On the other side the Indian Defence Minister A K Antony gave an escape point to Pakistan by claiming that some peo- ple dressed in Pakistani soldiers’ uniforms ambushed and killed our soldiers. The External Affairs Minister Salman Khurshid defended Antony in a brazen manner. The matter is clear, our soldiers were killed by Pakistanis and there should have been no ambiguity devised on it. But the Congress leaders, with some hidden agenda with Pakistani establishment have made a mockery of the sacrifice of five soldiers. Manish Tiwari, in his usual brusque manner criticized the Opposition for playing politics. Little does he appreciate that the job of Opposition is to point out the flaws in the policy of the govern- ment and here they were within their Constitutional rights and duties. What is intriguingly painful is the reason why India is soft on Pakistan. They behead our soldiers and we remain silent. They kill our five soldiers and we give an escape route to Pakistan for reasons not clearly known. The reports are that as soon as the Indian Deputy High Commissioner was summoned by the Minister of Foreign Affairs there was an under- standing that Pakistanis should be given some space to adjust. Forgetting that Nawaz Sharif has been told by General Kayani to go slow in normalizing relations with India we still show peace pipe to Pakistan. On the other hand, Nawaz Government has warmed up to Talibanis and Jihadis by allocating funds to Jama-tul-Dawa headed by known Pakistani terrorist Hafiz Sayeed. The Indian diplomacy is misplaced and repeatedly falls in the trap of normalizing relations with Pakistan. Today the whole nation is angered and full of remorse. The answer to this ghastky murder is to hit Pakistanis hard. We are capable of doing this and we should do that at the opportune time. When Indian soldiers were beheaded the same leaders and the army chief said that we will hit back but nothing hap- pened. If Pakistan can kill our sol- diers and still tell the world that we want talks with India we can do the same and still keep the option of talks open. Chairman J&K Bank, Mushtaq Ahmad presented two cheques for Rs. 128.88 crores to the Chief Minister on account of Platinum Jubilee Dividend to the State Government for the financial year 2012-13. The State Government owns over 53% of Bank's shares and is the majority shareholder. In its Platinum Jubilee year the Bank approved special divi- dend of 500% to its share- holders. In his initial remarks, Chairman J&K Bank revealed that the State Government has received Rs. 584.31 crores as dividend since the inception of Bank so far adding that out of this amount, over Rs. 282 crores has been received by the Government during last three years. Mushtaq Ahmad said that the business of the Bank has increased from Rs. 63564 crores as on 30thSeptember 2010 to Rs. 104143 crore as on March 31, 2013 thereby registering a growth of 64%. He said the annual profits have more than doubled to Rs. 1055 crore as against Rs. 512 crore in March 2010. The Chairman J&K Bank said the Bank has added 165 business units since October 2010 raising the number of branches to 6694. He said business branches have been opened in the far-flung, remote and un-bankable areas. Addressing a gathering at the Historical Bazaar Masjid at Bohri Kadal Masjid, Mirwaiz stressed that both countries should demilitarize the bor- ders and ensure the safety of Kashmiris living along the LOC on both sides of the divided Kashmir. He said that killing of Indian or Pakistani soldiers during bor- der tension has always remained a cause of concern. Hence, Mirwaiz, said kash- miris have repeatedly stressed upon both the nation to solve Kashmir to stop the wastage of lives on both sides of LOC. APHC Chairman said a con ucive atmosphere was needed to solve the Kashmir issue. He said that till basic issue of Kashmir is not solved, all other steps to stabilize the relations would prove to be a futile exercise. EDI hadexpressed its capacity toachieve additional 1,500units for the current year forwhich more seed capital wererequired.

The Chief Minister wasapprised that under the SeedCapital Fund scheme asagainst 302 units establishedin 2009-10, the figure lastyear touched to 1,307 ascompared to the target of1,000 units fixed for the fis-cal. It was stated that EDI hasfixed the target of achieving1,554 units this year and hasthe capacity to go upto 3,000units.The Chief Minister told EDI

to move forward in this direc-tion and necessary financesrequired for this would bemade available.The Chief Minister onenquiring about the status ofunemployment allowancebeing paid to youth underVoluntary Service AllowanceScheme (VSA), wasinformed that about 15,000youth have been coveredunder the scheme and morethan Rs. 50 crore have beenpaid to them under the VSAinitiative of SKEWPY duringthe last year. It was statedthat in the year 2010-11 over

