoma. The company hopes to signup other indie labels, building on its catalogue which is already strongin the folk and jazz/fusion categories.

IMAGINE SONGWRITERS' CHOICELONDON - Readers of SongLink International,the London -based music industry trade maga-zine for songwriters and music publishers, havevoted John Lennon's Imagine as their Song OfThe Century, and Lennon & McCartney as Song-writers of the Century. Imagine, which has justbeen re-released in the UK by Apple/EMI, justpipped Paul McCartney's Yesterday to take thetop song award. SongLink surveyed nearly 1,000

LONDON - Music marketing companyPOINT Group has entered into anagreement with Rick Blaskey, manag-ing director of the Music & MediaPartnership, to develop the officialalbum of next summer's Euro 2000football championships. A mix of thetheme song for theevent, Campione2000, debuted onDecember 12 at thetournament draw inBrussels and wasscreened live acrossEurope on TV.

"The integrationof the music will beon an unprecedentedlevel," predicts Blaskey, who will exec-utive produce the album. "It'll be at thestadia, airports, shops, everywhere,with the full involvement of the tour-nament sponsors. The music will be

played as the teams come out onto thepitch, after the final whistle, and thevideo will appear on the jumboscreens." He emphasises that thealbum will blend recognisedinternational football chantswith the culture of dance music.

No artists are yet confirmedfor the project, but Blaskey

says that theywill be nation-ally and inter-nationallyknown Europe ancrossover dancestars, and that thealbum will cele-brate "the biggestparty happeningnext summer. We're

terming the role of the music at theevent as the 'sonic logo."'

The Music & Media Partnership(which, incidentally, has no connec-tion with this magazine) has become

the recognised music facilitator formajor sporting events, such as last

yearis football World Cup, thelast three Rugby World Cupsand Euro '96. The companydeveloped the official album

of France, Allez! Ola! Ole! inassociation with Sony Music,and Blaskey says that world-wide sales of the albumreached some two millioncopies, with Ricky Martin'sLa Copa de la Vida selling a

further 2.5 million as a single.Blaskey and POINT director of

strategic projects Chris Cary agreethat developing the album without ablanket major label deal affords moreflexibility. "The company in each mar-ket may be a major, or it may be anindependent," says Cary. "Our objec-tive is to utilise the best tools for thejob in each market, and you can onlydo that if you're not strapped into[single] distribution."

Belgian dance guru scores compilation successby Marc Maes

BRUSSELS - Flemish CHR networkTOP Radio's "Het Land van Hoogland"has been such a hit with listeners thattwo compilation albums based on theprogramme have been released, andthe show has also spawned a success-ful new talent content.

DJ/producer Peter Hooglandhosts the dance -oriented slot, whichairs on VMM's TOP network between22.00 and 01.00 every weeknight.The programme has also been airingfor a year on VMM TV stationKanaal 2, enabling viewers to get abehind -the -scenes view of the show.

Michael's Beatbox was the first hit sin-gle to emerge as a direct result of theprogramme, and reached numberthree in Music & Media's pan -Belgianchart in January. It is also included onHet Land van Hoogland, the DJ's dou-ble CD compilation (Bonza-Universal)."It's the music we play during theshow plus a number of popularrequests," explains Hoogland.

For Bonza, the album marks theindie dance label's first collaborationwith a radio show. "Basically, Bonzahas club repertoire on the roster andalthough some of the tracks are morecommercial, we stick to the club cir-cuit material. Peter Hoogland issomething of a guru for young club-

bers and this album will broaden ouraudience," says Bonza managingdirector Marnik Braeckeveldt.

"Het Land van Hoogland" hasproved a popular showcase foryoung, creative musicians. "Welaunched a music contest in July andreceived over 600 demos," enthusesHoogland. "The results were aston-ishing. Most of the material wasclub -oriented music, but we alsofound some good pop songs."

