NOTICE OF INTENT-NOI- MUNICIPALITY OF COAMO, FOR STORM WATERDISCHARCHES FROM SMALL MS4s IN URBANIZED AREAS
As part of the provisions of the Clean Water Act, Section 402 (p), requires thatstorm water discharges, associated with municipal separate storm sewer system(MS4s) in urbanized areas, to waters of the US must be authorized by a NationalPollutant Discharge Elimination System (NPDES) permit. In order to comply withthis requirement, we are submitting our Notice of Intent for the NPDES Permit no.PRR040023. The updated SWMP document will be modified in the next 6 monthsas required in Section 1.11 of the 2016 signed permit, and pursuant to Title 40, Part122.34 Subpart B, or Permit Application and Special NPDES ProgramRequirements. The Municipality of Coamo has the intention of comply with thePermit's provisions and EPA requirements.

The Municipality ofCoamo is located in Southern part of the Island at Latitude 18° 4'47.74"N and Longitude66°21 '29.40" W. It has a territorial extension of78 square miles. Coamo is bounded by north with the Orocovis andBarranquitas municipalities; south with the Juan Diaz, Santa Isabel and Salinas Municipalities; west with themunicipalities of Villalba and Juana Diaz, and by the East with Aibonito and Salinas. Coamo is divided into 11 wards:Barrio Pueblo, Hayales, Los Llanos, Pasto, San Ildelfonso, Pedro Garcia, Palmarejo, Pulguillas, Coamo Arriba, SantaCatalina and Cuyon. According to the Census 2010, the municipality has a population of 40,512 inhabitants. Theeconomy of the town is based on textile industries, electric components and agriculture activities such as poultry, cattleand fruits.
The Municipality of Coarno Storm Sewer System (MS4s) in the urban area in general consists of a series of open aclose channel culverts and catch basins, typically located within the right-of-way of municipal and state roads,interconnected by underground concrete, corrugated steel or PVC pipes which normally discharge into intermittentcreeks and ravines named Hayales, Salsa, Monteria, Obispo, Cerrillos, Panes, and Agua; and later into the Coamo,Cuyon, Minas, Jueyes, Lapas, and Pasto Rivers. As the Coamo Municipality implements the proposed Storm WaterPollution Prevention Plan a complete map will be developed.
The Coamo, Cuyon, Minas, Pasto and Descalabrado rivers watersheds basically intersect the urban zone: CoamoWatershed consists on the northeast side of the urban area and runoff from this area discharges into the Coamo Riverand into the Caribbean Sea. This watershed also includes the Cuyon River which covers the eastern comer of the urbanarea. The river flows southwest and discharges into the Coamo River. Runoff from these areas will end up in theCaribbean Sea.
The Coamo's urban zone is located north ofPR-52. It includes its traditional urban center (Pueblo Ward). Themunicipality has a territorial extension of 78 square miles. Based on the 2010 Census, the municipal urban area has apopulation of 6,685 and a territorial extension of approximately 2 square miles (as defined by the Puerto Rico PlanningBoard). Based on EPA definition of Urbanized Area, the Coamo urban territory was delineated from this urban center,l.5 miles from the perimeter of this area and into areas directly connected by road for purposes ofthe Coamo's MS4Management Plan.