Rs. 24.72 crore and in theyear 2011-12 Rs. 36.17 crorehave been provided to theyouth under VSAThe Chief Minister was toldthat the new scheme namelyYouth Start-up Loan Schemelaunched under his directionsduring 2012-13, more than100 entrepreneurs have beenprovided Rs. 5.40 crore aseasy loan last year and thisyear the target of assisting250 entrepreneurs has beenfixed. These entrepreneurswill be provided loans worthRs. 20 crores.The Chief Minister was toldthat 10 District EmploymentCounselling Centres (DECC)have been completed atBaramulla, Shopian, Reasi,Doda, Ramban, Kulgam,Budgam, Bandipora, Leh andKargil and two Centres oneeach in Samba and Ganderbalhave been already inaugurat-ed. The Chief Minister askedthe Employment Departmentto make these centres func-tional within one month'speriod.

MUMBAI: The poor per-formance of MumbaiMetropolitan Region (MMR)in filling up seats under theRTE quota for underprivi-leged students once againhighlights the miscommuni-cation between schools andthe state's education depart-ment. While schools haveblamed the dismal figures onlack of awareness amongparents of eligible students,the education department haspointed a finger at schoolsfor lacking the initiative in

PPP mode during the 11thFive Year Plan period (2012-17). "However, the responseof the private partners to thescheme is poor," Tharoor said."The AICTE (The All IndiaCouncil for TechnicalEducation) estimated the totalcost to be Rs.15 crore perpolytechnic, excluding land. The scheme provides for Rs.3crore central government fundtowards capital assets, Rs.2crore by the state government

and a minimum of Rs.10 croreby the private partner," hesaid. "The land is to be provid-ed by the private partner; alter-natively, the state governmentwill provide land. The admissions are to be madeunder the aegis of state gov-ernment based on the proce-dures being followed in thestate. Appointments will bemade by the InstituteManagement Committee," hesaid.

NEW DELHI: The University GrantsCommission (UGC) has asked all uni-versities and institutions to encourageresearch on ecology.This was one of the recommendationsof the National Forest Commission(NFC), headed by Justice B.N. Kripal,former Chief Justice of India which hadsubmitted its report to the PrimeMinister. The report contained 360 rec-ommendations, including promotingresearch on ecology. A $5mn boost for India studies in USHYDERABAD: Medical students are nolonger squirming during their anatomy class ascolleges in the state are increasingly movingtowards 'cyber anatomy' classes.Armed with computer-based teaching tools likethe virtual cadaver dissection softwarethat dis-plays a layer by layer dissection, medical col-leges are forced to give real cadaver dissectionsa go by, mainly due to non-availability of bod-ies. Synthetic models of bone, heart and diges-tive system among many others, closely resem-bling human organs are available today, whichsome doctors said are convenient for medicalstudents to review. The transition has been trig-gered by dearth of cadaver donations coupledwith increasing number of medical collegesand seats. While until recently, dissection of a cadaverwas the sole source of providing first-hand

information of the human body to medical stu-dents, e-tools are now slowly emerging as cost-effective substitutes. "Unlike a cadaver, the e-tools and artificialmodels are free from stench, do not carry therisk of infection and are cost-effective in addi-tion to providing colourful and reversible digi-tal information," says M Narayan Reddy, for-mer head, forensic medicine, Osmania MedicalCollege. One can now learn a lot with the helpof technological advancements that were notavailable until recently, he said. cause of the multiplyingnumber of deaths of Indiansoldiers at the hands of thePakistan Army.” He quotesan Army officer as saying:“…unless the Army is giventhe freedom to act againstprovocations, more of oursoldiers will pay the ultimateprice”.Not only are the bureaucratsin the Ministry of Defenceand the Ministry of ExternalAffairs directing the opera-tions (we have seen the out-come of this policy inOctober/November 1962),but also politicians arepreaching peace.Union Minister of State forHuman ResourceDevelopment ShashiTharoor, while visiting southIndia, said that “keepingpeace with Pakistan is inIndia’s national interest”; heaffirmed: “The country willnot be able to achieve itsgoals if it is distracted byhostility on its borders.”It may be a distraction, butfive jawans died. For MrTharoor, as for many of hiscolleagues, “We should becareful not to take any stepsthat would play into thehands of those aiming toderail peace.”This is an old disease: MostIndian politicians believethat by chanting “Shanti,shanti, shanti”, peace willprevail and the bullies on theother side of the LoC (or theLine of Actual Control) willbe pacified. Jawharlal Nehruthought so but he onlyencouraged Mao and his col-leagues to descend towardsthe plains of Assam.For the Chinese, it was easyto bully a weak India, who

