1. PURPOSE This Technical Specification defines the requirements for MSP-1/BK-7 gas-lift system fabrication engineering.

This project is to apply gas-lift method to wells operation on MSP-1/BK-7 to increase crude oil production at White Tiger field.

2. INTRODUCTION The MSP-1/BK-7 gaslift gas system distribution skids SK-2 and SK-2A are meant for gas-lift gas feed to MSP-1/BK-7 wells. Flow metering skid SK-5 is meant for metering of gas-lift gas flow rate on MSP-1/BK-7.

These skids will be coordination of this part with general process, control and operating system.

- SK-5 Flow metering skid (01 skid for MSP-1/BK-7) - SK-2 Gas-lift gas distribution skid into 6 lines (03 skids: 02 skids for MSP-1 and

01 skid for BK-7) - SK-2A Gas-lift gas distribution skid into 5 lines (01 skid for BK-7) - Water spray system of gaslift skid This document contains requirements to design for fabrication of MSP-1/BK-7 gas-lift system.

All equipment should meet requirements of:

- Recognized International Classification Society (ICS);

- International Convention for the Safety of Life at Sea (SOLAS);

- International Convention for the Prevention of Oil Pollution from Ships (MARPOL) .

All equipment, systems and materials designed for offshore use, tropical version and have certificates for use in tropical conditions on offshore oil and gas production platforms.

All conflicts between the requirements of this document, related contract documents, standards, codes of practice shall be referred in writing by the contractor for clarification to Vietsovpetro for decision.

6. GENERAL OF BK-7/MSP-1 GASLIFT SYSTEM Gas-lift gas comes from CCP to МSP-1 with operating pressure 125 barg or from CGCS to MSP-1 with operating pressure 100 barg and transit to ВК-3 and BK-1.

On risers of gas-lift pipe lines pressure gas are measuring, automatic closing of SDV (PSD, ESD).

Design of gas-lift system МSP-1 and BK-7 will be developed combined and includes:

a) installation the following equipment:

SK-5 – Flow metering skid (01 skid).

SK-2 – Gas-lift gas distribution skid into 6 lines (03 skid).

SK-2A - Gas-lift gas distribution skid into 5 lines (01 skid).

Videlicet:

- for МSP-1/BK-7 = Flow metering skid SK-5 (number of blocks -1).

- for МSP-1= Gas-lift gas distribution skid SK-2 into 6 lines (number of blocks -2).

- for BK-7= Gas-lift gas distribution skid SK-2 into 6 lines (number of blocks -1)

- Gas-lift gas distribution skid SK-2A into 5 lines (number of blocks -1).

b) Modification of process control system;

c) Water spray system for gas-lift block-modules;

The process flow diagram of gas-lift system at MSP–1/BK-7 is shown in Appendix 1.

The lay out drawing with all dimensions indicated for installation is shown in Appendix 5.

Main process parameters of the gaslift system :

- operating pressure: Min - 90 bar.g

Max – 125 bar.g.

- operating temperature: Min - +22º С

Max – +30º С.

- the number of operated and controlled well lines:

for MSP-1 -12 lines;

for BK-7 -11 lines.

- whole gaslift gas flow rate of MSP-1 and BK-7 (12 wells+11wells) :

min – 34500 Nм3/day;

max – 1150000 Nм3/day.

- gaslift gas flow rate to each well line – from a minimum of 1500 Nм3/day to a maximum of 50000 Nм3/day.

The gaslift gas flow rate turndown is shown in the general principlles of Gaslift system operating Philosophy (Appendix 2).

- pressure in instrument air supply system, (bar. g) - 4 ÷ 8

- electrical power supply – 380 V, 3 phases without a neutral.

The composition of gas-lift system gas is shown in Appendix 7.

The designed gas-lift system shall provide following functions:

- distribution of gas-lift gas among production wells (skids SK-2/SK-2A);

- measurement of gas pressure and temperature;

- measuring and recording gas flow rate to each well and the whole gas flow rate (skids SK-2/SK-2A and SK-5);

- automatic and manual (remote and local) control of gas flow rate to each well;

- automatic shutdown of gas-lift system(SDV) and automatic blowdown of residual gas in the piping system to flare in case of fire or gas leak (BDV).

The general principles of Gaslift system operating Philosophy shown in Appendix 2.

