Mr. Kaii-Ziegler said he was getting caught up and is happy to be in Anne Arundel County. He shared that he has experience planning in Maryland and Virginia and has been the planning director in several counties. These experiences have helped him understand the challenges various communities face and he is looking forward to the working in Anne Arundel County. Finalize Vision: Mr. Hughes, OPZ Mr. Hughes explained that County staff has drafted a Vision Statement based on feedback from the July 17 th CAC meeting. The goal for this meeting is to finalize a Vision Statement. Mr. Hughes read the proposed Vision Statement and asked for changes. Ms. Rosborg reminded the CAC that the Vision Statement needs to be obtainable and measureable.

Ms. Bower questioned the notion that the items in the Vision Statement must all be completed in twenty years. Ms. Rosborg clarified that the Vision Statement is just a target, and that not all the items must be accomplished within the 20-year timeframe, although they must be started. Ms. Ysla Leight asked whether the GDP would be coordinated with adjacent jurisdictions. Mr. Hughes said that is the intent. Mr. Fahs felt the draft Vision is too long and that there should be a target length. It should provide a vision of reality and provide flexibility; rather than the specificity this version provides. Ms. Leahy agreed that it is too long. Ms. Moyer suggested the formatting will help with the length and how it is read. The content reflects what people said in the community meetings and it would be at the CAC’s peril to ignore the sentiments of those who participated. Ms. Huecker also felt the Vision Statement was too long and that it should include the preservation of community character and places where people want to live. Ms. Karabani said there are sections that are redundant and there should be a sentence about equal opportunity. Mr. Lyons agreed with equal opportunity and added there should be mention of environmental justice and equity and that a goal for development should be to increase resilience to climate change. Ms. Pauly suggested the word “alongside”, in reference to the economy and businesses, be changed. Mr. Mannion thought the Vision Statement could be shortened by removing details that were also included in the Vision themes' section. Ms. Bower questioned how the “educational system will serve every resident.” She offered the change of “will provide…”. Mr. Moulden felt there was value in a longer Vision Statement and suggested the length should not exceed 200 words or three paragraphs. He sees the Vision Statement as policy guidance that can be used to ensure future development keeps with the spirit and intent of the Vision Statement. Ms. Pauly recommended the section on “authentic character” include mention of sustainability. Mr. Dodd thought that the Vision Statement will probably mean something different to each person. Ms. Lynch said she did not see the word enforcement. Though this is visionary, it needs to be enforced. Mr. Mauler said he is not happy with the proposed Vision Statement and said there will be more ideas coming as the GDP is developed. He thought this is too aspirational and pointed to how he felt the Small Area Plan was not implemented. He wondered what the average citizen will think about the vision statement means.

Ms. Rosborg suggested the CAC to reorder the themes. She suggested placing Infrastructure as the top priority followed by Sustainable Growth and Redevelopment and then Improving Mobility. Ms. Leahy agreed, but suggested Preserving Community Character second. Ms. Karabani suggested Connected and Responsive Government be first. Mr. Lyons said that Water Quality and Resilience needs to be a theme. Mr. Hughes said County staff will need to rework the Vision Statement. Mr. Moulden suggested changes be made now and offered up for a vote. Ms. Rosborg said the CAC should review an updated version and submit changes to County staff by close of business Tuesday (August 6). Instructions for Community Boundaries / New planning areas exercise: Ms. Cindy Carrier, Office of Planning and Zoning Ms. Carrier explained the details of Bill 21-18 that outlines the subsequent area planning process. The bill requires at least seven planning areas, and specifies that the GDP identify the content, timeline, and the composition of the committees. Each planning area will have no less than nine members. The first task is to define the community areas and then combine those into planning areas. Several factors; such as zip codes, historical communities, manmade and natural features were used to develop the draft community boundaries. The draft maps on each table have the former small area plan boundary as well as the census tract overlays to help in finalizing boundaries. Area plan boundaries that share a Census tract boundary can help with demographic analysis. Tonight the CAC will review the community boundaries and begin to identify the planning areas. County staff will then make these edits and send them out to the Committee for further refinement at the next meeting. Mr. Mannion asked how many planning areas there will be. Ms. Carrier said there is no target, except for a minimum of seven and that County staff and resources should be considered. Mr. Lyons asked how the OPZ will use the maps and boundaries once defined. Ms. Carrier said she envisions a staff team of 2 assigned to work on drafting a plan with each of the planning areas. She reminded the CAC that the area plans will be consistent with GDP. The area plans will be a refinement of the GDP goals and strategies and go into more detail to identify community needs. Once the area plan is adopted, development plans would then need to be consistent with the area plan and other master plans. The CAC broke out into groups to discuss community boundaries and new planning area boundaries. Report Out (photos of the maps are attached) East Region:

