3.5,2 The effluent conforming to the above standards shall be discharged in to G.I.D.C.underground drainage system and conveyed to FETP which ultimately leads to deep Seafor final disposal through BEAlLpipeline.
3.5.3 The appliq.nt shall have to make storage facilities to store the effluent for at least 48hours in an impervious acid proof brick lining tank/HDPE tank.
3.5.4 The appli~ant shall have to keep accurate records of quality & quantity of effluentdischarged: to FETP on day-to-day basis. Separate logbook shall be maintained forrecording t!te data & shall be made available for inspection as & when asked.

,3.5.5 The generated 20 KL/day waste water from Ammonical Nitrogen bearing stream shall
send to MAs. Enviro Technology Limited (ETL) as per agreement made with respectiveauthority at Ankleshwar. (Other conditions relating to CETP member is as under.)
a. The applicant shall be required-to make-storage-fa.cilities to store the·effluent f-or~at-least 48 hours by providing acid proof brick lined impervious tanks/HDPE tanks.
b. The applicant shall make fIxed arrangement for loading the effluent from theircollection tanks to the tanker of ETL The unit shall not keep any by-pass line orsystemior loose or flexible pipe line for loading the effluent into the tanker ofETL.
c. Leachate from the hazardous solid waste, if any shall also be connected into acollection tank through leachate collection facilities and shall be conveyedalong with industrial effluent to the CETP ofETL.
d. Magnetic flow meters shall be installed at the inlet & outlet of effluent collectiontanks/ETP to measure the quantity of effluent lifted into the tanker ofETL.
e. The 17 KL/Day of industrial effluent shall have to be conveyed by ETL. In nocircumstances the effluent either treated or untreated shall be discharged into GIDCdrain o~ anywhere else.Disposal system for storm water shall be provided separately. In no circumstancesstorm water shall be mixed with the industrial effluent.
g. The ap.plicant shall be responsible for loading its effluent into the tankers oft..he ETLfor traqsporting the effluent. Due care shall be taken to avoid any leakage or spillageof effluent during loading the tanker.
h. If the effluent contains heavy metals, phenols & cyanide, the ETL member unit shallhave t~ treat the effluent within its premises to conform to the followingstandards (Whichever applicable).

The applicant- shall keep accurate' records 'of "g'lla'ndt}'product, quantity of water consumption, quantity of effluentconsumption of electricity on day to day basis and required to submit thecompli¢d record of one month to GPCB & ETL on or, before fifth day of thesucceeqing month.
j. In case of shut-down of plant for more than three days for any reason, the ETLunit member shall intimate to ETL authority & GPCBwell in advance for the betteroperation & management ofeETP,
k. The applicant shall either stop or curtail its production activities if the effluent isnot adequately treated by the CErp of ETL to conform to the standards specifiedby G,P,c.B.
I. The authorized representative of ETL shall have right of entry at any time forthe purpose of inspection and monitoring the effluent collection facilities/ETP (ifrequired) of the applicant.
m. In case of incinerators, the flow measuring devices for mother liquor/toxiceffluent/Non-biodegradable effluent light diesel oil, Furnace oil, etc. Le. fuelused f9r" combustion, ,air llsedfort;~mb~stion"shall be, separately provideq,lncine~tor temperature recording d~vices as well as ga~eous 'flow '~e~~~ri'~gdevices. for scrubber shall also be provided. These data of temperature & flowshould, be recorded every day & submitted to GPCB& ETLon monthly basis.The G1DCdrainage connection given by the GIDCfor discharge of industrial effluentshall be disconnected & the outlet shall be sealed.
o. If the ETL authority terminates the membership of CETP, the ETL member unitshall have to close down the manufacturing activities/industrial operation of theproces~ plant immediately until the ETLmembership is resumed.
p. The applicant shall also comply with the General Condition (Whichever applicablefrom No.1 to 25) attached herewith.
q. The applicant shall put up at the entrance a board displaying ETL membershipnumber & date of joining of ETL, the name of unit, particulars of the products/proces~ and the name of proprietor/partners /directors of the unit and theelectricity consumer number as on the record ofGEB.
r. The Enrironmental Management Unit/Cell shall be setup to ensure implementationon and monitoring of environment safeguards and other conditions stipulated bystatutoty, authorities. The Environmental Manage~ent Cell.j ,Unit.,.s-Pa.lU!jJ::~pUy,report to the Chief Executive of the organization and shall work as a focal point forinternalizing environmental issued. These Cells also coordinate the exercise ofenvironmental audit and preparation of environmental statements.
s. The Eqvironmental audit shall be out yearly and the environmental statementspertain~jng to the previous year shall be submitting to this State Board latest by 30th