just wanted to talk peace andwas unprepared for war. Thecountry has never recoveredfrom the 1962 debacle, butpoliticians continue to speakof ‘peace’.It must be said here that theGujral Doctrine of peacewith our neighbours hasnever brought any positiveresults for the country. Inthis context is interesting tolook at the how Chinese dealwith such issues, and winwars without having to fight.Beijing has a few well-trained ‘Generals’, whomake China’s opponentsaware of the relativity ofpeace and war. The mostfamous is Major GeneralLuo Yuan. He plays animportant role when theChinese Government needs“to kill the chickens tofrighten the monkeys”.During the South China Seadispute, a Chinese websiteexplained: “At the top ofboth the military and theParty, there is a consensusthat it is beneficial to have ahardline attack dog remind-ing the world not to messwith the PRC.” The logicwas: Official-ish voices,those of like Gen Luo andother hawkish paramilitaryfigures (one of them is anAir Force officer and anoth-er a Rear Admiral), add alayer of unpredictability toChina’s foreign policy.When Defence Minister AKAntony landed in Beijing inJuly, Gen Luo warned Delhithat it should be careful withits words and deeds; hethreatened: “India is the onlycountry in the world enhanc-ing its military prowesswhile citing China as a threat

perception.” He also thun-dered: “India should not pro-voke new problems, increasemilitary deployment at theborder areas and stir up newproblems.”Gen Luo, who serves in thePLA’s Academy of MilitarySciences, reminded theIndian people: “90,000square kilometres ofChinese territory are stilloccupied by the Indianside.”He added that as a militaryperson, it was his “sacredmission” to protect China’sterritorial sovereignty. Getthe message?It was enough to frightensome monkeys; Luo Yuan’sutterances were a greatmedia success in India, withtelevision channels report-ing ‘China’s threat’. GenLuo had destabilised India’smild Defence Minister andmade sure that Mr Antonydid not ask too many ques-tions about what happenedin the Depsang plain inLadakh in April, and whythe PLA had suddenlydecided to set up some tentson Indian territory.Obviously Beijing had beendeeply embarrassed.Now that the ‘joker’ hadplayed his role on the stage,the main characters couldcontinue on their peace-footing (Mr Antony said thathe would only speak to‘officials’).In February, Gen Luo hadmade his debut on SinaWeibo, China’s Twitter; hewrote that if a conflict erupt-ed, China “will bomb Tokyoand take the 130 thousandJapanese citizens in China

as hostages”. During the fol-lowing days, General Luocontinued his tirade to enter-tain his Chinese audienceand frighten the monkeysabroad.Andrew Chubb in the lastissue of the China Brief ofthe Jamestown Foundationhas studied the PLA‘hawks’: “The hawkish gen-erals are able to ‘stimulate’nationalism and patriotisminside China which is animportant factor to pressur-ize the ‘enemy’ or evenscare the enemy that it isbetter to find a negotiatedsettlement”, concluding,“The hawks’ activities mayhave contributed to thePhilippines and Japan’sacceptance of the new statusquo in a number of ways…The PLA’s ‘hawkish fac-tion’ appear integral to thiscombined civil-militaryapproach to internationalconflict.”The PLA hawks are part ofthe state’s propagandamachinery and in that par-ticular case, they helpedBeijing’s civilian leadershipto convince the JapaneseGovernment not to opposetheir frequent entries intothe territorial waters sur-rounding the Islands. Greattactic. Beijing’s policyremains, of course, the‘peaceful rise of China’.One cannot expect Indianpoliticians to understand thesubtleties of the Art of Warand Peace, but if they learn abit from China, it would helpIndia not to always be theloser. It is perhaps time forIndia to change gear if itwants to play its destinedrole amongst nations.

