He reminded the King to respect his bail conditions because “what he is doing incites terror in the area.” He denied that he had received a letter from the king. “If they say they had given me a letter they must produce the acknowledge- ment letter from me.” Ndzambule revealed that they had submit- ted petitions to the Department of Tradition- al Affairs, National Prosecuting Authority, AmaDlomo Royal Council, AbaThembu Roy- al Council and to the speaker of the King Sabatha Dalindyebo Municipality warning them that the King’s actions may possibly in- stigate violence among members of the com- munity. It was also reported that the King had fired all the Chiefs of Mthatha West. But the King’s spokesperson, Reverend Siphiwe Thafa, de- nied these reports and said if the king was intending to dismiss his chiefs he would first call a meeting. He said the only thing the King did, was to write three letters to Ndzambule asking him to come to Bumbane Great Place and ex- plain why he was no longer attending meet- ings of the AbaThembu Royal Council as a member. “Ndzambule has not attended about four meetings, with no report or apology, so that is why the king wrote these letters to him. “But he never turned up – even after those letters. What we heard from the media is that they took a decision to quit from the royal family and the king never expelled them,” said Thafa who refused to comment on the issue of Eye of the Child, which allegedly trig- gered the whole matter.

TENSIONS between the AbaThem-bu King, Buyelekhaya Dalindye-bo, and his former right handman, Chief Jongisizwe Jonas ‘JJ’Ndzambule, of Mthatha West,

have reached boiling point.

JJ, as he is affectionately known, is chiefof Mthatha West that comprises MandelaPark, Slovo Park and Polar Park.

THREE men have been arrested in connec-tion with the damage to the OR Tambo Gar-den of Remembrance.

The men (20, 21 and 50) were arrested bya special task force which was established byLt-gen. CeliweBinta, PoliceCommissioner inthe Eastern Cape.

Last week Eastern Cape Premier, PhumuloMasualle, condemned the burning of Presi-dent Oliver Reginald Tambo’s statue at thevillage of Nkantolo in Bizana.

During the incident two huts were burnt

down along with a statue of the late formerANC President, Oliver R Tambo.

“We bemoan this insensitive act and find ithard to believe that there are people whocould commit such a crime, with such impu-nity, lawlessness and contempt during themonth thatwe celebrate theuntarnished lega-cy of President Oliver Reginald Tambo.”

“There are processes to be followed whencommunities have grievances and no matterthe gravity of concerns, such lawless acts thatsplit and besmirch our history and our lead-ers must be condemned with the contemptthey deserve,” concluded Premier Masualle.

OR Tambo was born and brought up atNkantolo, inBizana.Hewas among the found-ing members of the African National Con-gress Youth League (ANCYL) in 1944 and lat-er became president of the ANC. He died ofa stroke in April 1993.

Aman (22) was arrested for rapeat Mt Phakathi Coffee Bay nearMqanduli after he allegedlyraped girl (19) in the area on Oc-tober 22.

It is alleged that the victimwas on her way to her boyfriendwhen the suspect raped her athis home.

The suspectwas arrested and isexpected to appear before theKwaaiman periodical court soonfacing a rape charge.

dagga weighing 1.176kg with astreet value of R2 000.

. A man (27) was sentenced to5 years and 7months in prison forhouse breaking and theft.

This follows a burglary at theFETCollege in Coffee Bay on Sep-tember 2. Clothes and grocerieswere taken.

He appeared before theKwaaiman periodical court onOctober 21 and was found guiltyas charged.

THE Portfolio Committee on BasicEducation has condemned the “sexfor marks” scandal by some educa-tors at SouthAfrican schools andhascalled for the harshest possible pun-ishment for those found guilty of thisoffence.

“This attitude stands against eve-ry value as South Africans whichwewant to instil in society’s fibre. It isthe worst form of abuse and ought tobe dealt with expeditiously. Therehave to be consequences for sexually

exploiting under-age pupils,” saidNomalungelo Gina, Chairperson ofthe Committee.

“The sinister behaviour where ed-ucators view learners – as young asthey are – as sex objects should becondemned and frowned upon. Edu-cators should exercise the parentalrole for over eight hours on our chil-dren, and not subject them to thiskind of emotional torture.”

This comes after media reportsthat teachers at Brakpan HighSchool, Gauteng, sought sexual fa-vours from learners if they wantedto pass. It was revealed that the

Gina said if any of the governancestructures at school failed, such a sit-uation exposed schools to all formsof opportunistic tendencies.

