A. GENERAL INFORMATION

1. All documents mentioned form an integral part of the scope of supply. The supply of goods will be considered as incomplete if the required documents are not delivered.

2. All correspondence, drawings and other related documents shall have Technip KTI purchase order and requisition number including item/tag number of the goods which have been purchased.

3. All drawings and documents shall be submitted under a transmittal letter.

4. All documents shall be in the English language and all units/dimensions shall be in English/__Metric units.

5. Review of drawings and other documents by Technip shall not release the supplier from his responsibility for the accuracy of the design, construction and performance of the goods to be delivered as described in Technip's purchase order and "general terms ofpurchase".

6. All changes/revisions to drawings and documents shall be properly identified by the vendor in subsequent issues. As a minimum, each change shall be highlighted by a “cloud" around the revised data.

7. Documents requested by Technip for information will not be returned to vendor. Documents submitted for review will be returned to vendor with or without comments and stamped accordingly.

8. Documents returned by Technip to vendor as "no apparent defects" may be considered to be certified and no reissue is required, unless Technip requests re-submittal of these documents as certified.

9. Vendor shall indicate on his document transmittal this document sequence number in order to verify that document requirements are met.

B. DOCUMENT PRESENTATION

1. All copies of documents larger than "A" size to be presented folded.

2. All documents must be of suitable quality for microfilming and electronic processing.

C. SPARE PARTS

1. This list shall be prepared on vendor's standards parts list and all parts shall be identified by item or part number, material specification and installed quantity.

2. The above also applies for sub-ordered equipment forming part of the order.

NOTE: If the above requirements are included in the operation and maintenance manuals, no separate spare parts lists are required.

. 1. TECHNICAL NOTES

1.1 Vendor shall supply Line Card and other equipments for plant communication system for SRU-IV unit as specified in scope of supply attached with MR. It is in vendor’s responsibility to connect Field call station along with line card with the existing Industronic make central exchange. Necessary hardware / software required for modification of the existing system is in vendor’s scope.

1.2 Vendor has to supply double compression Ni plated brass cable glands for incoming & outgoing cables suitable for FLP as per Area classification drawing & NON-FLP for all safe area equipment.

1.3 Existing Central Exchange is located in the SRU control room.

1.4 Field Call Stations shall consist of wall mounted type communication units.

1.5 All hazardous area equipments shall have certification for use in such areas by the recognized testing & certification authorities, such as CMRI, BASEEFA (UK), UL (USA) etc. equipment for Hazardous areas shall be approved by CCE & all indigenenous flameproof equipment shall be covered under a valid BIS licence.

1.6 Quantity of equipments indicated are tentative & shall be finalized during detailed engineering. Vendor to furnish unit rates of all the equipments.

2. CODES AND STANDARDS

Unless otherwise specified, all publications, codes, etc. referred in the MR and its attachments shall be of latest edition.

Supplier shall submit any ambiguity and/or contradiction between the notes of this document and the MR’s attachments, in writing, for TPKTI’s resolution. Otherwise, in case of conflict the most stringent shall govern.

It is Vendor responsibility to ask for any document called for in the attached documents, which TPKTI may unintentionally have omitted to mention in this MR and distribute. The supply shall be designed in compliance with documents mentioned in this MR and the latest edition of Codes and Standards.

3. SPARES

Spares parts necessary for erection & commissioning shall be recommended by vendor.

Special tools necessary for assembly, installation and maintenance as per manufacturer’s standard shall be supplied.

4. DOCUMENTS PRIORITY

In case of conflict among various documents following order of precedence shall govern:

The editions of referred applicable codes & standards / publications that are in effect at the time of requisition or at a date specified in the requisition shall be applicable.

Any ambiguity and/or contradiction among the documents of the same priority shall be submitted by Vendor in writing for TPKTI’s resolution. Otherwise, in case of conflict the most stringent shall govern.

5. INSPECTIONS AND TESTS

All equipments included in the MR will be inspected by TPKTI or third party inspector. Inspection and testing activities shall be in accordance with Quality control plan for Plant Communication System.

The type and extent of tests shall be in strict compliance with the contractual codes, standards, data sheets and/or specifications attached to the MR.

