A new rest area on the Sturt Highway at Willowvale in NSW
has now been completed, offering truck drivers a safe place to pull over and take a break.Infrastructure and Transport Minister, Anthony Albanese, said funding for the project came from the Federal Government’s $70 million Heavy Vehicle Safety and Productivity Program. The rest area is a jointly funded project with the Australian Government providing $525,000 and the NSW Government a further $2.04 million.
“Across NSW, this program is delivering 55 new and upgraded rest stops and nine refurbished parking bays, complementing our record investment in the upgrading of the State’s highways,” Mr Albanese explained.“This program represents the single largest Federal investment in roadside facilities used by truck drivers, which in turn will make our nation’s highways safer for all road users.”NSW Minister for Roads, Duncan Gay, said the rest area would help
to reduce heavy vehicle crashes involving driver fatigue. “Located along the Highway’s eastbound side, about 37 kilometres east of Balranald, the rest area will offer a safe place for truck drivers to get the breaks they need,” Mr Gay said.“Last year 79 people were killed in NSW in crashes involving trucks with fatigue a factor in many of them. We must do more to prevent these tragedies - and without doubt, providing new and upgraded rest stops is an investment in safer roads.” ■

Historic agreement as COAG signs up for national regulators
Australia’s political leaders have taken a significant step towards
delivering a more productive and safe transport system with agreements to establish a National Heavy Vehicle Regulator (NHVR) and a National Rail Safety Regulator (NRSR) at the COAG meeting in August 2011.NTC Chief Executive, Nick Dimopoulos said the signing of the intergovernmental agreements marked important milestones for both projects. “Australia is another step closer to realising the significant productivity
and safety gains that will flow from establishing a national system of regulation for road and rail,” said Mr Dimopoulos.“The establishment of the National Heavy Vehicle Regulator laws alone is estimated to deliver around $12.4 billion worth of savings over 20 years.” Mr Dimopoulos acknowledged the collaborative effort of NTC staff, the National Heavy Vehicle Regulator Project Office, the National Rail Safety Regulator Project Office, as well as government, industry and union
stakeholders for their contribution to the projects so far. “We look forward to continuing to work in partnership with our stakeholders to make the regulators a reality in January 2013,” he said.The NTC is undertaking the legislation work stream for both the NHVR and NRSR projects. This involves consolidating existing legislation, resolving outstanding policy issues to support the establishment of the new regulators and finalising the proposed Heavy Vehicle National Law and National Rail Safety Law. ■

Winners of the inaugural 3M-ACRS Diamond Road Safety Award,
which was developed as a result of the new partnership between 3M and the Australian College of Road Safety (ACRS), were announced on Thursday 1 September at the 2011 ACRS Road Safety Conference Dinner in Melbourne.This award is part of a joint effort by the two companies to improve road safety by encouraging and sharing best practice in road safety. It encourages entries from any person or group practicing in road safety to submit highly innovative, cost-effective road safety initiatives/programs recently developed within Australia that stand out from normal practice and deliver significant improvements in road safety for the community.“The application process for the award was advertised widely and we were almost overwhelmed with applications,” said ACRS President, Lauchlan McIntosh. “Individuals, partnerships, community groups, local and state government agencies submitted real programs that are all making a contribution to reducing
crashes and reducing death and injury. Some specifically targeted a particular problem, while others offered support for victims to encourage better understanding of the many issues around improving road safety results.”The inaugural award was presented to a community group in North Queensland for its RAPTAR project (Reduce Accidents, Prevent Tragedy & Achieve Results). Led by Sergeant Michael Musumeci of the Queensland Police Service in Ravenshoe, the project was built on national, state and police plans; analysis of local data; and engagement of stakeholders, including owners of licensed premises, council road specialists, state government officials, community and business leaders.“Not only were behavioural issues researched and addressed by reducing hours of sale of alcohol and realistic targeting of enforcement, but similar realistic targeting of cost effective road infrastructure maintenance and hazard reduction was identified and completed,” said Mr McIntosh.As part of the grand prize, Michael
Musumeci will travel to the USA to attend the 42nd ATSSA Annual Convention & Traffic Expo in Florida and 3M Headquarters in Minneapolis in February 2012 to promote his winning project.The judging committee also awarded two high commendations. container terminals to be delivered over the next 18 months.“The successful execution of this contract with Maersk Line is a significant achievement for our business and is testament to the strength of Patrick’s Container Terminal operations,” said Asciano CEO, John Mullen.
“The agreement celebrates a new stage of a long-standing national partnership between Maersk Line and Patrick. Our renewed partnership will see Maersk Line Boomerang Service vessels delivering an additional estimated 190,000 containers at our Fremantle, Melbourne and Brisbane terminals.” ■

