The enthusiastic young lion, Ndaba Man- dela, a champion of the Africa Rising project, with a big heart just like his grandfather, will hand over 76 beds and linen at the Nelson Mandela Children’s Ward, and a series of oth- er community beneficiation projects will be also be implemented on the day. HE thought his problems were over nowthat he had finally secured a job in thegovernment sector, but all of that was tak-en away within a month of Litha Sigcau’semployment.

Sigcau (40) was employed as part of theNational Youth Service programme bythe Department of Social Development inBizana in June 2013.

But that was short-lived. Only when Sig-cau did not receive his monthly stipendas agreed in the contract and he ques-tioned this, was he told he had beenwrongfully employed and did not qualifyfor the post.

“I was shocked to be told that the postwas especially for the youth and I shouldnot have been hired in the first place.”

He said he needed answers to what hecalled negligence by the department.

“My rights have been violated here. Inever got any kind of remuneration andI demand that because it has been almosttwo years I have been looking for an-swers,” he said.

Provincial Social Development spokes-person Gcobani Maswana said since thiswas a serious matter, a team of officialshad been sent to Bizana to investigate.

POLICE officers and community membersarrested twosuspectsafterarobberyatMde-ni location in Centane last week.

Thesuspects,agedbetween36and38,werefrom Coloured Township in Butterworth.

It is alleged that they approached a shopowner at Mdeni Location in Macibe Village,Centane, armed with a rifle and dagger.

Police spokesperson Captain Jackson Ma-natha said the two men had allegedly de-manded money at gunpoint.

“The shop owner handed an undisclosedamount of money to the suspects. They alsotook tobacco, airtime and cellphones. Mem-bers of the community who saw the incidentalerted the Centane police,” Manatha said.

Hesaidboththepoliceandthecommunityhad chased and arrested the suspects. Theyalso recovered the rifle and the stolen goods.The police also recovered a getaway car thathad been hidden a distance away.

Manatha said a check would be made toascertain whether or not the car had beenstolen. The rifle would be sent for ballistictests to establish if it had been used in othercrimes in Centane and the surroundingtowns. Both suspects have been chargedwith robbery and one was also charged withpossessionofaunlicensedfirearm.Theywillappear before the Centane Magistrate’sCourt. – BABALWA NDLANYA

A Qunu chief from the home of the firstblack president in the democratic SouthAfrica Nelson Mandela, Chief Nokwan-ele Balizulu believes that if people canadhere to the 67 minutes initiatives thatcould restore the loss of the spirit ofUbuntu amongst the people of the coun-try.

The late Tata Mandela took an initia-tive to spend 67 minutes of his time help-ing the poor and those who are unableto help themselves and he spread thatnationwide and South Africans wel-comed it with both hands. This initia-tive usually start on his date of birth, Ju-ly 18 runs until the end of his birthmonth and it is recognized nationallyand internationally.

Balizulu said this day is no longer forMandela but “we need to teach our chil-dren about the important of assistingeach other as it was existing even beforethe civilization took over.” She said hermain mission to visit the old people isto provide happiness so that they can re-alize that even after the passing on ofMandela there are still local leaderswho will take care of them even thoughit is difficult for them to move around.

THE clashes between the Libode localitiesover employment have raised fears of moreblood being spilled following an incidentthat left two people injured early last Tues-day (July 7).

The feud between the Masameni andKhuleka localities eruptedover theemploy-ment of 72 people for the construction of amental hospital at St Barnabas Hospital.

Attacks by members of both localities en-sued and they pelted each otherwith stonesand sticks. Shotswere also fired andawardcommitteememberwaswoundedtwiceanda 32-year-old resident was hit in the leg.Both were rushed to hospital.

Thesituationintheareaistenseasnooneis prepared to give up. It is alleged that peo-ple who are resident in the area where thehospital is situated are being employed, al-though the project was meant to benefit theentire ward.

Some accused the ward councillor of em-ploying people who are close to him.

The police confirmed they had beencalled to the area. Spokesperson ColonelMzukisi Fatyela confirmed that two peoplehad been shot in this incident.

He said they had advised the relatives ofthe injuredpeoplenot to send themtoStBa-nabas because of safety concerns and theyhadagreedtosendthemtoanotherhospital.