“Right now all our efforts shouldbe geared towards ensuring thatlearners progress. All stakeholders,including civil society andorganisedlabour, should condemn this behav-iour. The dignity of the teaching pro-fession should be restored througheliminating sex-pest educators fromthe system,” said Gina.

A LACK of resources is hampering theprogress of the Port St Johns’ youth councilwhich was established to develop the youthand improve the economy and tourism in thearea.

The youth council was launched on March27 this year at Lilly Lodge to enable the town’syouth to champion economic developmentand play a pivotal role in job creation whileworking in conjunction with the municipali-ty.The Port St Johns Local Municipality also

made the commitment that they would worktowards changing the lives of young peopleand support the youth council in that coastal

town which is rich in tourism.But the youth council is faced

with the dilemma of lacking re-sources and has insufficient fundsto achieve their goals.Express has learned that since

the youth council’s launch theyhave not had an office to operatefrom and when they requestedspace in the municipality’spremises they were told that therewas no space.The council was, however, as-

sisted by a local businessman whooffered them office space. Present-ly they were looking for the dona-tion of a computer from any Good Samaritan.TheChairpersonof the council, SiviweNgc-

ingwana, has called on any person who hasan old computer which they are nolonger using, to please donate it tothem. Ngcingwana confirmed thatthey were battling to fulfil whatthey had promised as their man-date after they were elected as theexecutive of the youth council. Hesaid the funds they were gettingfrom the municipality are notenough as their last allocation wasR200 000 which is very little whentaking into consideration theamount of work they had to do inall the wards of PSJ municipality.“We want to set up our office on

our own and lobby for support as much as wecan.We cannot surrender our commitment as

the executive of improving the economy ofthis area,” he said.He revealed that they had already engaged

Walter Sisulu University (WSU) to developskills by providing training and internship inthe field of tourism.In his response PSJ Mayor Mnyamezeli

Mangqo said themunicipality has catered forthe youth, but has a limited budget. To ad-dress this they are hoping to forge partner-ships with the private sector, government de-partments and other spheres of government.“We remain committed to supporting the

youth but we don’t have stand-alone pro-grammes for the youth as we cater for themin programmes such as themayoral outreachand public participation,” concluded Man-gqo.

Ngqongwa said onbehalf of themunicipali-ty, she apologised for any inconvenience thatwas caused during the change.“Therewasadisruptionof payments to em-

ployees, councillors and traditional leadersduring this process andwe humbly apologiseto the community and to everybody who hasbeen affected,” said Ngqongwa.She highlighted that according to Regula-

tion 30 of the Municipal Financial Manage-ment Act (MFMA), after 5 years, they neededto revise and if possible, change banks.“It is a process carried through by the offi-

cials throughbids and itwas brought into the

council and agreedupon to change to anotherbank.”United Democratic Movement Spokesper-

son in the KSD, Mabandla Gogo, said theprocess has not been clearly communicatedwith the councillors, but the apology hasbeen accepted.“Our complaint is that we were never giv-

en proper time to prepare ourselves for thechange. Because of this we have suffered ahuge blow of overdrafts and penalties fromour banks, due to a lack of funds in our ac-counts,” said Gogo.He said in future, such processes should be

executed with openness.

THE community of Ndayeni location in Tha-leni Administrative Area, Lusikisiki, are re-fusing that the corpse of a baby who was foundwithout a head and an arm, be buried in theirarea without its missing limbs.

They demanded that the mother of the in-fant be released from prison so that she cango and fetch the missing limbs as they willnever allow the baby to be buried in their ar-

ea.The gruesome discovery of the corpse two

weeks ago, on October 7, caused angeramongst community members, particularlythe young people.

They demanded that the family of the 18-year-old mother, accused of killing the infant,leave the area. The baby was believed to beone-day old when it was found in a secludedarea in the village.

After the discovery, elderly women in thelocality commenced a massive hunt for the

mother of the baby. All the women in the lo-cality were called to a meeting and each wom-an was milked and and their private parts in-spected.

During that inspection an 18-year-old wom-an was allegedly found to have recently givenbirth. When she was questioned about thewhereabouts of her child she was unable togive a proper explanation. Community mem-bers handed her over to the police and she wasarrested.

Police spokesperson Captain Mduduzi God-

lwana confirmed that community membersrefused that the baby be buried in their area.

He said the family was ordered to leave thearea but the chief of the area rescued themby keeping them at his place.

He said the police tried several times to in-tervene by holding meetings with communitymembers from the area but their efforts werein vain. A meeting on Tuesday last week wasalso fruitless as members of the communitywere still saying they don’t want the baby toburied in their area.