Dull as the weatherThe contrast could not have been starker. While PrimeMinister Manmohan Singh dished out yet another lack-lustre address from the ramparts of Red Fort thisIndependence Day, Gujarat Chief Minister and BharatiyaJanata Party's Election Campaign Committee chairmanNarendra Modi delivered a rousing speech in Bhuj on theoccasion. If Mr Modi went beyond extending good wish-es to the people of his State and the country and took onthe Prime Minister with gloves off, it was expected. Afterall, Mr Modi's speech was billed as a counter to MrSingh's address to the nation and came in less than anhour of the Red Fort function. It must be said that thePrime Minister provided every reason to Mr Modi to tearinto the text of his speech. Mr Singh reduced the signifi-cance of an occasion of national pride by singing paeansto the Congress's first family. Right in the beginning, hegushingly recalled the services of Jawaharlal Nehru,Indira Gandhi and Rajiv Gandhi, but did not mention thestellar contribution that another Prime Minister, LalBahadur Shastri, made to the country. He also did notmention the unparalleled role of Sardar Vallabhbhai Patelin shaping the India that we know today. Mr Modi's jibethat while he understands the compulsions of the PrimeMinister in not recalling Mr Atal Bihari Vajpayee's contri-bution, he is flummoxed by the exclusion of Sardar Pateland Shastri, will have a hit a raw nerve in the Congress.The Prime Minister offered the Gujarat Chief Minister yetanother chance to attack when he rendered platitudes atthe Red Fort about relations with Pakistan. Since Pakistanhas repeatedly breached the ceasefire agreement along theLine of Control in recent weeks and killed our jawans,people had expected Mr Singh to forcefully respond. Buthe did not in his address, and it is clear that he does notwant to vitiate his forthcoming meeting with Pakistan'sPrime Minister Nawaz Sharif in New York on the side-lines of a United Nations event. Mr Modi deftly referredto President Pranab Mukherjee's address on the eve ofIndependence Day in which the latter warned Pakistanthat there is a limit to India's patience. The Gujarat ChiefMinister wondered whether the Manmohan Singh regimehad decided what that limit would be. The country toowants to know. Mr Modi completely discredited the tallclaims the Prime Minister proudly listed with regard tothe various social welfare schemes the UnionGovernment had undertaken. The Gujarat Chief Minister,expectedly, took special interest in panning the food secu-rity Ordinance, and laid bare, not through rhetoric butcoherent logic, the lacunae in the proposed legislation.The Centre cannot brush aside the points he raised,because they are far too relevant to be given short shrift.Nor can it explain away, as the Prime Minister sought todo on August 15, its dismal record in managing the econ-omy. Blaming global trends and saying all developingcountries have slowed down, is a poor defence, becausethe Manmohan Singh regime has pulled down growthfrom a high of more than nine per cent to a pathetic fiveper cent by its policy paralysis. While the Prime Ministerdutifully read out what he considers are ‘achievements',he failed to even once mention the menace of corruptionthat has engulfed his Government. Here again Mr Modigot an opportunity to refer to Mr Mukherjee's address inwhich the President had spoken about rising graft and theneed to combat it. The Gujarat Chief Minister ridiculedthe Prime Minister for glossing over this important bit inthe Red Fort speech. Given that this was perhaps MrSingh's last speech from the Red Fort as Prime Minister,he could have shown some spine as a parting shot. Sadly,Mr Singh did not.

Iran’s action againstIndian vessel is shockingTehran is mistaken if it believes that the best way toexpress its displeasure over New Delhi's decision toreduce Iranian oil imports is to detain an Indian state-owned ship carrying Iraqi oil, on specious grounds. Sucha misstep will only jeopardise its relations with India. Itmay be a show of strength for Tehran which is losing itsoil markets — in India, it has been displaced by Iraq asthe second biggest oil supplier after Saudi Arabia — butaround the globe, the incident is being red-flagged as Iranmaking good on earlier threats to disrupt the crucial Straitof Hormuz through which much of the world's oil isshipped. On Wednesday night, the Iranian RevolutionaryGuard Corps detained MT Desh Shanti while in interna-tional waters, on the ground that it was polluting Iranianwaters. The ship has been accused of deliberately dump-ing oil, but that does not justify Tehran’s harsh responseto the incident. This has expectedly flabbergasted NewDelhi, which has consistently sought to accommodateIranian concerns. India has resisted enormous pressurefrom the US and the EU in recent years to cut down onIranian oil imports, and in the process, been threatenedwith sanctions itself. Even after new sanctions have madeit near impossible to buy Iranian oil using US dollars,New Delhi has continued with its purchases by paying inIndian rupees. Iran now uses these rupees to buy Indiangoods. Sure, this deal is beneficial to India too as itreduces the burden on our international balance of pay-ments while creating an additional market for Indianproducts, but it also supports the Iranian economy. Infact, only earlier this week, New Delhi announced itsplans to buy more Iranian crude, while keeping within thesanctions regime, to boost the beleaguered Iranian econo-my.Against this backdrop, Iran's attempt to bully India in thePersian Gulf is shocking — even if it is driven byTehran's growing anxiousness about the forever tighten-ing sanctions regime. Most recently, the US House ofRepresentatives passed a Bill limiting President BarackObama's ability to issue waivers to countries, such asIndia, that continue to purchase Iranian oil, even if atreduced quantities. If endorsed by the Senate, it willeffectively eliminate all Iranian oil exports. But it is pre-cisely in situations such as these that the Iranian regimeneeds to work with its partners instead of seeking toantagonise them. Iran often refers to India as a ‘friend’.This is no way for Tehran to treat a friend.

