The confer- ence is a great time to get together with our school bus family and refresh ourselves after a busy school year. This year’s conference was no exeption! During our awards banquet, two extremely hardworking members of not only the MSBOA, but the entire school bus indus- try were recognized. Mike Krois, Voyageur Bus in Duluth, Minnesota received the Lifetime Achievement Award. Mike has been a dedicated com- pany owner that has moved up in the ranks of this company to company owner. He started with the company just out of school and did everything from washing buses, driving, and then moving into administrative positions. He still even takes care of snow removal at Voyageur and in Duluth that is no small task! Mike was an active member on the MSBOA Board of Directors, and was instrumental as a director for the Minnesota School Bus Safety Road-EO for many years. Tom Hey, Southwest Coaches in Marshall, Minnesota was awarded the Jim DeVeau Award for his dedication to the MSBOA and school bus industry in Minnesota. Tom grew up in the school bus business, and he and his brother, Jim purchased Southwest Coaches from their parents Marv and Jan upon retirement. Tom has served several terms as a MSBOA Board Member and has served as President and currently serves as the Treasurer. Tom has always been extremely reliable as a board member thoughtfully weighing in on issues, providing ideas, guidance and support to our organization. Thanks to these great individuals, our association and industry are stronger! Before we know it…

We will all be hard at work getting our new school year up and running.Remember to take a few minutes and look back over the last year andwhat it has brought our companies and families and employees. The oldadage of “You can’t know where you are going unless you know whereyou have been” is so true.

The summer conference was excellent in my opinion. Our keynote speaker was really good and reallymade sense when he talked about “Silent Impact”. As we all know many of our drivers and aides have avery long reaching shadow with the children we bring to and from school every day. How many times doI still run into adults in the grocery store who look at me and say “Hi Rudy” or look to their spouse or grand-parent or child and say” He used to be my bus driver”. This truly does make a person feel good…….I onlywish I could remember some of their names……..funny how you only remember the pesky ones!

The “Ask the Trooper” session was also well received…..with so many changes and interpretations outthere it was really nice to have them there to answer our questions. They are an integral part of our indus-try and they need to be included as they are the ones who have to put the legislative and rule makingissues into practice. And be able to explain them to us. We do appreciate their attendance and support.I also really thought Tom Keliher’s session on how a bill gets started and sent through the process wasreally interesting also. Ever since I spent a few days in DC last summer I have a new and greater respectfor the governmental system that we all have to answer to.

And the food was great….and the resort took good care of us…..and the Sunday night entertainment wasgood (I had fun at any rate!....gotta keep on Rocking).

So as we dive into August and the month we all love to hate…..let’s do so with a mind for the future andtry to have the best and safest and smoothest year ever. We all work very hard to produce the productthat says what we are all about….Safe and Efficient School Transportation.

As the summer continues to sail along i want to take time to express my appreciation for your associationand inviting us to participate in your summer conference. it was great to be able to present to the group andto be available to answer any questions that you had.

One question that was asked that we didn’t have to the answer to at the time was regarding the changes with“Pro-rate” registration. Beginning January 1, 2016 charter buses engaged in interstate transportation will besubject to the requirements of the international Registration Plan. Mn will still be issuing the “BY” plates forintrastate charter operators however if you have a need to do interstate transportation you would need toapply for a trip permit or have “PR” plates. More information can be found at www.irponline.org . i checkedwith Driver and Vehicle Services and they said there is no indication that the reciprocity agreements with ourborder states will be changing so in those cases the “BY” plates would still be ok.

Secondly, i want to express how much i appreciate being involved with the selection of the TransportationSpecialist Awards. i thoroughly enjoy reading through all of the nominations. Each driver that was submittedis deserving of recognition and it is clear why they were nominated. While we often only hear of the negativeactions of drivers out there i believe that the drivers that were nominated for the Transportation SpecialistAward are a more accurate representation of the caliber of school bus drivers in Mn. The highlight of the con-ference for me was being able to personally meet each award recipient, recognize their accomplishmentsand thank them for the job that they do.

Speaking for all of us in the Office of Pupil Transportation, i want to thank you for the relationships that wehave with MSBOA and its members. By working together we will continue to provide the safest transporta-tion possible to the students in Mn!

Are your days totally consumed during the school year? Are your days consumed during the summer months?

So often, it seems in our industry of school transportation, our days can easily be consumed by work. We start our days quite early, and end them quite

late. There is usually something during the day which requires our attention, or assistance. We are (at the least) pretty much "on-call" throughout the

entire day.

So when do people in our industry "take a break" , so to speak?

It is a good thing to have a "balance" of work and pleasure in ones' lifestyle. Whether it takes place during the school year, or during the summer months,

set a goal of achieving what works for you.