THE fact that the Eastern Cape MEC for Ru-ral Development and Agrarian Reform, Mil-bo Qoboshiyane, visited the Mandela farmwas evidence that the livestock on the farmis in need of medical attention.

This was revealed by the department’sspokesperson Mvusiwekhaya Sicwetsha inresponse to media reports that the latestatesman’s cattle in Qunu farm are report-edly dying from neglect and that they areall in danger of dying.

The reports further stated that they arestarving due to lack of feed. Due to the factthat the farm is small there was no moreplace to graze for them.

A local resident, who refused to disclosehis name, said the situation forced the herdboys to take the cattle outside the farm tograze somewhere else.

While Sicwetsha refused to be drawn on

the issue of neglect of the cattle, he said thedepartment supplied feed for the cattle whenthe MEC visited the place. He was not sureabout how much feed was delivered and thecost involved.

He said before the MEC paid a visit toQunu, he had sent the department’s officialsto inspect the state of the Mandelas’ cattlein Qunu farm. The inspection culminated inQhoboshiyane’s visit to the farm at the be-ginning of August this year together withveterinarians and department officials. Ac-cording to Sicwetsha they were there to vac-cinate and castrate some of the cattle and de-liver feed.

A local resident, who spoke to Express oncondition of anonymity, said he did notcount how many times people were called tocome and skin out cattle on the farm but thatit was “several times”. “I am not sure wheth-er it was because of the drought or if theyhad been neglected.”

The farm is situated at the Qunu homewhich the second wife of the late global icon,Winnie Madikizela Mandela, has made acourt bid for as she stated that it should be-long to her and her children.

MEMBERS of the South African Transportand Allied Workers Union (SATAWU) in Mt-hatha, marched to the offices of the Depart-ment of Labour last Thursday to hand overa memorandum.

Chairperson of the Satawu Mthathabranch,Wonga Sihentshe, said thememoran-dum held complaints over the slow pace withwhich theDepartment of Labourwas reactingto complaints by the employees about theirworking conditions.“The department is letting us down and

sometimes we feel that they have been paidby our employers to not investigate the prob-lems we bring to them,” said Sihentshe.Headded thatmanycompanies didnot com-

ply with employment regulations andclaimed that the department was aware of

such cases but that they were doing nothingabout it.“In many ways, including working irregu-

lar hours for very low salaries, we are notwell-treated at our places of work and the de-partment is not helping,” he said.Taking part in the march were workers

from the security sector, the taxi industry,road freight and the cleaning sector.The memorandum was handed over to

Kholeka Maqungo who is managing the Mt-hatha office. She said she would send thegrievances to the provincial office.Sihentshe said they had given the depart-

ment seven days to respond.

hampers them was the late delivery ofthe feed to the farm. Delivery some-times takesmonths. Due to grass beingdry in winter, they depended on lu-cerne for feed.He said the lucerne supply ran out

some months ago and was only deliv-ered on Tuesday, October 21. “About200 bales were delivered. If it was doneaccording tomywishes, lucernewould

always be available at the farm be-cause there is no grass and the size ofthe farm is not enough for somany cat-tle.”Qingana confirmed that 10 cattle

died this year and he believed that itwas because of hunger and draught. Hesaid he and the other herd boy reportedeverything to the supervisor who is al-ways at the farm.He said the supervisor reports to the

manager, namedMimi,who is based inGauteng and Mimi reports to Makazi-we the eldest daughter of Mandela.The Qunu farm now has 1 790 cattle

plus many calves. Attempts to get holdof the supervisor, called Siya, as wellas Makaziwe, were fruitless.

THEcontroversy surrounding theRDPhous-ing programme in Zimbane Valley, a town-ship situated in the South East of Mthatha,has escalated.

After not being satisfied with the KSDmu-nicipality’s response concerning anumber ofissues in their area, including the illegalevacuation and selling of RDP houses, dis-gruntled Zimbane Valley residents marchedstraight to the Public Protector’s offices inMthatha last week Monday.Accompanied by a police Nyala vehicle,

the residents marched, singing liberationsongs, from town to the Public Protector’s of-fices in Fortgale to submit their petitionwiththeir grievances to appeal for the Public Pro-tector’s intervention.The issues include the illegal occupation of

RDP houses, the alleged sale of the houses bytheWard 4 Councillor Nomzi Veronica Xoba-ni, demolition of some of the already builthouses and the eviction of residents out oftheir rightful houses.According to the convener of the march,

Monde Sandlana, more than 60 houses havebeen sold and others illegally occupied. Theyhave made efforts to address the matter withthe KSD municipality but the matter wasn’thandled properly.