The acceptance by TPKTI of any certificate or document proving that tests have been carried out, both on prototypes and on supplied material with successful result, does not release the Supplier from the guarantee relevant to materials, operation and suitable protection for transport.

1.0 General

1.1 Scope

The specification covers the general requirements for the design, engineering, manufacture, inspection, testing at vendor’s work, delivery at site and commissioning at site of the paging system which shall be installed in the Additional 60TPD Sulphur Recovery Unit Project of M/s. Indian Oil Corporation Ltd. (IOCL), Mathura Refinery, Mathura.

1.2 Codes and standards

All electrical equipment shall comply with relevant standards and meet the safety and environmental requirement as per current statues, regulation and safety codes in the reality where the equipment will be installed. In case where Indian standards are not available, the equipment shall comply with IEC standards or the standards of country of origin.

Follow national codes and standards may be used as supplements to IEC. Indian : IS Japan : JIS, JEC, JEM Germany : DIN, VDE France : NF, UTE UK : BS Italy : CEI Where electrical equipment selected is not as per Indian standard the salient point of

difference between IS and specifications adopted shall be submitted for purchaser’s approval prior to order placement.

1.3 Unit symbol and identification system

The Metric system and Celsius scale shall be used and engineering documents and drawings.

2.0 System description

(1) The paging system shall be microprocessor based & shall consist of the following:- - A microprocessor based central control exchange, indoor use, self standing - One no. operator console (Master control station). - Wall mounting field call stations for hazardous / safe areas with external

loudspeakers. - The system shall have provision for the future field call station extensions as

specified elsewhere in the enquiry document.

(2) The paging system shall permit the following operations:- - Call from master control station to all relevant to loud

speakers of the plant . - Bi-directional (2 way) conversation between master control station and each

relevant field call station.

(3) Each outdoor station installed in noisy area shall have an acoustic booth.

(4) Field call stations and loud speakers located in hazardous area shall be suitable for the applicable zone & temperature classification. Field call stations installed in corrosive area if specified, shall be provided with fiber glass protection cover.

3.0 Technical requirements

3.1 Central control exchange

(1) The central exchange shall be microprocessor controlled, freely programmable exchange. The central exchange must have two microprocessor cards (CPUs) so that one will always be hot standby. Programming shall be by means of user friendly menu driven software. The cabinet shall be single front type, fabricated out of minimum 16 gauge sheet steel, naturally ventilated, dust and vermin proof with IP-41 enclosure as a minimum. The panel shall be with swing out assembly of plug-in-card rack. The system shall be distributed amplifier type with power supply only at the central cabinet. It shall be possible to locate faults by monitoring from the central cabinet.

(2) The central exchange shall have a processor module for the control of the central exchange. The exchange shall have a completely non-blocking type switching system and associated circuitry for call recognition and acknowledgement. The speech diagram and other features, such as all call, group call, alarm call, priority call, conferencing etc. shall be resident in the processor module as a software program which shall be re-programmable at site using laptop PCs with user friendly menu structure. Distinct push-buttons shall be provided for various tones and their re-setting.

(3) The exchange shall house call station modules, each of which shall be able to control multiple call stations, and their corresponding power amplifiers.

(4) The exchange shall house connection modules, each of which shall be able to switch a multiple of audio-frequency channels/connections.

(5) The exchange shall also house all-call module, alarm tone generator module, timer switch module etc.

(6) The offered system shall be flexible and modular in construction with the possibility of future expansion to a bigger system. The construction of the panel shall be designed to allow for at least 10% future additions without involving any major modifications in the system. The exchange shall be fully wired for connecting the future field call stations ( if indicated ) in the speech diagrams.

(7) The central exchange shall have built-in fault diagnostic unit using test and monitoring modules. It shall be possible to locate faults by visual signaling and monitoring by means of test plugs from the central cabinet. All hardware

necessary for fault isolation and trouble shooting shall be supplied as a part of the cabinet.

(8) It shall be possible to programme / re-programme the exchange through external laptop PC using text editor, via RS232 or other suitable interface. This shall enable the user to carry out the following operations without any additional software, but not limited to :-

(a) Creation of speech communication diagrams. (b) Modifications of existing speech communication diagrams by means of

programming without any hardware modifications. (c) Modifications of existing speech communication diagrams parallel to the

functional process and without interrupting the system. (d) Alteration of riorities, addition of audio-frequency lines / channels,

redefinition of communication path / links etc.