A jury selected 15 final tracks andthe Arcade record company-whichsupported the contest-gave winningartist DJ Mouche a one-year recorddeal. Arcade also offered deals to CKSonic and Digital Tracks.

Diez to head Onda Cero groupby Howell Llewellyn

MADRID - Spain's Onda Cero Corpo-racion (formerly known as Onda CeroRadio) has appointed Pedro Diez tothe newly -created post of managingdirector, in charge of the group's fournational FM networks.

Diez had been managing directorat the Cadena COPE radio groupuntil he left a year ago after a seriesof internal disputes. Since Telefonicaaffiliate Telefonica Media acquiredOnda Cero earlier this year, therapidly expanding group has beendirected by executive chairmanJavier Gimeno, who is now 'confirmedas OCC chairman.

Gimeno has been given the taskof "co-ordinating the group's inter-national development," according toan OCC statement released justdays after OCC acquired two Argen-tine networks, Continental Radioand Hit Radio.

In addition, OCC has signed a jointmanagement deal with top Onda Ceropresenter Luis del Olmo, who person-ally owns the Catalan network OndaRambla, and has agreed to share someprogramming with the Radio Espananews/talk network, in which Telefoni-ca also has a shareholding.

The most recent EGM ratings, cov-ering September and October, showsthat OCC's flagship station OndaCero Convencional has nearly 1.9million daily listeners, although thisis roughly same figure as in the pre-vious (April -May) survey when thenetwork had fewer affiliates. OCC'sbiggest music network, the 36 -stationEuropa FM (formerly Onda 10) sawits audience fall from 137,000 to107,000. Onda Melodia, meanwhile,has just 86,000 daily listeners,according to the EGM survey.

Luz sail on sea of trustED rlCegroovesby Gary Smith

NEW MASSILIASuperfunk, currently Marseille's hottest DJ/producercrew, might just have their first mainstream floorfiller inthe shape of Lucky Star featuring Ron Carroll (FiatLux/France). An easy, almost lazy sub -disco groove andtinkling lounge -style keyboards support Carroll's sweetsoul vocals. The rest is all down to the atmospheric, dubbyproduction. An admirably unfussy track featuring a killertune that has "crossover" etched in every groove.

AH HA!So this is the track that people were selling their daugh-ters to sign at the Amsterdam Dance Event! I Wannammm... by The Lawyer (Spy Records/Italy) is now licensedall over the continent and, frankly, it deserves to be. Aridiculously catchy vocal sample backed up by trance-litewith an Italian twist-that is to say lots of jolly, tuneful,riffy keyboard frills-it looks set to be rockin' both thedancefloor and daytime radio. A big record with the sweet-est production imaginable.

SOPHISTO-SAXOn House Music-Plastika Remix by Da Digglar(Aquatic/Netherlands) an enthused MC shouts the praisesof the genre of the same name while the music morphsfrom genteel bangin' to jazz -soaked sophistication. Solosaxophones in dance music are generally a no -no thesedays, but here it works, adding an extra melodic elementto a track that is already the musical equivalent of a warmovercoat. Strings, wah-wah guitar and an inspired mono-logue all add up to a top-notch party record.

BACK FROM DA GRAVE?Following the inability of the UNKLE project to live up tothe mountain of hype that surrounded its release, talk of thedemise of Mo'Wax was everywhere. As is often the case such

sentiments were at best prema-ture, if not wholly unwarranted.In the last six months, Mo'Waxhas proved itself to be just as "onthe money" as ever, thanks to tworeleases in particular, BlackAlicious' Nia and Spectrum byQuannum. Both albums are post-gangsta hip hop at its finest.

Combining rich, jazzy, rollin' music courtesy of DJShadow, both Quannum and Black Alicious make some ofthe most refreshing, honest, intelligent, stream -of -con-sciousness music since Gil Scott -Heron and the Last Poets.Happily for the label, some of the material also has a veinof commerciality.