Suggested reconstruction and modification of gas-lift system consists of connection of new equipment, blocks SK-2/SK-2A and SK-5 into the existing process control system PCS/MSP, which will provide them safety operation and control in a whole system.

7. SCOPE OF WORK Contractor to carry out detail fabrication engineering for:

-Flow metering skid (SK-5) including BDV with RO sizing =01 skid.

-Gaslift gas distribution skid (SK-2) = 03 skids.

-Gaslift gas distribution skid (SK-2A) = 02 skids.

-Water spray system of gaslift system Contractor to carry out the calculation and detail engineering of manual operated water spray system (selection of type and amount of sprayers, diameters of piping lines) for all gaslift skids (existing gaslift skids and new supplied skids).Calculation should be carried out in accordance with the requirements of Rules Lloyd’s Register & NFPA.

The engineering and technological solutions should be considered and approved by a certification society (DNV or LR) and submitted to VSP.

8. TECHNICAL REQUIREMENT

8.1 General requirements A skid shall be included the following items, where applicable:

-Major equipment

-Auxiliary equipment

-Control panel

-Instrumentation

-Electrical

-Skid structure (including pad eyes, spreader beams, handrails, gratings, stairway and ladders)

-Process control system (PCS)

The complete skid shall be mounted on a rigid structural steel skid with interconnecting piping and wiring installed and ready for operation.

The skid design shall:

-Facilitate lifting, shipment and storage operations.

-Reduce to a minimum the erection and start up time on site.

-Enable continuous operation.

-Facilitate operation and maintenance.

The Contractor shall supply the necessary information required for foundation design and skid lifting.

The Contractor shall revise and resubmit the document or drawing conformity with VSP requires.

The Contractor shall revise and update as-built drawing base on Fabricator document or drawings with VSP examined.

8.2 Gaslift gas distribution skid (SK-2/SK-2A) The purpose is distribution, control of gas flow rate into well lines in automatic and manual mode, measurement and recording of gas flow rate for each well.

Technical requirement: suitable for tropical & offshore environment, zone hazardous area Div.2. Other technical requirement. Appendix 4.

Number of skid:

SK-2 into 6 wells – 3(skid).

SK-2А into 5 wells – 1(skid).

Gaslift skids weight and size shall not exceed specified ones in Appendix 5.

8.3 Flow metering skid (SK-5) Purpose: measurement of total gas-lift gas flow rate on МSP-1/BK-7 taking into account flow rate range from 34500 to 1150000 Nm³/day (FE), automatic closing of gas-lift system (SDV) and automatic blowdown of residual gas in the piping system to flare in case of fire or gas leak (BDV).

Technical requirement: suitable for tropical & offshore environment, zone hazardous area Div.2. Other technical requirement. Appendix 4.

Number of skid:

SK-5 – 1(skid).

The skids weight and size shall not exceed specified ones in Appendix 5.

8.4 Water spray system of the gaslift system Water spray system control should be manual from a remote fire-prevention station in area of the living quarters block-module.

Technical requirement: suitable for tropical & offshore environment, zone hazardous area (zone II) (Div. 2)

8.5 Process control system and Safety The principles of a control of additional Gas-lift blocks MSP-1, BK-7 should correspond to philosophy of a gas-lift (see. Appendix2.) Additional equipment of a Gas-lift should be delivered as completely finished by adjustment technological SKIDs (block of allocation gas-lift gas SK-2, SK-2А and flow metering skid SK-5).

Each SKID shall be made from metallic frame with mounted on its equipment, cluster of piping, valves, instruments, pulse tubes, distribution manifold of instrument air, terminal boxes, cable glands, power and control cables laid in trays.

Each SKID shall be equipped with the lighting system on servicing zone of instruments and equipments.

All external associations SKIDs should be equipped with counter flanges, connectors, laying and mounting parts. All instruments should be located in accessible for observation places and to have access for holding operations on adjustment, testing, calibration and repair.

All field control devices and instruments of remote monitoring and handle should be on-line to terminal boxes of appropriate assignment:

- analogue - JBA; - digital - JBD; - solenoid - JBS; - power 220/380 VAC - JBP.

All cables should be made in separate trays of appropriate assignment:

- analogue;

- digital + solenoid;

- power 220/380 VAC.

All machinery, instruments, lightings, cabinets of handle, the terminal boxes should be grounded. Each instrument - separately.