Every person and every persons' life, is different from another--but if pleasure is injected into any persons' life, it usually will affect that person positively,

which usually transfers to others around them.

Even the doctor says it is good for you.

What would work for you? A vacation, a trip, just a "break from the routine", a tour (maybe with another co. you are acquainted with), visiting friends,

or family? These are just "some" of many ideas.

Put a few marks on your calendar today, or at very least, consider what dates might work. Enjoy life. Help yourself, and others.

cottonwood crash re-enactmentAt this year’s Train-the-Trainer, the local countypolice and area first responders put together atraining session to re-enact the february 19,2008 crash in Cottonwood, Mn. The crashinvolved a van that ran a stop sign and railroadcrossing, which hit the school bus and sent it intoan oncoming pick up truck.

four children died in the crash: Jesse Javens,13, and Hunter Javens, 9, Reed Stevens, 12,and Emilee Olson, 9. At least 14 others wereinjured including the drivers of the van and thepick up. The driver of the van was sentenced to12.5 years in Stillwater prison.

As participants arrived at the scene, the initial911 call was placed which began an agonizing wait for first responders while listening to the children’s cries. The attendeeswitnessed the first responders help remove the children and use their tools to remove the emergency exit doors and windowsto help the children.

following the event, there was a panel discussion which featured Superintendent Sheldon Johnson who coincidentally wasalso the Superintendent at Monticello when there was a bus crash in 1997. filling out the panel, there were first responders,a sheriff, and the responding State Patrol officer, a member of the media and someone who was on-site in the Monticellocrash. it was a thought provoking session.

Some of the items that stuck out were as follows:

1. Review Emergency Plans – is everyone on board? The area police and rescue? The school officials? Are all contactsand numbers up to date? What about area care-givers? Are they identified? Can churches provide places for counseling?

2. Identification badges – Do all staff members that might have to go on-site in the event of an accident have iD badgesreadily accessible?

3. Updated Student Lists – this came up over and over again. in Cottonwood, the lists had mistakes, some children werelisted twice. They were unsure if everyone was accounted for. Can everyone in your office print off a list as needed? Whatabout field trips? Would someone be able to provide a list in the event that a coach or teacher is incapacitated?

4. Don’t talk to media if that is not your job. find out who would be the media contact in your school district. SheldonJohnson set up a media camp in an area church so that the parents did not have to run into the media at the school. He post-ed daily media updates so they were kept in the loop. He also had someone shadow him all day so they could write every-thing down and had good information.

5. At the scene, introduce yourself to the EMS command and ask what they need. There should be an EMS Trans-portation Coordinator who will keep track of where each student is sent. Contact should be established with that person tokeep you abreast of any changes. Parents will need to know what hospital their child was sent.

6. Set up a Re-unification Site. Cottonwood used the school. That kept parents away from the accident site. Childrenwere re-united with parents at the school. Community members gathered at the school all night. They brought food and con-dolences throughout the evening.

7. Carry safety vests in your vehicle to make you visible at a crash site.

8. Hold a debriefing with your staff. They need to talk about what they witnessed, what they were feeling. They need torecognize issues that may arise, like a fear of driving again. Do not be worried about “placing blame” at a debriefing session.it should only involve those individuals that were part of the emergency.

In the June issue of The Operator, we began a feature sharing some material from Peggy Burns (a nationally recognized attorney who specialized in the fieldof school transportation). Ms. Burns retires at the end of 2015, and as parting a gift to the industry, she removed her copyright information from her quarterlynewsletter Legal Routes.

These excerpts are from the May issue of Legal Routes.

TrAInIng STAFFTransportation departments have had difficulty over the years accessing information on special needs. The school record of a student is protected data. How-ever, school transportation should be included in special needs information as that information may mean the difference between life and death for the student.A paper was prepared by Peggy Burns called “Sharing Student Health and Medical Information with School Transporters” that helps schools understand theobligations and rights that are involved with sharing medical information. It can be accessed at http://www.nasdpts.org/Documents/ReportStudentHealth.pdf

If you do have access to that information, you must train staff to protect its confidentiality. This model provision can be added to your driver handbook or havespecial needs drivers sign a document annually so that they understand that violation of confidentiality can be against the law and erode parental confidence.

BeHAVIOr mAnAgemenTReport all concerns about aggressive behavior. Do not assume that anyone on your bus is allowed to disrupt others or compromise safety or student welfare.Don’t overlook traditional behavior management strategies like seating arrangements.Document strategies that work and don’t work so that parents and school staff understand the steps that have been taken.Bullying cannot be ignored.

rOuTIngMake sure drivers have precise information about pick up and drop off locations.Don’t allow sweetheart stops.If a driver or parent has a concern about a specific drop off or pick up location, it must go through management and/or school officials.Take established schedules seriously. Late arrival can be an issue for students who have disabilities. If a student has consistent issues with getting ready for school, let management or school officials know.

