FROM THE MAYOR INSIDE CITY HALL

Heading Back to Schoolby Rick Mueller, Mayor

Today, as this edition of Vistas hits newsstands and driveways in Sierra Vista, most local students will be returning to the classroom for their first day of school after summer vacation.

Many families got a head start preparing for the new school year at the City’s annual Back to School Fair in The Mall at Sierra Vista. Serving as a one-stop-shop for people seeking to learn about and access resources available for students of all ages, the fair once again saw great turnout and community support.

However, the City’s role in supporting local families and children extends well beyond that event. The Sierra Vista Public Library once again grew its Summer Reading Program this year and has some exciting plans for the future. Between the library and the Sierra Vista Teen Center, there are a wide variety of fun, educational, and free programs available for local kids all year long.

Our Kid’s W.O.R.L.D. program is ready for the new school year too. Children in grades first through seventh can take advantage of this affordable before and after school recreation

program that has served our community for decades.

The start of the school year also marks the return of school zones with reduced speed limits and heavily used crosswalks each morning and afternoon. Please be mindful of the speed limits around our local schools and drive with extra care as there will be many students out on our neighborhood streets as they make their way to class and back home.

In Sierra Vista, we have excellent schools that offer local residents extraordinary educational opportunities all the way through the community college and university levels. This is a key advantage for economic development, as companies need a qualified workforce to locate in a community. Successful students help to foster a thriving community, so I wish everyone the best as they head back to school.

Rising to the Challengeby Chuck Potucek, City Manager

With another budget year in the books, I’m pleased to see how our team at the City has been able to continue great work and follow through on key objectives even as we adapt to fiscal challenges faced by communities throughout the state and nation.

Increasing costs associated with the Public Safety Retirement System and sales tax revenues lost to online retailers are among the issues every city manager in the state is facing. While these latest challenges make for tighter budgets, we can’t let them get in the way of moving our community forward.

That means following through on projects like the Coronado Road widening, which sets the stage for future development in the area and mitigates congestion on one our most used connecting streets. The recent resurfacing of Avenida Cochise just east of Highway 92 was also sorely needed.

Taking care of our infrastructure has a significant impact in how residents and businesses see our community. Keeping up with facility maintenance falls into that same category, which is why I’m thrilled to see the library’s roof project completed.

We’ve also invested in a new project that will significantly enhance how

visitors and residents think of our community when they drive in and out of town. The welcome sign erected just north of the Van Deman Gate looks phenomenal and represents our ongoing implementation of the City’s new brand. It accurately depicts Sierra Vista as a dynamic community willing to invest in its future.

Speaking of our brand, the City’s tourism marketing efforts will get a tremendous boost this year thanks to about $120,000 of advertising from the Arizona of Office of Tourism and its media partners. The City pursued this opportunity through the state’s competitive Grand Pitch contest, pitching a campaign that links Sierra Vista’s fantastic bicycling with its delicious international cuisine.

The community will learn more about this tourism campaign at this year’s Spotlight Breakfast at the Thunder Mountain Activity Centre on Tuesday, August 8, at 7:30 a.m. Seating is limited, so call (520) 458-7922 soon to make a reservation.

GET ACQUAINTED ECONOMIC DEVELOPMENT

by Mary Jacobs, Assistant City Manager

While they do much different jobs, John Healy and Brett Scheib share an extraordinary passion for what they do. John has returned to his roots by becoming the City’s recreation coordinator, while Brett is simply a natural firefighter and paramedic. Let’s get to know them!

After a 10 year hiatus, John Healy returned to his recreation roots a year ago and rejoined the City’s team as a Recreation Coordinator. A graduate of Buena High School, he started as a lifeguard with the city when he was just 16, moving to sports and even customer service before heading off to college to study — you guessed it — parks and recreation! John took an internship on Fort Huachuca, where he ended up working in the cyber and biometrics field those 10 years, including assignments in Iraq and Africa. But he was drawn back to the

field he is so passionate about, and ultimately replaced the person who trained him in the recreation field all those years ago. John is responsible for the program planning for all city sports programs, from adult to youth. There’s a lot of detail involved in arranging a sports programs such as youth basketball and adult softball. He recruits coaches, plans schedules, orders uniforms and equipment, and arranges officials, among other logistical details. John also coordinates all of the city-sponsored races, from the 5K Around the Park to the Hummingbird Triathlon. After discovering a love for cycling just six years ago, John ended up volunteering to assist Buena in establishing a mountain bike team. He went on to coach it and serve as the team director, helping the team earn third place in the state this year. His team leadership cuts into his personal cycling time, but during the off season John often rides an astounding 250 – 300 miles a week!

