• No training plan is in place (either a formal course or on‐the‐job training).
• Information sharing in the interagency arena requires specific procedures that differ from (military) communication standard procedures.
• Newly developed (NATO) MSA policy & procedures and adjusted technology should formally and systematically be educated and trained to ensure performance continuity and achieve operational effectiveness.

• No political motivation exist to provide assets and other resources to collect and disseminate information.
• No action plan for sharing and optimization of all available resources (satellites, coastal radars, military assets,...).
• Technical difficulty in interfacing the systems.
• Maritime communication architecture needs to be enhanced to a “Maritime Mission Network” to enable stakeholders effectively participate in MSA/MSO.
• The sensor based network must be enhanced by satellite based AIS and radar, as well more associated support units and the regular participation of airborne assets (AWCS and MPA) and UAVs.