India must wake up to the individual andjoint efforts its immediate neighbours aremaking to destabilise the security envi-ronment in the country. Unfortunately,the Centre remains passiveWith its economy in the doldrums, NewDelhi is now confronted with a situationwhere two of its neighbours — China andPakistan — are jointly and separatelyundermining its security and influenceworldwide. Emboldened by Chineseassistance leading to the strengthening ofits Navy (four new frigates), Air Force(JF 17 fighters) and nuclear armoury(plutonium-based tactical nuclearweapons), Pakistan now believes that itcan effectively deter India from respond-ing firmly to terrorist strikes emanatingfrom its soil. India’s mandarins, resortingto clichés like, “Pakistan is also a victimof terrorism”, and “Action on terrorism(by Pakistan) should not be linked (byIndia) to the Composite DialogueProcess”, now referred to as the ‘Sharmel-Sheikh Syndrome’, would like us tobelieve that Pakistan is having a changeof heart.It is this approach to diplomacy that hasled Mr Nawaz Sharif to insist that theComposite Dialogue Process with Indiashould commence at where it was, whenhe was ousted in 1999. He wants us toforget that the Red Fort was attacked bythe Lashkar-e-Tayyeba (now generouslyfinanced by his brother, the ChiefMinister of Punjab) in 2001, and ignorethe attack on our Parliament in 2001 andthe 2008 26/11 carnage in Mumbai, exe-cuted by jihadis from Pakistan. Despitethe outrage over the recent killings of oursoldiers, we should have no doubt thatour ‘dialogue at all costs’ security estab-lishment in South Block will stealthilyreturn to the recipes of the Sharm el-Sheikh surrender. Mr Sharif has returnedfrom China, fully assured that theChinese will build a highway linkingtheir Xingjian Province to Gwadar Port,which they now manage, throughPakistan-occupied Kashmir. The strate-gic implications of this project, whichwill be largely executed by ChineseArmy engineers, together with theirdevelopment of hydro-electric projectsand infrastructure in Gilgit-Baltistan,give the Chinese the ability to establish asecurity presence adjacent to the Line ofControl, astride our lines of communica-tion to Ladakh and Siachen.If Pakistan had succeeded in pushingNew Delhi to delink the Composite

Dialogue Process from its support for ter-rorism, China has successfully scuttledall possibility of an early border settle-ment, by upping its border claims in bothArunachal Pradesh and Ladakh, even asit waxes eloquent on the dialogue on theborder issue between the designatedSpecial Representatives. SuccessiveIndian National Security Advisers havestrutted around pretending that they havedevised brilliant new ideas to resolve thevexed border issue. The reality is some-what different. Prime Minister WenJiabao agreed in 2005 that the “boundaryshould be along well defined and easilyidentifiable natural geographical fea-tures” and that in “reaching a border set-tlement, the two sides shall safeguard theinterests of their settled populations inthe border areas”. But whatuse will such a Strike Corps be, with-out mountain artillery whose acquisi-tion has been hanging on fire foryears, the deployment of mechanisedand tank formations, and the establish-ment of air dominance over our bor-ders? Economically, the Chinese areobtaining a stranglehold on the power,communications and electronics sectorsin India, thereby, getting the potential todisrupt power and communications inthe country. After much procrastination,the Government has slapped a 22 percent duty on import of Chinese powerequipment. Hopefully, Indian publicand private companies will be givenincentives to face state-supported andstate-subsidised Chinese companies.The picture is unfortunately bleak in theelectronics and communications sectorswhere our imports, substantially fromChina, could well exceed our petroleumimports by 2020. This issue was soughtto be addressed by the establishment ofmanufacturing parks for chips and ITequipment. Such manufacturing facili-ties would naturally require preferentialaccess in purchases by Governmentorganisations and private companies.The Government is, however, nowshowing signs of buckling to Americanpressures, demanding substantive andnon-discriminatory market access forAmerican products in these areas. TheAmericans have obviously concludedthat there is no reason to hesitate inapplying pressures on an IndianGovernment, which bends backwards topressures from Pakistan and China.Given our recent track record, theAmericans would not be wrong in suchan assessment, though they are them-selves given to imposing exorbitantcountervailing duties, with many oftheir State Governments giving prefer-ences to domestic products.