“This has been going on for some time. Wedid report the matter to the KSDmunicipali-ty asking for clarity on someof the issues per-taining to RDP houses in our area but the re-sponsewegotwasn’t enough. Itwasn’t direct;they actually failed us,” said Monde.He added that they even tried engaging the

ward councillor in the discussions they heldas residents but she never attended, sayingshewouldn’t attend ameeting of drugdealersand hooligans.Residents demonstrated their dissatisfac-

tion with the councillor’s administration oftheward on placardswithmessages demand-ing thay the councillor steps down.An elderly resident of Zimbane Valley

Township, Gogo Nomvume Nyati (66), saidthere were a lot of fraudulent activities fac-ing the whole RDP programme in the area.She said some of the residents who appliedfor houses were given ERF numbers but nev-er got the houses.In addition she said they were worried be-

ing elderly people were living with theirgrandchildren. “Once the guardian haspassed on, the vultures come and prey onthem (children), kicking them out of thehouses.”A delegate from the Public Protector’s of-

fices accepted the petition from them.The pe-tition gave the Public Protector one monthto investigate and table the results.

A MAN from Beaufort West, who is residingin Cape Town, is blaming Mthatha CentralPolice Station Officers for failing to give himinformation about his missing firearm.

Simphiwe Ntlabathi claims that his fire-armhasbeenkept by thisPolice Station since2005. He said that the firearm had belongedto his uncle (Velile Ngxaweni) who passedaway. Ntlabathi then allegedly asked Ngxa-weni’s wife to give him the firearm, since shesaid she did not want it.“My aunt refused to give it to me, because

I did not have a firearm licence at the time.She then took it to Mthatha Central PoliceStation,” said Ntlabathi.He said he got his licence in 2011 after his

aunt had also passed away. When he went tothe police station to collect the firearm, hewas asked for a SAP 13NU, which he broughtto the police station. That was when he wastold that his firearm had been taken by theNational Task Force to Pretoria.“But the problem was that there was no

name, persal number and rank of the police-man or woman who took the firearm whichwas registered in the occurrence book. Thatis why I am saying this firearm is missing.”Ntlabathi said he had tried several times

to find help. He had even phoned the provin-cial office to ask for help. They told him thataccording to their records the firearm wasregistered in his name.He was advised to open a case, but he said

the case was not being investigated. He saidhe was worried about his firearm, because ifsomething happened, he could be in troublebecause it is registered in his name.“I can end up in jail because of it. I am ap-

pealing to anyone who can advise me onwhich steps to take now to please assist. I had

tried all the offices which I thought wouldhave been able to help.”Police Spokesperson for the Mthatha Clus-

ter, Warrant Officer Denoe Koena, said Ntla-bathi must go and report the matter to thebranch commander if he feels that his caseis not being investigated properly.“He followed the right path by getting a li-

cence and that the gunwas taken to the policefor safety. But if it is now missing, he mustreport it to the police,” said Koena.She said they appeal to the community to

hand guns in to the police if the owner haspassed away.

AN innovative endeavour to develop and im-prove core business at WSU, has seen over ahundred students exchange their pens andpads for a more modern learning tool – the

tablet.

A brain’s trust consisting of Applied andEnvironmental Sciences (AES) and SocialSciences and Developmental Studies (SSDS)lecturers took a decision to solicit funds from

the University’s coffers to invest over R200000 into procuring 120 tablets in an effort toelevate the standard of teaching and learning.It was in 2013 when the schools made a sub-

mission for learningmaterial to the ExtendedProgrammes Body in the Centre for Learningand Teaching Development (CLTD) office,which deals specifically with extended pro-grammes matters.“Our submission was granted and we re-

ceived the funds. This was a strategic moveaimed at easing the burden on a teaching andlearning environment struggling to copewith big student numbers and minimal re-sources,” said Zoology lecturer Thabile Loqo.Loqo said the introduction of the new-age

learning tools has helped further optimisethe teaching efforts of the lecturers, whilst al-so ensuring improved reciprocation of infor-mation by students.She added that the devices have helped lec-

turers broaden the scope of their readingma-terial; create a much more engaging and in-teractive class setting; perform quick search-es in the classroom for points of clarity; givemuchmore engagingmultimedia feedback tostudents; and create a much clearer, concisedigital lesson plan.

