    MSA Gap AnalysisTraining & Material

  • Training

    • No training plan is in place (either a formal course or on‐the‐job training).

    • Information sharing in the interagency arena requires specific procedures that differ from (military) communication standard procedures.

    • Newly developed (NATO) MSA policy & procedures and adjusted technology should formally and systematically be educated and trained to ensure performance continuity and achieve operational effectiveness.

    • Education & Training & Exercises are institutional and organizational

    Current MSA Gaps

NON SENSITIVE INFORMATION RELEASABLE TO THE PUBLIC

  • Training

    • MSA is not part of Navies’ traditional training • Majority of the staff don’t have previous experience• National training centers are not yet covering this requirement• Not enough training centers• Legal issues/implications are not clear/part of training program• Local specialties/knowledge is lacking • Joint SA not covered

NON SENSITIVE INFORMATION RELEASABLE TO THE PUBLIC

    Current MSA Gaps

  • Training

    • HUMINT aspect is not considered• Exercises are not addressing MSA directly• Other agencies and merchant shipping needs training as well – even bigger problem• LL/LI are not available to improve training• Different systems require specific training• Cyber vulnerabilities are not addressed sufficiently• New threats needs to be addressed – cyber, environment, underwater, etc.

    Current MSA Gaps

  • NON SENSITIVE INFORMATION RELEASABLE TO THE PUBLIC

    Training

    • Train and exercise MSA (practices for info sharing)• Develop & coordinate a training plan (courses/on the job training)• Increase training centers• Develop a comprehensive training program to include standards,

procedures, legal, intell, HUMINT, new threats and joint SA• A Maritime Standing Task to maintain the network through exercises• National exercise should be used for capability based training• Exercises to include inter-agency and non-NATO partner participation• Development and use of Synthetic Exercises and Training• Exercises to be used to improve interoperability and standardization• On the spot exercise & training• Optimize and include LI/LL to the training programs

    Material

    • Nationally or organizationally procured MIS/C2/C4I equipment & systems

    • Independent information systems

    • Technology dos not support networked MSA

    Current MSA Situation –What is?

  • MSA organizations with own C2/C4I/MIS/ICT/FMN/FMIS• MSSIS: Unclassified Maritime Safety and Security Information Sharing

System (AIS data from nearly 70 nations)• EMSA: European Maritime Safety Agency • NACGF: North Atlantic Coast Guard Forum • SUCBAS: Sea Surveillance Cooperation Baltic Sea • T/V-RMTC: Trans-/Virtual-Regional Maritime Traffic Centre• MARCOM: NATO Maritime Command• OGMSA: US Office of Global Maritime Situational Awareness • JIATF: US-lead Joint Interagency Task Force in the Caribbean Sea• MSCHOA: Maritime Security Centre Horn of Africa established by EUNAVFOR• MARSUR: Maritime Surveillance • FRONTEX: European Agency for the Management od operational Cooperation

at the External Borders of the European Union• CFCA: Community Fisheries Control Agency • APS: African Partnership Station covering Golf of Guinea• ReCAAP: Regional Cooperation Agreement on Combating Piracy and

Armed Robbery against Ships in Asia• OBSHCPC: Operation Black Sea Harmony Center for Permanent Coordination

    Global Coverage

  • Material

    • No political motivation exist to provide assets and other resources to collect and disseminate information.

    • No action plan for sharing and optimization of all available resources (satellites, coastal radars, military assets,...).

    • Technical difficulty in interfacing the systems.

    • Maritime communication architecture needs to be enhanced to a “Maritime Mission Network” to enable stakeholders  effectively participate in MSA/MSO.

    • The sensor based network must be enhanced by satellite based AIS and radar, as well more associated support units and the regular participation of airborne assets (AWCS and MPA) and UAVs.

    Current MSA Gaps

NON SENSITIVE INFORMATION RELEASABLE TO THE PUBLIC

  • Material

    • Each organization has/wants its own system

    • Systems not compatible

    • Designed to receive data not distribute

    • Maritime environment and capabilities has restrictions

    • Joint SA still immature – information beyond the sea

    • AIS information not reliable & majority good guys

    • Feed maritime C2 – decision making tool

    Current MSA Gaps

  • NON SENSITIVE INFORMATION RELEASABLE TO THE PUBLIC

    Material (Assets & Equipment)

    • Full sea coverage through sufficient number & distribution of sensors

    • 100% information sharing of all data gathered and available among stakeholders

    • Pooling of resources• Develop, maintain, and advance technology – AIS limitations• Effective use of space/satellites, coastal radars, unmanned

systems, joint assets• Achieve joint SA - information beyond the sea • Connectivity between the relevant networks – network of networks

    to achieve full information coverage

    Material (Assets & Equipment)

    • Assets to asses the information provided• Deployable MSA team/equiment• Open architecture systems to allow software updates• Applications to achieve interoperability• Programs and equipment for optimal integration of

information • Harmonization of existing systems