Thelocalities involvedinthefeudincludeMasemeni, Khuleka, Dokodela, Nxokweni,Mtyu,Didi,Mafini andKatilumla.These lo-calities are not new to bickering as the San-ral R61 road construction project passingNtlaza had to be stopped recently after resi-dents of these locations complained aboutbeing left out of employment. Thework car-ried on after negotiations.

alanga has also reported one death. Gautenghad thehighest number of illegal schools,witha total of 22 that were closed down. A total of89 initiates have been rescued since the startof the initiation season on June 20.

The Deputy Minister for Cooperative Gov-ernance and Traditional Affairs, Obed Bapela,has condemned irresponsible people who op-erate illegal initiation schools with no regardfor the law and safety of the children, but aremotivated by greed for money.

“This is a national crisis looming before oureyes andacomplexmatter thatneeds all stake-holders towork together inpreventingourcul-

tural heritage from being hijacked by crimi-nals,” Bapela said.

The Mhlontlo Local Municipality and theTraditional Authority will also be launchinga campaign to create awareness, best practiceand joint controls during this season.

Mhlontlo comprises Tsolo and Qumbu,which has already recorded at least twodeaths. Traditional leaders led by Inkosi Ba-khanyisele Ranuga have called for collabora-tion to curb deaths in initiation schools. Theyvowed they wouldwork tirelessly as tradition-al leaders to ensure there would be no moredeaths this season.

THE Eastern Cape Health Department willset up field hospitals to relieve the pressureat hospitals which are admitting injuredcircumcision school initiates.

Spokesperson Sizwe Kupelo said this

would entail setting up tents with essen-tial equipment and stretchers to provideIV fluids, antibiotics and wound care.

“These initiates will be supported andprovided emergency care until they arestabilised and either sent back to theschools or referred for admission to hos-pital.”

Kupelo said an implementation planwould be announced soon.

Some hospitals are overcrowded, par-ticularly in Pondoland, due to the largenumber of initiates being admitted.Some cases are botched circumcisionsand others are initiates beaten up at theschools.

RESIDENTS of the Madwaleni Administra-tive Area in Elliotdale says Eskom has askedfor 21 days within which to respond to theircomplaints.

One of those who took part in a service de-livery protest at Madwaleni recently, Una-thi Qakamba, said, “If Eskom comes up withnothing we will continue with our action be-cause we are tired of feeling neglected in thisarea.”

“We don’t have electricity, let alone waterand houses. We are tired of this situationand that is why we decided to stand up and

block the road. We did this to attract the mu-nicipality’s attention.”

Madwaleni residents blocked the road tothe Madwaleni Hospital for two days, whichled to critically ill patients having to be air-lifted to the Nelson Mandela Academic Hos-pital in Mthatha as ambulances were unableto enter or leave the hospital.

The Eastern Cape government con-demned the illegal actions and said it hadreceived unverified reports that some of theinstigators had been disgruntled local coun-cillors.

Mbhashe Municipality spokesperson Mzi-masi Dyomfana said the municipality andEskom had gone to address the protesters

about the way forward.“In ward three, protesters were informed

by Eskom that the area had already beensurveyed and designed.

“Maybe by the end of this month they willstart to electrify the area. In Madwaleni, Es-kom told the protesters that they were notcatered for in this year’s financial year, butif Eskom received funds it would start toelectrify the area,” Dyomfana said.

According to him, no one had asked to begiven 21 days to respond. He said what heknew was that a team had been selected torepresent community members to informthem about what was happening about theelectricity.

with a dilemma where people de-mand houses but had empty stom-achs.“How can you enjoy the stay in

that particular house if you don'thave anything to eat? Our peopleneed to instil in their minds thatagriculture is a priority because itbrings food to the table. Once agri-culture becomes dominant in afamily, there will be no poverty.Plough the land then follow withhouses,” he said.He stressed that he did notmean

people must not get houses, butthey must ensure they have some-thing to eat. This would also re-duce the chances of crime escalat-ing.Qhoboshiyane also revealed

that he would soon return toMqanduli with a R4-millionproject to restore the culture ofcultivating land in the area. “Weneed 1 500 hectares to be used inMqanduli for cultivation and peo-ple must roll up their sleeves tomake this dream a reality. In thesame area of Mqanduli we areopening new dams for cattle andrevitalising 112 dipping tanks,” hesaid.Qhoboshiyane’s department re-

cently pledged R30-million forploughing in the OR Tambo re-gion. The farmers of Mqanduliwelcomed the promises of theMEC and said they would workhand-in- glove with the depart-ment.

take good care of their new asset.“Weneed the communitymem-

People must learn to pro-tect what they have been given bythe government. So it is the re-sponsibility of the community ofthis area to take care of this as-set.”