(9) The lap-top PCs when interfaced shall be able to download software or system information for editing and reporting function.

(10) The exchange shall have facility for announcing the prerecorded messages.

(11) The software package for the exchange shall be provided to facilitate in house programming, if required.

(12) Inter-exchange connectivity to be provided along with the separate set of speakers and call stations at different locations.

3.2 Master control station

Master control station shall be desk top mounted type or flush mounted type in console, as specified in the material requisition and shall comprise of :- (a) A goose-neck type microphone.

(b) 1 watt (minimum) loud speaker.

(c) Necessary control keys and indication lamps to meet the operational requirements.

Alternately, the master control station shall have,

(a) Full key-pad alongwith different function keys for making calls to different call stations by means of single-digit / multi-digit dialing.

(b) Key-pad alongwith the function keys shall also be used for invoking different features like paging, all call, group call, alarm tone etc.

(c) LCD display for alphanumeric user friendly message during call initiation, call recognition alarm etc., alphanumeric user friendly message during call initiation, call recognition, alarm etc.

(d) All messages shall be programmable by means of user friendly menu driven software.

(e) The master control station shall have a communication interface with the central exchange.

3.3 Field call station

(1) Type :- Wall-mount type or desk top mount type. Weather-proof / Explosion-proof type for outdoor use

- Degree of protection IP 55. - Handset type (non-integral microphone & speaker) - Gooseneck type microphone for indoor station. - Integral amplifier - Built in loud speaker :-

- 1 Watt (minimum) for hazardous areas. - 4 Watt (minimum) in safe areas. - Full key pad with function keys for making calls to any other

stations by means of single / multi digit dialing. - LCD display for alphanumeric user friendly message.

- All features programmable by user friendly menu driven software. - Microphone with controls for sensitivity, volume, treble & bass.

- Acoustic hoods for high noise area stations, specified. (Ambient noise level of 85 dBA to be considered unless otherwise specified.)

(2) Material :- Corrosion resisting material or aluminum alloy casting or fibre reinforced plastic.

(3) Component :- Cable gland, terminal block with crimp terminal, grounding terminal on the enclosure outside and inside, fixing bolts and nuts, canopy for all outdoor stations.

3.4 Horn speaker

(1) Type : Weather - proof (WP)/Explosion-proof (EX) and Dust-tight type, Degree of protection IP 55, Wall / Steel structure mounting.

(2) Rated Input : Vendor to specify

(3) Output : Min 25 W by suitable taps 124 db (A) at 1 meter distance.

(4) Material : Corrosion resisting material, plated or treated with corrosion resisting material, or cast Aluminium

(5) Component : Cable gland, grounding terminal, supporting plate, fixing bolt and nut.

(6) Details : i) For most of the plant operating area, high efficiency horn type speakers shall be used. They shall be suitable for the application in the areas where ambient sound level may range from 85 dBA to over 90 dBA.

ii) The speech penetration will be possible through high ambient noise and high speech intelligibility is required under adverse noise condition.

iii) Vendor shall mention the range of noise for which his speakers are compatible.

3.5 Rotating beacon

Paging system shall be capable of producing sound level of +10 dB over the ambient noise level. Where this is not possible, rotating beacons shall be prominently installed to alert the operating personnel in the area i.e. compressor house, generator room etc.

4.0 Performance & design characteristics of the system

The paging system shall provide, as a minimum, the following paging and communication facilities:-

(1) Paging ( in voice mode ) of the entire plant or a group of call stations over loudspeakers from the master control station located in the process control room.

(2) Communication between existing master call stations, if required.

(3) Interfacing with central control exchange of the exisiting system.

(4) Call back from any of the field call stations to the master control station.

(5) Initiation of call from any of the field call stations to master control stations.

(6) Communication between any two pre-defined field call stations without interference of the operator manning the master control station i.e. any field call station can talk to any of the other field call stations by dialing single / multi-digit buttons of respective field call station without the help of the operator.

(7) Communication between any two field call stations only at the discretion of the master call station, except for call stations with a dedicated speech path as per speech diagram.

(8) Operating an Alarm call from master control station over all the loudspeakers during an emergency. ( An alarm tone generator shall be included for this purpose).