4.5 The concentration of the following parameters'in the ambient air within the premises of theindustry shall pot exceed the limits specified hereunder.

4.6 The applicant shall operate industrial plant / air pollution control equipment very efficiently
and continuously so that the gaseous emission always conforms to the standards specified
in condition no. 4.3 & 4.4 above.
4.7 The consent to operate the industrial plant shall lapse if at any time the parameters of the
gaseous emission are not within the tolerance limits specified in the condition no. 4.3 & 4.5
above.
4.8 The applicant shall provide portholes, ladder, platform etc at chimney(s) for monitoring the
air emissions and the same shall be open for inspection to/and for use of Board's staff. The
chimney(s) vJnts attached to various sources of emission'shall btdlesigT:1ed by numbers
such as S-l, S-2, etc. and these shall be painted/displayed to facilitate identification.
4.9 The Industry shall take adequate measures for control of noise levels from its own sources
within the premises so as to maintain ambient air quality standards in respect of noise to
less than 75 dB(a) during day time and 70 dB (A) during night time. Daytime is reckoned in
between 6a.m( andl0 p.m. and nighttime is reckoned between 10 p.rn. and 6 a.m.
5. GENERALCONDITIONS, -
5.1 Any change in personnel, equipment or working conditions as mentioned in the consents
form/order should immediately be intimated to this Board.
5.2 Applicant shall'also comply with the general conditions given in annexure 1.

6.5 The compiled ~data shall be submitted to the concerned Regional office of GPCB forverification at the end of every month.
6.6 The applicant as receptor/generator shall operate adequate EMS regularly & efficiently thecondition laid out by GPCB/CPCB/MoEF from time to time.

6.7 The applicant shall have to provide flow meter to the out let point of the storage facility ofAmmonium Carbonate and maintain record for utilization of Ammonium Carbonate.
6.8 The applicant ilS receptor/generator shall strictly observe and comply with duly notarizedundertaking a~submitted to the Board.
6.9 In case of anyiviolation of the pennission can be withdrawn at any pointprior intimation.
6.10 Any type of violation under the provisions of Water Act- 1974, all concernreceptor/generator will be held responsible & suitable action may be initiated without priorintimation.
6.11 The authorization is granted to operate a facility as above.6.12 The authorization shall be in force for a period up to 11/4/2019.6.13 The authorization is subject to the conditions stated below and such other conditions as
may be specified in the rules from time to time under the Environment (Protection) Act-1986.
7. ADDITIONAL CONDITIONS UNDER WATER ACT-1974 read with EPA-19B6.Amendment to CCA Order under Water Act4 1974 Condition No. of subConditions 1.to 8 as under:

For the transportation, packing, Labeling and handling of the Ammonium carbonate (Scrubber Solution) GPS ( Global Positioning System) enabling system along withonline manifest system through XGN shall use & put in place while transportationthrough dedicated vehicles conforming Motor Vehicle Act as amended from time totime.
iv. The complied data shall be submitted by them to'the'concernedRegiona16fflces'ofCPCB for verification at the end of every month.
v. In the event of non requirement of ammonium carbonate solution by the MagnesiumCarbonate Manufacturing units. The applicant will treat it in their own in-house facilityand in no case~diverted it to any other party/ industry / outside the factory premisesby any means: Separate datal record shall be maintained and submitted to theconcerned GPeB regional office.
vi. The applicant '.will operate adequate EMS ( Environmental Management System)regularly & efficiently and effluent conforming to the. discharge norms will ,OJ;dY,1J~discharged through designated outlet and as per the conditions laid out byGPCB/CPCB/MOEF from time to time.