notices in most cases, unless carriage of documentation is a specific condition of the notice,” Mr Crouch said.“The NSW Roads Minister has made steady progress on road transport issues since coming to office this year with positive changes for the transportation of wool bales, improved access to HML maps, the discontinuation of ineffective speed cameras, the restoration of the 110km speed limit on most of the Newell, the ongoing review of speed limits on other major transport corridors and a significant departmental restructure,” said Mr Crouch.“The NSW Government has a clear agenda to improve the regulatory environment for road transport operators and the NSW Roads Minister has shown a willingness to listen to the legitimate concerns of industry. NatRoad intends to put forward our considered view on the proposed national heavy vehicle laws to all road transport ministers in the lead up to an out-of-session vote on the first tranche of legislation, expected to commence later this month,” Mr Crouch added. ■

Southern Cross Transport Equipment Group has acquired Melbourne
based company Commercial Transport Solutions (CTS) to expand the company’s branch network. In addition, the aspiring company can now offer both in house and mobile service in Melbourne’s north and east.Commercial Transport Solutions (CTS) is renowned for supplying a range of transport equipment to the local transport industry, specialising in control systems, monitoring, and refrigeration technology. Operating branches in Altona North and Tasmania, CTS will provide service for the entire Southern Cross product range. “Just as all other Southern Cross Parts outlets, CTS offers good, old-fashioned service,” says Shane D’Arcy-Irvine, manager ofCTS’s Melbourne branch. “We will always endeavour organising that one, hard-to-get spare part you need. All CTS branches stock a full range of parts and equipment for all trailer manufacturers, including some that are no longer in the market, such as McGrath and Fruehauf.“We can supply and stock a range of genuine and non-genuine parts at very competitive pricing,” Shane adds. “Our mission is to be able to service
transport fleets and operators as a one-stop-shop for truck and trailer hard parts as well as accessories, providing a 24/7 service.”Michael Nicholls, owner of CTS, had previously worked for Southern Cross’ Col Deverson. When he found out that Col had commenced a number of parts outlets across the country, he approached him to join the Southern Cross Parts Group rather than compete. A sale agreement was finalised in March 2011.In addition, the Southern Cross Group has appointed Ruff Repairs as an authorised agent for the trailer and van segment. “The new cooperation will enable us to provide fast and efficient service in the West,
based on a service and repair bay in Derrimut and a 24/7 mobile repair service,” says Alf De Fazio, General Manager of Southern Cross Vans. “It was just a good match – Andrew Ruff is an experienced mechanic and he was looking for a permanent home base. And we were able to provide a fully equipped service bay. Now people don’t have to come to Dandenong or Adelaide anymore, as we are able to manage the entire West of Melbourne and provide on site service as well.”“It’s an exciting opportunity,” says Andrew Ruff, who has been working in the industry for 17 years. “Having a workshop just next to the Southern Cross Parts centre is a key advantage.”■
Scania presented its millionth vehicle in July 2000 to the
International Committee of the Red Cross (ICRC) at Expo 2000, the world trade fair in Hannover, Germany. The truck has been used by the ICRC for humanitarian efforts in the Balkans, in Afghanistan and in Africa. Now it is on its way back to Södertälje to take its place in Scania’s collection of epoch-
making vehicles.The jubilee truck completed the final leg of its world trip recently, when Robert Bengtsson from the Scania museum drove the truck home from Skandia harbour in Gothenburg.Eleven of Scania’s production units around the world were involved in the manufacture of the truck in order to demonstrate Scania’s global production.
Scania employees from all these units also attended the presentation ceremony in Hannover.The truck has now finished the final voyage back to Sweden. It began in Dar Es Salam, Tanzania in March and passed through India and Japan to Southampton in the UK, where it was reloaded onto a new ship destined for Gothenburg. ■