(9) Communication between different exchanges, if provided, within the plant.

(10) Muting facility for silencing the speaker connected to the booster amplifier.

(11) Monitoring the health of the system

(12) Field programming facility for flexible speech diagram

(13) Any other requirement specified in the data sheets.

(14) While paging or talking from any communication station, whether master control station or field call station, the loudspeaker associated with the talking station shall be muted automatically.

(15) Where more than one master control station has been specified, priority communication between the master control stations shall be possible. Also, provision shall be made to page all the slave stations from any of the master control stations.

(16) Paging system shall be compatible for interfacing with owner’s digital telephone exchange (EPABX) for providing access to paging system through preselected telephone sets and for announcing emergency conditions through pre-defined tones.

5.0 Cable tremination

5.1 Type of cable entrance

Each cable entrance to the devices such as handset stations, speakers, etc. for paging system shall have threaded hub and provided with double compression brass cable gland suitable for armoured cable.

5.2 Internal wiring and termination

(1) Internal wiring shall be stranded copper conductor with PVC insulation.

(2) Terminal boards with crimp terminals shall be provided in the enclosures (or in the terminal box, if it is provided) for termination of external cables.

(3) The terminal blocks for external cables shall have terminal marks. The earthing terminal shall be marked ‘E’ or (GND).

(4) Earthing Terminal The devices shall be provided with an earthing terminal on the outside of the

enclosure.

6.0. Nameplates, painting and marking

6.1 Name plates

(1) Each device shall have a name plate fixed to a non-removable structural part. (2) Name plates shall be of non-corrodible material. (3) Name plates shall contain the necessary information specified in the relevant

standard.

(4) Certificate numbering date and gas group classification must be indicated on the manufacturer’s nameplate on each equipment.

6.2 Service nameplates

Service nameplate shall be provided on the front face of the main devices and shall in principle be as follows:- Type : Stainless steel Size : As per the applicable standards

6.3 Painting

The bidder shall specify the painting procedure adopted which will be subject to purchaser’s approval.

6.4 Assembly marking

The devices to be transported in disassembled conditions shall be furnished with suitable match-marking required for assembly and installation at site.

7.0 Inspection, testing & commissioning

(1) The type, acceptance test and routine test for paging system and accessories shall be carried out as per the relevant standard at manufacturer’s work. Owner’s / PMC / Contractor shall witness the inspection.

(2) The manufacturer shall furnish type test certificate for the equipment offered, from recognised organisation. Type test certificates for hazardous area equipment shall also be furnished alongwith bids.

(3) Complete testing & commissioning at site shall be done by vendor after installation of the entire paging system. These tests shall satisfy the operational correctness of the system.

8.0 Spare parts and special tools:

(1) Spare parts necessary for erection & commissioning shall be recommended by vendor.

(2) Special tools necessary for assembly, installation and maintenance as per manufacturer’s standard shall be supplied.

(3) Two (2) years operational spare parts shall be as per but not limited to following list (Quantity shall be recommended by vendor ).

. 2.0 GENERAL

2.1 The vendor is fully responsible for over all Quality Assurance and Quality Control regardless of involvement of the Inspection Engineer of EPCC/TPIA/PMC/OWNER

The vendor shall maintain an effective QA system acceptable to the TPIA/EPCC/ PMC/ OWNER

2.2 The vendor shall submit to the Purchaser, on request, his QA system, in form of a well-documented manual, clearly setting out in it his quality policies, procedures and practices for the purpose of safeguarding the quality of goods being supplied by him.

The vendor shall modify/ update, if so felt necessary, his QA system to incorporate all the requirements of the purchase order which has been placed to him.

2.3 If the vendor’s system and/or QA manual are found below the standard necessary to meet the quality requirement at any time, the vendor is obliged to improve accordingly. This may imply using external agencies. Costs of such improvements are to the vendor’s account.

2.4 The vendor shall submit the Shop Survey Report and vendor’s QA/QC Questionnaire with quotation, if so requested.

2.5 EPCC /TPIA / PMC / OWNER reserve the right to conduct surveys / audit on the vendor’s premises during purchase order execution.

2.6 The vendor ensures that all documents are in line with the quality system. All requirements are also imposed on his sub-vendors. Vendor shall forward a copy of un-priced sub-vendor purchase orders for reference. Purchaser/ Purchaser’s Authorised Agency or representative/TPIA shall carryout inspection of critical items at sub-vendor’s works.

