Objectives, Mission and Vision of MTCC-Africa

VISION: “To be a part of Global Network Centres of Excellence promoting the uptake of low carbon technologies and energy efficient practices for maritime shipping industry ”

OBJECTIVES:

1.Improve regional compliance with international regulations on energy efficiency for ships

2.Promote uptake of low-carbon technologies and operations.

3.Raising awareness on need to reduce GHG and other emissions from the maritime transport sector.

Pilot Projects

MTCC-Africa proposed to implement two pilot projects;

1.Pilot Project 2 –Fuel Consumption Data Collection and

Reporting (DCR).

This will also include port area air quality monitoring with the help of Kenya Meteorological Department (KMD) – Baseline

data to be started in January 2018 as per the work plan

2. Pilot Project 2- Implementation of a demonstration pilot project

on “uptake of ship energy efficient technologies and operations”(Shore Power / Cold Ironing)

1. Implement efficient voluntary “Data Collection and Reporting (DCR)” E-Systems towards fuel consumption monitoring incompliance with IMO regulation 22A.

2. Implement shore-based monitoring framework for NOx, SOx, Particulate Matter and GHG thresholds within the area of responsibility.

3. Improve onboard operations through better awareness (prediction/anticipation) of in-situ marine data (sea state, currents, winds) towards reducing ship emissions.

4. Develop expertise in fuel consumption data reporting and GHG efficiency monitoring.

Methodology

Identify 10 volunteer ships

Fit 6 vessels with X-Thorium tablets to aid in manual

data collection-change to six other vessels after six

months or at the end of PHASE I data collection

Fit 4 vessels with SATBOXES to aid in automated data

collection.

Conduct air quality monitoring quarterly in the year 2018

in all the 21 berths at Mombasa Port.

Conduct shore monitoring and data analytics

Report to IMO every two months

Target: Improvement of GHG efficiency by using

EEOI as a monitoring tool.

1.The proposed data analytics software will be programmed to accept the

collected and transmitted data as its input and also incorporate CO2

reduction coefficient for all ship types fitted with CO2 reduction

This pilot project will be delivered in conjunction with CLS (COLLECTE LOCALISATION

SATELITE) as a third party subcontractor.

Pilot Project 2- Implementation of a demonstration pilot project

on “uptake of ship energy efficient technologies and operations”

(Onshore Power Supply (OPS)/ Cold Ironing)

The infrastructure consists of four main components

(1) Power substation

(2) Shore-side transformer

(3) High voltage underground cabling and

(4) Quayside power outlet.

The infrastructure has been designed as per ISO/IEC/IEEE

80005-1:2012 and an IACS member guidelines.

The Objective of this pilot project is to demonstrate the viability of on-

shore power supply at African ports in order to encourage the uptake of

OPS as an energy efficient technology for reducing and limiting GHG

emissions.

It will undertaken at berth 16 in the Port of Mombasa, Kenya.

Strategic Partner: Kenya Port Authority

KPA committed to partner with the MTCC to run this pilot project by

facilitating the following:

(1) Designation of an appropriate berth for the project - completed

(2) Permit building of necessary infrastructure/facilities – Permission granted

(3) Providing shore power-Permission granted

(4) Enable access to the port for the Project’s personnel - completed

(5) Assist in identification of voluntary ships for the project – ongoing

(6) Allow the access to and use of data from previous related studies conducted

by KPA - Permission granted

(7) Designate a Focal Point person for the MTCC project – Designated

(8) Seconding staff at need basis to assist with the implementation of the

project- Seconded

(8) Provide funds for OPS infrastructure – Approval in process (By Mid Dec.

2017)The project is beyond the design stage. The request for funding

has been forwarded to KPA Executive Committee and is due for

approval by mid December

Challenges to the Implementation of OPS

27

Currently, none of the African seaports have

developed and implemented an OPS system for

use by seagoing ships. This status is attributed to

various challenges, among them:

(1) The high cost of installing an OPS system;

(2) Unsteady mains power supply and inability by

most ports to generate own electric power;

(3) Lack of a legal basis to implement an OPS

system due to many African countries not

ratifying MARPOL Annex VI;