Mumbai: The BombayHigh Court today refused todirect CBI to probe intoalleged malpractice due towhich IPS officer K LBishnoi cleared his LLBexam without appearing forpracticals and also againstother policemen who hadconducted an inquiry andgave a clean chit to him. A division bench of JusticesS C Dharmadhikari and S BShukre was hearing a peti-tion filed by ChitraSalunkhe, former vice prin-cipal of Siddarth LawCollege, seeking a CBIprobe against Bishnoi andother IPS officers forallegedly shielding him. The DGP gave a clean chitto all the officers but rec-ommended advisory note tobe issued to two of them fornon-application of mindand casual approach while

dealing with complaintsfiled by Salunkhe againstBishnoi. However, soon after thereport was submitted,Salunkhe sought CBIinquiry alleging that theDGP inquiry was just an"eyewash". The court today,however, observed that theinquiry conducted by theformer DGP was not dissatisfactory. "We do notfind any substance in theallegations of the petitioner.We found nothing in thereport which would warrantus to direct for CBI investi-gation," JusticeDharmadhikari said. AHMEDABAD, AUG 07: TheGujarat High Court on Wednesdayrejected ADGP P P Pandey's applica-tion challenging the order of specialCBI court, which had rejected hisanticipatory bail plea and declined tooffer further protection from arrest bythe CBI in the Ishrat Jahan allegedfake encounter case. A single judge bench comprisingJustice AJ Desai rejected Pandey'sapplication challenging the order ofspecial CBI court, which had yester-day rejected his anticipatory bailapplication on the ground that inves-tigation in the case is pending and ata crucial juncture. Justice Desai also declined to offerfurther protection from arrest by CBI.Earlier, Pandey's counsel NirupamNanavati argued that the senior IPSofficer cannot be declared a pro-claimed offender as he has compliedwith the orders of the Supreme Court. "The stigma attached to conduct ofmy client, may not disappear, butstands diluted as I've complied withthe orders of the Supreme Court,"Nanavati argued. Nanavati further said that the roleassigned to Pandey in the FIR filed bythe CBI and the subsequent chargesheet does not in any way suggest hewas present at the time of theencounter at the place of theencounter, nor does he know anythingabout the encounter. Nanavati asked "Why does CBI wantto arrest Pandey? Why do you require

On the plea by Ishrat Jahaan's motherShamima Kausar, the Gujarat HighCourt entrusted investigation to aSpecial Investigation Team.However, on another plea by Pillai'sfather, Gopinath Pillai, the high courtasked the Central Bureau ofInvestigation (CBI) to take over theinvestigation. Jundal files bail application in Mumbai courtMUMBAI, AUG 07: Alleged Laskkar-e-Toaiba opera-tive and key plotter of 26/11 terror strikes, SayedZabiuddin Ansari alias Abu Jundal, on Wednesday filed abail application here saying that though he has been injail for one year, the trial is yet to start. "The respondent(state) is deliberately delaying the court proceeding andhence prolonging the trial with mala-fide intentions,"said the bail application, filed by his lawyer advocateEjaz Naqvi in the Sessions Court here. It further says that he is innocent and has been framedup. The application will come up for hearing next week. Jundal, a native of Beed district of Maharashtra, wasdeported from Saudi Arabia in June 2012.According to Mumbai police's Crime Branch, he was oneof the key conspirators of Mumbai terror attacks ofNovember 2008 which left 166 dead and many moreinjured. As per the Crime Branch's chargesheet, afterfleeing Maharashtra in May 2006, Jundal enteredBangladesh and went to Pakistan. Bombay HC confirms life sentence to four in dowryMUMBAI, AUG 07: Relying on circumstantial evi-dence, the Bombay High Court has confirmed life sen-tence awarded to a man and three members of his familyfor killing the former's wife and dumping her body into awell. Disposing of their appeals, Justices P D Kode andVijaya Tahilramani also found the appellants -- AnilNulle, his parents Appasaheb and Indubai and marriedsister Geeta Patil -- guilty of subjecting the victim to cru-elty. The judges upheld their two-year sentence on thiscount. The judges, in a recent order, further found theappellants guilty of hiding evidence and sentenced themto three years' imprisonment on this count. All the sen-tences would run concurrently. According to prosecution, Anil married Laxmi in 2001 atHupari in Ganganagar area of Kolhapur district.However, after one year of marriage, Laxmi washarassed for dowry. She was asked to bring from her par-ents gold ornaments and Rs 25,000 spent on her delivery.Laxmi's sister-in-law allegedly instigated other familymembers to demand dowry.