"We released Black Alicious' Deception as a single [re-named Don't Let Money Change You in Holland] and it'sbuilding nicely," according to Craig McNeil, head of UK &international PR at Beggars Banquet. "Although there'sno video, the track is getting plays on Radio 3 and KinkFM in Holland and Radio Nova in France, and is beingused as a [BBC] Radio 1 soundbed here in the UK."

An extensive European tour in November andDecember by Quannum (a collective that includes BlackAlicious) undoubtedly helped to spread the message. Sohas the video for Quannum's single. Says McNeil: "It's onmedium rotation on TMF, the MTV C -List, and likedeception [which recently entered the Mega Top 100 sin-gles chart], it's doing particularly well in the Benelux."

Luz Casal's last album, Como La Flor Prometidain 1995, sold more than 500,000 units and con-secrated her as Spain's most successful singer ofthe '90s, although she had been building a repu-tation as the country's premiere female rockvocalist in seven albums since the mid -'80s.

Known professionally as Luz-it means"light," and is her real name-the artist foundinternational fame via the big screen, thanksto her impressive version of Pienso En Mi inPedro Almodovar's movie High Heels. Mimedby singer/actor Miguel Bose's detectivedressed in drag (this was anAlmodovar film, after all), the songwas especially popular in France.

So while the Spanish music scenetrudged on without its female rockbeacon, Luz was mostly north of thePyrenees building up a solid fan baseand appearing on an array of TVshows. A greatest hits compilationwas released for French consump-tion only, including two French -lan-guage songs, and has climbed tosales of 250,000 copies there.

Then, this autumn, the buzzstarted afresh in Spain about Luz'seighth album-serene, mature, dri-ven by violins, cellos and otherstrings. Luz the rocker had become Luz thesinger. Un Mar De Confianza (A Sea OfTrust), on EMI -Odeon, is a sumptuously pro-duced celebration of her vocal powers.

"Rocker? balladeer? I don't like labels, theymake me feel constrained," she says. "I consid-er myself a free person, and the furthest fromfreedom you get is when they advertise youlike perishable goods, or like something toclean the bathroom floor."

Un Mar De Confianza has sold more than

250,000 units since its mid -October appear-ance in Spain, and is scheduled for new yearrelease in the US, France, Belgium, Germany,Italy, Switzerland, and several LatinAmerican territories. Luz has just finished atour of many European cities, which startedin Toulouse and included the Olympia inParis, a kind of second home especially as Luzhas had spells living in France.

The album was recorded and mixed in nofewer than nine studios in London andMadrid by three producers-Nick Patrick oneight tracks, Javier Monforte on four, and oneby Joe Dworniak, with collaboration by Luz.

String arrangements are by NickIngham, who has worked withOasis and Portishead.

Non -Spanish guest musiciansinclude Pedro Ayres of Portugal'srenowned group Madredeus,Portuguese singer Ruy Veloso, PinoPalladino, Manu Kache, RobbieMcIntosh and Dominic Miller.

Luz's change in style and pace hasproved successful not only at retail inSpain, but at radio. "That's becausethis is the same old Luz," saysSandro D'Angelli, director of CadenaSER AC/Gold network M-80. "Shemay not be the rocker of the '80s, butthe point about Luz was always that

marvellous voice, which is still there.""I dedicated myself to this album over the

past two years," says Luz. "During the twoyears before that, I concentrated on living,keeping away from the stage and the studios.But I don't want anything to stop me growingas an artist. I want to listen to music, see con-certs. If I didn't I'd die. So that's what I wasdoing, and my voice has improved because ofit. It's more expressive, and that's the result ofwhat you live, how you live, and how you feel."

New Daze dawning across Europeby Charles Ferro

The Danish dance -pop act Daze are back onthe charts and the title of their new albumhints at the trio's ambitions. They Came ToRule (Adversity/Sony) dares to try a mix ofstyles without compromising the core soundthat took the group to sales of 300,000 unitswith its predecessor,Super Heroes.