8. TERMS AND CDNDITIONS OF AUTHORISATION,

7.1 The applicant shall comply with the provisions of the Environment (Protection) Act - 1986and the rules made there under.
7.2 The authorization shall be produced for inspection at the request of an officer authorized bythe Gujarat Pol!utionControl Board.
7.3 The persons authorized shall not rent, lend, sell, and transfer of otherwise transport thehazardous wastes without obtaining prior permission of the Gujarat Pollution Control Board.
7.4 Any unauthoriZed change in personnel, equipment or working conditions as mentioned inthe authorization order by the persons authorized shall constitute a breach of thisauthorization.
7.5 It is the duty of the authorized person to take prior permission of the Gujarat PollutionControl Board to close down the facility.
7.6 An application;for the renewal of an authorization shall be made as laid down in rule 5 (6)(ii),
7.7 Industry shall have to display the relevant information with regard to hazardous waste asindicated in the Court's order in W.P. No. 657 0£1995 dated 14th October 2003.
7.8 Industry shaU1have to display on-line data outside the main factory gate with regard toand nature of hazardous chemicals being handled in the plant, including waste water andair emission a~d solid hazardous waste generated within the factory premises.
7.9 Industry shall :have to manage waste oil, discarded containers etc., process waste as perAmended Rul~s - 2003 and shall apply Authorization for all applicable waste as perAmended Rules-2003 with 15 days.
7.10 Industry shall1submit annual report within 15 days and sub sequently by 31st January everyYear.

2. AMMONIUM SULPHATE
Manufacturing Process:
Take remaining ammonium carbonate solution from scrubber and acidic mother liquor from CPC Blue are
mixed in the reactor. Carbon dioxide gas and water vapors are librated due to stirring and ammonium
sulphate solution is formed. Ammonium sulfate solution is sent to multi effect evaporator (4FC+ATFD).
Pure ammonium sulfate will be generated from MEE and condensate water will be reused in
manufacturing process of CPC.

ANNEXURE-IX EFFLUENT TREATMENT PLANT EXISTING EFFLUENT TREATMENT PLANT
Effluent from process, are segregated into two different streams one is 20 KLD of ammonical nitrogen
and containing streams and another is 17 KLD of diluted process stream. The diluted process stream of
17 KLD is treated to norms prescribed by GPCB and discharged to NCTL. The process stream of 20 KLD
of ammonical nitrogen and containing stream is discharged to ETL (Ankleshwar).
Sewage of 1.3 KLD is discharged to septic tank.
PROPOSED EFFLUENT TREATMENT PLANT
Effluent from process, boiler, cooling tower, overflow of septic tank will be treated in effluent treatment
plant and treated effluent is sent to NCTL for further treatment. However effluent coming from process of
CPC plant having concentrated stream (ML) and dilute stream. Both will be segregated in separate
collection tanks after that they will be treated in RO followed by MEE.
MEE Treatment
Mother liquor consists maximum pollution loads having high acidic, COD and Ammonical nitrogen. It
will be treated with sodium sulide to remove copper and copper sludge will be sent to GPCB authorized
recyclers. After that it will be sent to Ammonium Sulphate plant where it will be Neutralized with Process
generated Ammonium Carbonate solution. So 10% solution of ammonium sulfate is generated. It will
further sent to MEE followed by ATFD which gives Ammonium Sulfate crystal. Ammonium sulfate will
be sold to the market.
RO Treatment
Dilute stream having only 3-4% acidic in nature. It will be Neutralized with Hydrated lime and then
filtered in the high pressure filter press to achieve max solid contain in gypsum Sludge. It will be further
sent to RO Unit where Nano filtration treatment took place to remove all organic and inorganics dissolved
salts. High concentrated RO Reject will be sent to MEE and Low TDS RO permeate will be reused the
process. Alkali (Last Wash) effluent having minimum pollution load will be treated with Ferrous sulfate
to achieve pH and further send to sand and carbon filter to achieve prescribed outlet norms. And then it
will be discharged to NCT.
Spray Drier
Excess effluent in proposed project will be spray dried, hence keeping the existing effluent discharge to
NCTL.