2.7 In the event that the vendor intends to assign or suborder a substantial portion of the activities of work, the vendor is to obtain the written approval from the purchaser. The same procedure applies for sub-vendors selected by the vendor for delivery of materials or equipment.

The purchaser may withhold the approval without justification and without any consequences to the purchaser.

2.8 The vendor ensures that all raw material & bought outs are procured from approved vendors only. For items not covered in the vendor list, vendor shall obtain the specific approval from Purchaser before placement of order.

2.9 Third Party Inspection Agency (TPIA) shall be appointed by Purchaser unless otherwise agreed.

. 3.0 QUALITY CONTROL (QC)

The Quality Control program contains the following main elements:

a) Approval of drawings/data sheets as per the requirements of the purchase requisition issued with order.

b) Inspection & Tests as per the QCP attached with the Purchase Requisition

c) Review of certificates, internal inspection report etc.

d) Final inspection for verification of completeness in all respect and review of Inspection Record Book.

e) Pre-shipping Inspection i.e. Preservation and Packing to check the Packing condition as per Purchase Requisition or as felt necessary for safe shipment and verification of quantity, lifting arrangement etc.

3.1 For inspections the vendor is further obliged to:

a) Ensure that vendor’s personnel are fully conversant with all requirements and are qualified to execute all activities. Vendor’s Inspectors shall have following qualifications:

-Non-Destructive Examination: ASNT Level II or equivalent -Welding: By AWS or equivalent technical course -Alloy Verification (PMI) - Sufficient experience and knowledge -Heat Treatment- Sufficient experience and knowledge -Refractory lining - Sufficient experience and knowledge -Painting - Sufficient experience and knowledge

b) Offer reasonable facilities, assistance, tools, protective clothing, office space, supporting documents (latest revision), test procedures etc.

All shall meet the requirements of the purchase order and statutory requirements, where applicable.

c) Offer goods free from slag, dirt, grease, loose scale or any other foreign matter, and unpacked, un-insulated and un-painted unless agreed otherwise.

d) Ensure that all measuring and test instruments are calibrated. e) The goods shall be stored, if possible, inside or under cover and accessible for

inspection, to the satisfaction of the Inspection Engineer of Purchaser/TPIA/PMC/OWNER.

3.2 The inspection and test activities comprise the following points (Inspections):

H (Hold Points) : Vendor is not allowed to proceed with the Test/inspection unless written release is issued by the concerned Inspector.

. W (Witness) : Vendor can proceed with the test/ inspection when the concerned Inspector is not present at the notified date.

IW (Initial Witness): Vendor has to notify the initial inspection date/time to the concerned inspector. Vendor can proceed with the test /inspection when the concerned inspector is not present at the notified time. Subsequent test/inspection will not be witnessed unless any deficiencies are found at the initial inspection.

S (Surveillance) : Vendor’s notification is not required. The concerned inspector will monitor the test/inspection during his visit or periodical inspection.

OR (Official record): Vendor is requested to provide the official records to submit as the Inspection Record Book.

IR (Internal record) : Vendor is requested to provide the records to Verify the quality.

3.3 Material Certification and Traceability:

Material Certification requirements are specified in the Quality Control Plan enclosed with the requisition. In general, all critical components and all pressure retaining parts shall be supplied with EN 10204-3.1 certification as a minimum. Material Traceability shall be maintained during all times during manufacturing- from raw materials receipt till despatch of goods, for all materials that are require material certification 3.1 or 3.2.

3.4 Inspection Release Certificate (IRC):

If the goods meet the requirements at the final inspection and all documents (Inspection Record Book) has been compiled and verified by the Inspector, the vendor receives an Inspection Release Certificate from the Purchaser/TPIA. The Inspection Release Certificate is not the release for shipping. Vendor must obtain the Shipping Release Certificate from Purchaser’s Project Expeditor. Any despatch without the receipt of “Shipping Release Certificate” would be deemed as unauthorised and unacceptable.

3.5 Non-Conformance:

3.5.1 In the case of any: a) deviations from applicable requirements b) unsatisfactory test results, rejections c) objections from Authorities and/or Inspector of Purchaser/ EPCC/PMC/OWNER

The vendor gives information promptly in writing by means of a Non-conformity Report (See Attachment).