"Our first albumcontained a lot of dancemusic, but this time wewanted to challengeourselves and experi-ment with styles," saysfrontwoman Trine Bix."There's a bit of disco,mixed tempo, salsa andtechno on the new one,and some tracks fea-ture heavy guitar."

Kicking off the 12 -track set is 15 MinutesOf Fame, released asthe first Danish single in early October and inother Scandinavian territories at the start ofDedember. Then Daze mix in the salsa withMizz Molly Goes To Cuba and hit hard withthe strongly rhythmic Redlight District. Thetrack listing breaks the songs into two cate-

gories, Pop Zone and Party Zone. "The PartyZone is the old us, while the Pop Zone is ourmixed -tempo scene," says Bix.

Scandinavian release of They Came ToRule is planned for early next year. "We wantto establish [another] Scandinavian successfirst, and then concentrate on other territo-ries," says Sony's local repertoire marketing

Let's Talk About Sex and became a solid seller, butSalt, Pepa and Spinderella haven't really lit thechart candles since 1994, when their combustiblecollaboration with En Vogue, Whatta Man, did goodbusiness. This retrospective will appear at the fag -end of the festive season with a lead single, TheBrick Track versus Gitty Up, already fading fromview. The oddly -titled track is a Rickidy Raw remixfeaturing the melodic backbone of Pink Floyd'sAnother Brick In The Wall (Part 2), and the album'sonly other new attraction is a remix of Push It by DJTonka, with the 1988 breakthrough original closingthe record. For all that, the opportunity to reassessSalt 'n Pepa's important contribution to mainstreamhip -hop during the '90s is not unwelcome. Let's TalkAbout Sex may seem tame enough today but raisedboth eyebrows and awareness eight years ago, andthe early Tramp and It's Your Thing have an infec-tious, youthful spirit about them. The track is signed by Pri-vate Life Records imprint Noise Traxx in Belgiumand licensed to P.I.A.S. internationally. It becomesthe 29th No.1 track in the history of the EuropeanDance Traxx chart and the first originally signedby a Belgian company. Junior Jack is played inclubs virtually throughout Europe, and is also astrong seller in most territories.

Last week we wondered how many Marleysongs one can tolerate simultaneously, and one at atime seems to be the right dose. Apparently, the re-lease last week of the pair's sophomore singleRainbow Country (also on Hypnotic/edel) hasbegun to cannibalise Sun in a number of territoriesincluding France, Belgium, Sweden and Finlandwhere Rainbow debuts this week. Adding theseterritories to the continued support from Britainand Austria, Rainbow skyrockets 79-18 in its sec-ond week on the European Dance Traxx chart.

But the track which recorded the biggest overallgain (and therefore earns the No.1 slot on the"movers" chart) is Move Your Body (Skooby/BlissCo.), the sophomore effort from Italy's Eiffel 65. Thelofty gain catapulted the track from 12 to 2 in onlyits third week on the European Dance Traxx, makingit a serious contender for Junior Jack's top position.

The spectacular progress of Junior Jack andEiffel 65 has reversed the fortunes of Paul vanDyk's Another Way I Avenue (Vandit), which dropsto 4 from 2. Van Dyk's tracks were at one pointfavourite for the No.1 slot, but Junior Jack's strongperformance in the sales section of the charts, cou-pled with a slight decline in clubplay, account forvan Dyk's current loss of position.

A few other tracks make impressive surges inthis final chart of the year. Sex Bomb hasexploded, with Tom Jones vs. Mousse T.'s titlegrooving its way up to 11, from 65. ArtfulDodger's Re -Rewind The Crowd Say Bo Selecta(Relentless) enters the Top 40 at 27 in its secondweek, up from 80. And Italy's Mario Piu moves up20 positions to 13 with Communication(Somebody Answer The Phone) (BXR).