The cable trays should have a continuous electrical link (affirmed certificate of the manufacturer) and to be grounded from two sides.

Each SKID should have on the frame two (welded on a diagonal) pins for connection of earthing.

All electric equipment and the instruments shall be explosion-proof construction with a degree of protection not below EE-xd II B T3, IP-65.

The bodies of instruments, terminal boxes, cabinets, chutes, impulse tubes, connector assemblies and mounting parts shall be made from materials suitable for operation in conditions of a marine tropical climate without padding anticorrosive protection.

All equipment, the instruments shall have factory certificate and to be set point according to P&I-Diagram. All equipment, the instruments shall be marking according to P&I-Diagram (marking should be made of SS-316).

All analogue instruments should be SMART-TYPE, HART-PROTOCOL, I/O- 4 … 20 mA and to have possibility of remote testing and calibration.

Each group of one-type instruments shall be completed with instruments, tool and documentation for operation, repair and service.

For each 6 one-type instruments should be set 1 spare.

Scope of supply of gaslift equipment should include multicables for connection of instruments to PLC PCS MSP (from JB-SKID up to CONTROL ROOM BM-08) outgoing from the following requirements:

a) All power / the instrument cables (in a complete SKIDs and multicables) should meet the requirements of the IEC-332-3 standard, to be multiconductor, tinned and

to have pattern CU/XLPE/PVC/SWB/PVC.

b) Working power: - instrument cables - 250 V; - power cables - 750 V.

c) Types and amount multicables for MSP-1/BK-7 (delivering in a composition of the contract):

- instrument analog multicable (process):

1 pr x 1,5 mm2 + SC = 500 m; - instrument analog multicable (process):

12 pr x 1,5 mm2 + SC = 1200 m;

- instrument digital multicable (process):

27 х 1,5 mm2 = 500 m;

-instrument solenoid multicable (process):

24 х 2,5 mm2 = 500 m;

- power cable: 3 х 2,5 mm2 = 500 m.

The delivery of cable production should be provided on separate drums for each type of cables ( no separate lengths 100m)

d) Types and quantity of trays (with covers) for multicables lay out from

SKIDs up to existing a trass (delivering in a composition of the contract):

Cable tray, material SS-316:

- (300 x 100 x 3000) = 60 pcs;

- (200 x 100 x 3000) = 20 pcs;

- (100 x 60 x 3000) = 20 pcs;

- (50 x 50 x 3000) = 60 pcs.

On period of transport, storage and adjustment SKIDs on the object, instruments, the control devices and machinery should be protected from mechanical damages and influencing of an environment.

8.6 I /O signals for PLC and Field devices Field devices:

- Analogue sensors (Out = 4 … 20 mA, SMART, HART, Connect - cable 1PR x 1,5 + SC);

- analogue actuating devices (Input = 4 … 20 mA, SMART, HART, Connect - cable 1PR x 1,5 + SC);

- digital sensors (Output = Two-way Dry Contact: Alarm = OPEN, Normal = CLOSED, Connect - cable 3 x 2,5);

- digital (solenoid) actuating devices (Input = 24 VDC, I max < 0,1 A, Connect -

cable 3 x 2,5).

Inputs / the outputs PLC should provide a reception / transmission of following levels of signals:

- analogue inputs (Input = 4 … 20 mA, Connect - cable 1PR x 1,5 + SC);

- analogue outputs (Output = 4 … 20 mA, Connect - cable 1PR x 1,5 + SC);

- digital inputs (Input = Signal reception from NC/NO Dry Contact, Connect - cable 3 x 2,5);

- digital (solenoid) relay outputs (Output = 24VDC, 2 Two-way Contact;

- the switching characteristics, are lower - 60W / 24VDC; Dielectric Rigidity - 1kV between contacts / 2,5kV between contacts and coil(spool), Connect - cable 3 x 2,5);

- connection with local remote PLC and means of data transfer - RS-232 / RS-422 or RS-485 serial links.

The equipment having local panels of local control, must be equipped with switches of control modes «OFF-MAN-REM» by continuous switching of circuits in modes «MAN-REM» and to have free of «OFF-MAN-REM» Dry Contact (Alarm = OPEN, Normal = CLOSED) for the remote signaling system in PLC Control System.

On terminal blocks PLC the connection of circuits with voltage more than 24 VDC is not admitted.