- Community boundaries: No edits. - Area Plan boundaries: Combine Pasadena, Gibson Island, Severna Park, Arnold, Cape St.

Claire, and Broadneck since they share similar geography and character. Mr. Moulden strongly urged the group to follow the old Small Area Plan boundary of Bestgate Road, I-97, and the Severn River to MD 450 as the boundary for the Crownsville area. The group proposed adding Davidsonville and parts of Gambrills to the Crownsville area to create a greenbelt. The remaining Annapolis community would be combined with Parole, Annapolis Neck, Riva, and Edgewater. For the south, they proposed a southern section of Harwood

and Galesville and communities to the south. A western region would include communities from Millersville west and bound by parts of Severn and Jessup to the north. A northern region could be formed by combining Glen Burnie, parts of Severn, Hanover and other communities to the north.

South Region:

- Community boundaries: Mayo Peninsula should be identified as a community – south of Glebe Bay to the end of the peninsula and Muddy Creek Road on the west; question of where to draw the line between communities of Harwood, West River and Galesville but the community of Owensville should be identified separately; also discussion about whether Davidsonville should extend to MD 450 or remain at US 50

- Area Plan boundaries: there are two distinct areas in the southern part of the County – waterfront and peninsula communities and agricultural communities. This division is roughly along Muddy Creek Road and MD 2. The waterfront area will include the communities of Mayo Peninsula, Galesville, West River, Shady Side, Churchton, Deale, Tracy’s Landing, a portion of Friendship and North Beach. The agricultural area should include the communities of Davidsonville, Harwood, Lothian, Wayson’s Corner, Owings and the majority of Friendship. Edgewater and Riva could be combined as a third planning area due to greater development in those areas.

North region:

- Communities boundaries: No edits - Area Plan boundaries: Combine Curtis Bay, Brooklyn Park, Linthicum Heights, BWI

Airport, and Ferndale. Due to the strong sense of community and shared roadways, Glen Burnie would be combined with Severn and Millersville. The group proposed to combine Harmans, Hanover, Jessup, Annapolis Junction, Laurel, Maryland City, Odenton, and Piney Orchard into one area based on the similar issues and how the area is poised for growth. Pasadena, Severna Park, and the Broadneck peninsula are proposed to be combined because they are waterfront communities and share the same type of housing. Crownsville could be grouped with Gambrills, Crofton, Two Rivers, Woodwardville since they are tied by MD 3 and MD 32. The Annapolis area could be a planning area, and the southern portion of the County could be split into an agricultural and waterfront areas.

West region:

- Community boundaries: South Gambrills (south of MD 450) should be included with Davidsonville and a part of Gambrills should be included in Millersville. The group was conflicted with the remaining portion of Gambrills.

- Area Plan boundaries: Combine Ft. Meade, Maryland City, Laurel, Annapolis Junction, Jessup, Hanover, Harmans, and Severn into one area. Odenton, Piney Orchard, Woodwardville, Two Rivers, Crofton, and Gambrills could be combined into one area. Another area would include Crownsville out to the Annapolis Neck. A northern area could include BWI Airport, Linthicum Heights, Ferndale, Brooklyn Park, and Glen Burnie.