On the airM&M's weekly airplay analysis column

This has been a good year for R&B group TLC.Achieving near -resident status at European radiostations, No Scrubs hitthe number one spot inthe European Radio Top50 in May and Unprettywas number one for twoweeks in October. Thisweek the girls provide thehighest new entry in theairplay chart with DearLie (all Laface/Arista) at48. Potsdam alternativestation ORB/Fritz's headof music Bern Albrechthas mixed feelings aboutthe track: "It reallyreminds me of DearPrudence by the Beatles(Apple). It's on our B -list at the moment, andeven though it isn't their strongest single it is agood candidate for the A -list."

Even though Sleighride features as the B-side on Dear Lie, ORB/Fritz don't dedicate muchairtime to Christmas music: "We stay away fromit because we think that our typical listener willbe irritated by the whole thing. However, we dohave telephone voting where the listeners canchoose between two funny, alternativeChristmas songs. And we do mix a few into ourprogramming, so naturally Wham!'s Last Christ-mas (Epic) pops up now and again." Thelisteners get actively involved again when thestation rounds up the year in music. Albrechtexplains: "On our website they can vote foralbum of the year, single, band, rapper, DJ,concert, party, club and more."

The track of the week is again JenniferLopez's Waiting For Tonight (Work/Columbia),which has now topped the charts for an amazingfive weeks. But Celine Dion's That's The Way It Is(Epic/Columbia) is getting very close. The track isactually being played by more stations thanLopez's song, but they are smaller outlets. Nextweek, Celine? Another explosive climber is TomJones & Mousse T.'s Sex Bomb (Gut/V2), whichshoots up 33-15. Jones' track with the Cardigans,Burning Down The House (Gut/V2), is still in thechart after 16 weeks, at 46.

As we approach theend of the millennium,Cliff Richard's TheMillennium Prayer (Pap-illon) is worth a mention,firstly because of itsappropriate title, butmore importantly be-cause the track made itto number five on theEurochart Hot 100Singles this week,almost without any air-play in Europe!

Rather than prayers, dance seems to besweeping Europe as Vengaboys' Kiss (When TheSun Don't Shine) (Breakin'/Various) and Eiffel65's Move Your Body (Bliss Co.) are new entriesat 49 and 50 respectively.

Possibles for next week are old timers Queen& David Bowie's Under Pressure '99 (Parlophone)and the Eurythmics' Seventeen Again (RCA). Ofthe younger generation, Len's Steal My Sunshine(Work) and Madison Avenue's Don't Call Me Baby(Vicious Grooves/Sony Music) are seeking out hotspots for next week. Sid Stavenes Dove

BBC goes Live in Londonby Jon Heasman

LONDON - As widely anticipated,UK public broadcaster the BBC hasconfirmed that it will be replacingits eclectic AOR/talk London sta-tion, BBC GLR, with a morespeech -intensive service.

From early next year, GLR will beknown as BBC London Live, as partof a plan to create a new single iden-tity for the corporation's TV, radioand on-line services in the capital.

The plans are the result of aninternal BBC review of its local TVand radio services in south eastEngland, which was followed by apublic consultation process on theproposals during the autumn(M&M, October 16).

Following this consultation peri-od, the BBC has admitted thatthere is considerable resistancefrom existing GLR listeners to itsplans to increase the amount ofspeech on the station, but it says itstill plans to make London Live anews/talk oriented service.

Mark Thompson, the BBC's direc-tor of national and regional broad-

casting, explains: "We have listenedhard to what people have told usthey wanted from their BBC radioservice for London. Respondents toldus how much they valued GLR's witand intelligence-both will be nur-tured. They also told us how muchthey valued music on the station,especially live and specialist music.Again, we will make sure thatmusic-and live and specialist musicin particular-continues to play animportant part on the station. Butwe have not changed our view, sup-ported by audience research, thatthe station has to focus more than itdoes now on news and speech forLondoners if it is to reflect thechanges taking place in London andincrease its distinctiveness and audi-ence appeal in this tough market."