Container Swinglift and Volvo innovate with PBS
Queensland logistics operator Container Swinglift will soon
introduce a PBS-approved B-double, 40-foot container transporter pulled by Volvo prime movers.Container Swinglift has turned to Volvo for its latest fleet expansion, buying four FM 500s and ordering two FH16 600s. The company specifically chose Volvo Trucks because of its flexibility and suitability to the specific task of carrying containers in a new PBS-based configuration. “A typical B-double can only carry one 40 foot and one 20 foot container,” said Managing Director Stephen Tapper, “but we’ve come up with a design under the Performance Based Standards that enables a B-double to haul two 40-footers. That’s a whole extra TEU, or to put it another way, a 30 per cent increase in load.”Under the PBS system, Stephen’s design had to meet stringent specifications, particularly for weight and length. “Anyone who’s been involved in a PBS application knows it’s a complex process with a lot of detailed requirements. Our preferred design wasn’t possible with our current prime movers - they were unable to do the GCM we required. The Volvo trucks went up to 120t, so it will never be an issue. Plus, there’s the length restriction: we had to fit inside 30 metres and the Volvos came in at 29.7 metres. Volvo gave us the flexibility we needed to make it work.” The new design will make Container Swinglift the first operator to take a 40-40 B-double off the Port of Brisbane island. “PBS can be a time consuming process,” said Stephen. “But we’ve put resources into these
projects because we believe in the return on investment. Volvo really helped us get it from the design stage to reality, providing all the truck specifications and working with the trailer manufacturers to ensure the length was right. When you’re doing a PBS application you almost want the truck to be overkill, and the Volvos had all sorts of features as standard that made a big difference, like EBS brakes and front under-run protection for example.” The two FH16 600s will run into the hinterland in ‘A-double’ configuration to collect cotton and grain. “On runs like that in particular, fuel consumption is important, and the Volvos have really impressed. I get a report from the Volvo Dynafleet system every Monday that gives me a great insight into all manner of things such as fuel consumption and driver behaviour in two of the trucks. We’ve got the I-Shift automated manual transmission in all the Volvos, and one Monday after looking at the report, I called one driver and said ‘Just leave it in automatic!’ His fuel consumption went down immediately. If I can cut fuel consumption by just 10 per cent across my fleet, it equates to considerable savings, so I pay attention to this.” So what was the drivers’ reaction to the Volvos? “The drivers are really happy with them. They love the manoeuvrability; the cabs are user-friendly and very comfortable to drive. From my perspective, I really value the I-Shift: the driver can keep his eyes on the road and his hands on the wheel. Then you look at reliability, which is very important to us, here the all-Volvo drivetrain makes a real
difference. Volvo’s aftersales service has been excellent too, they’re quick to solve problems and they offer us a replacement truck if they need to keep ours for a couple of days for any reason. Their communications are good too; the salesman can get an answer from an engineer very quickly.” Container Swinglift has been in business since 1986, when Maria and Roger Tapper started out with just three trucks. Twenty-five years later, Stephen Tapper has taken the family’s fleet up to 26 trucks and counting. “We hit 37 a few years ago, but the GFC had a major effect on business for a while. It’s picking up again now, and we’re seizing the opportunity to start a whole new way of carrying containers. We’re going to expand using the new 40-40 combination, and we’ll be doing it with Volvo. Volvos might cost a bit more upfront, but over the life of the truck they more than make up for it.