The students have heaped praise upon theirlecturers for thinking outside the box in try-ing to improve the learning experience.Loqo said the biggest concern at the mo-

ment is insufficient Wi-Fi hotspots to helpmaximise the use of the devices. “The stu-dentsmust be able to use the tabletswhereverthey are on campus,” she said.Second year Chemistry student, Kamvelih-

le Tintelo said this has truly been a fantasticinitiative and will definitely go a long way toimprove student performance. “The Univer-sity has showngreat initiative, andwe clearlysee that we really are first priority.”Physics student Certina Munthali is also

excited about developments. “The device hassavedme frustrations ofwaiting in linebeforeI can get my hands on reading material.”She also said shehas foundnewenthusiasm

in the classroom because lessons aremore in-teractive, more personalized, and the pros-pect of a project is not as daunting a task asit once was.“I’ve also learnt so much more about my

particular programmebecause of the timemytablet affords me to do research. Thanks tothis device, I’m not just studying physics any-more, I’m living it,” said Munthali.

DESPITE the big victory of AbaThembu KingBuyelekhaya Dalindyebo in the MthathaHigh Court, the Thembu nation is still de-manding a public apology from PresidentJacob Zuma.

Last Thursday, the Mthatha High Courtruled in favour of Dalindyebo in the matterof his dethronement.The case followed a letter from President

Zuma, in which he gave Buyelekhaya 30 days

procedures.Zuma’s action followed an appeal from a

group calling themselvesmembers of the roy-al family, asking Zuma to take the certificateof kingship from Dalindyebo and that he bedethroned as king because he is “embarrass-ing” the Thembu nation.They were complaining about his behav-

iour, involvement in criminal activities andabuse of some close members of the royalhouse, among other things.King spokesman Chief Mfundo Mtirara

said they went to court because they wanted

the president to apologise to the Thembu na-tion for involving himself in the affairs ofAbaThembu, which could lead to violence.He said they were happy with the judge-

ment and that they would reconcile withthose who want reconciliation in the royalhouse because their intention was to build aunited kingdom.“If there are stillmembers of the royal fami-

The Department of Water and Sanitation (DWS) appointed Nemai Consulting todevelop aResourceManagement Plan (RMP) forMthathaDam.One of the aims ofthe RMP is to set sustainable objectives for the dam. This requires input from allInterested andAffectedParties (I&APs). TwoPublicMeetings took place on 19May

2014 so that all takeholders could be part of theRMPprocess.

Based on Stakeholder Consultation, a draft RMP has been compiled and will beavailable for public review from 31 October 2014 to 01 December 2014 at theDepartment of Water and Sanitation Offices at Mthatha Dam. Electronic copies willalso be sent to I&APson request.

Two public discussion sessions will be held. The first will be at the Department ofWater and Sanitation Offices at Mthatha Dam (31°32'53.9"S 28°44'00.1"E) on 26November 2014 from 10h00 – 12h00. The second will be held at Rosedale JSSchool, Qelane, Eastern Cape (31°31'23.2"S 28°45'16.8"E) on 26November 2014from 13h00 – 15h00. The meetings will be to present the findings of the RMP. PRESIDENT of the South African FootballAssociation (Safa) OR Tambo, Xolile Nkom-pela, has pleaded with the five local munici-palities under theORTamboDistrictMunic-ipality, to take sport seriously and to pro-mote professional sporting in theirrespective areas.

The OR Tambo District Municipality con-sists of five local municipalities, namely theMhlontlo, Port St Johns, Nyandeni, KingSabatha Dalindyebo and Ingquza Local Mu-nicipalities.In his recent media briefing, Nkompela

stressed that they wanted to create playerswho are hungry for success by being in-volved inMayoral tournaments in each localmunicipality and subsequently venture intodistrict leagues.“We now want to venture on bigger chal-

lenges in the district-mayoral tournaments.Teams will compete in their respective mu-nicipalities in a mayoral championship andsubsequently compete in the OT Tambo Dis-trict’s championship.

“We’ve had mayoral tournaments whichusually see a small number of teams partici-pating, but nowwewant themayoral tourna-ments to be part of a series andnot just a one-day event. The bigger the tournament, themore dedication will be shown by the play-ers and some may even have a chance of be-ing spotted by the PSL teams to play profes-sionally,” said Nkompela.He said after all the stadiums had been

built in each local municipality, they wereplanning on inviting PSL coaches to scoutfor newplayers through themayoral tourna-ments. Also the SouthAfrican national teamcoach, Ephraim ‘Shakes’Mashaba, is expect-ed to descend on the 2010 legacyMthatha sta-dium, soon.The President also announced the build-

ing of four stadiums in the Mhlontlo localmunicipalitywhich are currently in variousstages of construction. The stadiums are setto be of use to both local teams and schoolsin the promotion of professional football inthe region.In preparation for 2015, Minister of Sport,