3.5.2 The Inspector of Purchaser/TPIA may also issue the non-conformity report during shop inspection of witness/ hold stages or during surveillance visits when he observes any non-conformity to applicable requirements- explicit or implied.

. 3.5.3 The Nonconformity Report offers proposed corrective action(s) subject to Purchaser’s approval. If corrective actions have to be performed by the vendor as a result of internal inspections, the Purchaser’s Inspection Co-ordinator is informed in writing about these and correspondingly corrective action that is required to be taken.

3.5.4 If punctual delivery (completion) is endangered, the vendor separately reports to the Purchaser. If required Purchaser shall visit vendor’s works to ascertain the exact nature of delay.

3.5.5 In cases where the corrective actions are required, the vendor, upon instructions of Purchaser repeats testing and/or performs additional testing without any consequences for the purchaser. The Non-conformity Report (NCR) shall be a part of final documents.

3.5.6 In other cases, where there is reasonable doubt whether the goods are in accordance with requirements, the vendor, upon request of the Purchaser, conducts additional testing

which may include different testing methods.

3.5.7 If re-inspection is necessary, the date of that inspection is established by vendor in close co-operation with the Purchaser’s Inspector/TPIA.

3.6 Purchaser/TPIA may at any stage during the execution of the purchase order, take from the manufacturing location material samples, test pieces, test results, X-ray/ Radiography exposures and the like for evaluation by or on behalf of the Purchaser.

3.7 The results of any inspection are laid down in the Test Report/ Inspection Traveller and are countersigned by the parties involved.

4.0 QUALITY CONTROL (QC) DOCUMENTS:

4.1 Inspection Record Book:The vendor supplies all documents as per Part - II of “SCOPE OF SUPPLY”. Inspection Record Book Requirements shall be informed during execution stage.

4.2 Inspection Record Book- IndexThe Inspection Record Book Index will be submitted to TPKTI for approval 2 months before shipment of goods.

4.3 Special Requirements

a) All documents except drawings shall be of size A4(197 x 210mm) in accordance with DIN 476.

b) All documents are delivered in “Dossier” form, in flat/box files with 2 punched holes. c) All documents are presented in sequence, thus:

Requisition number, attachment number, page number and/or item number.

d) The vendor maintains all inspection documents and all related quality assurance/control records for five (5) years minimum from the date of despatch.

e) Final documentation including required number of copies will be packed in boxes with a reasonable weight (25 kg max.).

f) The box containing the original set shall be identified separately.

. 4.4 Submission of documents

The vendor is obliged:

a) to provide documents to the Inspection Engineer b) to deliver a copy of all documents in a file for Purchaser’s approval before the

delivery (completion) date as per purchase order.

If files that are received by Purchaser are established incomplete, untraceable, not conforming to the order or otherwise not acceptable, they shall be rejected at once and vendor shall be notified accordingly.

C) upon receipt of Purchaser’s approval, always deliver the originals, of the documents and the required quantity of copies.

The vendor, if previously so instructed, is also obliged:

d) to provide documents to Purchaser prior to inspection. e) to deliver originals, copies and/or additional copies of the documents to the

Purchaser.f) to deliver documents with the goods, also in the line with the Purchaser

instructions.

Furthermore:

g) if goods are delivered in partial shipments, the purchaser may request that the documents are temporarily kept by the vendor. Upon request or with the last delivery documents are to be submitted to the purchaser.

4.5 Soft Copies

Soft copies of documents in CD’s shall be provided as specified in document requirement sheet of Purchase Requisition. CD’s shall be supplied in jewel boxes and further packed to prevent damage during transit/handling. An Index File to be maintained in each CD for the documents stored therein. The soft copy file name shall be the same as document number.

. 5.2 Inspection Call :

The vendor invites the Purchaser’s / TPIA Inspection Engineer at least 7 calendar days before each scheduled inspection. If PMC/OWNER inspection is involved, vendor shall issue 3 weeks advance notice to the Purchaser for arranging such inspection. In case any postponement becomes necessary, vendor shall provide written notification at least 48 hours prior to the original schedule.

