• Working Group convened on 24 July at Silver Spring

• Validated/Refined CONOPS Purpose

• Established document outline – Tailored from FAA’s SEM

• Identified Scope (system verses agency service provider)

• Defined contents of Sections/Subsections• Began assigning authors and writing

sections/subsections

CONOPS Purpose

• Internal – Guide for phased array radar R&D– Tool to request funding for R&D – Provides framework for the development and/or

validation of future system requirements, architecture, and performance

• External– Tool to spread phased array technology awareness

to potential stakeholders/users– Tool to establish agency/industry partnership in the

establishment of an R&D program

Outline/Content/Scope - Decisions

• Document will be bound by the system interfaces (i.e., subsystems and internal/external interfaces)– Concept will discuss data/products that are produced and

disseminated from the system and the input controls– Generic references will be made to End-users/Service

Providers, however, details will be provided in addendums as required at a later date.

• Attempt will be made to make the document non-system specific where possible. However, to extol the benefits of the technology, it will sometimes be necessary to talk specifics

• “Living” document that will be modified to support the program phase

Issues/Questions

• Limited resource availability within working group

• Funding – available to support CONOPS development (e.g., SMEs)?

• Effort is larger than originally planned (CONOPS effort for system of this scale can require 5-10 people for a year)

• Function allocation unknown (e.g., will the system be required to track cruise missiles or detect wake vortices)