Spend just 10 minutes with Brett Scheib and you’ll agree he is in the right line of work! Capable and personable, Brett serves others in times of distress in his role as a firefighter/paramedic. I can imagine his wide smile and warm demeanor helping calm a patient in the back of an ambulance or on the street after an accident. Brett came to the city four years ago after gaining experience with two local fire districts. He is one of the department’s car seat technicians, assisting new parents in one-on-one lessons on safely installing child seats. Brett is also a CPR instructor and he

helps Cochise College with its EMT/paramedic classes, occasionally coordinating students for department ride-alongs. Brett gets great satisfaction from making an impact on his community, and recounted a specific situation where a young woman had attempted suicide with drugs and later returned to the station to thank the crew for saving her life. He is careful to humbly give credit to his whole team. Originally from California, Brett earned a bachelor’s degree in Psychology from Cal State Northridge before moving to the area for his first job in the fire service, joining his family who also relocated to Sierra Vista. He loves being outside, especially if it gives him a chance to ride his motorcycle. Brett’s dog, Kai, may not get to go on those rides, but she insists on going along for all his other outdoor pursuits, including fishing, hiking, shooting, and just enjoying our beautiful Sky Island environment.

New Economic Development Manager Gets to Work

Just this week, former Fort Huachuca garrison commander Tony Boone started in his new role as economic development manager for the City.

With his extensive community connections and broad history with the U.S. Army, Boone brings a wealth of experience regarding how the City can

capitalize on the region’s greatest economic engine, Fort Huachuca. As the City seeks to broaden non Department of Defense related business among local defense contractors, while also supporting missions on post, Boone brings invaluable expertise and leadership to the City’s economic development team.

Having recently retired from the military, after a distinguished 24-year career with the U.S. Army, Boone chose Sierra Vista as his home. He’s a passionate public servant who has also demonstrated his dedication to the community. These are qualities that will help him excel in his new role.

Boone comes on board at a time when the City is launching two initiatives funded by a $720,000 grant from the Department of Defense Office of Economic Adjustment. One initiative will explore how to foster better commercial use of the Sierra Vista Municipal Airport in hopes of spurring job creation. The other will offer technical support to local companies seeking to expand in areas not tied to the defense sector.

Taking the helm of these exciting new projects will just be the beginning of Boone’s work. He will build upon the foundation built by former economic development manager Simone McFarland as the City and local partners work to ensure our vibrant 21st century community continues to thrive.

Attend the 12th Annual Bearcat Pull for Special OlympicsEach year teams fielded by local law enforcement agencies, businesses, and community members tackle an extraordinary challenge to help the Sierra Vista Police Department raise money for the Law Enforcement Torch Run for Special Olympics Arizona.

Teams of five to 10 people race to pull the police department’s 18,500 pound LENCO Bearcat a full 25 feet. They get two chances and the team with the best time in each category wins, with first, second, and third place trophies being given out in each of four categories: Ironman (5 members), Men (up to eight members), Women (up to 10 members), and co-ed (five members of one gender and four of the other).

Teams that register by September 1 will receive T-shirts for team members as part of their registration fee. The fees can be paid directly by team members, through fundraising efforts, or by finding sponsors. The registration fee is $175 for Ironman and $200 for all other categories, although teams are encouraged to raise extra funds to support Special Olympics.

The Sierra Vista Police Department is typically among the top 10 fundraising agencies in the

state for the Special Olympics each year and the Annual Bearcat Pull for Special Olympics is its signature fundraiser.

Registration forms are available online at www.SierraVistaAZ.gov (search for “Bearcat Pull”) and at the Sierra Vista Police Department, located at 911 N. Coronado Drive. For more information, contact SVPD Police Officer Tracy Grady at (520) 452-7500.

September 11 Remembrance Ceremony day Monday date September 11 time 6:00 pm

location Fire Station 3 675 Giulio Cesare

The Sierra Vista Fire Department, in conjunction with several other agencies, will host a brief ceremony in remembrance of those who were lost on September 11, 2001. The public is invited to this tribute to the men and women whose lives were cut short by an act of terror, and those who gave their lives trying to save others. For more information, call Fire Station 3 at (520) 417-4400.

Schedule a Free Car Seat Safety CheckDid you know vehicle crashes are one of the leading causes of death for children between 1 and 13 years old? Proper use of child safety seats is shown to save lives but three out of four car seats are not used correctly, according to the National Highway Traffic Safety Administration.

If you don’t have a child safety seat or want to make sure you’re using yours properly, Sierra Vista Fire & Medical Services is here to help. The department offers free Car Seat Safety Checks to those who need them.