Following its public consulta-tion process, BBC South East hasalso announced that it will berestoring, from early next year,separate BBC Radio Oxford andRadio Berkshire services, whichdisappeared in 1995 when the sta-tions were merged to create BBCThames Valley.

At Dutch public CHR stationRadio 3FM, music programmer BenHoudijk predicts that Lauryn Hill &Bob Marley's duet Turn Your LightsDown Low and Stephen Simmonds'Tears Never Dry will be 1999's bigseasonal winners. The station is alsoplaylisting the album track Hemelby Henk Westbroek. "As it's not outas a single," says Houdijk, "it won'tbecome a chart hit as such, but it'sdefinitely bound to become a bigradio smash." 3FM's 150 -strongSleigh List also includes some lesser -known Christmas oldies, from thelikes of Darlene Love and A House.

Telford FM's Wagstaff admits hewas surprised by the positive listen-er reaction to Cliff Richard's contro-versial Millennium Prayer, which hedecided to playlist only after puttingthe matter to a listener vote. "Per-sonally I think the song is crap," saysWagstaff. "Initially [the vote] wasdone mainly for a PR angle for thelocal press. We had the vote on a

Saturday morning, and I said to themorning guy 'Look, you probablywon't get any calls on this.' But wewere inundated with support for it."

music network RadioItalia Solo Musica Italiana, musicprogrammer Davide Alien has the dif-ficult task of finding seasonal tunesrecorded in the local language. "Thereis not a vast repertoire of specificallyChristmas songs [recorded in Italian],but there are a lot of songs whichhave a seasonal feel," he says. "We doa lot of research to find songs withsuitable lyrics for the season."

Like a number of other cuttingedge public CHR stations aroundEurope, Norway's NRK P3 has decid-ed to leave a fairly narrow windowfor Christmas programming, restrict-ing its festivities to December 23-26."The Christmas songs are played inthe slots where we would normallyplay on oldie, so they are limited to amaximum of two per hour," explainsmusic director Marius Lillelien. "Thismeans that it doesn't affect the rota-tion of our new songs."

Indeed, the prevalence of theSleigh List at this time of yearmeans it can often be difficult fornew releases to find airtime on moststations. "But last year, strategicallywe worked it very well," says DaveShack, director of promotions atRCA in the UK "We introducedBlondie [and their comeback hitMaria] during that period of time,knowing that by January 1, pro-grammers are looking for a greatnew song, but also for the familiarityof a name. Blondie were high on boththose counts, and I hope this year it'sthe same, whether it's the newChristina Aguilera or Foo Fighters."

German stations take action 2000

towards finding innovative ways ofpromoting new artists on the radio.

Stations committed to the initia-tive include Radio Hamburg, RadioSchleswig-Holstein, Radio Regen-bogen, Delta Radio and AntenneBayern. Wilfrid Sorge, generalmanager of commercial station ffnand head of VPRT's radio commit-tee, says: "Some 24 stations havesigned up-a good third of ourmembership-and this is only thebeginning. Other stations are inter-ested, but want to wait for their ini-tial reactions [to the project]."

Under the Action 2000 scheme,each radio station will select five ormore new acts to be played at least10 times per week after 18.00. A cus-tomised jingle will introduce theacts, which will be packaged as achance for listeners to hear newmaterial. Tim Renner, president ofmusic at Universal Music Germany,says: 'We are trying to turn over anew leaf in the chapter of radio andrecord industry relations with thislevel of industry co-operation. It isalso a chance to see how listenersreact to new sounds." The initiativealso follows recent changes driven byBV Phono to give "musically progres-sive" stations a heavier weighting inthe official German airplay chart(M&M, December 11).

Action 2000 defines a new artistas one who never has been in eitherthe official German Top 50 singleschart or the Top 50 airplay chart.Record companies will label Action2000 -compatible product, whichshould not be over six weeks old fol-lowing its distribution to stations.