6.0 SPECIAL REQUIREMENTS6.1 Pre-Inspection Meeting

Pre-Inspection Meeting shall be conducted if specifically mentioned on the Quality Control Plan attached with the Purchase Requisition. Pre-Inspection Meeting shall be conducted before the commencement of manufacturing and after the following documents have been submitted by the vendor:

a) First submission of Drawings/ Data Sheets b) Quality Plan and Procedures c) Welding Procedure Specifications with Weld Map and Procedure Qualification

Records d) Job Procedures for NDT, PWHT, Positive Material Identification (PMI), Procedure

for Mechanical run/Operation check etc as applicable e) Sub-vendor list and Purchase specifications of major sub-orders f) Manufacturing Schedule

6.2 HSE Requirements:Vendor to ensure that requisite safety norms are followed while inspection is carried out by EPCC/TPI/PMC/OWNER ‘s Inspector.

1. PURPOSE

The purpose of this document is to define the electronic communication procedure between TPKTI and Vendors during detailed engineering (after placement of the purchase order) so that transmission of documents between TPKTI and Vendors is expedited.

It covers the exchanges of electronic files of drawings/documents (instead of hard copies), as required on part II of the SR.

Transmittal tests shall be done between TPKTI and Vendor before placement of the purchase order. If not, it shall be defined during the Kick-off meeting.

2. DEFINITIONS

VDB : Vendor Document data-Base (Document control system software) used by TPKTI

TECHNIP KT INDIA LTD. (TPKTI) : LSTK Contractor

Drawings :

- General term for a Vendor drawing or document required from the Vendor in the SR.

- It is either a drawing (native size A0, A1, A2, A3 or A4 in one or more sheets) or a document (several sheets in A4 size)

- It is submitted by Vendor to TPKTI for review and recorded under VDB.

Requisition issuer: Person within TPKTI in charge of the technical follow-up of the Vendor.

Vendor: Company having been awarded a Purchase Order for design and supply of materials and/or equipment.

3. TPKTI / VENDORS CONTACTS

TPKTI will have dedicated mail box with direct access for exchanging drawings with Vendor. The email address of the TPKTI is: [email protected].

. The Vendor's authorised representative shall have a dedicated mail box with direct access according to the same principle as that of TPKTI contact, i.e.:

VENDOR address: ...............@.................. (to be decided during Kick-off meeting)

There shall be only one contact in both Vendor side and TPKTI side. Each of these contacts will be responsible for internal dispatch of these electronic documents.

For TPKTI side contact person will be Ms. Abha Agrawal ([email protected])Contacts names shall be defined before placement of the purchase order, or at the Kick-off meeting at latest.

IMPORTANT NOTE: the address of TPKTI is a mail box, common to few people, where the Vendor shall send all the electronic mails which contains electronic documents with a copy to Mr. Abhai Nigam ([email protected])

VENDOR shall in no way send its files directly to individual(s) in TPKTI.

4. EXCHANGE OF VENDOR DOCUMENTS

In order to prevent from transmission problems (due to MB size of attachment), it shall be noted that an electronic mail shall contain one and only one document.It means that there will be as many electronic mails as documents.

The electronic file size shall be limited to 2 megabytes.

4.1 Electronic Mail Form

The electronic mail shall have a very specific form. This form shall be strictly followed by TPKTI and the Vendor, for both mail subject and mail text (See paragraphs 5.1 and 5.2 for mail example).

TPKTI will adapt this mail example for the concerned Vendor/Purchase Order, and will send such mail to the Vendor as a basis to be used for the referenced Purchase Order.

The Vendor will then have to modify the concerned parts only (underlined in para.5.1) at each drawing transmittal.

4.1.1 Subject of the Mail

It shall contain:

Material requisition reference,

The way of circulation: from TPKTI to Vendor, or from Vendor to TPKTI,

A chronological number (valid for both TPKTI and Vendor ),

The transmitted file name (see chapter 4.3).

Example: "00770-05D-SR-1011-01 - VENDOR/TPKTI - Chrono 001 – Doc.codeXXXX TagXXXX"

4.1.2 Text of the Mail from vendor to TPKTI

The text must be included in the mail itself, not in an attached file.

The text of the mail will be automatically processed by TPKTI VDB system.

It implies that the syntax of this text is very sensitive.