These checks are performed by appointment only, so please fill out the online form (available at www.SierraVistaAz.gov by searching for “Car Seat Safety Check”) or call (520) 417-4400 to schedule a safety check. It is difficult for on duty crews to handle

drop-ins at the fire stations, so plan ahead and make sure a technician is scheduled in advance!

Since 2008, Sierra Vista Fire & Medical Services has provided about 1,000 child car seats and performed more than 1,300 safety checks. The car seat safety checks include a hands-on class that takes up to about 45 minutes to complete.

Seats are provided through grant funding received from the Children’s Miracle Network/TMC Foundation.

Apply Now for Citizens Fire AcademyAdults seeking to gain first-hand experience of what it’s like to be a firefighter and paramedic can now apply for Sierra Vista Fire & Medical Services’ upcoming Citizens Fire Academy.

At no cost, participants in the academy will learn about this exciting profession in the classroom and through hands-on training covering areas like search and rescue, firefighting, fire prevention, emergency medical services, and safety practices that can be applied at home and in the workplace. The academy will include the opportunity to ride with duty crews responding to real emergency calls.

The Citizens Fire Academy starts on Thursday, August 24, and runs for nine weeks. Participants will meet each

Thursday night from 6:00 to 9:00 p.m. Applications are due on Friday, August 18, at 5:00 p.m. Applicants must be at least 18 years of age.

To apply, pick up an application from any Sierra Vista fire station or download it online at www.SierraVistaAZ.gov by searching for “Citizens Fire Academy.” Once completed, applications can be turned in at any Sierra Vista fire station. Fall Quilt Documentation Event date Saturday, October 21 time 9:30 am – 3:00 pm

location Ethel H. Berger Center hosted by Henry F. Hauser Museum brought by Sierra Vista Hummingbird Stitchers Quilt Guild

Would you like your quilt to be part of the National Quilt Index?

The Quilt Index aims to be a central resource incorporating a wide variety of sources and information on quilts, quilt makers, and quilt making. The website features images and information on thousands of quilts from documentation projects, museums, libraries, and private collections in the United States and internationally.

The local quilt guild has been expertly trained and looks forward to adding your quilt to the growing number of documented quilts. The only criterion is that the quilt must currently reside in Arizona. Both vintage and new quilts are welcome.

Documentation is by appointment only. Please contact Jane Bourne at (520) 508-4558 to schedule your appointment.

“What is It?”Visit the museum each month to test your knowledge of a particular artifact. Do you know what it is? Correct answers will be entered into a drawing each month for a gift from the museum gift shop. A new artifact will be displayed the first day of each month. Come join the fun!

SIERRA VISTA TEEN CENTER

Back to BasicsThe staff at the Teen Center works hard to provide all teens ages 12 through 17 a variety of free programs each week. Every event at the Teen Center is free, supervised, and planned by energetic staff members who enjoy working with youth. The August and September events have something to offer teens of all interests. From acting classes to game nights, the Teen Center has it all. Staff encourages you to stop by and take a tour any time the Teen Center is open.

This August and September staff members planned more of the events they know teens love: movies and pizza, laser tag, tabletop games, and a back-to-school dance. These are the most requested events at the Teen Center, so staff has doubled the offerings to help beat those back-to-school blues. As always, if you have an event or program idea for the Teen Center, let staff know. They are always open to

new ideas and suggestions to bring to the teen community here in Sierra Vista.

All upcoming events are listed on the City’s calendar of events at www.SierraVistaAZ.gov. In addition, paper copies can be found at both the Teen Center and the Sierra Vista Public Library. Follow the Teen Center on Facebook for the latest event information.

MARTIAL ARTS

JUJITSUCruz Jujitsu is a derivative of Japanese Jujitsu developed about 75 years ago by Professor Fering Cruz of the Philippines. Developed for practical use, it encompasses throws, locks, strikes, escapes, and constriction techniques. The free-form or structured practice is partner-based.

Instructors teach this art in its “traditional” form. This is not a “ground fighting” Jujitsu class. Because of its partner based training method, safety and awareness are heavily stressed. The emphasis is on self-defense, but a study of the art itself is also encouraged.

SIERRA VISTA MARTIAL ARTS

Sierra Vista Martial Arts is a blend of Chinese, Okinawan, and Western martial arts developed by the instructors, and contains elements of Kung fu, Okinawa Te, and Combat Judo as well as Western methods like boxing. Instruction is based on forms (kata) and their analysis, extensive partner training, individual and small group study, and exploration of presented material. The goal is to train thinking, analytical martial artists who can see beyond the confines of the course material and integrate them with concepts taught by other systems. As such, cross training and the study of other systems is encouraged. The focus is on civilian self-defense, not on the modern sporting versions of martial arts.
