Welcome to the National Offshore Sailing Championship 2013. We are once again returning to the Solent for our competition this year. I hope that the weather will be kind and all involved will have a great time.

Dear Colleague,I am delighted to write this foreword in support of the 2013 Police Sport UK (PSUK) Sailing Championships that will be hosted by us and held within the magnificent sailing waters of the Solent and the Isle of Wight.We are delighted to be supporting and leading this year’s event and we have a proud history of our involvement in the Championships over a number of years;Whilst the business of policing remains extraordinarily challenging at the present time, during 2013 it is essential that members of the police service take time out to engage in the wide range of sporting activities that PSUK facilitates.I know that a broad spectrum of police forces will be represented in this year’s sailing championships that will be keenly contested. The standard of competition in the championships has always continued to improve and within a ‘matched fleet’ of yachts the skill, endeavour, determination and spirit of competition will be hotly contested during the week of the championships.Those of you participating in this sport I know enjoy the spirit of competition and the challenges posed, particularly by our Solent ‘microclimate’ and some of our interesting tidal anomalies. Rules

The Championship will be governed by;The Rules as defined by the Racing Rules of Sailing 2013-2016 (RRS)Sunsail F40 Class RulesThe PSUK Competition Rules for Sailing and the Sailing Instructions for the event.(http://www.policesailing.org.uk/psuk/offshore/2011/F40%20-%20Class%20Rules%20Sunsail.pdfRRS Appendix D (Team Racing Rules) will not apply.For the purpose of this regatta, the word team may be used to mean the crew of a boat. The word boat and yacht are interchangeable.

3 Navigation Restrictions, Safety Regulations and Communications

Boats shall comply with:

ISAF Offshore Special Regulations Category 4.

The Southampton Byelaws 10 and 11 and ABP Southampton Notice to Mariners Number 4 of 2004. A yacht infringing this instruction shall be disqualified (which shall be non-excludable (DNE) without hearing (changing rules 63.1 and 90.3(b)) except that she shall be entitled to a hearing on request

The Southampton, Portsmouth and Poole Harbour byelaws where applicable.

3.1 This is a yacht, one design fleet regatta. Only Beneteau F40’s class one-design yachts allocated by the race organisers are eligible to compete.

3.2 Yachts will be allocated by ‘Ballot’ at registration.

Police Sport UK Offshore Sailing Championship Rules.

3.4 Crew numbers, including the skipper, will be a minimum of six and a maximum of ten per boat.

4 Schedule

4.1 Registration will take place at Sunsail Portsmouth Harbour Yacht Club, Port Solent, Portsmouth, Hampshire at 1730 hours on Sunday 12th May 2013. Yachts will be allocated by ‘Ballot’ by the Race Committee, at the time of registration, that same day.

4.2 All racing will be dependent on weather and tide conditions at the time of the Championships. It is intended that racing on the first day will be in the vicinity of Browndown.

The warning signal for the first start will not be before 1025on Monday 13th May (unless otherwise indicated). A more precise location will be communicated by VHF radio when leaving Portsmouth Harbour. Racing will take place on each day of the championships. The start of the last race will be no later than 1200 hours on Friday 17th May 2013.

Courses

On the first day Courses will be predominantly windward leeward using inflatable marks. There will also be ‘round the can’ courses using designated Solent marks. The courses will be announced by VHF prior to the warning signal

The race committee will communicate its race course intentions at the morning skippers briefings

5.1 Advertising will be governed by Regulation 20, ISAF Regulations, 2009.

6 Fees

The required entry fee is £425 and must be paid by the closing date of 15th March 2013.

The skipper of each team must sign the entry form and agree to be bound by the racing rules of sailing and all other rules which govern this event.

However late entries may accepted at the discretion of the race committee and an additional administration fee may be required.

6.4 The sailing instructions will be available at registration and may be posted on the event website by the organisers prior to the event.

7 Location

7.1 Races will be held in the Solent and out into the channel as far West as Poole & as far East as Chichester. Competitors shall ensure that they carry adequate, up-to-date charts of the area.

8 Scoring

8.1 The Low points scoring system, Racing Rules of Sailing, RRS Appendix A4, will apply when calculating scores for series trophies.

8.2 At least four races should be completed before a series trophy is awarded. If five or six races are completed, each boat’s score shall be the total of all its scores in races less its worst score. If seven or more races are completed, each boat’s score shall be the total of all its scores in those races less its two worst scores.

9 Berthing

9.1 The event will be berthed according to racing needs.

10 Radio Communications

10.1 Except in an emergency, to notify retirement, damage or a protest, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

11 Prizes

11.1 Prizes will be listed separately.

12 Disclaimer of Liability