The field equipment equipped with the control circuits with voltage more 24 VDC, should have galvanic unloosened remote control circuits through intermediate relay assemblies = 24 VDC (contact of the relay assembly, on in the local control circuit - NO: On Remote Control = contact CLOSED / Off Remote Control = contact OPEN).

8.7 Field devices, Cables and Materials All delivered equipment should conform the requirements on maintenance on marine gas and oil producing platforms in conditions of a wet marine tropical climate.

The protection rating of bodies of the equipment and devices from effect of climatic factors should be not below:

- mounted on the open spaces subject to a direct action of a solar radiation and a salt mist, or inside open technological modules - IP-65, body - from a stainless steel SS-316 at minimum;

- mounted inside enclosed spaces (without an air conditioning) - IP-44, body from steel with covers (coatings) ensuring anti-corrosion protection against effect of climatic factors and which are not requiring of recovery during an effective life;

- mounted inside enclosed spaces (with an air conditioning) - IP-22, body - from materials or with covers(coatings) ensuring anti-corrosion protection against effect of climatic factors and which are not requiring of recovery during an effective life.

Supplementary claims to fulfilment of the equipment PLC-Panel mounted in

Control Room:

- Protection rating against climatic factors - IP-22 (minimum);

- control panel should have a filtrated forced ventilation;

- the doors of cases must be equipped with rubber joints;

- the printed circuit cards should be protected by special cover prohibitive to derivation of saline bridges (of short circuits of tracks);

- the contact couplings (on all stretch from Field Instrument to Marshalling Panels and in internal mounting) should not derivate couples;

- control panel must be equipped with the anticondensate device;

- at failure of a central air and / or of cooling of a location, internal cooling and / or anticondensate of the device of PLC- panel, the control system should save the functionability in a full volume.

All devices, equipment, cable, piping joints must be marked (identification tag from a stainless steel SS-316 by chasing) in conformity with P&I Diagram.

Marking wires, terminal blocks, inputs / of outputs MSP1/BK-7 (PLC), field devices, JB, must be executed in conformity Input / Output List.

The application of aluminum and his alloys for manufacturing of bodies of the field equipment is not admitted.

The degree of implosion protection of bodies of the equipment and devices established in explosion-dangerous zones should be EEx-d (for transmitters with a function of measurement - EEx-i).

All delivered equipment and the devices must be steady against vibration.

All delivered equipment and the devices must be equipped with bolt joints from a stainless steel SS-316 for connection of grounding conductors.

The analogue instruments of a remote monitoring (Transmitters) should have the configuration: 4 - 20 mA / SMART / HART to allow to execute remote diagnostic, calibration and testing and to be made-up HART- Communicators.

The monitoring instruments of pressure of oil should have diaphragm separators.

The monitoring instruments of pressure (oil / water / gas / air) must be completed with/ built-on Instrument Needle Valve (SS-316, Connection ½” NPT-M x ½”NPT-F), Instrument Three Valve Manifold (SS316, Connection ½”NPT-M x ½”NPT-F) by all required connection by parts (SS-316).

For monitoring instruments of temperature must be provided flanged thermowell (SS-316, 1 ½”) with an inside thread ½” NPT-F.

All equipment and the devices delivered on the contract, must be completed with the required documentation (descriptions, production certificates, test-reports, guarantee certificates, passports, the instructions on adjustment and operation) and to have the appropriate accompany documents.

Each unit of equipment / the device delivered loose, shall have appropriate factory marking and identification tag according to P&I Diagram, to be completed and is

packed with all required connection by parts / by clusters in a separate box with the marked marking.

The production certificate, test-report, guarantee certificates both passport must be applied to each device. The description and instruction on adjustment and maintenance 10 devices (or 1 on any quantity less than 10) must be applied to each.

All delivered equipment / the devices should have spares for 2 years of operation.

8.8 Documentation Documents shall be full size A1, A2, A3 and A4. A0 size is not acceptable. Legible drawings at A3 size are preferred for review. Full size drawings (A1 or A2) should be submitted as final copies.

Photocopy quality shall ensure that legibility and clarity of documents is maintained. Manuals and books shall be supplied in loose-leaf hard cover binders.

The Contractor shall supply 06 sets hard copy of drawing and technical documentations in English language and softcopy with native file ( Word, Excel, AutoCad, e.g. ) written in CDs as below, but not limited to:
