In December 2017, the province approved a regulation on mu-nicipal asset management planning.

This presentation provides an overview of:

• Municipal asset management planning in Ontario.

• Development of the regulation, including incorporation of municipal feedback.

• Regulatory requirements.

• Tools and supports to help municipalities comply with the regulation.

Municipalities deliver many of the services that are critical to the people of Ontario, and these services rely on well-planned and well-main-tained infrastructure.

Population change, aging assets and the im-pacts of a changing climate are putting in-creased pressure on the ability of many munic-ipalities to ensure the long-term sustainability of their infrastructure.

While many municipalities have asset man-agement plans, significant differences exist be-tween the completeness, detail, methodology and assumptions municipalities use to develop their current plans.

Progress on Asset Management

Introduced Building Together: Guide for Municipal Asset Management Plans in 2012.

Introduced the requirement that any municipality seeking provincial capital funding must prepare a detailed asset management plan and show how it’s proposed project fits within the plan.

Approved an asset management regulation in December 2017 which is being phased in over six years.

Strategic Asset Management Policy

All municipalities will need to develop and adopt a strategic asset management poli-cy by July 1, 2019.

The Policy Must Include (not exhaustive):

Which municipal goals, plans, and policies the AMP will support.

Commitment to consider climate change mitigation and adaptation

Process for alignment with land-use planning framework

Commitment to provide opportunities to engage with the public

Principles that guide the AMP Identification of executive lead and how council will be involved

Process for how AMP affects development of the municipal budget

Municipality’s approach to continuous improvement

Asset Inventory Requirements

Municipalities are to provide summary-level information on each asset category, including:

What assets are in the category

Total replacement cost value

Average age, condition

How condition information is

gathered

While the regulation requires municipalities to discuss how the supporting information will be made available to the public, the detailed, asset-by-asset information is not re-quired in the asset management plan.

The Town eliminated the need for an estimated $30 million expansion of their wastewater treatment plant through pro-cess optimization resulting from a careful examination of service levels.

Burlington introduced a temporary dedicated infrastruc-ture levy designed to eliminate the unfunded renewal need over a 60-year period, thereby allowing the City to maintain an adequate level of service and prevent over-whelming future funding needs.

Wawa, in partnership with the Townships of Dubreuilville, Hornepayne and White River, have jointly hired an Asset Management Coordinator. All four communities have ap-plied for FCM funding for this purpose.

The Town sought out other like-minded municipalities that recognized that by working together they could lever-age each other’s asset management planning learnings, strengths and experiences.

Goals of the Regulation:

To gain a better understanding of the infrastructure challenges municipalities face.

Improving the standardization and consistency of asset management planning information

Pilot Project:

A Ministry of Municipal Affairs and Housing’s pilot project will test the collection of municipal asset management planning information.

The purpose of this pilot:

Seek input from local governments on how to collect key information on municipal asset management

Foster discussions around long term financial sustainability.

Through consultations with municipalities the province heard about the need for support to help them comply with the new regulatory requirements.

In response, the province committed to delivering tools and supports that will help increase the capacity of municipalities to undertake this work, and encour-age local ownership of asset management practices.

Expand the organization’s community of practice work to municipalities across the province.

Summer 2018 – Spring 2020

A toolkit available to all municipalities to help them develop a regulation com-pliant strategic asset man-agement policy.

Provide small municipali-ties with in-person expert asset management plan assessments and advice.