TOKYO, AUG 07: Japan's prime minister onWednesday said Tokyo would get more involvedin cleaning up the crippled Fukushima nuclearplant, as he described as "urgent" a battle to stopradioactive water from leaking into the ocean. The government's more prominent role comes ascritics slam plant operator Tokyo Electric Powerand its handling of the more than two-year-oldatomic crisis, the worst nuclear accident in a gen-eration. The embattled utility -- kept afloat by a govern-ment bail out -- last month admitted for the firsttime that radioactive groundwater had been leak-ing outside the plant, confirming long-held suspi-cions of ocean contamination from its shatteredreactors. It has since said tainted water has been escapinginto the Pacific for more than two years. Today, an official at Japan's industry ministry saidTokyo estimates a whopping 300 tonnes of con-taminated water from a newly discovered leak sitemay be seeping into the ocean. "But we're not certain if the water is highly con-taminated," he added. The damage from toxic water leaks at Fukushima

remains a key question mark. However, they have triggered fresh worries overthe plant's precarious state and TEPCO's ability todeal with a growing list of problems after its reac-tors were swamped by a tsunami in March 2011,sending them into meltdown. The company has also faced widespread criticismover its lack of transparency in making criticalinformation public since the disaster. Today, premier Shinzo Abe said his governmentwould beef up efforts to help with the expecteddecades-long clean up, which has largely been leftto TEPCO to handle. "Stabilising the Fukushima plant is our chal-lenge," Abe said at a meeting of the government'sdisaster task force. "In particular, the contaminated water is an urgentissue which has generated a great deal of publicattention." Abe -- whose Liberal Democratic Party wants torestart the country's switched-off reactors if theirsafety can be assured -- said the clean-up wouldno longer be left to TEPCO alone. He also calledfor "swift and steady measures" on the toxic waterissue.

Tokyo would now help foot the bill, Abe said, thefirst time that it has committed extra funds to dealwith the growing problem. The vast utility is already facing billions of dollarsin clean-up and compensation costs over the acci-dent. TEPCO had previously reported rising levels ofcancer-causing materials in groundwater samplesat Fukushima. But until last month, the companyhad insisted it had halted toxic water from leakingbeyond its borders. In May, Tokyo ordered the company to build newbarriers to contain the massive amounts of waterwhich are used to keep the reactors cool, a meas-ure that could cost up to 40 billion yen (USD 410million). There are growing fears that existing safeguardswould soon be overwhelmed, as TEPCO scram-bles to find ways to store the water. "The worsening leaks of contaminated water atthe Fukushima nuclear plant prove TEPCO isincapable of dealing with the disaster,"Greenpeace said in a statement yesterday. "Japan's authorities must now step in and ensureaction is finally taken to stop the leaks," it added.

island in 2008, known asBolshoi Ussuriysky Island inRussia, and held a borderredrawing ceremony declar-ing each side owned half ofthe landmass, which is locat-ed at the confluence of theHeilongjiang River, known asthe Amur River in Russia,and the Ussuri River. Heavy rain has hit the areasince July, leaving floodwaterfrom tributaries to flow intothe Heilongjiang River, state-run Xinhua news agencyreported. A reservoir along the ZeyaRiver in Russian territory, amajor tributary of theHeilongjiang River, has dis-

charged floodwater, said theofficial. Meanwhile, thanks to theunusually high water levels,Jiamusi Port along theSonghuajiang River, also atributary of the HeilongjiangRiver, has become accessibleto ships carrying much biggerloads than ever before. A Russian ship loaded with3,000 tonnes of timber wasable to reach the port todaymorning, said Xu Yanchun,of Jiamusi City's marineaffairs bureau. Previously,such timber loads had to bedistributed among smallerships of 600 tonnes capacitydue to the lower water levels.