Gerd Gebhardt,president of Warner Music GSA andNorthern Europe and president ofthe Phono Academy, states: "Wespend DM 100 million each year topromote new artists, yet there is stilla rate of nine flops to one hit. We'rehoping to break this statistic withinitiatives like Action 2000."

Stations participating in Action2000 are all drawn from the commer-cial radio sector. A number of Ger-man music industry executives, how-ever, feel strongly that it should bethe country's public broadcasters-with their official remit to inform thepopulation about new trends anddevelopments-who should be tak-ing the lead in playing new music.Says Tim Renner: "These stationsare financed by grants and publicmoney, and yet some of them aremore commercial than the commer-cial stations. We want Action 2000 tospark debate about the role of publicbroadcasters in this country."

Despite the risks of losing listen-ers by playing unfamiliar new mate-rial, Marzel Becker, head of music atcommercial Hot AC station RadioHamburg, says: "We will not haveany problems incorporating Act 2000into our programming. In fact, weare happy about the co-operationbetween VPRT and BV Phono, andsee it as a real strength."

RCA's Westlife scooped the accolade of Record Of The Year forFlying Without Wings. in a UK TV special hosted by Denise VanOuten (third from right). Sponsored by direct mail club BritanniaMusic, the show was produced by London Weekend Television(LWT) in association with Jonathan King's Tip Sheet publication,LWT claims that the show attracted 8.8 million viewers and that900,000 votes were logged. The Westlife single and its close run-ner-up, Ronan Keating's When You Say Nothing At All (Polydor),took almost 40% of all votes.

UK regulator the RadioAuthority has slapped recordfines of £50,000 (euro 81,500)each on Xfm/London and Hal-lam FM/Sheffield following thebroadcast of material the RA'smembers considered to havebreached both the 1990 Broad-casting Act and the RA's ownprogramming codes. The Xfmfine was levied after a discussionon Tom Binns' breakfast show led to the presen-ter engaging in conversation about a pornographicvideo depicting sex between a woman and a pig.Hallam's fine, meanwhile, related to "a gratuitousdescription of paedophilia and the condoning ofand encouragement of rape." The comments weremade during an interview with a convicted pae-dophile on Tim Shaw's late night phone-in show.Shaw was fired by EMAP Radio -owned Hallamafter the incident; Xfm's owners Capital Radiosay they are taking steps to ensure a similar inci-dent cannot happen again.

Hotline hears that the director of the musicdivision at the Reed MIDEM Organisation,Christophe Blum, has announced to his staff hisdecision to resign from the company. He'll leaveafter next year's MIDEM and Milia shows towork for a company which specialises in thedesign of trade show stands and the creation ofspecial events.

The EMI Group has struck an innovative dealwith the UK's BT Cellnet to provide artist updatesand sound clips to the company's cellular Internetbusiness. Starting in January, customers accessingthe music section of Cellnet's Genie Internet portalwill be able to obtain "exclusive" information onEMI artists. The messages will also provide aphone number for listening to artist -related gossipand sound clips of pending releases from EMIRecords and Virgin Records.

Former Europe 1 radio executive PatriceBlanc-Francard has been promoted to managingdirector of the Disney Channel in France. Hewas previously the channel's programme director.The move follows the recent elevation of the chan-nel's MD (and former WEA Music France MD)Philippe Laco to overall managing director ofDisney France.

Also in France this week, it is rumoured thatPierre -Alexandre Vertadier, marketing direc-tor of Virgin's label Delabel, will be moving atthe beginning of next year to EMI France, wherehe will hold a similar position.

Mike Heneghan has been appointed presidentof the UK operations of Brussels -based indie PlayIt Again Sam (PIAS), three months after hisdeparture from Independiente. The move is partof a wider restructuring of PIAS in the UK-VitalGroup MD Mike Chadwick is moving to launcha UK arm of PIAS's publishing company StrictlyConfidential from January 1.