The TPKTI VDB system will process the line numbered from “01)”to “07)” and “A1)” and will take out the text after the two points ":"

Others lines will not be treated, so no particular syntax is required.

See the paragraphs 5.1 and 5.2 for mail example, which should be read in parallel with following explanations:

A typical structured line of the electronic mail will be constituted as follows:

nn) Information label : Information value

where

- parts of the text which are underlined must be strictly respected - nn) is a predefined value according to the type of information

required.Possible values are explained below: - 01) Document Reference : the Vendor reference of the document without

The drawing title has to be written as the following example:

"Outline Drawing C2100" (The word "item" must not be stated).

05) Purchase order : Contractor Purchase Order, without any blank space.

06) Requisition : TPKTI material requisition reference, without any blank space.

07) Document Client Reference : when applicable, corresponds to the reference given by the TPKTI’s Client to the considered document.

A1) File name : the name of the PDF file attached to the electronic mail.

4.1.3 Text of the Mail from TPKTI to Vendor

Same rule as already described under chapter 4.1.2.

4.1.4 Delivery Options

Each mail shall be sent with the option "confirm delivery" (or equivalent), in order to be sure that this mail has been correctly delivered.

4.2 Attached Electronic File Format

4.2.1 Electronic Format

All electronic files (containing Vendor's drawings or documents) shall be PDF format (Portable Document Format), which corresponds to an "electronic print" of the document.

These files are generated whatever the native software tool used (AUTOCAD, DESIGN CAD, AmiPro, WORD, EXCEL, LOTUS 123, etc.) thanks to a software called ACROBAT DISTILLER.

4.2.2 Drawing and Document sizes

All documents must be defined under ACROBAT with A4 size (210 x 297mm) or A3(297 x 420mm) only.

. Native files may naturally be of a larger size, but they shall be reduced to A3 size when converted to PDF format.

One document of more than one sheet (A4 or A3 size) shall be defined as only one electronic file under ACROBAT, with as many sheets as necessary.

Important notes:

The maximum size of drawings and documents is intentionally limited to A3 size for printing, reproducing, and scanning reasons.

The Vendor is strongly recommended to limit the size of his native files to A1 size (prior to reducing via ACROBAT DISTILLER). Indeed, documents reduced to A3 size reveal to be hardly legible and the text height (for notes and dimensions) or line thickness must be suitable for reading after reduction.

A3 size limitation will need the Vendor to consider the following:

- Limitation of information to be indicated on these documents, in order to cope only with information requested by TPKTI.

- In case some documents contain too many information, Vendor shall split it in 2 or 3 documents.

Example for a PID: one PID could be provided for oil system and another one for Seal system. In this particular case, it is strongly recommended to generate onlyONE PDF file, for each sheet.

4.3 Electronic File Name

4.3.1 General

Each electronic file will have a name, which will be in relation with part II of the SR and equipment tag number, with the extension ".PDF".

4.3.2 Syntax

Purpose of this syntax is to know the transmitted document and its status, without opening ACROBAT. It will also increase the reliability in document transmission accuracy.

The following syntax shall be used: "XXXXXXXXXXXXX-S.PDF", where:

XXXXXXXXXXXXX is the document file name

S is the status:

R = document issued to TPKTI for review or information.

Important note: Consequently, prior to placing the purchase order, it is necessary to clearly define with the Bidder which drawings and documents have to be submitted, and to adapt, as much as possible, the part II of the SR.

Examples:

- A document sent by Vendor will be named: XXXXXXXXXXXXX-R.PDF - Once commented, it will be recorded and returned to Vendor under the name: XXXXXXXXXXXX-C.PDF - If there is no comments, the document will be returned to Vendor under the name: XXXXXXXXXXXXX-F.PDF.

5. CO-ORDINATION WORKS BETWEEN TPKTI AND VENDOR

In order to summarise the situation; the following actions shall be done with the Vendor prior caring out the first exchange of electronic files:

Identification of contact names: with electronic address, both in TPKTI side and Vendor side,

Electronic file transmittal test: to be done without any syntax concerning the transmission mail, but only to check

- the drawing size under Acrobat - the easy readability of the drawing - the electronic file name

Electronic mail format: TPKTI shall send to the Vendor the hereafter example modified in order to adapt it to the concerned Equipment/Vendor.