The Izumo, scheduled to enterservice in March 2015, is the

third helicopter carrier to beused by the Japan MaritimeSelf-Defense Force. The new warship marks amajor improvement in size andcapability as it is almost 50 percent larger than the currentHyuga-class carriers, theGlobal Times said in its report. Japanese Defence Ministry saidthe Japan built carrier couldplay a major role in disaster andrescue missions, as well asdefending sea lanes and sover-eignty claims. The launch coincided withintensification of China-Japanspat over the disputed islandscalled Daioyu islands by Chinaand Senkakus by Japan in theEast China Sea. The Coal ministry has startedgroundwork to auction coalblocks after receiving provision-al clearance from the Ministry ofEnvironment and Forests.It was learnt that theEnvironment ministry issued a'comfort letter', which gave pro-visional green clearance for thecoal blocks, but without guaran-tee for them.The Coal ministry hadapproached the Environment andForests ministry for preliminaryclearances to secure fair price forthe blocks at the auction.

Jaiswal said along with coalblocks some lignite blocks wouldalso be auctioned.The blocks would be offered tocompanies belonging to the samestates in which they were situat-ed.Meanwhile, the undergroundcoal gasification policy wasexpected soon.Underground coal gasification isa method of converting coal, stillin the ground, into a combustiblegas that can be used for varioususes, including power genera-tion.

NEW DELHI, AUG 07:The government onWednesday said it hasraised the textiles exporttarget to USD 43 billion forthe current fiscal, fromUSD 36 billion set earlier."In July 2013, the govern-ment has raised the annualexport target of textilesfrom USD 36 billion toUSD 43 billion followingdiscussions with textilesexport promotion councilsagainst the backdrop ofrupee depreciation andstrong industry perform-ance," Minister of State forTextiles PanabaakaLakshmi said in a writtenreply to the Rajya Sabha.

The US and Europeaccount for over 65 percentof India's total textilesexports.Last fiscal, textilesexports stood at USD 34billion. Asked if govern-ment has proposed to allowwomen to work in nightshifts in apparel units,Lakshmi said: "TheTextiles Ministry hasmooted a proposal foramendments in FactoriesAct 1948, seeking amend-ments in Section 59 - ExtraWages for Overtime andSection 64 - Power toMake Exempting Rules toprovide for Over TimeWages at the rate of one-one quarter times of the

Govt raises textiles exporttarget to $43 bn for FY'14

BEIJING, AUG 07: China has issuedrecord fines of 670 million yuan ($108 mil-lion) to six baby formula companies fol-lowing an anti-trust probe, the country'stop economic planner announcedWednesday. The six companies are Biostime, MeadJohnson, Dumex, Abbott, Friesland andFonterra, said the National Developmentand Reform Commission (NDRC), report-ed Xinhua. Biostime was fined 163 million yuan, orsix percent of its sales revenue in 2012, asit "seriously violated the anti-monopoly

law and failed to actively take correctiveaction", said Xu Kunlin, chief of the pricedepartment of the NDRC. Mead Johnson was fined 204 million yuan,or four percent of its revenue last year,because it "did not actively cooperate withthe investigation but did take active self-rectification measures". Dumex, Abbott, Friesland and Fonterraeach received a fine equal to three percentof their 2012 revenue. They were fined 172 million yuan, 77 mil-lion yuan, 48 million yuan and 4 millionyuan, respectively.

They couldn't fix theDuckworth-Lewis problemin 15 years, what guaranteedo we have about an error-free DRS? The Duckworth-Lewis method is beyondmost of the players and

administrators, let alone thecommon fans," he said aboutthe prevalent system ofrevising targets in case ofrain interruptions during lim-ited-overs games."I'm still trying to figure outhow a team total is increasedon the basis of projection.The whole process is verycomplicated and confusing.And rather than solving theriddle, DRS creates moreconfusion in its presentform," said Dalmiya, a for-mer chairman of theInternational CricketCouncil.

Dalmiya said India was notisolated on DRS at the ICCannual conference this year."Before going to the ICCmeeting I was a bit 'iffy' as Iwas told by some quartersthat India would be com-pletely isolated on the DRSissue. But after I was donewith my presentation on thatday, there was not a singlevoice of protest," he added.The DRS has been underscrutiny with some con-tentious decisions during thepast few seasons, includingin the ongoing Ashes Testseries in England.