Nasiphi Sobhuwa said theycould hardly wait to make use ofthe hall. Previously youth groupshad nowhere to hold meetings orhost events.“We normally use the schools

and churches to conduct ourmeetings, but now it’s over as wehave a space to host our meet-ings. She said the hall would alsoreduce the expenses of the com-munity, who were compelled todig deep in their pockets to hiretents for events like weddings.

Theschool,withmorethan1 000pupils, had been faced with con-gestion in classrooms.TheMECalsoissuedcertificates

to 20 pupils who had successfullycompleted the Accelerated Profes-sional and Trade Competency De-velopment Programme. Pupilsfrom Putuma also received toilet-ries from the department.Marawu said her department

had intervened and assisted afterseeing theconditionsunderwhichthe pupils were being taught.“A team of artisans assembled

these classrooms using leftover

material from other departmentprojects. The department alsopainted and beautified the entireschool,” Marawu said.She said they did not have the

budget for building schools, butused leftover material from otherprojects. “We are looking forwardto building seven classrooms hereat Putuma.”She said a request had been

made by AmaXhosa King Zwel-onke Sigcau after he saw that theschool had a shortage of class-rooms.This school won the South Afri-

can School Choral Eisteddfod.Sigcau said there were still a

numberofmudschoolsaroundtheElliotdale area, but he was proudthat Marawu had managed to res-cue the pupils of Putuma.The principal of the school, Ba-

balwa Mtumtum, said she wasgrateful as itwashard for teacherstowatchpupilssittingonthegrasswhilewriting theirexamsbecauseof a shortage of classrooms.“Lots of parents send their chil-

dren to our school because of thehigh talentwhich ishere.Wehavepupilswhocomefromfarawaybe-cause our school excels in musicand other activities.”Mtumtum said the classrooms

would improve the situation theywere facing. She said that due tohigh demand they used to enrol1 650pupils, buthadbeen forced toreduce the number to 1 000 thisyear because of the space prob-lem.

OR Tambo region con-verged at the Nelson Man-dela Museum Youth andHeritage Centre to be in-spired and to be creative intheir thinking.The participants of the vi-

sual art group got the oppor-tunity last Tuesday andThursday to put theory intopractice. They took on thetask of beautifying a needyrural preschool called Emi-lley Kiddies in Qunu. Thepreschool is at the ThusongCentre in Qunu close toformer President NelsonMandela’s residence.The notion behind beauti-

fying the preschool was tobring joy and happinessamong children through vi-sual artwork.The Winter School also

taught subjects such as po-etry and creative writing,music and dance, drama andstorytelling as well as oralhistory and research.Participants challenged

each other with discussionsand debates that led to thedevelopment of a conceptfor presentations held onFriday.The participants came

from the KSD, Ingquza Hill,Mhlontlo, Port St Johns andNyandeni municipalities.

AN art exhibition that portrays the sacred Xho-sa ritual Intonjane was a hit at this year’s Gra-hamstown National Arts Festival which endedlast week.Intonjane isaimedatpreparingyounggirls for

womanhoodandiscaptured in52ceramicsculp-tures by Eastern Cape artist Siziwe Sotewu.“My exhibition focuses on the developmental

stages of a girl from infancy right through to theevents leadingup to the Intonjane customofum-gidi (graduation ceremony).”She said the work, titled The Bulges: African

girl’snatural endowments,wasalsoasocialcom-mentary on the moral decay that continues to“eat away at the very core of womanhood”.“Themoraldegenerationofouryoungwomen

Bucksmanagedtowinmostof theirgames and became champions of thesecond division last season. TheMthatha outfit is going to representthe province in the national play-offsfor the first division in Kimberleyfrom July 20 to 26.The send-off was attended by the

team’s top management, officials forsport fraternity in theregion,players,legends of the club and supporters.Addressing the audience, OR Tam-

bo seniormanager in the departmentof sport, Mike Sodo, said the playersmust go there and fight to bringhomethe victory.He said the department in the OR

Tambo region was fully behind theplayers and wished them all the best.If theysucceeded in theircampaign toplay in the first division, sport wouldbe improved in OR Tambo.“I see bright stars who are going to
