BUDGET OFFICER
The Village of Matteson is seeking to fill a Finance Director/Budget Officer
position. This position serves as the chief financial advisor to the Village
Administrator. Under the general direction of the Administrator, this position
plans, directs and coordinates the activities of the Finance Department
composed of professional, technical and clerical staff engaged in a variety of
accounting and accounting related activities. Directs and performs
professional accounting, auditing and supervisory work in the maintenance
and preparation of detailed and general account books and reports, and in the
maintenance of budgetary controls and the preparation of the budgetary
reports.
The ideal candidate should possess a four-year degree in accounting or
finance, with five (5) years of progressively responsible public-sector finance
work. Certificate in Public Accounting and/or Advanced Degree in Public
Finance or related field preferred.

and experience.
Candidates will be required to undergo a physical examination, and
background investigation at the Village’s expense prior to final selection.

GENERAL PURPOSE
Under the general direction of the Village Administrator, plans, directs and coordinates the activities

SUPERVISION RECEIVED
Works under the general direction of the Village Administrator.
SUPERVISION EXERCISED
Exercises direct supervision over all Accounting Staff including water billing, collections and front
desk customer service.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Manages and supervises assigned operations to achieve goals within available resources; plans and
organizes workloads and staff assignments; trains; motivates and evaluates assigned staff; reviews
progress and directs changes as needed.
Provides leadership and direction in the development of short- and long- range plans; gathers,
interprets, and prepares data for studies, reports and recommendations; coordinates department
activities with other departments and agencies as needed.
Determines work procedures, prepares work schedules, and expedites workflow; studies and
standardizes procedures to improve workflow; studies and standardizes procedures to improve
efficiency and effectiveness of operations.
Plans, directs and supervises the work activities of subordinate staff. Coordinates work flow for
timely recording and disbursement of cash receipts and expenditures. Confers with and provides
technical assistance to subordinate staff in the resolution of accounting/recording difficulties and
procedural problems.
Responsible for managing Financial Strategic Plan; updating, implementing, maintaining and
providing reports to Village Administrator, Village President and Board of Trustees.

Maintains Tax Increment Financing District revenues and expenses; reviews relative documents,
deadlines and segregates TIF monies.
Ability to interpret Village agreements and contracts and maintain required payment deadlines.
Works is conjunction with the Village Attorney to prepare new agreements, contracts and
intergovernmental agreements with outside entities.
On behalf of the Village Administrator, prepares and administers the annual budget in compliance
with duties and responsibilities as specified in the Village of Matteson Code of Ordinances Chapter
36.
Serves as chief financial advisor to the Village Administrator.
Assists the Village Administrator in the development and implementation of fiscal policy. Develops
financial studies and plans. Forecasts, estimates, and monitors the financial condition of the Village
to assure the fiscal well being of the Village.
Assures that assigned areas of responsibility are performed within budget; performs cost control
activities; monitors revenues and expenditures in assigned area to assure sound fiscal control;
prepares annual budget request; assures effective and efficient use of budgeted funds, personnel,
materials, facilities, and time. Monitors outstanding interest and principal debt payments and
corresponding funds.
Develops budget forms and procedures used in the development of the annual Village budget.
Projects revenues and financing, reviews expenditure requests, and assists Department Heads with
budget proposals.
Directs the investment of monies, funds and securities within established guidelines and policies.
Notifies area banks of investment potential, receives bids and determines most appropriate
investments to provide desired degree of liquidity and optimal yield.
Reviews and authorizes expenditure requests, checks written, wire transfers and general journal
entries; investigates and reconciles any differences and discrepancies of financial transactions;
reviews and analyzes revenue and expenditure transactions for proper account classification and
program budget limits; reviews status of receivable balances, collections and delinquencies, and
insures collections procedures are followed uniformly; reviews all other accounting cycles related to
finance operations and fund accounting.
Prepares adjusting and accrual entries in accordance with generally accepted accounting principles;
prepares cash and investment schedules, special assessment trial balances, project costs and final
costs, capital project, debt, interfund and operating transfer schedules, and fixed asset additions and
dispositions.

Prepares and presents to the Elected Officials, through the Village Administrator, an annual statement
and report of the financial condition of the Village, monthly Treasurer Reports, and other required
financial reports.
Establishes and maintains internal control procedures and assures that state and national standard
accounting procedures are maintained.
Prepares all municipal functions and duties relating to the preparation, auditing, presenting and
disbursement of claims and demands against the Village, including payrolls.
Prepares and/or generates the preparation of Federal, State, Regional and County reports on
municipal fiscal activities.
Prepares and manages annual audit; annual review and/or preparation of the Government-wide and
Fund Financial Statements in accordance with GAAP and GASB, and Management Discussion
Analysis.
Attends meetings of the Village Board and the Administration/Finance Committee Meetings and may
make presentations.
Performs research and special projects.
Performs other duties as requested or assigned which are reasonably within the scope of the duties
enumerated above. Directs the maintenance and operation of the general accounting system of the
Village and its departments, offices and agencies.
Keeps and maintains or prescribes and requires the keeping and maintaining of inventory records of
municipal properties.
Supervises the collection of taxes, fees, and other receipts in accordance with laws and regulations as
Village Collector.
Prepares annual tax levy.
PERIPHERAL DUTIES
Maintains harmony among workers and resolves grievances; performs or assists subordinates in
performing duties; adjusts errors and complaints.
Develops finance related ordinances and resolutions.
Represents the Village at various conferences and meetings.
Advises and assists in providing for the credit requirements of the Village.
Performs cost-of-service studies for utility rate considerations.

MINIMUM QUALIFICATIONS
Education and Experience:
Graduation from an accredited four-year college or university with a degree in accounting or finance,
with five (5) years of progressively responsible public-sector finance work. Certificate in Public
Accounting and/or Advanced Degree in Public Finance or related field preferred.
Necessary Knowledge, Skills and Abilities:
A. Considerable knowledge of modern governmental accounting theory, principles, and
practices; considerable knowledge of internal control procedures and management
information systems; considerable knowledge of office automation and computerized
financial applications; considerable knowledge of public finance and fiscal planning;
considerable knowledge of payroll and accounts payable functions; working knowledge of
budgetary, accounting and reporting systems, GAAFR, GAAP and GASB;
B. Skill in operating the listed tools and equipment;
C. Ability to prepare and analyze complex financial reports; ability to maintain efficient and
effective financial systems and procedures; ability to effectively supervise staff; ability to
establish and maintain effective working relationships with employees and Village officials;
ability to communicate effective orally and in writing with the Village President, Village
Officials and staff.
SPECIAL REQUIREMENTS
Must pass a background investigation and have the ability to be bondable.
