1. Objectives

The objective of this method statement is to establish the necessary guidelines for the shutdown of PS 50 and to check the existing plugs/put the plugs in the incoming sewer lines of MH 50/2 & 50/1 in order to start demolition of MH 02 & reconstruction of the same.

This method statements aims to ensure that work quality assurance and quality control activities are conducted in a systematic manner, works are inspected and conformance is verified and documented.

2. Scope of Work & Location

This method statement relates to Mechanical and Civil works as per consultant instruction for the inspection and activities at PS 50 pumping station and its incoming manholes.

3. Responsibility & Site Supervision

Responsibility for the implementation of the works by this method statement rests ultimately with the Nass Project Manager. However, authority shall be delegated to the Construction Manager & through him to the respective trade Site Engineers and Foremen.

QA/QC & Safety is independent and exercises control with their chain of command.

4. Preparation & Pre-installation Work

Materials and devices shall be arranged for the inspection.

The concerned safety officer will provide the Tool Box talk prior to start the work at workplace.

The safety officer will check the H2S impact behavior before going into the confined space.

Housekeeping will be maintained during inspection.

All hazards will be discussed before start the work at workplace.

Safety observations will be taken into account.

Workers must secure Confined Space Entry Permit from HSE Officer prior to making any activity in entering confined space as per Procedure for Confined Space Entry Permit Document# 725-AA-LS-0311-0030.

All safety procedures and safety measures must be complied

Proper access/egress must be clear during confined space entry activities.

It is very necessary that concerned Safety Officer will take safety measures and oversee as per activity at site.

Initial site setting out shall be performed, confirming existing conditions, such as locations of services, flows, invert levels etc.

Materials and Equipments shall be moved to the work area in a safe manner and shall not block access / egress from the site.

Safeties Method Statement shall be developed in accordance with procedures, when there is a high risk in works are involved.

An emergency response plan will be generated and all the men who are included in this works will be well trained to take care of the emergency situations.

5. Co-ordination with Other Trades

Activity & work precedence’s & inter relations shall be in accordance with the program of works

Timely meetings (as necessitated & required) shall be held between all trades to ensure smooth execution of the works.

6. Sequence of Works

1. A proper time is selected after discussion with the PARSONS and ASHGAL for the shutdown as all the incoming sewer lines are gravity lines from the nearby buildings and households.

2. Introductory meeting will take place introducing our staff to the operational staff and describing the steps of works and operations which we are going to do for the inspection.

3. Once the flow is very less so that a man can go inside, the H2S level is checked and our men with all the PPE required will be going to the manhole MH 03.

4. The existing Plug shall be checked and if found damaged, an air plug will be fixed considering the amount of flow coming from the respective side.

5. The air plug once fixed will be supported with the wood and pipe jacks to prevent movement afterwards.

6. Once the plugging is done for the MH 03 the bypass pumps will be started if needed and the flow will be maintained from that side.

7. We will move on to the Manhole MH 50/2/1 and for this manhole we are using a mechanical plug considering a lesser flow from this side gravity sewer.

8. Safety officer will check the H2S level with a calibrated device.

9. Once safety officer confirms the H2S are in safety limits, the person who is installing the plug will be going inside the manhole.

10.Once the plugs are fixed on both sides a normal bypass operation will be started and will be monitored frequently.

11.Ladders will be provided for the shutdown work if necessary.

12.Each person will be provided with personnel small H2S sensing instrument for any hazard identification.

13.Persons who are meant to touch the sewerage medium during the shutdown will be provided with hand gloves and other PPE needed if necessary.

14.Complete observation will be there till the pumping station gets to a normal bypass operation.

15.Advance communication and notification to the Ashghal, assigned pumping station in charge and operator before the shutdown and associated works shall not proceed until the required sewage blocking and complete Diversion of the flow.

8. Inspection

All the works shall be monitored for quality of workmanship against approved method statement by the relevant Mechanical Engineer and the Consultant.

ONE (1) Safety officer shall be on site during all times.

Before start of work, conduct Tool Box talk to the team, explaining the Hazards in their work during the day

Proper PPE shall be provided to all employees & visitors on site

Proper training shall be imparted to employees according to their tasks

precautions shall be taken before men enter. Note: Toxic, oxygen and flammable gas tests are to be conducted before entering Restricted Areas.

Hazardous Atmospheres

Prior to entry into confined spaces, a work permit shall be issued. Gas tests shall verify that the oxygen level is 21%, combustible gases 0.0 LEL, and H2S is 0 PPM. Additional safety measures shall be taken if the gas levels are different and devices such as SCBA shall be used. Corrective measures may include use of air movers, identification and isolation of sources from fuel lines, sewers, open tanks or other measures to return the breathing atmosphere to normal readings. Subsequent testing is required to monitor the area during the work so appropriate precautions can be taken as necessary.

Emergency Rescue Equipment

Emergency rescue equipment, such as breathing apparatus, a safety harness and line, or a basket stretcher, shall be readily available where hazardous atmospheric conditions exist or may develop during work. A standby man outside the trench when in use will attend this equipment.