ATTenDAnTSHave clear guidance for attendants. Why were they assigned? To provide access to the vehicle? Assisting the driver with the lift? To provide additional supervision?To address behavior concerns?To provide communication?To assist in evacuations if needed?To provide health services in the event of a medical issue?If the answer is that you expect all of the above: you must provide training to that aide. No assumptions should be made in relation to their duties.

DISPATCHer TrAInIngDispatch is the catch all for instruction in lieu of a policy or the driver acting with their own discretion.Dispatchers should be trained in all policies and especially customer service.Utilizing scenarios can be instructive to dispatchers. Identify common issues that arise: Missing students, wrong stops, accidents, equipment breakdowns. What is the procedure when a student doesn’t show up at home?What is communicated to a parent before you know about the concern?What is communicated to the school officials during a concern or event?When are police or emergency responders called?Does your office team work together to solve issues as they arise?

Do not share this information with the students who ride yourbus, with the parents of other children, or with other drivers or monitors unless that employee has a need to know in order to perform his or her job.If you are ever unsure about your obligations under this policy regarding confidentiality” it is your responsibility to consult with your supervisor for clar-ification.

Kenneth AlbersSpanier Bus Service, St. Cloud, mnKen has over 30 years of dedicated service in school transportation.He is active in the community and volunteers with the LuxembergLions Club and St. Wendelin Parish. Ken is considered a mentor, notonly school bus drivers with Spanier Bus, but also to many of thecommunity members. Ken will often volunteer his time to driveactivity routes for the St. Wendelin School. Tami Spanier, Owner ofSpanier Bus explains, “The term Transportation Specialist identifiesKen Albers for me. I am better for knowing him and to have had theopportunity to work with and volunteer with him over the years. It ismy honor and privilege to nominate Ken!”

Steve ForsbergFaribault Transportation, Faribault, mnSteve has over 21 years of student transportation with FaribaultTransportation. Steve drives routes for the mn State Academy forthe Deaf and also volunteers as a dorm attendant for the school.Steve learned sign language in order to be able to better serve thestudents that he transports and works with. He has a perfect safetyrecord and gives added attention and care to the students he trans-ports. Steve is also very active in the community by helping withBoy Scouts, church activities and teaches firearm safety. garrettregan, general manager in Faribault adds, “Attitude is everything inour world, and Steve’s positive attitude proves that day in and out.Steve has a strong laugh that he often uses as a way to shake offchallenges and overcome adversity...no matter the task, Steve is ateam player.”

Bruce mcKeeverm&m Bus Service, Inc. maple Lake, mnWhile driving a school bus is a job that Bruce took on in his “Post-career” days he has quickly become a valuable and appreciated per-son in the business. Bruce is constantly aware of both mechanicaland safety concerns and communicates those with the company.even more impressive than his commitment to safety, his true con-cern is for the success and development of the students he trans-ports. He truly listens to what is going on in their lives and encour-ages them on a regular basis. Scott millner, Bruce’s supervisor says,“Bruce always has a smile on his face and carries a happy disposi-tion which makes him approachable and easy to talk with...His ded-ication is admired by his co-workers, students and parents.”

edward S, mooreVoyageur Bus Company, Duluth, mn“Ted” or “Teddy” has been with Voyager bus for over 30 years. Hehas been a SPeD driver for a majority of those years. Ted has a wayof being able to relate with the students. He has been tasked withtransporting a student that would always arrive at school “agitated,distressed and anxious”. After Ted took over the route the studentnow arrives to school relaxed and ready for the day. He serves as atrainer for Voyageur Bus as well. Ted has a proven driving and safe-ty record with the company and is well deserving of this award.mike Krois, President of Voyageur adds, “He has provided theDuluth Public Schools 30+ years of safe and efficient transportationand I could never say ‘Thank You’ enough for all that he does. maygod bless him for being such a great employee and good person.”

Ken SallmanVision Transportation, Inc. elk river, mnKen Sallman is always looking for ways to improve his relationshipwith students to ensure a safe ride for everyone. Ken had an expe-rience this year driving a bus that hopefully doesn’t ever have to berepeated by any driver. While driving his regular route on December16th, he saw smoke coming from the engine compartment. Ken suc-cessfully evacuated 20 kindergarten through 5th grade studentsbefore the bus was completely engulfed in flames. Andy SkwiraTrobec’s Bus Service, St. Cloud, mnAndy has 19 years with Trobec’s and has taken on many roles. Hehas worked as a regular route driver, special-ed route driver,mechanic and now lead mechanic. While being lead mechanic, Andystill is often found running sub routes for both a.m. and p.m. routes.Andy has clearly demonstrated attention to student safety and thesurroundings. As a lead mechanic Andy’s role is extremely vital inproviding safe and efficient transportation.
